EXECUTIVE SUMMARY

St Thomas college, a temple of learning embarked on its voyage in 1984, in the city of Bhilai, in
erstwhile Madhya Pradesh and got affiliated with Pt. Ravishankar Shukla University, Raipur in
______ and Kushabhav Thakre Patrakarita Avam Jansanchar VishwaVidyalaya (KTPAJVV),
Raipur, CG in 2012-13. The college has a unique position in the academic landscape of Bhilai.
Over the three decades the college has developed into an ideal centre for higher education
especially for the first generation learners.

The first batch of students was enrolled and classes began with ____ students and rose to around
___________ students and with ___________ faculty members to 58 faculty members at 10
acres of land with a wonderful diversity of flora at Ruabandha, Bhilai.
The college has 35 class rooms, a central library, 300 seater auditorium/ conference hall, 100
seater seminar hall, 14 faculty rooms, guest room, sick room, computer laboratory, research
centre and 17 laboratories, 5 parking sheds which includes separate parking for faculty members,
canteen, 4 rest rooms, 2 common rooms for students, 3 drinking water units, an ATM
functioning at the main gate which caters to the general public also. The college has ramps for
differently abled people too.

The institution has 16 departments and offers different courses in arts, science, commerce and all
basic sciences like B.Sc with various combinations, BCA, B.Com, BBA, B.A. undergraduate
programs, postgraduate programs like M.Sc Mathematics, Computer Science, Electronics,
Microbiology, Chemistry , Botany, M.Com, M.A (English and Economics), Post Graduate
Diploma Course PGDCA and B.Ed professional course. All the courses offered in the institution
are self - financed programmes. Undergraduate Courses like BSc, BA, BCom and BCA are run
as annual pattern, whereas courses like BBA, BJMC follow semester pattern like the Post
Graduate Courses like MSc, MA, MCom, PGDCA. The college begins the UG Course session
in the month of July and ends by January. The first semester commences from July and ends by
November and the second semester begins by January ends by May every year for all P.G
Courses, BBA and BJMC courses in the college.
The college functions in two shifts and the present student strength in both the shifts is _____.

Taking into consideration the changing needs of stakeholders and global competency, the college
focuses on the all-round development of students. For skill development and employability of its
students, the college conducts Foundation and Domain certificate courses of National University
Students Skill Development [NUSSD], a nationwide skill development initiative to enable
graduating students. This unique initiative on skill development is designed and undertaken by
Tata Institute of Social Sciences (TISS) in collaboration with Ministry of Youth Affairs and
Sports.
The college also provides an additional course on communication skills. The PG Department of
English has designed the course in a modular, interlinked and interactive manner which
cumulatively builds upon the knowledge, skills, and competencies of the students. A content
based module is followed taking into account the needs of both the slow learners as well as the
advanced learners. A series of activities are designed so as to provide a rich environment where
meaningful communication can take place.

Patron Bishop is the supreme authority of the college. The Administrator heads the non academic
areas of the college. The Principal of the college heads both the academic arena as well as the
overall management of the college. Vice Principal assists the Principal in smooth functioning of
the administrative system and smooth conduct of academic programs. The college office mainly
looks into matters related to admissions, eligibility, and examinations. It also provides clerical
support required for maintaining records and for interaction with government, university, parents
and students.The top management, principal and the faculty work in absolute unity and
coordination to make the institution a center of academic excellence.

The major sources of institutional receipts/funding are fees from students. Deficits are taken care
of by the management. Also the college receives grants for conferences and seminars and
undergoing major and minor research projects from funding agencies like UGC, CG COST.
College also receives UGC development grants for building, co-curricular activities and
laboratory development.

The College develops and deploys a well refined process for the effective implementation of
curriculum.The Academic Calendar is prepared at the beginning of the session going through the
four stages where in a meeting is held in each department to plan the course of action for the
current year. The allotment of syllabus based on the expertise of the individual done by the
HOD. Workload distribution is done to check the feasibility of delivering the allotted syllabus in
stipulated time. The activities of the department are also decided for the session keeping in mind
the curriculum. The inputs of faculties and the IQAC memberscell are also incorporated in the
preparation of Academic and Activity calendar. The IQAC monitors effective implementation of
plan decided in the academic council meetings like completion of syllabus in time, conduct of
unit tests, half yearly and model exams for the programs following the annual as well as semester
pattern within the academic session. The feedback from the stakeholders regarding the
improvement in the implementation of curriculum is analyzed and also incorporated in the
current academic session.

The institution and staff are constantly looking for opportunities with real life exposure for
enriching the effective operationalisation of the curriculum. Industry related visits are organized
by various departments from time to time to keep the students acquainted with latest
development of economy. Some students take up internships in these industrial setups for their
dissertations and assignments which is a part of their curriculum.

Holistic development of students is ensured through classroom teaching, discussions, and during
all direct interactions with students directly or through societies/forums, although the college has
no independent courses focusing on moral and ethical values. The college attaches special
significance to value adding activities. In order to promote the spirit of National Integration &
communal harmony among the people of all religions and eschewing violence the college
organizes Sadhbhavana Sammelan. Representatives of different religions participate and share
their views on a common platform.

Education in St Thomas college is affordable and also there are endowment scholarships
available for meritorious students. Apart from the financial assistance from Government, the
institution provides monetary support and other scholarships to the deserving students.
Physically challenged students are admitted adhering to Government norms. The College
provides Endowment and financial aid for students from economically weaker backgrounds who
excel in cultural activities and sports.

The rules and regulations regarding admission as prescribed by the affiliated university are
strictly followed. Admissions are made on merit basis i.e, marks obtained in the previous exams.
The guidelines for admission are provided by Dept. of Higher Education, Govt. of Chhattisgarh
and all the affiliated colleges follow the same guidelines. Application form can also be
downloaded from the College website by the applicants. The new admission process is carried
out during the month of May every year. The process adopted in the College ensures
transparency in the admission, as it is supervised by Admission Committee headed by the
Principal/Convenor, and heads of various departments, to look after the process. The College has
more autonomy in the choice of candidates as it is a self-financed college. Being a self-financed
institution, the fee structure is designed by the Management. The college strictly follows the
cutoff percentage prescribed by the university. Candidates are selected on merit basis and in
some of the courses the criteria followed is that of first come first serve basis. The criteria of
common admission test (Pre-B.Ed.) conducted by the state agencies (C.G.Vyapam) is only for
B.Ed. stream. The college follows admission reservation policy for SC/ST/OBC (excluding
under the creamy layer) candidates as per their notification of C.G. Govt Higher Education. If
the seats meant for OBC/SC/ST remain vacant on the last date for admission, the same is filled
up by allotted to other eligible candidates. The Institution has formulated a detailed procedure for
review of admission process.
Over the years, the college has grown by leaps and bounds and transformed itself all through the
years by equipping the students with scholastic and non-scholastic skills to face the challenges of
the modern world with a competitive spirit. and It has been working towards infusing academic
excellence, professional competence, exemplary values & spiritual virtues among the students
and by constantly focusing and insisting on cherishing discipline among the staff and the student
community. Also the institution takes special interest in promoting career oriented programs that
will prepare students for a meaningful and rewarding future based on their penchant and abilities
in respective fields.

Regular feedback from parents is sought to gauge their level of satisfaction with the functioning
and facilities provided by the college. Feedback from the students is also taken on annual basis
through impersonal surveys so as to know about their opinions regarding the college atmosphere,
conduct of classes and their overall experience in the college. Valuable inputs are also gained
through appraisal of the trustees about the efficiency of the courses and programs and
effectiveness of the teaching practices. The institution takes the initiative to supplement the
Universitys curriculum by incorporating the constructive suggestions received in and the
insights gleaned from analysis of the feedback.

The faculty members of the institution are highly qualified, motivated and committed to the
institution who & seek to regularly upgrade their knowledge and explore new avenues of
research. The institution also encourages faculty members to attend orientation and refresher
courses and special summer and winter schools organized by the Human Resource Development
Center of Pt. Ravishankar Shukla University, Raipur, thus keeping them updated with the new
trends in teaching-learning as well as the latest developments in their respective subjects. Apart
from these, the faculties are also encouraged and motivated to make use of ICT for teaching
purposes thus integrating teaching with technology. The college also organizes faculty
development programs, seminars and workshops for staff members to nurture and develop their
research aptitude.

Research activities form one of the main thrust areas of the college. Faculty members are
motivated to pursue research degrees and publish their research findings in national and
international conferences, seminars and reputed research journals. Major Research Projects and
Minor Research Projects are also undertaken with funding from national agencies like CG Cost
and UGC. The academic achievements of the faculty are noteworthy. In the last 5 years, the
faculties of the college have published 176 research papers in reputed national and international
journals.17 minor research projects and 1 major research project has been undertaken with
sponsorship of nationally recognized institutions. 16 teachers have completed their PhDs during
the last 5 years and 11 more have enrolled themselves in the doctoral degree course. Four staff
members are approved by the university for guiding students in writing their doctoral thesis. The
research fraternity has benefitted from the experience and knowledge of many eminent
researchers who have graced the seminars and conferences organized by the college.

The research committee of the college is a vibrant committee and has been instrumental in
focusing on major research areas. It not only updates staff and students with latest research work
going on in their respective fields by organizing lectures by subject experts but also invites,
scrutinizes and forwards research proposals drafted by staff members to UGC, CGCOST etc.

Community service has become an integral part of the college. The college is committed to doing
its utmost in terms of benefiting the community through social service. The college has adopted
village Ruabandha in 2004 & since then it has been catering to their academic needs, health
requirements and overall developmental needs of the children of the schools need based
community service is facilitated every year. Looking into the problem of inadequate teachers
faced by the Government Higher Secondary School, Ruabandha, Bhilai, the IQAC of the college
took the initiative of organizing a two weeks service of imparting knowledge by involving
students in completing a part of the syllabus . The college strongly believes in sensitizing
students towards social responsibility. The staff and students fulfill relates to their obligations
towards the underprivileged sections of the society by actively participating in programmes
based on socially affirmative schemes introduced by the government & visiting orphanages and
old-age homes on regular basis. Apart from organizing various awareness programmes in rural
areas on socially relevant issues like illiteracy, AIDS, sanitation, girl education, child labour etc.,
the college also has made a conscious effort to promote social justice as a value in learning
process and administrative interactions. Gyan Dyan Programme runs for the benefit of school
kids at govt. primary school . The importance of volunteering and spirit of doing selfless service
with a smile is also instilled in the young minds through the annual camps organized by NCC &
NSS and also through campaigns and rallies organized by the Education department for
community development.

In essence, the research and extension activities are identity of the college. The Commerce
Association 'COMMZENITH' organized a blood donation camp in the college premises on 19
September 2015. The blood donation drive was organized in collaboration with Skandashram
and Model Blood Bank, Raipur. The college was awarded the a certificate of recognition by
model blood bank for donating 77 units of blood, benefitting the patients of Dr. Bhim Rao
Ambedkar Memorial Hospital & Pt. Jawaharlal Nehru Memorial Medical College, Raipur .
Commerce department and education department along with NCC & NSS also engage in
extension activities and take part in community welfare activities like health awareness,
eradication of child labour, drug addiction and alcoholism, promotion of education of girl child,
AIDS awareness and awareness on womens exploitation and empowerment. Besides these, the
villagers are also educated through skits and street plays on social issues like girl child education
and child labour thereby developing a critical and holistic approach in students towards
understanding and intervening in social problems. Dental camps are also organized by
Education department for the benefit of common public.

The college has a spacious central library with enormous collection of books and journals. The
college library has witnessed a great deal of improvement since its inception. The library has
separate reading room for staff and students with a seating capacity of 60 & an IT zone for
accessing e-resources. It has the capacity to cater to the academic, competitive and research
needs. Book Bank facility is available to the needy students. The library provides C.D.s and
D.V.D.s to the visually/physically challenged students. It also subscribes for resources like
INFLIBNET and DELNET(is it there in our college?).

The science laboratories in the college are equipped with latest instruments. All the departments,
library and administrative offices have computing, printing and reprographic facilities. All these
equipments are maintained through Annual Maintenance Contracts by the college.

The college has produced many artists, sportspersons of national and international statures over
the past 3 decades by encouraging the students to explore their talents in varied fields. The
distinguished alumni members of this college have made their mark in the fields of arts, music,
armed forces etc.

There has been an outstanding performance in the field of sports in the period during review.
The games in which students have participated and secured prizes include volley ball, basketball,
badminton, cricket etc. The college has also hosted tournaments at the state, university and
international levels.

The college partnered in publishing of Volume 05 and Issue 02 of Asian Journal of Management
which is an international peer-reviewed quarterly journal of managerial sciences. The aim of
AJM is to publish the relevant to applied management theory and practice and identify both a
compelling practical management issue and a strong theoretical framework for addressing it. It is
duly registered in the office of the registrar of newspapers of India.

The Training and Placement Cell has evolved as a platform for establishing linkages with
industry through increased interaction with industry personnel. The placement cell is very
successful in bringing top companies for campus recruitments and provides training in job skills
for final year UG and PG students of the college and also disseminates the placement
information through circulars to its students. It also maintains a database of the final year
students with their contact details like e-mail ids, etc. Corporate and IT companies visit our
campus and have also appended our student details on to their databases. Interviews are
conducted in the campus and sometimes pool campuses are also organized.

Best practices:

The college believes in the adage/motto-Volunteering strengthens any community and


understanding community needs helps foster empathy and self-efficacy among the new
generation. The institution has always encouraged and motivated its young student community
in this direction. Apart from the regular blood donations, whenever need arises in the nearby
hospitals, the students willingly donate blood for the poor and needy patients. The college takes
the responsibility by playing a leading role in generating environmental consciousness in the
region and works towards inculcating such practices among students, creating global awareness
and empowering them to become agents of social change. The institution also conducts
Environmental Audit. The college boasts of a green campus with its large number of trees
wherein organic farming of seasonal varieties of vegetables and fruits done in the hostel garden,
and regular tree plantations are done during monsoon. These steps help to minimize the harmful
effects of pollution from the industry thus offsetting the carbon neutralization. The college
systematically segregates different types of waste at source for recycling or disposal. Efforts are
taken to create awareness on methods of disposal of paper, organic matter, plastic and recyclable
materials.

The IQAC has risen to the task of sustaining and enhancing quality in all processes on the
campus by enhancing the infrastructural facilities in terms of space, equipment, laboratories,
libraries as per changing requirements,encouraging the staff to introduce innovative practices,
organizing seminars, workshops to spread awareness on academic and social issues, improving
the system of teachers evaluation through feedback from stakeholders to enhance the overall
teaching and learning quality of the institution. The IQAC of the college focuses on the efficacy
of the teaching tools used by teachers and how they could be further improved for upgrading the
standards of teaching based on the analysis of the feedback received from students annually.

The college has developed a comprehensive system to conduct an internal audit of all the
departments where the IQAC acts as an academic and administrative audit committee. All the
departments are required to prepare their annual report which includes student profiles,
achievements, result analysis (class wise and faculty wise), research activities,
department/forum/association activities, departmental library services, STAP for weak and
advanced learners, stock verification etc. The IQAC evaluates the functioning of the department
and give suggestions for improvement.

The college realises that monitoring and evaluation of institutions progress requires a carefully
structured system of internal and external introspection.For quality assurance, St. Thomas
College has taken steps to monitor its progress and evaluate performance by establishing not
only the IQAC but also by enlisting the help of external experts. Every department, library and
office was are evaluated on quality management procedures and continued enhancement of
quality of student experience. External audit was conducted by two experts from VYT Govt.
Autonomous College, Durg which is the Nodal College of Durg District along with the members
of IQAC.

Accelerated learning is a part of engaging an advanced learner. Acceleration activity in the


college includes a broad spectrum of optionsfrom assigning advanced texts on the topics or
independent projects that permit them to inquire about a topic more deeply or preparation for
competitive exams along with the program enrolled. Advanced learners are identified through
regular formative assessment in the form of Unit Test, Seminar Presentation, PPT presentation,
activities held by the various clubs and forums of the respective departments, interactive
classroom teaching, classroom discussions and continuous evaluations. They are involved in
activities that can quicken their pace of learning by providing them with more challenging and
engaging activities in seminars, conferences, symposiums, oral and poster presentations of State
and National level.

The institution equally focuses on the slow learners as well and hence arranges for STAP
(Special Teaching Assistance Program) through which classes are held after or before college
hours with a proper STAP time-table being displayed by all the departments which cater to the
queries of both advanced and slow learners. Remedial classes are also taken for SC, ST, and
MBCOBC students. Special classes are conducted for students who could not attend the classes
on account of NSS/NCC camps or participation in sports or extra-curricular activities. Apart
from all the above, the Department of Computer Science as per the University syllabus for BCA
programme offers a bridge course.

For the smooth functioning of the life of the college, Admission Committee, Academic Council,
Anti-Ragging Committee, Committee for Prevention of Sexual Harassment to prevent
discrimination and sexual harassment by promoting gender amity among students and employee,
Discipline Committee, Examination Committee, Grievance and Redressal Cell, Internal Quality
Assurance Cell, Committee of Promotion of Research Activities, Student Union Council,
Training and Placement Cell, Women Cell which aims at generating awareness regarding
womens issues and rights, Guidance and Counselling Cell to help the students deal with
challenges that they face in their education as well as their personal lives, Library Committee,
Cultural and Literary committee, Sports Committees have been formed. Civil Services Aspirants
Club was constituted to find the best way to serve all the needs of the aspirants. The Eco-Club
educates the student community towards green consciousness and their social responsibility to
conserve natural resources.

The students union is a vibrant body of motivated student leaders who involve in organizing
activities in the college campus. Regular yoga class is held in the College for the students.
Student representatives meeting, election of students union, periodical tutor ward meeting , a
time of guidance and counseling, parents meeting, scheduled cleaning of the campus to
maintain a clean environment, etc are held for the benefit of the student community while
providing Xerox, hostel and canteen facilities to the students.

The college has come a long way in a short span of three decades with quality in higher
education that is beneficial and edifying making it reputed in the twin cities. It is a staunch
believer of technology and works untiringly towards the achievement of its set objectives and to
disseminate new knowledge, and contribute to the economy, innovation and technology. The
beautiful church ________ is a constant source of grace to the college to discharge its duty.
With the strong hardworking and dedicated work force the goals envisioned by the founder is are
being realized by the institution. Unique committed leadership is one of the main strengths of
the college. Under the watchful guidance of management of the institution, the college no doubt
would soar to greater heights in the state in the years to come.
