Title of the Bill: Pesticide ban Bill

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1. Every year the number of resistant species evolving increases. (1)
4 2. The symptoms of pesticide poisoning can range from a mild skin
5 irritation to coma or even death.

7 3. The United Nations Population Division estimates that, by the year
8 2050, there will be 9.7 billion people on Earth around 30% more
9 people than in 2017. Nearly all of this population growth will occur in
10 developing countries. (3)
11 4. Biopesticides often are effective in very small quantities and often
12 decompose quickly, resulting in lower exposures and largely
13 avoiding the pollution problems caused by conventional pesticides.

15 5. When used as a component of Integrated Pest Management (IPM)
16 programs, biopesticides can greatly reduce the use of conventional
17 pesticides, while crop yields remain high.(4)
18 6. Exposure to pesticides can occur in many ways. Exposure can
19 occur in agriculture, through the treatment of crops, plants and
20 grain stores. It can occur in forestry, gardening, professional and
21 domestic pest control and through the spraying and use of
22 amenities e.g. our parks, pavements and playgrounds. (5)
23 7. The short term symptoms that are caused by pesticides are
24 respiratory tract irritation, sore throat and/or cough, allergic
25 sensitisation, eye and skin irritation, nausea, vomiting, diarrhoea,
26 headache, loss of consciousness, extreme weakness, seizures
27 and/or death. (5)
28 8. The long term symptoms that are caused by pesticides are asthma,
29 depression, cancer, including leukaemia and non-Hodgkin
30 lymphoma; and attention deficit and hyperactivity disorder (ADHD).

SECTION 2: Purpose

The bill will slowly regulate pesticides and shift the use of pesticide to use of
36 biopesticide.

SECTION 3: General Provisions
38 Acknowledging the harm that pesticides do to not only the environment but also
39 most importantly to the American people, this bill will slowly regulate the usage of
40 pesticides over a ten year period. The government knows that pesticides must be
41 used in order to keep pests away from crops, thus increasing crop yield, but
42 recent cases alerted by the World Health Organization have prompted the
43 government to think otherwise.

46 The bill will slowly replace pesticides in market with biopesticides, a healthier and
47 safer option in market over a ten year period to let farmers slowly adjust to the
48 change and reduce the overall usage on pesticides, which will affect American
49 population.

SECTION 4: Definitions

Biopesticides: are certain types of pesticides derived from such natural
53
materials as animals, plants, bacteria, and certain minerals.
