The sponsor must submit a Quarterly Performance Report for each fiscal
(1)quarter until the non-construction project is completed.
The sponsor must submit each Quarterly Performance Report within 30
(2)days of the end of the quarter. Sponsors must not submit the Quarterly
Performance Reports in batches or at the end of the project.
A sample format for the Quarterly Performance Report is provided in
(3)Appendix V. At a minimum, the report must include the following items:
(a) A comparison of proposed objectives to actual accomplishments.
(b) Reasons for any slippage or lack of accomplishment in a given area.
(c) Impacts on other AIP-funded projects.
(d) Impacts to projects funded by PFC, other FAA programs, or the
sponsor.
(e) Identification and explanation of any anticipated cost overruns.

Contractors QC Program
Must be reviewed and approved in writing by the Engineer
prior to the Notice to Proceed.
Recommend submittal for review at least 5 days prior to
preconstruction conference.
Section 100 Contractor Quality Control Program
Paving projects over $500,000 shall have a QC/QA workshop
with Engineer, Contractor, subcontractors, testing
laboratories, and Owners representative at start of
construction.
What is a CMP?
A plan that should detail the measures and
procedures to be used to comply with the quality
control provisions of the construction contract,
including, but not limited to, all quality control and
acceptance tests required by the Sponsor Certified
Specifications for the particular project.
Scenario
Asphalt contractor/subcontractor does not have a
laboratory that is accredited per ASTM D3666. Can
they bid on airport work?
YES
JMF is performed by a laboratory accredited per ASTM
D3666.
QA laboratory/Engineers laboratory is accredited per
ASTM D3666 and certifies in a report that the plant
laboratory would meet the requirements of ASTM D3666
including all necessary equipment, materials, calibrations,
and current reference standards.
Laydown Plan
Prior to placement of HMA, the Contractor shall
provide for Engineer approval.
Goal is to minimize number of cold joints & ensure
there is a plan for proper joint offset between lifts.
1 longitudinal joint offset
10 transverse joint offset
Test Section
Less than 3,000 tons, the Engineer, with FAAs
consent, will determine if required.
Longitudinal Joint
A longitudinal joint is created when two lanes of
HMA are placed adjacent to each other.
Joint testing is required for the Lot of HMA placed adjacent
to the previously placed HMA material regardless of
time/date of placement or Lot ID.
Joint Cutback
Exposed more than 4 hours, surface cooled less
than 175F or is irregular/uncompacted/defective.
Cut back 3-6 inches and tack coat clean vertical
face.
