HSUPA Time Division Scheduling Feature Parameter
Description 2 Overview

2 Overview

2.1 Introduction
WCDMA is a self-interference system. In this system, a UE causes interference to other UEs
and the uplink interference increases with the UE rate. When multiple HSUPA 2 ms TTI UEs
perform uplink data transmission at a high speed, uplink interference becomes a major bottleneck
to the WCDMA uplink system capacity.

The WRFD-150222 HSUPA Time Division Scheduling feature is introduced in RAN15.0 to

solve this problem. With this feature, eight hybrid automatic repeat request (HARQ) processes
are assigned to different HSUPA 2 ms TTI UEs for data transmission. This feature aims to ensure
that UEs transmit data during different time divisions that are not overlapping. Compared with
conventional code division scheduling, time division scheduling avoids interference between
UEs and increases the cell's uplink throughput. Figure 2-1 illustrates differences between code
division scheduling and time division scheduling.

Scheduling Timing Alignment Configurations

Time division scheduling requires that the data transmission time for different UEs do not
overlap. The RNC needs to deliver the Default DPCH Offset Value information element (IE)
when an HSUPA UE establishes the first radio link so that the RAN can align timing of UEs,
such as newly admitted UEs and UEs whose state is changed to CELL_DCH. The timing
alignment ensures that the data transmission time for one process does not overlap with that for
another process, as shown in Figure 3-1.

Figure 3-1 Code division scheduling timing and time division scheduling timing

The timing alignment, however, leads to DL DPCCH pilot bit alignment and transmitter power
control (TPC) bit alignment and increases the transmit power peak-to-average ratio of RF units.
The number of HSUPA UEs to have their timing aligned needs to be limited to minimize the
impact on the transmit power peak-to-average ratio of RF units. The number can be specified
by the HSUPATDALIGNUENUM parameter in the NodeB MML command SET
ULOCELLMACEPARA. When HSUPATDALIGNUENUM is reached, new UEs may fail
to meet the timing alignment requirement and fail to be selected for time division scheduling.
If you cannot determine whether newly admitted UEs are carried on 2 ms TTI HSUPA, run the
SET UNBMPARA command with the PERFENH_TD_ALIGN_RRC_EFFECT check box
under the PerfEnhanceSwitch(BSC6900,BSC6910) parameter selected on the RNC side to
make the timing alignment required by HSUPA Time Division Scheduling take effect on these
UEs.
You can also specify the types of UEs that are selected for timing alignment by setting the
HSUPATDSCHENSW parameter in the NodeB MML command SET

ULOCELLMACEPARA. For example, you can select F-DPCH or enhanced F-DPCH UEs
for timing alignment, and you can also select only the UEs performing PS services for timing
alignment. (When sending the Default DPCH Offset Value IE to a UE during a procedure other
than RRC connection setup, the RNC distinguishes between different service types and selects
only the UEs performing PS services for timing alignment.)

NOTE

l If the total number of F-DPCH and enhanced F-DPCH UEs is less than or equal to the value of
HSUPATDALIGNUENUM, F-DPCH and enhanced F-DPCH UEs are selected for timing alignment
based on F-DPCH UEs' configurations.
l If the total number of F-DPCH and enhanced F-DPCH UEs is greater than the value
ofHSUPATDALIGNUENUM, F-DPCH and enhanced F-DPCH UEs are not selected for timing
alignment.

UEs to Be Selected for Time Division Scheduling

A UE to be selected for time division scheduling must meet all the following conditions:

l The UE is an HSUPA 2 ms TTI UE.

l Uplink signaling radio bearers (SRBs) for the UE are carried over HSUPA. The timing
alignment requirement is met.
l The UE does not use the happy bit rate (HBR) for data transmission.
l The UE is not performing a soft or softer handover.
l The UE is not at a cell edge.
l The UE has a large amount of traffic, for example FTP upload, to process and can achieve
a high instantaneous rate in a single HARQ process (for example, the transmit power is not
limited) to ensure the utilization of Uu interface resources.
l The number of target retransmissions is small.
Frequent adjustments of HARQ processes in time division scheduling lead to delay and
conflicts in the reporting of ACK/NACK messages. The number of retransmissions for a
UE must be as small as possible, taking the retransmission probability and Uu interface
resource utilization into consideration. Therefore, UEs whose number of target
retransmissions reaches the large retransmission threshold are not suitable for time division
scheduling.
A maximum of eight UEs can experience time division scheduling in a cell because each
2 ms HARQ process can be assigned to only one UE for time division scheduling. If the
number of UEs that meet the preceding conditions is greater than eight, the eight UEs with
low rate satisfaction are selected for time division scheduling.
NOTE

Rate satisfaction equals the ratio of effective rate to SPIweight. The larger the ratio, the higher the rate
satisfaction is.

HARQ Process Assignment and Adjustment

UEs using code division scheduling use all the eight HQRQ processes and therefore do not
require HARQ process assignment or adjustment. UEs using time division scheduling use only
some of the HARQ processes. HARQ processes need to be assigned and adjusted among UEs
using time division scheduling based on fairness and differentiation:

WCDMA RAN
HSUPA Time Division Scheduling Feature Parameter
Description 3 Technical Description

l When UEs using time division scheduling emerge, the RAN assigns HARQ processes to
these UEs in round robin mode, regardless of their priorities.
l If a UE stops using time division scheduling, the RAN releases the HARQ process assigned
to the UE and preferentially assigns the HARQ process to a new UE that is selected for
time division scheduling. If other HARQ processes are available, the RAN assigns the
HARQ processes to the UE with the lowest rate satisfaction.
l When a new UE is not assigned any HARQ process, the RAN releases some HARQ
processes of the UE with the highest rate satisfaction and assigns the released HARQ
processes to the new UE. If UEs using time division scheduling remain unchanged, the
RAN needs to periodically adjust HARQ processes among them to ensure fairness and
differentiation. As shown in Figure 3-2, during a period of time, eight HARQ processes
are dynamically adjusted among three UEs (UE1, UE2, and UE3) using time division
scheduling. This adjustment helps ensure fairness among the UEs as a whole. Note that
HARQ process adjustment slightly affects the stability of single-user rates.

Figure 3-2 HARQ process adjustment based on fairness

Uu Interface Resource Sharing Between UEs Experiencing Time Division

Scheduling and UEs Experiencing Code Division Scheduling
Uu interface resources are assigned to UEs based on fairness and differentiation, regardless of
whether the UEs use code division scheduling or time division scheduling. This basically ensures
that these two types of UEs have the same rate satisfaction. There are eight HARQ processes
for UEs using time division scheduling, and each of these UE must be assigned at least one
HARQ process. With the utilization of Uu interface resources ensured, differentiation between
two UEs can only reach 7:1. Therefore, it is impossible to ensure 100% differentiation among
UEs using time division scheduling or between UEs using time division scheduling and UEs
using code division scheduling.

HSUPA Time Division Scheduling Feature Parameter
Description 5 Network Impact

5 Network Impact

System Capacity
The HSUPA Time Division Scheduling feature increases the cell uplink throughput in scenarios
in which multiple HSUPA 2 ms TTI UEs perform uplink data transmission at a high speed in a
cell.
l If the WRFD-010691 HSUPA UL Interference Cancellation feature is not activated, gains
from the HSUPA Time Division Scheduling feature are as follows:
In single-antenna scenarios, the maximum gains (10%-90%) are achieved when all UEs
in the cell are time-division scheduled UEs. There are few or no gains from this feature
when few or no UEs are time-division scheduled UEs. If the Uu resources are
insufficient, the cell throughput gain decreases, and the cell throughput may even be
lower than that before this feature is enabled. The cell throughput decrease helps relieve
the resource insufficiency over the Uu interface. In extreme cases, each UE can use only
one RLC PDU for data transmission. For example, if there are N1 UEs using code
division scheduling and the HSUPA 2 ms TTI in a cell and there are N2 UEs using time
division scheduling, each UE can use only one RLC PDU for data transmission. As a
result, the cell throughput is decreased by (N21)/(N1+N2).
In double-antenna scenarios, gains from this feature are less considerable than those in
single-antenna scenarios.
l If the WRFD-010691 HSUPA UL Interference Cancellation feature is activated, gains from
the HSUPA Time Division Scheduling feature are less considerable.
The HSUPA Time Division Scheduling feature increases the transmit power peak-to-
average ratio of RF units. If the downlink transmit power of the carrier in a cell is
insufficient, this feature reduces the cell's HSDPA throughput by approximately 10%.

Network Performance
The HSUPA Time Division Scheduling feature increases the transmit power peak-to-average
ratio of RF units. If the downlink transmit power of the carrier in a cell is insufficient, the access
success rate and call drop rate in the cell may slightly deteriorate.
With this feature, F-DPCH or enhanced F-DPCH UEs can be selected for timing alignment.
These UEs exclusively use the symbols of a spreading factor. If the symbols of a spreading factor
are occupied, a new spreading factor is required. When the UEs selected for timing alignment
are all F-DPCH UEs, the spreading factors are least efficiently used. A larger number of F-DPCH

6 Engineering Guidelines

6.1 When to Use HSUPA Time Division Scheduling

Use the HSUPA Time Division Scheduling feature in cells that meet all of the following
conditions:

l The received total wideband power (RTWP) on the Uu interface is insufficient. That is,
VS.MeanRTWP > BackgroundNoise + Target load 2 dB.
l Two or more HSUPA 2 ms TTI UEs are about to process a large amount of traffic in the
cell.
l The uplink demodulation mode is neither 4-channel demodulation nor economical 4-
channel demodulation.
l The cell is not a multi-RRU cell. This feature does not apply to multi-RRU cells, because
Uu interface resources are not shared across RRUs and therefore enabling UEs served by
different RRUs to use this feature does not provide any gains on the Uu interface.
l The WRFD-141202 Independent Demodulation of Signals from Multiple Small Cell RRUs
in One Cell feature is not activated.

You are also advised to use this feature in indoor scenarios, where gains produced by this feature
are more noticeable. UE mobility causes UEs' data transmission time to partially overlap. If this
occurs, the gains produced by this feature are affected.

6.2 Required Information

Obtain the values of the following counters during busy hours before deploying this feature:

HSUPA Time Division Scheduling Feature Parameter
Description 6 Engineering Guidelines

Based on preceding counters, the throughput reached by an HSDPA cell when data transmission
is performed can be calculated as follows:

Throughput reached by an HSDPA cell when data transmission is performed =

VS.DataOutput.Mean/(VS.DataTtiRatio.Mean-VS.HSDPA.InactiveDataTtiRatio.Mean)

After the HSUPA Time Division Scheduling feature is activated, the transmit power peak-to-
average ratio of RF units or Mean Non-HSDPA Transmitted Carrier Power for Cell divided by
the maximum cell transmit power increase. If activating this feature causes the HS-DSCH
transmit power and HSDPA throughput to decrease in the cell, you can observe these changes
through the counters in the preceding table.

Drive Test
Gains from this feature can also be monitored by performing a drive test.

1. Perform a drive test during off-peak hours in a single-antenna scenario at a place near the
NodeB to prevent handovers. Activate the HSUPA Time Division Scheduling feature,
enable two to eight HSUPA 2 ms TTI UEs to perform high-speed FTP upload, and measure
the cell HSUPA throughput.
2. In the same drive test environment, deactivate this feature, enable the UEs to access the
network, and measure the cell HSUPA throughput.
3. Repeat the preceding operations more than three times.

Compare the average cell HSUPA throughput before and after feature activation to evaluate
gains from this feature.

H: Whether the last vacant SF16 code is used as the HS-
PDSCH code when HSDPA has been activated. When
this switch is turned on and HSDPA has been activated,
no matter whether the last SF16 code is vacant, the RNC
repeatedly attempts to allocate this code to the HS-
PDSCH This improves the SF spreading code usage. If
the HS-PDSCH setup fails, the RNC allocates the last
vacant SF16 code to the HS-PDSCH. When this switch
is turned off and HSDPA has been activated, the RNC
allocates the last vacant SF16 code first to the HS-
PDSCH. This improves the HSDPA activation
efficiency. 14.
PERFENH_OLC_REJ_F2DDCCC_SWITCH:
Whether to prohibit the DCCC-triggered state transition
from CELL_FACH to CELL_DCH (F2D for short)
when a cell is in the overload control (OLC) state. When
this switch is turned off, the RNC allows the DCCC-
triggered F2D state transition. When this switch is
turned on, the RNC does not support the DCCC-
triggered F2D state transition. 15.
PERFENH_BGNOISE_QUICK_UPT_SWITCH:
Whether the background noise one-time quick update
algorithm is enabled. When this switch is turned on,
upon receiving the RTWP report, the RNC updates the
background noise value based on the common
measurement report if no UEs in the CELL_DCH state
are served by the cell. When this switch is turned off,
upon receiving the RTWP report, the RNC does not
update the background noise value based on the
command measurement report that is reported when the
Uu interface carries no load. 16.
PERFENH_HRNTI_OPT_SWITCH: Whether HRNTI
adopts an optimized algorithm. When this switch is
turned on, the hamming distance between the HRNTI
identifiers distributed by the RNC is equal to or larger
than 4, which effectively avoids incorrect
demodulation. When this switch is turned off, the
hamming distance between the HRNTI identifiers
distributed by the RNC is equal to or larger than 1. 17.

SF code resource allocation fails and releases the
unexpectedly used F-DPCH codes. When this switch is
turned off, the RNC does not check the usage of F-
DPCH codes and restores the abnormal F-DPCH codes.
18. PERFENH_CCH_DLCODE_RESERV_SWITCH:
Whether the channel codes released by a common
channel are reserved during reestablishment of the
common channel so that the reestablished common
channel can use the same channel codes after cell setup.
When this switch is turned on, the channel codes
released by a common channel are reserved during
reestablishment of the common channel. That is, the
reestablished common channel uses the same channel
codes after cell setup. When this switch is turned off,
the channel codes released by a common channel are not
reserved during reestablishment of the common
channel. That is, the reestablished common channel
uses different channel codes after cell setup. 19.
PERFENH_SMALL_RATE_PS_FORCE_ADM_SW
ITCH: Whether the RNC makes an admission decision
on RAB setup when the resources required by RAB
setup for a low-rate PS user do not outnumber the
resources used for RRC connection setup. When this
switch is turned on, the RNC makes admission decisions
on both CS and PS RAB setups. For related admission
thresholds, see the [CMD]ADD UCELLCAC[/CMD]
command. When this switch is turned off, the RNC
makes admission decisions only on CS service
procedures. That is, the RNC always admits PS service
requests. A low-rate PS user is a user whose SF
corresponding to RAB setup is equal to or larger than
the SF reserved for a handover. The SF reserved for a
handover can be configured by the UlHoCeResvSf and
DlHoCeCodeResvSf parameters in the [CMD]ADD
UCELLACAC[/CMD] command. 20.

PERFENH_FACHUSER_NUM_CTRL_ENH_SWIT
CH (FACH UE Number Control Enhancement Switch):
Whether the number of FACH UEs in a cell is limited
by the CELL_FACH UE number specification. When
this switch is set to on, the number of FACH UEs in a
cell is limited not only by the FACH UE number
specification but also by the CELL_FACH UE number
specification (CELL_FACH UEs include both E-FACH
UEs and FACH UEs). That is, the total number of
FACH UEs and E-FACH UEs in a cell cannot exceed
the CELL_FACH UE number specification. When this
switch is set to off, the number FACH UEs in a cell is
only limited by the FACH UE specification. 28.
PERFENH_RELOCINUSER_LDRPRE_OPT_SWIT
CH(Optimization Switch for Static Relocation User
Selection for LDR and Preemption): Whether to
optimize the user selection algorithm for LDR and
preemption. When this switch is set to on, the user
selection algorithm for LDR and preemption is
optimized. That is, the actual priority of static relocation
UEs is used for LDR and preemption, which makes the
user priority recognition more accurate. When this
switch is turned off, default user priority is used for LDR
and preemption. 29.
PERFENH_SOFTERHO_CE_OPT_SWITCH:
Calculation method of consumed CE resources. If this
parameter is set to ON, the RNC correctly calculates the
consumed CE resources. If this parameter is set to OFF,
the CE resources consumed on the link that is deleted
after a soft handover are not calculated. As a result, the
available CE resources increase and excess users access
the cell. 30.
PERFENH_LCGCE_RSRC_OPT_SWITCH: LCG CE
resource optimization switch for preempted UEs. When
this switch is set to on, the RNC correctly maintains the
LCG CE resources used by a UE after an RRC
connection setup. If the UE is preempted, these
resources are provided to the preempting UE. When this
switch is set to off, the RNC cannot update the LCG CE
resources used by a UE in time, which leads to incorrect
resource maintenance and affects the calculation of
resources for preemption. 31.

the RNC immediately calculates the resource consumed
by the users who stop queuing, ensuring that the RNC

turned off, the RNC does not immediately calculate the
resource consumed by the users who stop queuing. As
a result, the consumed cell resources are more than the
resources recorded on the RNC, and excessive users
access the cell. 32.

a local cell group consumes an RLS CE if multiple RLs

occupy more than one local cell group, no matter
whether the UE uses the DCH or EDCH under a NodeB.
When this switch is turned off, all local cell groups
consume an RLS CE if multiple RLs occupy more than
one local cell group, no matter whether the UE uses the
DCH or EDCH under a NodeB. 7.
PERFENH_DTCH_FACH_CONG_D2I_SWITCH:
When this switch is turned on and DTCHs are
congested, the RNC transits UEs that are in the
CELL_DCH state and do not process services to the idle
mode. This parameter is an advanced parameter. To
modify this parameter, contact Huawei Customer
Service Center for technical support. 8.
PERFENH_HSPA_CAPABLITY_NOT_BRD_SWIT

messages in SIB5. 9.
PERFENH_SYSINFO_64FRAME_SWITCH:
Whether the RNC sends system information in a cell at
a 64-frame scheduling period to improve the scheduling
efficiency. When this switch is turned on, the 64-frame-
period scheduling is used. When this switch is turned
off, the 64-frame-period scheduling is not used. 10.
PERFENH_SIB7MIB_COMBINE_SWITCH:
Whether SIB7 and MIB are combined when the RNC
sends system information in a cell. When this switch is
turned on, SIB7 and MIB transmitted from the cell are
combined to one system information to save air
interface resources and improve scheduling efficiency.
When this switch is turned off, SIB7 and MIB
transmitted from the cell are two independent messages.

PERFENH_HSPDSCH_SF_FORCEALLOC_SWITC
H: Whether the last vacant SF16 code is used as the HS-
PDSCH code when HSDPA has been activated. When
this switch is turned on and HSDPA has been activated,
no matter whether the last SF16 code is vacant, the RNC
repeatedly attempts to allocate this code to the HS-
PDSCH This improves the SF spreading code usage. If
the HS-PDSCH setup fails, the RNC allocates the last
vacant SF16 code to the HS-PDSCH. When this switch
is turned off and HSDPA has been activated, the RNC
allocates the last vacant SF16 code first to the HS-
PDSCH. This improves the HSDPA activation
efficiency. 14.
PERFENH_OLC_REJ_F2DDCCC_SWITCH:
Whether to prohibit the DCCC-triggered state transition
from CELL_FACH to CELL_DCH (F2D for short)
when a cell is in the overload control (OLC) state. When
this switch is turned off, the RNC allows the DCCC-
triggered F2D state transition. When this switch is
turned on, the RNC does not support the DCCC-
triggered F2D state transition. 15.
PERFENH_BGNOISE_QUICK_UPT_SWITCH:
Whether the background noise one-time quick update
algorithm is enabled. When this switch is turned on,
upon receiving the RTWP report, the RNC updates the
background noise value based on the common
measurement report if no UEs in the CELL_DCH state
are served by the cell. When this switch is turned off,
upon receiving the RTWP report, the RNC does not
update the background noise value based on the
command measurement report that is reported when the
Uu interface carries no load. 16.
PERFENH_HRNTI_OPT_SWITCH: Whether HRNTI
adopts an optimized algorithm. When this switch is
turned on, the hamming distance between the HRNTI
identifiers distributed by the RNC is equal to or larger
than 4, which effectively avoids incorrect
demodulation. When this switch is turned off, the
hamming distance between the HRNTI identifiers
distributed by the RNC is equal to or larger than 1. 17.

F-DPCH codes. When this switch is turned on, the RNC
checks the usage of F-DPCH codes periodically or when
SF code resource allocation fails and releases the
unexpectedly used F-DPCH codes. When this switch is
turned off, the RNC does not check the usage of F-
DPCH codes and restores the abnormal F-DPCH codes.
18. PERFENH_CCH_DLCODE_RESERV_SWITCH:
Whether the channel codes released by a common
channel are reserved during reestablishment of the
common channel so that the reestablished common
channel can use the same channel codes after cell setup.
When this switch is turned on, the channel codes
released by a common channel are reserved during
reestablishment of the common channel. That is, the
reestablished common channel uses the same channel
codes after cell setup. When this switch is turned off,
the channel codes released by a common channel are not
reserved during reestablishment of the common
channel. That is, the reestablished common channel
uses different channel codes after cell setup. 19.
PERFENH_SMALL_RATE_PS_FORCE_ADM_SW
ITCH: Whether the RNC makes an admission decision
on RAB setup when the resources required by RAB
setup for a low-rate PS user do not outnumber the
resources used for RRC connection setup. When this
switch is turned on, the RNC makes admission decisions
on both CS and PS RAB setups. For related admission
thresholds, see the [CMD]ADD UCELLCAC[/CMD]
command. When this switch is turned off, the RNC
makes admission decisions only on CS service
procedures. That is, the RNC always admits PS service
requests. A low-rate PS user is a user whose SF
corresponding to RAB setup is equal to or larger than
the SF reserved for a handover. The SF reserved for a
handover can be configured by the UlHoCeResvSf and
DlHoCeCodeResvSf parameters in the [CMD]ADD
UCELLACAC[/CMD] command. 20.
PERFENH_HSDPA_DLPWR_ADM_OPT_SWITCH

PERFENH_DEACELL_PFMRSV_SWITCH:
Whether to reserve the cell measurement set after
deactivating a cell. 0: This switch is turned off. The cell
measurement set is deleted after cell deactivation. 1:
This switch is turned on. After cell deactivation, the cell
measurement set is reserved and the unavailable
duration for the cell caused by deactivation is measured
by the VS.Cell.UnavailTime counter. Disuse
Statements: This switch will be deleted from later
versions. Although the configuration interface in this
version supports delivery of the setting of this
parameter, the system does not use this parameter.
Therefore, this parameter is not recommended. 23.
PERFENH_BGNOISE_UPT_OPTIMIZE_SWITCH:
Accuracy at which the RNC calculates the background
noise. 1: This switch is turned on. The RNC calculates
background noise at a high accuracy. 0: This switch is

PERFENH_FACHUSER_NUM_CTRL_ENH_SWIT
CH (FACH UE Number Control Enhancement Switch):
Whether the number of FACH UEs in a cell is limited
by the CELL_FACH UE number specification. When
this switch is set to on, the number of FACH UEs in a
cell is limited not only by the FACH UE number
specification but also by the CELL_FACH UE number
specification (CELL_FACH UEs include both E-FACH
UEs and FACH UEs). That is, the total number of
FACH UEs and E-FACH UEs in a cell cannot exceed
the CELL_FACH UE number specification. When this
switch is set to off, the number FACH UEs in a cell is
only limited by the FACH UE specification. 28.
PERFENH_RELOCINUSER_LDRPRE_OPT_SWIT
CH(Optimization Switch for Static Relocation User
Selection for LDR and Preemption): Whether to
optimize the user selection algorithm for LDR and
preemption. When this switch is set to on, the user
selection algorithm for LDR and preemption is
optimized. That is, the actual priority of static relocation
UEs is used for LDR and preemption, which makes the
user priority recognition more accurate. When this
switch is turned off, default user priority is used for LDR
and preemption. 29.
PERFENH_SOFTERHO_CE_OPT_SWITCH:
Calculation method of consumed CE resources. If this
parameter is set to ON, the RNC correctly calculates the
consumed CE resources. If this parameter is set to OFF,
the CE resources consumed on the link that is deleted
after a soft handover are not calculated. As a result, the
available CE resources increase and excess users access
the cell. 30.
PERFENH_LCGCE_RSRC_OPT_SWITCH: LCG CE
resource optimization switch for preempted UEs. When
this switch is set to on, the RNC correctly maintains the
LCG CE resources used by a UE after an RRC
connection setup. If the UE is preempted, these
resources are provided to the preempting UE. When this
switch is set to off, the RNC cannot update the LCG CE
resources used by a UE in time, which leads to incorrect

H: Cell resource maintenance policy when the users
queuing to access cells based on the RAB DRD
algorithm stop queuing. When this switch is turned on,
the RNC immediately calculates the resource consumed
by the users who stop queuing, ensuring that the RNC
correctly calculates cell resources. When this switch is
turned off, the RNC does not immediately calculate the
resource consumed by the users who stop queuing. As
a result, the consumed cell resources are more than the
resources recorded on the RNC, and excessive users
access the cell. 32.
PERFENH_SRB_OVER_HSDPA_DOFF_OPT_SWI
TCH: Whether to optimize the Default DPCH Offset
Value (DOFF) allocation algorithm for a specified UE.
This switch is set to on by default. When this switch is
set to off, the RNC uses the original DOFF allocation
algorithm for a new UE or a C2D UE whose SRBs are
carried over HSDPA (C2D refers to an F2D or P2D state
transition). This cannot ensure even DOFF distribution.
When this switch is set to on, the RNC uses the

of the settings of both this parameter and
FACH_60_USER_SWITCH
("CacSwitch":FACH_60_USER_SWITCH)("SET
