MOUNT VERNON:

pled guilty on Nov 20 before the Hon-

Rape in the First Degree, a class B violent
Felony. On Nov. 22, 2014, as the victim
was entering her apartment on Cortlandt
Street, Reeves, who was unknown to the vic-
tim, pushed her inside from behind, forced
her onto the floor and forcibly raped her.
During the forcible rape, Reeves choked the
victim.
Reeves then fled the scene and the vic-
tim immediately called 911 and reported her
attack. The Mount Vernon Police Department
responded and commenced an investigation.
Reeves was identified as the suspect in
the rape.
He faces 25 years in state prison when
he is sentenced on Jan. 9, 2018.

Gibbon, who grew up modeling and

On Jan. 19, 2016, members of the
Yonkers Police Department responded to a
911 call at 52 Ravine Ave. in Yonkers
where victim David Pinnock lived.
Upon arrival, they found the door to
off the hinges with Mills choking him in-
side. The police ordered Mills off of Pin-
nock and he complied. Mills, who was
bleeding from the head, was placed under
arrest and transported to a local hospital.
Pinnock suffered blunt force trauma,
and kidney and lung failure, as well as
brain damage. He was removed from the
ventilator on Feb. 6, 2016 and pronounced
dead.
Mills and Pinnock were neighbors in
the same apartment building and had an
ongoing dispute.

and launching a National Identification Sys-
tem (NIDS) in 2018, according to US news-
paper, the Philadelphia Tribune.
The NIDS, which has been the subject
of trenchant debate here, was described as
very similar to the social security number
system that the United States utilises, by the
Tribune on Saturday.
This will spur the growth and devel-
opment of commerce and economic activity
through the provision of a platform of
greater security and integrity for public
partnerships, the paper quoted Prime Min-
ister Andrew Holness as saying.
The Tribune said Holness and his ad-
ministration feel that the NIDS will enable
the Government to ensure compliance with
tax collection and other critical government
functions.
"It is seen as strengthening immigra-
tion laws, border control and national secu-
rity, the Tribune also said. "Furthermore,
the verification system will authenticate the
identity of citizens and other persons who
are Jamaican residents and establish a data-
base to generate national identification
cards.
But the report noted that many Ja-
maicans are skeptical about the National
Identification and Registration Act of 2017,
stating that nationals feel the law will turn
them into just another number among the
Caribbean islands 2.8 million inhabitants.
If it aint broke, dont fix it, the Trib-
une quoted a Jamaican-American who in-
tends to return to the island after retirement.
Jamaica has been functioning quite
well without the formality of a social secu-
rity system, said Collin D, whose last name
was not used.
This is just going to create more red
tape that people have to go through to get
anything done. I hope they have a seamless
plan in place to roll this out and ensure that
all Jamaicans benefit from it. It will be very
interesting to see the implementation of this
NIN [National Identification Number].

it may consider joining the very trade pact
that some in the United States are seeking
their countrys own exit, or "Amexit" from
the North American Free Trade Agree-
ment (NAFTA). This news come from un-
named ministers in the British government,
as reported by Britains Telegraph newspa-
per on October 10, 2017.
According to the Telegrpah, the [U.K.]
Government is examining the possibility of
joining the North American Free Trade
Agreement, known as Nafta, as part of its
planning for a no deal scenario.
The Telegraph goes on to note the ap-
parent economic benefits of the U.K. joining
the United States, Mexico, and Canada in
their trilateral trade pact: Joining Nafta
would enable the UK to boost its trade with
three of the worlds economic powerhouses,
which have a combined Gross Domestic
Product (GDP) of 17.2 trillion [$22.7 tril-
lion], compared with the EUs GDP of 15.7
trillion [$20.7 trillion].
Currently, the four countries (including
Britain) account for more than 30 per cent
of the entire global economy, according to
the Telegraph.
Other advantages for why U.K. free
trade globalists may want to join NAFTA
include avoiding having to make individual

U.K. in NAFTA, it would mean that three

federal judge James E. Boasberg of the U.S.
District Court ruled in favor of a lawsuit
brought by the National Venture Capital As-
sociation (NVCA), entrepreneurs, and
startup companies on September 19, 2017.
Represented by the American Immi-
gration Council and Mayer Brown LLP, the
plaintiffs lawsuit challenged the Depart-
ment of Homeland Securitys (DHS) delay

States citizenship applications used to
take five to seven months already a
lengthy timeline for immigrants waiting to
get their citizenship vetted and approved.
A spike in applications before and after
the 2016 presidential election has caused
that wait time to double. Yet, immigrants by
and large are not deterred from applying for
citizenship.
This sharp increase in the number of
applications to U.S. Citizenship and Immi-
gration Services (USCIS) has also led to a
backlog of 708,638 applications nation-
wide, new federal data shows. In Los An-
geles County, for example, the uptick in
applications has caused the processing time
to shoot up from around five months to 10
months.
The process itself has also gotten more
laborious. After the implementation of an
Obama-era policy, vetting of applications
heightened. The 10 page naturalization ap-
plication has instead become 20 pages, con-
sequently taking additional time and

As a result of the agencys delay, for-
eign entrepreneurs that intended to use the
rule to grow businesses in the United States
were blocked from doing so.
NVCA and the other plaintiffs argued
that because DHS did not solicit advance
comment from the public on the delay, it vi-
olated the Administrative Procedure Acts

tions for citizenship is soaring.
Within the past year, 1,028,647 lawful

sequently miss out on the economic activity
that would have been generated by these
new businesses.
With Judge Boasbergs ruling in place,
DHS must now cease the delay and begin
accepting applications of foreign entrepre-
neurs who wish to grow their companies in
the United States. This will no doubt pro-
vide a significant boost to the U.S. econ-
omy, as it has long thrived on the
contributions and innovations of foreign en-
trepreneurs.

citizen would also allow them to bring fam-
ily members into the United States, hold
certain jobs that require citizenship, and
protect them from the possibility of depor-
tation.
Backlogs and delays can cause great
uncertainty, forcing immigrants to re-
arrange multiple aspects of their lives. The
United States needs to continue to encour-
age immigrants who choose to naturalize
and maintain a streamlined process to citi-
zenship.

Yorke insisting the player should do more to

CJ Ujah ran the lead-off leg in the British
4x100m team that seized victory in front of
an ecstatic home crowd at the London 2017
World Championships.
He capped his year with the IAAF Dia-
mond League title, running 9.97 seconds for
the 100m. He will run the NYRR Millrose
Games 60m.
Lalonde Gordon anchored Trinidad &
Tobagos 4x400m team to World Champi-
onships gold in August 2017, and was a 2012
Olympic bronze medalist, individually over
400m and as part of the 4x400 relay team.

Xie Zhenye had a breakthrough 2017

Omar McLeod of Jamaica was the 2016

Shaunae Miller-Uibo won 400m gold at
Rio 2016 in dramatic fashion, diving across

time Olympian and native of the Bahamas,

The free app is aimed at kids
under 13, who can't yet have their
own accounts under Facebook's
rules, though they often do.
Messenger Kids comes with a
slew of controls for parents. The
service won't let children add their
own friends or delete messages
only parents can do that. Kids don't
get a separate Facebook or Messen-
ger account; rather, it's an extension
of a parent's account.
While children do use messag-
ing and social media apps designed
for teenagers and adults, those serv-
ices aren't built for them, said Kris-
telle Lavallee, a children's
psychology expert who advised
Facebook on designing the service.
"The risk of exposure to things they
were not developmentally prepared
for is huge," she said.
Messenger Kids, meanwhile,
