The primary intent is to identify all land that is designated
airport property and to provide an inventory of all parcels that
make up the airport.
It is not an Airport Layout Plan (ALP) and, therefore, should be

of property only.

IMPROVEMENT PLAN
This order requires ADO to plan and prioritize
projects for the upcoming fiscal years. Relies
heavily on sponsor input.
In awarding AIP funds to sponsors of airports, the
FAA has always emphasized use on the highest
priority project.
The FAA uses the National Priority Rating system
as one tool for prioritizing airport development.

Scope of Services
The scope of service(s) must be sufficiently detailed so that the consultant can make a reasonable fee estimate (see Appendix
E). Although the scope of service(s) will vary from project to project (see samples in Appendix C), the following items are typical
of those that should be considered in developing the scope of services:

It is imperative that all new structures that are planned to be
constructed on airport be studied to determine effect to airspace.
7460-1 must be filed no later than 45 days prior to allow time for
review and determination.
Failure to provide these notices of construction is a violation of
grant assurances as required by Order 5190.6B - FAA Airport
Compliance Manual
Chapter 20 of this Order, Compatible Land Use and Airspace
Protection, provides additional information relating to Grant
Assurance 20, Hazard Removal and Mitigation, and obstruction
protection.

Quarterly Reports

The sponsor must submit a Quarterly Performance Report for each fiscal
(1)quarter until the non-construction project is completed.
The sponsor must submit each Quarterly Performance Report within 30
(2)days of the end of the quarter. Sponsors must not submit the Quarterly
Performance Reports in batches or at the end of the project.
A sample format for the Quarterly Performance Report is provided in
(3)Appendix V. At a minimum, the report must include the following items:
(a) A comparison of proposed objectives to actual accomplishments.
(b) Reasons for any slippage or lack of accomplishment in a given area.
(c) Impacts on other AIP-funded projects.
(d) Impacts to projects funded by PFC, other FAA programs, or the

Requirements for payment within the last 10% of
the grant
Per FAA policy, the ADO has the option to approve payment requests for a portion of the
remaining 10% for a project that the ADO determines is substantially complete and meets all
of the requirements in Table 5-20 are met.
Requirements include
a. The sponsor has submitted all required documentation to the ADO, including the contract section,
evidencing that the sponsor has found the project substantially complete per the contract
requirements.
b. The ADO must determine that the project is substantially complete. Substantial completion is
generally a defined term in a contract and is the stage of the project when work is sufficiently
complete in accordance with the Contract Documents so that the Owner can occupy or use the
project for its intended purpose. Per the contract, the substantial completion date typically triggers:
retainage release, the warranty period, determination of any actual or liquidated damaged, the start
of the statute of limitations, and related limitations.
c. The sponsor is in the nominal risk category.
d. The project results in a complete, usable unit of work.
e. The ADO has determined that the request for payment does not exceed 97.5% of the federal
share of the projects estimated allowable costs.
f. The ADO has determined that the request for payment conforms to the requirements in the latest
version of the Airport Improvement Program (AIP) Grant Payment and Sponsor Financial Reporting
Policy, maintained by APP-520.

Why Fuel Resistant PMA?

Airfield pavements experience fuel and hydraulic oil spills


Most common at fueling operations, queuing
Softens AC, causes raveling, rutting, and asphalt cement stripping

Coal tar sealers most commonly used to protect HMA


Can be highly effective
Different coefficient of thermal expansion (cracks in coating)
May contain carcinogenic PAH chemicals
Use of coal tar sealer banned in some locations
