Isses and Concerns
Stipend of enrolled ESGPPA grantees at Mindanao State Universities Marawi Main have not yet
released by the SUC as a result, few of the enrolled grantees expressed their desire to drop out.
The Pantawid Pamilya provincial staff conducted home visitation to beneficiaries. 2)

Poor coordination of MSU Marawi Main to DSWD ARMM in line with ESGPPA Implementation.
MSU Marawi Main directly submitted their list to CHED Central Ofc without further validation
and approval of Pantawid Pamilya Provincial Office and RPMO

( Allocation vs NCA downloaded) Slashing of DBM on the allocation of MSU Maguindanao with
out informing the concerned SUC,DBM releases NCA to MSU Maguindanao Campus only good for
187 grantees yet MSU Maguindanao endorsed 330 enrolled student and it was already been
approved by CHED CO

DBM downloaded funds to TRAC was only for the 1st semester , grantees are waiting for their
stipend for 2nd semester
Remarks
For monitoring purposes, we are requesting for a copy of disbursement voucher or saa from the DBM of the
downloaded of ESGPPA funds to the respective SUCs for us to monitor the monthly releases of stipends.

For MSU Main Marawi to review theJoint Memorandum Circular No. 2014-1 February 3, 2014 Guidelines on the
implementation of Expanded SGPPA under the 8.0 Responsibilities of Implementers. For NSC to send memo to MSU
Marawi Main to coordinate with DSWD ARMM in line with implementation of ESGPPA
