1 Introduction
1.1 Background of activities and Objectives

Clean Power Indonesia have secured funding from MCA-I to develop biomass based energy to
some of the remote village in Siberut Island, Mentawai District, West Sumatra. This project aims to
show-case and pilot an innovative yet simple gasification and electricity generation technology using
fast growing bamboo as the feed stock. The aim of the project is to reduce some of the economic
and social inequality problems that continue to affect rural Indonesia so that they can participate in
national development of Indonesia.

Perhaps the greatest challenge facing implementation of community-based biomass energy projects
is ensuring security of feedstock. The project proposes using introduced, fast-growing bamboo
species as well as native bamboo found at the project sites. However, issues of feedstock security
are not limited to the bio-geographical questions nor is supply of feedstock to a project not merely
an arithmetic question of growing feedstock in sufficient quantities. In this community-centred
operation on Siberut Island, social issues are at the heart of feedstock security. Calculation of
sufficient supply of feedstock will depend on the social composition of the community, how they
work together, the geographic location of the land which they own and manage and the capacity of
that land to produce feedstock.

In short, the following fundamental questions for this kind of project must be answered:
1. Who will supply feedstock - what social and institutional arrangement need to be made by the
community and CPI to be socially and culturally acceptable?

2. Where it the feedstock be grown - to avoid negative impacts to the community, or segments of
the community (most notably women) and taking into account the likely polyculture planting
patterns and subsequent lower growth rates that will result compared to monoculture.

3. How much feedstock should / can each supplier-group harvest taking into account the group
size, geography of land used and likely growth rate in that land, to deliver social / cultural
equality between groups within each project site.

4. What feedstock will be provided by each supplier-group (native / introduced bamboo or other
biomass available).

To answer these questions Ekologika implemented 2 interventions. First, feedstock security


mapping (using stakeholder mapping and participatory mapping techniques) and second, the basic
design of a feedstock trial for introduced versus native species that communities can select based
on each of their merits.

2 Description of Activities
2.1 Feedstock security mapping

Stakeholder mapping and supplier/grower-group organisation


The definition and documentation of supplier/grower groups was the first stage of feedstock
security mapping. In-depth discussions were held with the communities in Madobag, Matatonan
and Saliguma communities to formalize the socially and culturally acceptable supplier/grower-
groups. Factors involved in these decision were the cultural structure of the Mentawai communities
in the villages, a realization of the issues of supplying feedstock and the preferred method of
delivering feedstock (either purchased by SPV, donated in return for a subsidy on electricity etc.).
Definition of supplier groups were achieved through higher level village meetings, meetings at the
sub-village level and meetings with sub-groups identified. This process achieved important aspects
of the Free and Prior Informed Consent for the biomass energy project that covered the important
and critic issues of feedstock supply. The final grower/supplier-groups are documented in Appendix
A. Signed agreements about the groups and willingness to work with the project have been
provided to CPI.

Participatory mapping.
Dependent on the structure of the supplier/grower-groups, participatory mapping was carried out for
each group and locations of land that could be utilized by the groups to provide bio-mass feedstock
identified. Each map included land boundaries, existing important resources that need to be
preserved and areas where feed stock could not be planted due to importance for daily needs such
as food security and cultural sites. The remaining area was considered potentially suitable for
bamboo planting to later supply the biomass energy generation plants. Participatory maps included
male and female so that the difference in value and utilization of resources was illustrated. Base
maps used standard Land-Sat images and with 3-arc second STRM DEM and was designed to
increase community ownership of the areas that they had indicated suitable for bamboo planting.
The participatory maps were verified through GPS ground truthing by local communities and
subsequently, when boundaries and important areas were defined, Maps were signed by
communities. One set of the maps are held by the supplier/grower-groups, one set is held by the
village head, and a copy of the maps are held by PT. CPI. Maps are available on request.

Supply estimation and community agreements.


The bamboo yield within the land available and density that that can realistically be planted with
feedstock bamboo and basic initial growth rate can inform initial supply accounting for the project.
Ekologika hired bamboo experts from PT. Bambu Nusa Verde to survey the areas mapped and
provide realistic estimates on potential planting densities, a growth rates projection based on the
growing conditions at each site (most notably the soil conditions and the presence of any existing
canopy) and subsequent conservative yields of bamboo extrapolated from yield proven in plantation
conditions. Detailed survey method, data collected and calculation of the bamboo yield in are
presented in Appendix B and the spread-sheet is provided as a separate Microsoft Excel file
(Siberut Bamboo G&Y.xls).

PT CPI have opted to purchase feedstock in situ from the community feedstock lots mapped, rather
than rely on delivery from the community. This simplifies the arrangements enormously and
requests grower/supplier-groups to solely plant and tend bamboo feedstock optimally. The need to
define equitable supply agreements for each group as originally envisaged is now not necessary
and equitable purchase of feedstock can be developed during implementation of the biomass
generator on a continual basis. The yield for each of the villages is estimated in the tables below:

2.2 Native / Introduced bamboo trail design

BNV assited Ekologika in designing a propagation trials that involves local growers to test
introduced tissue-culture cultivars against local native bamboos. However, due to the constraint that
local species are rarely propagated to produce indigenous bamboo plantlets by branch cutting or
clump division. The only clump division practice found was that applied to bamboo Obuk the thin
walled bamboo commonly used in cooking. Clump division or branch cutting has never been applied
to the other bamboo species of Siberut (than include Gigantochloa apus, Bambusa vulgaris-vulgaris
and Dendrocalamus asper. Branch cutting and clump division was explained but not practiced in the
field. Even if this method were extended to the community uptake is likely to be low given the
existing abundance of natuve species in addition to the tissue culture species that have / will be
provided. However, if for any reason the local community wish to initiate this trial, it can be
implemented.

There is preference for Bambusa balcooa and Dendrocalamus asper although Bambusa vulgaris-
vulgaris should also be acceptable as this is indigenous on Siberut. Bambusa blumeana, was
rejected by the community due to the thorns at the bottom of the culms, complicating culm harvest.

3 Conclusions
Matotonan
After 6 years using multicropping under current vegetation a minimum of 2,000 metric
tonnes with MC of 20% can be achieved when small trees (20cm DBH) with no socio-
economic value and scrub are removed.

After 10 year in operation a sustained yield in excess of 3,000 metric tonnes with MC of
20% can be achieved when small trees (20cm DBH) with no socio-economic value and
scrub are removed.
Since the land is free-draining, Dendrocalamus asper is the species of choice.
To achieve the levels of yield stated above, clearance of scrub and the removal of small
trees (<20cm BDH) with no socio-economic value will be required prior planting. The
community raised no objections to removing scrub and small trees. Leaving small trees will
not produce far lower yields.
The native biomass present (in tree or native bamboo) has not been calculated but the
removal of trees <20cm DBH and sustainable harvest of bamboo will provide significant
quanitities of biomass for initial operation during plantation start up.

Saliguma
After 6 years using multicropping under current vegetation a minimum of 2,800 metric tonnes
with MC of 20% can be achieved when small trees (20cm DBH) with no socio-economic
value and scrub are removed.
After 10 year in operation a sustained yield in excess of 3,900 metric tonnes with MC of 20%
can be achieved when small trees (20cm DBH) with no socio-economic value and scrub are
removed.
The land areas allocated for planting is large (762.6 hectares), however, since frequently or
even permanent floods were recorded much of this area is not suitable for planting. A sign of
this was that bamboos (B.manggea) is substantially smaller than in Matotonan, due to
regularly flooded soil.
Sitakmonga site was under almost permenantly flooded conditions and consisted of peat
soils. Peat will have a very low growth rate, and is not recommended for planting bamboo.
Also the other locations do experience flooding.
Due to the large area allocated, sites that do not experience flooding should be located and
planted prioritized for planting. This may cause social inequalities issues with grower groups
than only own land in flooded areas (especially as bamboo is to be purchased from the
grower groups) and alternatives need to be found.
Bambusa vulgaris-vulgaris, with the option of Bambusa balcooa, can be considered for less
flooded sites and those speicies were the basis for calculation of the bamboo yield
(averaged over all land conditions sampled).
The native biomass present (in tree or native bamboo) has not been calculated but the
removal of trees <20cm DBH and sustainable harvest of bamboo will provide significant
quanitities of biomass for initial operation during plantation start up.

Madobag
The yield for Madobag was low as the areas mapped by the community was very small.
After 6 years using multicropping under current vegetation only 700 metric tonnes with MC of
20% can be achieved when small trees (20cm DBH) with no socio-economic value and
scrub are removed.
After 10 year in operation a sustained yield in excess of 1,100 metric tonnes with MC of 20%
can be achieved when small trees (20cm DBH) with no socio-economic value and scrub are
removed.
Interesting, about 30% of that yield can be achieved from 6.5% of the area mapped as this is
open land and can be developed under bamboo plantation (optimum) conditions.
Since the land is generally free-draining, Dendrocalamus asper is the species of choice as in
Matotonan.
Even to achieve the low levels of yield stated above, clearance of scrub and the removal of
small trees (<20cm BDH) with no socio-economic value will be required prior planting.

4 Recommendations
1. This study concludes that planting of tissue culture bamboo will yield sustainable yields of
biomass that can potentially sustain the needs of the gasification facility in Matotonan and
Saliguma.
2. Some of the land mapped in Saliguma is sub-optimal and alterative areas should ideally be
sought on free-draining soils and will require further community engagement.
3. The sustainability of the Madobag facility is in doubt (pending technical review) and more
land for planting should be secured and mapped through a participatory process. An option
for this is to secure areas outside of the Other Use Zones (APL) and within the large area of
production forest surrounding the village. This will encourage the application of village forest
(HD) or Community Forest licenses (HKM)
4. Planting in natural existing gaps in the regenerating forest is not an option for this project.
Removing <20cm diameter trees that have no socio-economic value should be the land
treatment method of choice for plantation development. This will make room for bamboo
feedstock whilst retaining important values of the forest to the community. The native
biomass has not been calculated but the removal of trees <20cm DBH and sustainable
harvest of bamboo will provide significant quanitities of biomass for initial operation during
plantation start up.
5. The project idenitify open lands that have been previously used byteh community (for crops
such as Patchouli and can be planted with bamboo in plantation like conditions to augment
the yield. Areas need for this plantation style cropping of bamboo are relatively small, but
have a high impact on feedstock security. It is recommended that 10 hectares bamboo
plantation are developed on heavily degraded forest or open areas previously used for cash
crops to provide a realiable feedstock security buffer.
6. The community have raised objections to chemical fertilizer use as it may damage water
supplies. The application of organic alternative needs to be considered. The large amount of
scrub that must be cleared before planting provides opportunities for significant quantities of
organic matter for composting.
7. Regular maintenance after planting will be required to support the bamboo growth (removing
of scrub, ferns or grasses around the newly planted).

6 Appendix B
Estimation of potential planting density
The number of bamboo plants that can be planted will vary with existing land cover and use.
Finalize maps were provided to BNV showing areas that could be planted and were stratified into 6
vegetation densities using a standardized High Carbon Stock approach methodology (see
http://highcarbonstock.org/wp-content/uploads/2014/12/HCS_TK_2015_SNG_AW1.pdf). BNV only
estimated the potential density of planting bamboo feedstock in 2 strata only Belukar muda, low
scrub/ low density vegetation and Belukar tua, old scrub/ higher density vegetation or forest.

BNV estimated the planting density within these starta by walking transects in each strata in
Matatonan and Saliguma (a total of 8 transects) that was marked by the Ekologika field team and
indicated on GPS. Each Transect measured 500m in length. Bamboo estimates were made for the
space 10m left and right of the transect line.

Two land management assumptions were applied. When walking the transect for the first time, the
number of bamboo plantings that could be achieved in the 500m x 20m space (1 hectare) were
estimated when no original trees were removed i.e. assuming that only natural and existing gaps
were planted. When walking the transect for the second time (on the return journey) planting
estimates will be made for the area assuming that small trees of no socio-economic importance
and under 20cm DBH (diameter at breast height) were cleared to make way for planting. Trees of
socio-economic importance included fruit trees, high value cash-crop trees or palms (such as cacao,
pinang, Sago). These were pointed out by local communities.
The results will be provided for each 20m of the transect in the following format

2. Estimation of growth rate


Bamboo growth rates were estimated resulting in potential biomass that could be produced per
bamboo clump after reaching maturity. This was assuming that bamboos will be harvested
sustainably and not clear felled. The length of time needed to reach this maturity will also be
estimated per strata. This information was used in realistic and conservative biomass yield
accounting for the project. As with the planting, the conservative estimate for biomass production
from the experts knowledge and experience will be recorded in the following format (acknowledging
that the strata will vary in terms of ecological conditions throughout its length).

Additional Notes from the Field Team

Existing bamboo species:


The Majority species, in the area surveyed, is bamboo Obuk or bambu lemang used for cooking.
Different species encountered:
Bambu obuk / Schirzostachyum brachycladum: 80 %
Bambu manggea / Gigantochloa apus: 15 %
Bambu masat / Dendroalamus asper: < 5%
Bambu metuk / Bambusa vulgaris-vulgaris: < 1%

Potential planting of bamboo:


The quantity of biomass bamboo plantlets that can be planted were made with the following
assumption- Dendrocalamus asper requires a space of 5 x 5 meter, All other bamboo a 4 x 4 meter
planting spacing.

Light density and limited clearance:


More light will produce more and bigger culms. The light density is the light penetration to ground
level. Biomass bamboo species are big in size, and do require sufficient sunlight for healthy growth
and this was taken into account. Light density after clearance of all non-useful small trees under 20

cm DBH will increase the light intensity and overall have approx. 20% increase on clump and culm
growth and also increase space and therefore the quantity of bamboos that can be planted.

Soils:
The more fertile soils will support more and larger culms. Soil samples were taken are from 0-20cm
deep and 20-40 cm deep. These are under analysis at UGM but are not expected to influence these
results on growth and yield estimates. For the flooded area & peat (Saliguma) only one sample was
possible, due to soil structure and excess water.

Environmnetal Suitability
Bambusa vulgaris-vulgaris, thick walled, indigenous at Siberut. http://proseanet.org/prosea/e-
prosea_detail.php?frt=&id=2072. Flood resistant. Bambusa vulgaris-vulgaris plantlets from
BNV have been planted in Sumatera and Kalimantan.
Dendrocalamus asper, big, thick walled, indigenous, and growing on Siberut. Not suited when
flooded for a longer period. No problem is expected with the adaptation to the soil conditions in

plantlets have been planted successfully over all Indonesia.
Bambusa balcooa is very usefull, and most frequent used for bamboo species for biomass
plantation, the bamboo is flood resistant. Origin from India, but cultivated on Java.

Riau, and Kalimantan. No problem is expected with the adaptation to the soil conditions in
Siberut
Bambusa blumeana, thick walled, indigenous, native to Sumatera, but not on Siberut.

expected with the adaptation to the soil conditions in Siberut but thorny. Successful planted in
several provinces of Indonesia.

Yield Parameters:
Plantation yield references are based on records from Yogyakarta plantations. Records for culms,
weight and quantity made on a yearly basis. The refenernce tables produce by BNV are shown
below with and include the number of shoots produced yearly, potential harvest of culms per year,
weight of those culms harvested to produce a maximum potential yield per species. These were the
same yield parameters used for the Detailed Feasibility Study during initial project submission.

Yield calculation in Matotonan and Saliguma


The spreadsheet Siberut Bamboo G&Y.xls produced by BNV to incorporate primary environmental
factors that can influence the growth was used to calculate likely yield of bamboo. The details of the
calculations can be found in the spreadsheet and be manipulated for each transect surveyed.
Environmental conditions can also be adjusted if necessary (beyond that estimated by BNV). The
yields are always conservative prmarily to provide a buffer in feedstock available. This has primarily
been done in the calculations by conservatively estimating the net weight of shoots / culms
harvested. It is expected that the planted bamboo will produce significantly more yield that that
reported here.

Dendrocalamus asper was selected for Matotonan and Madobag (transects in Matotonan were
usedto represent Madobag as the community had not agreed with the project at the time of the
survey). Bambusa vulgaris-vulgaris / B. balcooa (50:50) were selected for Saliguma due to their
flood resistence.

A Moisture content of 20% has been assumed acceptable for gasification.

Transects in similar vegetation strata were averaged to provide a final estimate of growth and yield
per hectare for low scrub / low density vegetation or forest and old scrub/ higher density vegetation
or forest. Where open land was available for planting, plantation condition parameters similar to that
in Yogya were applied.

The yield per hectare was multipled by the available number of hectares excluding areas for
community use such as agriculture.

No existing vegetation that needs to be cleared, or existing bamboo is considered in the yield
calculation.
