Title of the Bill: Grow Our Economy Act

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1. In 2014, estimated about 2.6 undocumented immigrants lives in California
4 (II.)
5 2. Each year the undocumented immigrants contributed about 3.2 billions to
6 the Californias economy, which is the most out of any states. (III.)
7 3. California is the second-highest statewide concentration of undocumented
8 workers in the US (II.)
9 4. According to a report from City University of New York researchers, if all
10 undocumented workers were removed from the economy, the GDP could
11 decrease by $434 billion a year. (I.)
12 5. In 2010, more than 40 percent of Fortune 500 companies were founded by
13 immigrants and their children. This includes 90 companies founded by
14 immigrants and 114 companies founded by children of immigrants. These
15 companies employ more than 10 million people worldwide. (IV.)
16 6. Researchers found that immigrants have different skill sets and tend to
17 work in different jobs and industries even though they have similar
18 educational backgrounds. Immigrants have higher productivity. (IV.)
19 7. In 2010, unauthorized immigrants paid $13 billion into Social Security and
20 received only $1 billion in services (IV.)
21 8. The more immigrants are employed, their contribution to the Social
22 Security increases. (IV.)
23 9. If undocumented immigrants cannot stay, states with the most
24 undocumented workers would experience the largest decline. California
25 would lose an estimated $103 billion, or 5 percent, annually. (IV.)

SECTION 2: Purpose
27 The purpose of this bill is to help the US economy grow

SECTION 3: General Provisions
30 This bill will provide those illegal immigrants a one-time three year
31 protected presence pass. To file the application for the pass, a person
32 needs to meet these following qualifications (A DACA person can apply
33 too):
34 Does not have any criminal records
35 Pay the application fee $500
36 Needs to be present in the US, is enrolled in a school for obtaining
37 a high school diploma or has graduated and obtained a high school
38 diploma by the date of the submission of application (to make sure
39 that someone moving to the States have received some kind of
40 education that can contribute)
41 With this pass, an immigrant may not be deported from this country until
42 the pass expires and they will be allowed to work in the country. If they are
43 all deported from the country it could affect the economy negatively. Not
44 only would the country loses many workers, but it will also decrease the
45 revenue from collecting taxes.

SECTION 4: Definitions

Undocumented immigrants: A foreign-born person who lives in another

country illegally. (people with expired visa are also included)

Fortune 500: an annual list compiled and published by Fortune magazine
51 that ranks 500 of the largest companies in United States
