SECURITY AWARENESS

Training to be conducted in bits depending on the programs set for each group.
Major sub topics to be trained on are;

1. Improvised Explosive Devices (VBIEDS,SBIEDS)

All target groups to be trained on key identification of explosive devices and the
security team to be trained on in-depth and advanced identification of explosive
devices.
All target groups to be trained on how to identify a suicide bomber.
Security team to be trained on how to detect Vehicle Borne Improvised Explosive
Devices.

2. Identification and detection of explosive devices

All the participants to be conversant with explosive devices at the end of training

3. Handling of suspicious/Abandoned luggage and bags

All the trainees to be trained on how to observe detect and report any suspicious
/abandoned bags and luggages left behind by clients visiting the Mall.

4. Active shooter

All the target groups to be trained on active shooter scenarios, threats posed by
active shooter and how to neutralize active shooter in the Mall.
 INCIDENT COMMAND (IC)

We will have the Primary and Secondary Incident Command training.

PROFILERS

We will have two (2) profilers for both day and night shift especially weekends and when
the mall is busy.

They will work covertly and monitor any surveillance with negative intention.

They will operate as newspaper vendors, gardeners or hawkers and if need be we will ask
the county government for licence.

With time and resources profilers will be armed to respond in case of an attack. (Big
advantage).

If they spot anything they will not blow their cover unless in active time. They will escalate it
to security manager or supervisor to take care of it.

The profiler can only blow his/her cover when danger is imminent.

Security guards will also be trained on profiling and spotting surveillance to act as an extra
eye.

NB: Armed police seated at the main gate is a big disadvantage as bad elements can easily
snatch their weapons and use them to attack the mall .Their position at Papa Echo should
be covered by plain cloth under cover armed IRG staff that are already in the mall hence
no extra costs needed. The uniformed police officers should patrol outside perimeter along
the Mwanzi road to act as deterrence factor. If someone targets them (police officers) as
they patrol outer perimeter it will give time for inner mall security to react and initiate
lockdown with immediate effect.

EMERGENCY ACTION PLAN

Standard Operating Procedures (SOPs)

All the SOPs of major emergencies to be printed laminated and supplied to the
Control Room and Management Office.
The laminated short SOPs to be placed in an area that they can be easily retrieved in
case of an emergency.

Friend of Foe Indicators

All known fire arm holders in the mall to be trained and provided with Friend of Foe
Indicators to avoid friendly fire in an attack.

Red-Teaming

Security checks to be breached to test on alertness and proficiency of security

personnel in the mall.
The Red team crew to use their tactics such as abandoning bags inside the mall at
different places.
The Red team leader will have to inform the management before the exercise to
avoid unnecessary panic and confusion.

Lockdown drill

Lockdown to be conducted after all trainings in presence of all trainers and trainees.

Objectives
To check if trained profilers can pick up a threat and report on time.
To test on how trained control room staff can initiate a very quick lock down
procedure.
To see how first the gates /shutters can lock in case of an emergency.
To see the effectiveness of the emergency exit points.

First Aid

All the target groups to be trained on:-

How to stop bleeding and deal with trauma in case of an attack and someone has
been shot at or wounded.
 AUTODETECTION LIBRARY

Auto detection library to be upgraded to detect and distinguish complicated in

organic materials
Regular training of security personnel operating the X-ray machine.

MAINTAINANCE
Every trainer must Red- team and come once a month by setting scenario incognito
to investigate if his people need a refresher.
The lead trainer should do his investigation and conduct security breaching after
every two weeks with causing any panic.
Every red teaming must be documented and presented to the management by lead
trainer.
