Mr. Spark started with the City on December 6, 2017. For the last four years, Mr. Sparks has served in the Texas Senate as a senior budget advisor for State Senator Royce West. As an advisor, he served as the office liaison forthe executive branch and budget committees while helping t0 resolve the Dallas Police and Fire Pension system alongside city and state officials. Mr. Sparks has also worked as a budget analyst for the Legislative Budget Board in Austin, Texas making budget and policy presentations for the budget committees asa subject mater expert for 4 different state agencies. These positions required Mr. ‘Sparks to work closely with elected officials and staff of both partes. In addition to is legislative responsibilities inthe capitol, Mr. Sparks worked closely with many individuals and entities inthe Dallas area offering constituent services, giving him a well-developed working knowledge of our city and the region, Previously, Mr. Sparks served as an assistant fiscal officer for the City of Fort Worth and as 8 program analyst forthe City of Grand Prairie. ‘Mr. Sparks has a bachelor’s degree in Economics from Rice University with a concentration in ‘Micro, Macro, and Intemational Economics while competing asa division one NCAA dual sport athlete. lease join me in welcoming Clifford to the City’s Legislative tear. 4, &- Lany E.Casio ity Attomey © 76.
