1.INTRODUCTION
Background:
ThisreportlooksatthosecountriesoftheMiddleEastwithsignificantmarineindustries,and
providesbasicinformationonthoselocalcompaniesineachwhichareconsideredsubstantial
enoughtobeofinteresttoUKexportersaspossibletradingpartners.Theemphasisisontheleisure
marinesector,butorganisationsactiveinthecommercialarenaarealsoincludedgiventhecross
overpotentialofsomeproductgroups.
TheMiddleEastisaregionofgreatcontradictionsandvariations.Onpapertheregionisextremely
wealthyduetoitsoilreserves,butthiswealthisunevenlydistributedbothgeographicallywith
Egypt,thelargestintheregionintermsofpopulation,havingverylittleinthewayofadeveloped
petrochemicalindustry,andsocially,withtheincometypicallyaccruingtotherulingclasseswhile
largenumbersofimmigrantworkersarepaidsubsistencewages.Nonetheless,despitethegeo
politicalissuesthatcontinuetodogtheregion,therearegroundsforoptimismthattheMiddleEast
hasgreatpotentialasacentreforleisuremarineactivities,andthatlocaldemandforimported
goodsassociatedwiththeindustryshouldbeonalongtermupwardtrajectory.Thereasonsforthis
upbeatoutlookare:
o Theriseofcommercialcentres,inparticularDubai,havepublicisedthepotentialofthe
regionasaconvenientandhighqualitywinterholidaydestinationfor300million
Europeans.Thewarm,dryclimatemakesitparticularlyattractive.
o TheRedSea,withitswarm,clearwaters,isrecognisedasoneoftheworldsgreat
destinationsforbluewaterleisureactivitiesincludingboating,divingandfishing.Atthe
sametimenewanddramaticcoastlinessuchasthatofOmanontheArabianSeaarenow
beingopeneduptotourists.
o Thosecountriescurrentlydependentonoilrevenuesareincreasinglyseekingtodevelop
othersourcesofincomeandemploymentfortheircitizens,withtourismahighpriority.A
substantialnumberofverylargeintegratedwatersidedevelopmentsareplannedor
underwayacrosstheregionwhichwillincludemarinasandotherleisurefacilities.
o Anexpandingmiddleclassisbringingdisposableincometoanewsectionofthepopulation,
expandingthenumberofpotentialcustomersforleisureproducts.
Whilethelongtermoutlookispositive,thereareshorttermriskfactorsthatneedtobetakeninto
considerationbyexporters,particularlyatthepresenttime.
Iran,whosewesterncoastlinerunsthelengthofthePersianGulf,remainsasourceof
instabilityandpotentialmilitaryconflictintheregion.
Likeeverywhereelse,theregioniscurrentlyundergoinganeconomicslowdown,whichhas
putabrakeonmanyoftheeconomicregenerationprojectsaswesterndemandhasfallen
off.

Boatownershipstatisticscanbemisleading.Thegreatmajorityarecurrentlysmallday
fishingboats.
Atpresentthegrowthofthemarketishamperedbyalackofmarinaberths.
ThemajorityofwealthyArabstendtokeeptheiryachtsoutsidetheregion.
Thesecanallchangerapidly,andshouldnotdeterthosecompaniesinoursectorfromexploringthe
possibilitiesofdoingbusinessinthecountriescoveredbythisreport.Howeverweurgethose
interestedindoingbusinessheretotakeadviceonlocalcustomsandculture.Somebroad
guidelinesaregivenbelowbuttherearevariationsbetweencountriesandthelocalBritish
embassiesortheBMFwillbehappytoemailyoumoreinformation.Thekeyfactorstoremember
are:

Geography:PartoftheUnitedArabEmirates,theemirateofAbuDhabihasapopulationofaround
1.3millionofwhichmorethanhalfareexpatriates,mostlyfromsouthernAsia.Theonlycitybears
thesamenameandisthecapital.MuchthelargestofthesixemiratesthatmakeuptheUAE,ithas
anareaof67,000kmsqcomprisingmostlysandandgraveldesert,andwithsaltflatsrunningalong
thecoast.Morethanhalfofthepopulationislocatedwithinthecity,whichliesonaTshapedisland
inthePersianGulfjustafewhundredmetresfromthemainland.Thecoastlineextendsfor1,318
kmandischaracterisedbynumerousislandsandshallowwatersofgenerallylessthan10metresin
depth.
Economy: The economy is dominated by oil and gas extraction, making its citizens among the
richestintheworldwithaGDPperheadofaround$63,000.Recentyearshaveseengreatstridesin
diversificationhowever,withalternativeindustriesbeingencouraged.AswithDubaiconstructionis
amajorsourceofeconomicactivityastheemirateseekstoattracthighvalueserviceindustriesand
investmentintourism,whilenotasadvancedasinitsfellowemirateDubai,haspickedupmarkedly
inthelastfewyears.
Leisuremarineenvironmentandinfrastructure:Theleisuremarinesectoriscurrentlynotalarge
oneinAbuDhabi.Thetotalnumberofboatsisestimatedinthelowthousands,ofwhichthevast
majorityaresmallmotorboatskeptontrailersandusedforfishingorafternoonsoutinthebays.
Thereisatpresentasevereshortageofmarinaberthswhichrestrictsthecapacityforlargercraft,
althoughintimethissituationisexpectedtolessenasplannednewwatersidedevelopmentswith
marinasareopened.

3.BAHRAIN
Geography: the Kingdom of Bahrain is an archipelago of one large and 32 smaller islands in the
Arabian Gulf. It is a small country covering 717 sq km and the population is around 1 million, of
whicharound25%areexpatriates.TheKingdomhasbeenamajortradinghubinthenorthernGulf
for several decades, used as a base by many companies to enter the Saudi market and other
neighbouring states. Bahrain is one of the six member states of the Gulf Cooperation Council
(GCC). The 25km long King Fahad Causeway connects Bahrain to the Eastern Province of Saudi
Arabia,andasecondcausewaytolinkBahrainandQatarisscheduledforworktobeginin2009.
Economy: while 60% of the countrys exports are still derived from petroleum products the
government has for some years been actively pursued a policy of diversification, with finance and
constructionarenowimportantindustriesintheirownright.GDPperheadin2008wasaroundUSD
37,200,makingBahrainisthe29thwealthiestintheworld.
Leisuremarineenvironmentandinfrastructure:Bahrainsislandsprovidebeautifulandsheltered
waters for a range of boating activities, with a number of resort hotels acting as the primary
locationsforberthsandaroundtenadditionalwatersidepropertyandmarinaprojectscurrentlyat
varyingstagesofdevelopment.Becauseofthesmallpopulationthenumberofleisureboatsinthe
countryisputatjust1500.
The government of Bahrain has demonstrated its interest in using yacht racing to promote the
country,withitssponsorshipofBrianThompsonsOpen60KingdomofBahrainandBahrainTeam
Pinders in the World Match Racing Tour. Team Pinder together with Sail Bahrain plan to build a
world leading sailing academy in Bahrain, and Sail Bahrain intends to go on to use sailing as a
marketingtoolfortourisminthecountryandsupportthecreationofaleisuremarineinterestinthe
kingdom.
Existing leisure marinas in Bahrain included in this report are Amwaj Marina, Marina Club, The
BahrainYachtClubandalsoAlBandarresort(notincludedinthecontactslist).Inadditionthereare
a number of major developments being built such as Diyar Al Muharraq with 40 kilometres of

In the commercial sector, Bahrain also opened the Shaikh Khalifa bin Salman Port in spring 2009,
providingBahrainwithahighqualityplatformtodelivertotheshippingindustrytheprimarycargo
