To make modifications to the means of purchasing firearms, without compromising an individual's
right to bear arms, in order to better secure the safety of the people inside of the United States.

ABILL
To ensure the protection of people in the United States of America from further violence caused by
firearms. To prevent those who are not properly qualified to own firearms from injuring others or
themselves.

Be it enacted by the Senate and House of Representatives of CVLCCHS intheUnitedStatesofAmerica


in congress assembled, that:

SECTION1.SHORTTITLES.
This Act may be cited as the "Reformation for the Purchasing of Firearms Act of 2017"

SEC.2.AGE.
A) The age for people purchasing anytypeoffirearm,(handgun,rifle,shotgun,etc.), shallbe25
years or older.
B) People of 25 years of age will be required to prepare a personal statement, explaining their
reasoning for their purchase

SEC.3.DOCUMENTATION.
A) Any person wanting to purchase a firearm must complete a Personal Firearms Eligibility
Check (PFEC) and submit it to the Department of Justice
B) Legal documentation of residency, such as a utility bill, must be presentable at the time of
purchase
C) Legal identification must be shown to the firearms distributor to verify age. Items such as an
active driver's licence, birth certificate, or passport may be presented as means of identification
D) If an individual seeking firearms is not a citizen of the United States, they must present
documentation stating that they have entered the country legally.

SEC.4.RESPONSIBILITIES.
A) Prior to completing a purchase for a firearm, individuals must agree to submit a reporttothe
Department of Justice every six months to confirm ownership of said firearm.
B) Individuals are required to report any vendor of firearms who is not certified by the state to
sell

SEC.5.VENDING.
A) Vendors of firearms are required to be certified by the state to do so
B) If an individual does not meet the requirements for the purchase of firearms, the vendor is
required to deny it to them
C) Vendors are allowed to reserve the right to sell arms to individuals they deem may possess a
threat to themselves or to other people

SEC.6.FEESANDPENALTIES.
A) This act will be provided for from a minimal portion(10%) from federal tax going towards
defense and security.
B) If a vendor allows an individual to purchase a firearmandtheydonotmeettherequirements,
they will be fined $5,000 and will be uncertificated by the state
C) If an individual presents a firearms vendor with fake identification, the vendor is required to
notify the authorities and they will be fined $200
