1.0 SCOPE
This specification defines the minimum requirements for the design, fabrication, testing and
inspection, and certification of an E-House Electrical MCC / SWITCHGEAR Building for
use on a Floating Production, Storage and Offloading facility (FPSO).
The E-House Building shall be utilized on the FPSO facility operating 24 hours per day, 7
days per week, and shall be designed for continuous duty application.
Within this specification, the following definitions shall apply:

VENDOR: Successful Bidder
INSPECTOR: Those individual(s) that are designated by the COMPANY to act
on the COMPANYs behalf for all matters relating to quality
control, testing, examination, witnessing and acceptance of the
VENDORs work

design information regarding the vessel motions to be considered during design of the
equipment.

2.0 PROJECT DESCRIPTION


The E- House Building shall be an air-conditioned structure suitable for outdoor, offshore
environment and designed to house medium voltage (MV) switchgear, low voltage (LV)
switchboards and motor control centers, GT Generators Control Panels, MV power
transformers and LV distribution equipment. The building shall be complete in all respects
and ready for occupancy and full operation. The building shall be designed for a single lift
package with all VENDOR and COMPANY supplied electrical components installed.
The dimensions of the E-House Building are as shown on the attached suggested floor plan
drawing 3146-MI20-9063-0050.

3.0 DETAILED DESIGN


SUPPLIER shall design and fabricate the E-House Building based on the OWNER
COMPANY supplied concept bid drawings and referenced industry and COMPANY
specifications.
Prior to the commencement of work, VENDOR shall provide the COMPANY with a
Class/COMPANY Approved Detailed Design, Drawings, Calculations and Specifications for
the fabrication of the E-House Building.

The above referenced industry standards are to guide the VENDOR with selection of
equipment. However, all components selected must have ABS certification and shall be to
IEC standards as a minimum.
VENDOR shall design, fabricate, assemble, test, paint, and ship the equipment in accordance
with the COMPANY General Specifications and purchase documents.

5.0 CLASS INSPECTION COORDINATION AND CERTIFICATION


VENDOR shall be responsible for scheduling CLASS inspections at established HOLD-
POINTS. VENDOR shall inform COMPANY of these inspection schedules.
VENDOR shall provide the necessary manpower, equipment and materials for functional
testing of the installed E-House Building at the fabrication yard. When the Work is
completed the COMPANY and the CLASS Inspectors shall perform a final inspection and
walk through. All equipment and systems shall be made operational and shall be tested to
prove their operability. Major items such as the HVAC system shall be run for at least 24
hours continuously; if for any reason test has to be interrupted, a new 24-hr test shall be
conducted. During this period, the VENDOR to assist with the commissioning of this
equipment will provide VENDOR representatives for these major items. The cost for these
VENDOR representatives shall be to the VENDOR's account. The VENDOR must correct
and complete all punch list items prior to acceptance by COMPANY of the E-House
Building. The E-House shall be certified by ABS. E-House vendor shall provide
documentary evidence of complete conformity with all the relevant codes and standards.

6.0 COMPANY FURNISHED MATERIALS


VENDOR shall install and wire into related systems or interface junction boxes all
COMPANY furnished materials as listed in the purchase documents.
VENDOR shall handle all COMPANY furnished materials in a prudent manner to prevent
damage. Lifting gear, cranes, forklifts, trucks, trailers, etc. shall be properly sized and in
good condition, and operated by experienced and qualified operators. Materials shall not be
dragged, dropped, pushed or rolled in a manner that, in the opinion of COMPANY, could
cause damage.
VENDOR shall identify, mark for identification, and properly store all COMPANY furnished
materials. All stored materials shall be insulated from the ground (such as by wood blocks or
on shelving), not be standing in water, not be exposed to dusty or corrosive environments,
and be segregated from materials and equipment for other projects.
VENDOR shall be responsible for the cost of damage, repairs, replacement, etc., resulting
from negligence, accidents, improper storage, or handling.

7.0 LOAD-OUT, TIE-DOWN AND TRANSPORTATION


VENDOR shall be responsible for engineering and obtaining appropriate approvals for load-
out procedure by the Companys warranty surveyor and the load-out and tie-down of the E-
House Building prior to shipment (Reference 3146-MI20-00S1-0270, "Loadout and
Seafastening of Marine Structure"). VENDOR shall provide, for approval, all loadout and tie
down details and drawings, with calculations to Warranty Surveyor and COMPANY.
Offloading and erecting the E-House Building will be by others. Load out and tie down shall
be VENDORs responsibility.
VENDOR shall analyze the structure for his proposed loadout scheme. All dry dead loads
plus equipment loads shall be combined with the appropriate mix of support conditions and
center-of-gravities. VENDOR will be responsible for limiting support deflections to the level
determined from the analyses to ensure that no structural overstressing occurs during the
load-out and transportation operation. Load-out and transportation procedures and analysis
are subject to the COMPANY and third party Warranty Surveyors approval.

8.0 STRUCTURAL

8.1 GENERAL
Vendor should reference 3146-MI20-00S1-0230, Design of Offshore Marine Structures for
design specifications. The E-House Building will be subjected to constant lateral loading
throughout its life due to being in service on a Floating Production, Storage and Offloading
(FPSO) vessel. The COMPANY preferred method to resist this lateral loading will be with
diagonal trussing built into the skeleton of the building. It is, however, still possible to design
the skin to provide this racking stiffness without the use of diagonal braces. If the VENDOR
elects to design the building without diagonal bracing and the COMPANY or ABS and/or
their third party inspectors are not satisfied that the system can adequately resist long term
lateral loading, then the VENDOR will be responsible to revise the design as required.
VENDOR is required to develop a computer model of the module structure and equipment
loads to calculate member stresses under various conditions. The acceptable software
packages for this are either SACS, Stru-CAD or approved equal.
VENDOR shall include in his scope of work sufficient time to interface with the deck
designer to coordinate design related to interface between the module and deck. The
interaction will need to exchange information such as computer models, support reactions,
load summaries, etc.

8.2 MATERIALS
Materials for the building shall be in accordance with ABS Guide for Building and Classing
Facilities on Offshore Installations including Rules for Building and Classing Floating
Production Installations. (Reference 3146-MI20-00S1-0240, Materials for Offshore Marine
Structures)
Floors shall be covered with 1/4 (6.5mm) minimum flat plate. Exterior walls shall be
covered with 3/16 (5mm) crimp plate.

8.3 DESIGN LOADS

8.3.1 DEAD LOADS


All dead loads, such as primary and secondary structural steel, outfitting equipment and
materials, electrical, HVAC, piping, etc. shall be accounted for in the computer models of the
E-House Building. For service conditions, the fluid weight associated with each of the above
items shall also be included with the dead weight. A minimum 5% contingency on all dead
loads shall be used for engineering calculations. VENDOR will use his discretion for the
appropriate contingency for weight control and other work.

8.3.2 LIVE LOADS


The preference is to use specific equipment weights to the extent possible for gravity loading.
In lieu of such information then the following area live loads shall be used.
Floor 150 psf (735 kg/square meter)
Roof 100 psf (490 kg/square meter)
Walkways, Stairs 50 psf (245 kg/square meter)

Open Areas 50 psf (245 kg/square meter)


(when equip. loads are used)
Floor plate and floor beams shall be designed for 100% of live loads. Girders, bracing, and
columns can be designed with a 75% carry down factor applied to the live loads.

8.4 DESIGN CONDITIONS

8.4.1 GENERAL
All analyses shall be based on API RP2A Working Stress Design Guidelines. The 1/3
allowable stress increase may be used as directed by API for extreme environmental events
and offshore barge transportation conditions. No stress increase shall be allowed for inter-
coastal waterway barge transport environmental conditions.
Deflection of main beams and girders shall be limited to L/360 per AISC guidelines.

8.4.2 IN-PLACE
The in service conditions associated with 10 and 100 year return period storms shall be
analyzed. All dead loads plus live loads shall be combined with the appropriate
environmental loading from both wind and ship motion accelerations. Environmental loading
shall be checked for a minimum of eight (8) directions. Support reactions from all in-place
analyses must be reported to COMPANY to streamline interface with deck designers.

8.4.3 LOADOUT
VENDOR shall analyze the structure for the proposed loadout scheme. All dead loads shall
be combined with the appropriate mix of support conditions. VENDOR will be responsible
for limiting support deflections to the level determined from the analyses to ensure that no
structural overstressing occurs during the operation. Loadout procedures and analysis are
subject to the COMPANY and third party surveyors approval.

8.4.4 TRANSPORTATION
The structure is to be checked for tow stresses. All dead loads as specified in 3146-MI20-
00S1-0230 shall be combined with the transportation loading. Seafastening will also be
designed by these same criteria as specified in 3146-MI20-00S1-0270. Transportation
analysis is subject to the COMPANY and third party surveyors approval.

8.4.5 LIFT
The structure and padeyes shall be designed to accommodate a single point lift configuration,
using spreader bars and a skidding option. All dead loads shall be combined with the
appropriate API impact factors. The structure shall be designed for skidding the building into
place as an option should the need arise.
The building shall be designed for:
Lift from the VENDORs yard onto barge transportation, by whatever loadout means
proposed by VENDOR.
Lift at the fabrication yard from the barge on to the deck of the ship. VENDOR shall
specify his proposed lifting arrangement in this proposal, so that suitability can be
confirmed with the deck fabrication VENDOR.

9.0 ARCHITECTURAL MATERIALS, FINISHES AND


CONSTRUCTION
VENDOR shall furnish all labor, equipment and materials, permanent or temporary, to
complete all the work stated herein, and indicated on the bid drawings. The following
subsections are general descriptions of the specifications and requirements for the various
architectural materials, finishes and construction work.

9.1 FLOOR
The building floor shall be 1/4 (6.5mm) minimum, smooth steel plate and attached to each
floor beam by seal welding. Welding procedures shall be selected to eliminate warpage of
the floor plate during seal welding. Floor shall be A-60 rated per ABS Guide for Building
and Classing Facilities on Offshore Installations, Chapter 3, Section 8, Paragraph 9,
Structural Fire Protection, and Table 3a.
The exterior side of floor plate and the interior skid base members shall be painted in
accordance with the COMPANY Specification 3146-MI20-00S1-0030. The interior floor
finish shall be non-skid gray per COMPANY specification.
The floor shall be insulated with two (2) layers of 3 (75mm) foil-backed mineral fiber
insulation. Insulation shall be permanently anchored to the floor plate underside with
stainless steel welded stickpins and compression washers to prevent slippage. Floor
insulation shall be protected with an 11-gauge (3mm) steel belly pan painted to match
building finish.
All open floor areas shall be covered with 1/4 (6.5mm) ribbed rubber, die-electric
switchgear matting. Matting shall be shipped loose with the building.
Battery room walls and floors shall be acid and alkali resistant. All regulatory sanitary wares
will be provided.

9.2 WALLS
Exterior walls shall be fabricated from 3/16 (5mm) crimped steel plate welded at all joints
and to structural support members. All exterior seams shall be seal welded. Exterior walls
shall be rated per A-60 ABS Guide for Building and Classing Facilities on Offshore
Installations, Chapter 3, Section 8, Paragraph 9, Structural Fire Protection, and Table 3a.
Interior walls shall be laminated steel panels similar in construction to Don Wall Panels.
Interior walls shall be noncombustible. Interior finish shall be painted white in accordance
with Coating Specifications 3146-MI20-00S1-0030. Interior walls separating defined usage
spaces shall have a fire rating as designated by ABS requirements. Walls shall be suitably
stiffened for mounting equipment to the wall. Support system shall be Unistrut system
anchored to the structural steel behind the wall. VENDOR shall install COMPANY supplied
equipment by bolting to the Unistrut wall supports.
Exterior walls shall be insulated with 3 (75mm) foil-backed mineral fiber insulation. The
insulation shall be permanently anchored in the wall with stainless steel welded stickpins and
compression washers to prevent slippage.

9.3 ROOF AND CEILING


The roof shall be flat and fabricated from 1/4 (6.5mm), minimum, smooth steel plate welded
to structural support frame. Joists shall be spaced to meet design load requirements. Roof
penetrations shall be minimized. The roof shall be A-60 rated per ABS Guide for Building
and Classing Facilities on Offshore Installations, Chapter 3, Section 8, Article 9 and
Structural Fire Protection.
The ceiling shall be insulated with 6 (150mm) foil-backed mineral fiber insulation and shall
be secured to the underside of roof plate between the joist with stainless steel welded
stickpins and compression washers in accordance with NVIC 9-97, Sections 2.5-3.5.
The interior ceiling shall be galvanized steel laminated panel painted to match interior wall
finish.

9.4 DOORS
The E-House Building shall be equipped with two (2) exterior doors 3 (900mm) wide x 8
(2450mm) high and one (1) exterior double doors 9 (2750mm) wide x 9 (2750mm) high, for
equipment and personnel access doors. All doors shall have removable transoms. The
transoms shall be located at a height that will allow for standard height door panels. Interior
and exterior doors shall have windows meeting the requirements of NVIC 9-97. Exterior
doors shall be certified as meeting A-60 requirements per ABS regulations. Equipment door
shall be large enough for its purpose.
All exterior door hardware shall be stainless steel suitable for a marine environment. Quality
of door hardware shall be suitable for severe duty.
Exterior doors shall be equipped with stainless ball-bearing hinges, panic exit device,
automatic door closer, exterior thumb latch with locking rim cylinder, kickplate and complete
weather-stripping.
All floor / wall penetrations including doors windows shall be rated to withstand the same
blast overpressure as the wall in which they are located.

9.5 FLASHING AND CAULKING


All building openings, seams and penetrations shall be permanently sealed. Fire caulking
shall be approved material, i.e. Nelson Fire Caulk or other approved caulk.
Seams around doors and other penetrations shall be sealed in order to maintain the A-60
bulkhead rating.
Air conditioning and other penetrations in the wall shall be sealed as required to provide
air/water tight penetrations. Penetration seals shall be tested with water spray prior to
shipping. COMPANY shall witness test.

10.0 HEATING, VENTILATION AND AIR CONDITIONING


VENDOR shall furnish and install the HVAC System for the building. VENDOR shall be
responsible for furnishing and installing thermostats, ductwork, fire dampers and all other
equipment to provide for a complete CLASS approved and operational system. System shall
be a 100% redundant system, capable of maintaining inside temperature of 23C with an
outside temperature and relative humidity as listed in 3146-MI20-00DS-0010, Site
Conditions and Utilities Datasheet". System shall be capable of maintaining inside
temperature of 24C with a minimum outside temperature as listed in the datasheet. All
HVAC equipment motors located outside shall be IC4A1A1, suitable for a Zone 2, Group
IIA, Temperature T3 location, for severe duty with class F insulation and class B temperature
rise. Coils shall be coated to protect from corrosive marine environment.
VENDOR shall furnish all HVAC motor starters, contactors, and transformers and disconnect
switches required for operation of the systems. During fabrication and testing, the HVAC
unit shall be powered from a temporary supply. All control gear for motor starters shall be in
line with MCC short circuit current 65kA as minimum.
HVAC system shall be designed to maintain a 0.1 column of water (25 Pascals) of positive
pressure inside the building. Air locks shall be provided for the personnel doors. The air
locks shall have an A60 rating. VENDOR shall furnish a Dwyer pressure differential switch,
monitoring the pressure difference between the inside and the outside of the building.
VENDOR shall provide a form C contact, for COMPANYs use, indicating that the
pressure has fallen below 0.1 (25 Pascals) of positive pressure. VENDOR shall also provide
a Dwyer Magnehelic Gauge, located at the personnel doors, for visual indication of the static
pressure inside the building. All HVAC equipment shall include anti-vibration framing and
mounting, so that no mechanical noise is transmitted from the roof.
Penetration to the E-House roof for the supply and Return ducts shall be through raised Lip,
seal welded opening designed to prevent water ingress.
HVAC supplier shall be responsible for performing the Heat Load Calculation and determine
the equipment rating / capacity to meet the E-house interior design condition and estimate the
future load growth.
Note:
The battery room for 24V DC, 125V DC and 220V, AC, UPS systems Room Exhaust fan
shall be designed for Class-1, Zone 2, Group IIB and H2 classified area.
This exhaust fan shall be electrically interlocked to the battery charger, so that when the
Exhaust Fan is not in operation battery BOOST charging is INHIBITED.

All outdoor installed / mounted HVAC-motors / components shall be suitable for Class-1
Zone 2, Group IIA hazardous area, and motors shall also be approved for T3 gas temperature.

10.1 AIR DISTRIBUTION


The air distribution duct system shall include necessary splitters, dampers, grills and diffusers
to properly distribute and balance the air supply. The duct system (supply, return and
exhaust) shall be constructed in accordance with guidelines and definitions. Air return shall
be via a ducted return.
Duct insulation shall be used with approved adhesive applied on the surface, non-
combustible, and in accordance with ASTM E-84 for flame and spread tests. Duct
penetration through classified walls shall have fire dampers. Duct sealant where used shall
meet regulations.
External duct insulation shall meet the requirements of CLASS.
Fire dampers, as required and approved by ABS shall be 1-1/2 hour, UL #555 rated, electric
motor held open spring close, fusible link 74C return air, 100C supply air, galvanized
steel with smoke seals. Dampers shall be 11 USG (3.18mm) multiple blades, 10 gauge
(3.57mm) sleeves. Dampers must be accessible from duct access doors. Damper operation
and location shall be in compliance with NVIC 9-97. All dampers must be closed upon
receiving signals from electronic shut down systems. Indicating devices shall be located in
the close proximity of dampers. All motorized dampers must have status indicating devices.
Fire dampers shall comply with API regulations.

11.0 ELECTRICAL

11.1 LIGHTING AND SMALL POWER


The E-House Building shall be equipped with an interior lighting system which provides a
minimum of 350-lux at 1 meter above the floor and 500-lux on the faces of meter panels in
the control panel as indicated in API RP 14FZ. All interior lighting fixtures, except for
emergency lighting, shall be switched. Switches shall be located near doors. COMPANY
will approve location and number of light fixtures and switches. Generally, all light switches
shall be 3-way or 4-way as required by entrances.
Normal lighting within the building shall consist of 2-36 watt, bi-pin fluorescent lighting
fixtures. COMPANY shall approve manufacturer. Fixtures shall be pendant mounted.
Fixtures located in the Instrument Panel Room shall be 2-lamp, 1 x 4 (300mm x 1200mm) or
2 x 4 (600mm x 1200mm) troffer type lay-in fixtures. Fixtures shall be secured to eliminate
sway.
The lighting system shall be comprised of both Normal power and Emergency powered 220
VAC fluorescent lighting fixtures with 30% of the total fixtures connected to the emergency
supply and 10% of that 30% having fixtures of the type with 60 minute battery backup.
Emergency lights shall be labeled with a minimum 19mm high red E for identification.
Circuiting, safety devices, transformers, panel boards and wiring shall comply with ABS, API
14FZ and IEC requirements. All circuit breakers shall be listed in accordance with UL 489
including marine supplements, and shall be calibrated for 40C ambient temperature.
Transformers shall be cast resin type, installed indoors as required, as per specification
3146-MI20-90S1-0040 and have drip proof construction. Panel boards shall be non

watertight construction for indoor use, fitted with lockable enclosed doors. Wiring shall be
armored cables as per specification listed in section 11.2. All wiring devices shall be NRTL
listed for their intended usage. Provide an emergency shut down system tied to the platform
control building. The system shall de-energize the HVAC system.
Outdoor lighting fixtures shall be provided at entrances to building. Locations, numbers and
manufacturers are subject to approval by COMPANY.
Emergency lighting shall be provided as indicated. Location and number of fixtures shall be
determined by VENDOR and approved by COMPANY. Emergency lighting fixtures shall be
the same manufacturer and type as the normal lighting fixtures except they shall have a
19mm high, red E affixed to the fixture for identification.
Receptacles, 220 volt, single phase, shall be provided. COMPANY shall approve location,
number and receptacle manufacturer and type.
All interconnect wiring between panels shall be made using shipboard cable in compliance
with IEEE 45, IEC 60092 standards and ABS Rules for Building and Classing Steel Vessels
Part 4, Section 9, and routed in cable tray as indicated on the drawings.

11.2 WIRING
Wiring methods inside the building, for lighting and small power, communication, fire and
safety, UPS etc. shall be shipboard cable where passing between panels. Only type approved
cables shall be used.
The maximum amount of completion shall be achieved between panels and internal to the
room. All outgoing lighting, small power, fire and gas and telecoms circuits are to be
terminated at dedicated junction boxes, clearly labeled, as to their function and service.
Cable segregation shall also be provided between system cables and routes clearly identified.
Main power and control cables shall be directly interfaced with their respective users not
covered as part of this scope Cable penetrations (MCTs) shall be provided to ensure
sufficient space is provided. 20% MCT frame shall be provided with blind blocks.
All MCTs shall be identified by stencil on the external wall as to their service.
Cable routings shall be installed in the building to provide sufficient cable support network
for these cables and no route shall be designed for more than 50% fill.
All cable shall be in accordance with specifications 3146-MI20-60S1-0260,
3146-MI20-60S1-0270 and 3146-MI20-60S1-0280. Cable trays shall be SS-316L.
Panel wiring used between panels shall be routed in cable trunking systems and meet IEC
Regulations.

11.3 LIGHTING TRANSFORMERS AND LIGHTING PANELS


Lighting and small power transformers shall be 450 volt, 3-phase input with 220 volt, 3-
phase, 3-wire, secondary output. Transformer shall be dry-type for installation indoors,
designed for 115C rise at full load. Transformer shall have drip-proof construction per ABS
requirements. Ground fault monitoring, as required by ABS shall be provided on the
secondary side of all transformers.
Lighting panel boards shall be 220 volt, 3-phase, 3-wire panel board with 3-pole main
breaker. Panel board shall be that type required by IEC and ABS. Building VENDOR shall

use only those breakers necessary to provide for the lighting a receptacle circuits associated
with the building. Lighting panel board type and manufacturer shall be COMPANY
approved.

11.4 CABLE BULKHEADS AND CABLE TRANSITS


Cable bulkheads and Cable Transits shall be provided as indicated on the drawings
Bulkheads shall be (6.5mm) plate steel welded to the building structure. The bulkheads
shall have adequate cable electrical grounds using compatible lugs and bolts. VENDOR shall
provide spare conduit couplings of the size indicated in addition to the couplings required for
connection of VENDOR furnished equipment located on the outside of the building.
Couplings shall be 3000#, seal welded through the bulkhead. VENDOR shall provide and
install square head conduit plugs in all unused conduit couplings.
Cable Transit system shall be provided located as shown on the drawings. Cable transits
shall be HAWKE system, or COMPANY approved equal. MCTs housing single core cables
shall be made out of SS-316L as minimum.

11.5 GROUNDING
All equipment shall be grounded in accordance with IEC and ABS standards.

12.0 FIRE DETECTION AND FIRE SUPPRESSION


The VENDOR shall furnish and install a complete suppression system for the E-House
Building. The suppression system shall be designed and installed by or under supervision of
a competent organization, experienced with such systems. Suppression system design and
VENDOR selection shall be submitted for COMPANY approval. The suppression system
shall be complete with a control panel and ready for interconnection to the COMPANY
furnished Fire and Gas Panel.
The system shall be NRTL listed and designed to meet applicable requirements of NFPA
Standard for Automatic Fire Detection No. 72E, latest edition and ABS regulations.
The suppression system shall be activated from:
Activation of manual release switch located at the bottles.
Activation of VENDORs manual pull stations located at each exit from the building.
A discharge time delay shall be provided from the time of activation until the is released.
The time delay shall be a minimum of 20 seconds and shall allow time for an alarm horn to
be sounded within the building. The alarm horn shall be powered by the supply. Electrically
powered horns are not acceptable.
Fire and gas detection will be provided by others, but installed and tested by Vendor.

13.0 POWER MANAGEMENT SYSTEM (MV SWITCHGEAR)


The power management system shall communicate with all protective relays, motor starters
and other intelligent components as required to gather data relating to the power system for
sequential load shedding purpose. Necessary interfacing measures shall be considered by
E-House vendor in order to link all power generators for all possible operation. All

protective relays, motor starters and other intelligent components shall have the ability to
provide metered components of the electrical system (volts, amperes watts, kva, vars and etc).
The power monitor system shall have the capability to read/write relay settings to all
protective relays, motor starters and other intelligent components.
The power system shall have user defined graphical display capabilities with user defined
metered parameters displayed.
