1.1. 1.1 Law and certificates
The offered buses shall be consistent with
legislation and regulations of the Republic of
Serbia, which regulates manufacturing of vehicles,
placing and activation and security.
The offer must be accompanied by a copy of a valid
certificate in accordance with Directive 2007/46/EU
WVTA, as well as the Certificate of Conformity
with regulations concerning the approval and on
meeting the conditions prescribed type of product
issued by the Agency for Traffic Safety of the
Republic of Serbia, with delivered buses and COC
(Certificate of Conformity), for each bus separately.
1.2. Hazardous materials
None of the materials used for production of bus,
accompanying elements and aggregates installed in it
shall endanger either the health of the staff engaged in
the bus driving, repair or maintenance, or the
passengers in the vehicle. Materials containing asbestos
are not allowed. The list of all hazardous materials, the
usage of which has been foreseen in the bid, shall be
delivered with the following details: the substance
name, supplier, place of its installation in the bus,
nature of the health risk and the quantity of individual
substances.
Information related to the hazards in mechanical and
other processes such as cutting, grinding and welding,
also need to be submitted.

It is needed to foresee the possibility and method of


separation of the above-mentioned hazardous materials
on occasion of the scrapping of buses.
1.3. Operation conditions
When defining technical parameters of the vehicle, the
tenderer shall consider the terrain configuration and
traffic conditions on GSP line network, especially from
the aspect of carrying capacity, suspension, braking,
traction characteristics, vehicle lifetime.
The terrain configuration is such that the vehicles
shall often work in the regime of full occupancy of
passenger capacity, with the need of starting at the
gradient of 12%.
1.4. Meteorological conditions of operation
All parts of the bus shall be designed in a way that they
function correctly and safely when the outside
temperature is within the range from -30 0C to + 50 0C.
1.5. Allowed noise level
The required noise level of the vehicle is defined by the
rules of allowed noise level, i.e. Regulations
UNECE51or 70/157/EC.

1.7. Intervals and forms of maintenance
Supplier shall submit the forms for all service intervals
which are foreseen according to his vehicle
maintenance technology. These forms shall contain all
the works which are performed on the vehicles on the
occasions of their regular services.

3.1. Engine
Installed engine shall meet the requirements of
RegulationUNECER49 or 2005/55/EC.
Other Purchaser’s requirements regarding the installed
engine:
 Standard emission of exhaust gases – ( min.Euro 6)
 Engine type – diesel, four-stroke.
 Number of engine cylinders shall be at least4
 Minimal operational volume of engine shall be
2900cm3
 Maximum torque shall not be below400Nm.
 Maximum engine power shall not be less than
125KW.
 Engine design shall be such that it allows normal
starting of engine in the conditions of outside
temperature of up to -20°C, without any additional
requirements.

3.1.1. Intake system and exhaust system


The installed air filters shall be dry with easily
noticeable indicator of filter filthiness in engine
compartment or similar.
Exhaust system – shall be mounted/protected in a way
that it prevents presence of fuel and oil on its surface.
The exhaust system shall be placed on the left side of
the vehicle.

3.1.2. System for cooling of engine and engine


compartment
Cooling system shall operate automatically – without
the possibility of driver’s intervention.
Inlet pipe of expansion vessel shall be mounted in a
way that it allows easy and fast filling.
Fluid level gauge in the expansion vessel shall be
mounted in a visible place in a way that nothing blocks
the visibility of gauge.
All pipes and connections of cooling and heating fluid
shall be corrosion-resistant. All heating pipes shall be
thermally insulated.
All the joints of cooling and heating pipes shall be
connected with flexible silicone hoses.
Engine compartment,components, assemblies and
materials installed in it, shall be designed in a way that
no damages occur when they are washed with steam or
fluid stream (under high pressure). All limitations need
to be specially stipulated.
There shall be protection beneath the engine
compartment.
3.2. Transmission
The vehicle shall be equipped with manual
transmission with electromagnetic retarder and at least
6+1 gears.
It is necessary to provide the sound and light signal for
reverse gear.
Lever for additional switching on of retarder shall be in
accordance with ergonomic requirements.
The Supplier shall deliver the extract from the
maintenance instruction manual or from another
relevant document, as well as extracts from the
appropriate documentation referring to the oil quality
and the period of oil replacement.
3.3. Cardan shaft
If lubrication is foreseen, the Tenderer shall stipulate in
his tender the intervals of Cardan shaft lubrication.
4. SUSPENSION
Air suspension of the vehicle is required minimum on
the drive axle.
5. STEERING SYSTEM, WHEELS, AXLES
5.1. Steering system
The required steering system shall be of servo type,
which provides better vehicle steerability.
Steering wheel shall be ergonomically set in a way that
it allows sufficient visibility of the driver’s dashboard.
Steering wheel shall have the possibility of adjustment.
Tank for oil in servo steering wheel shall be located in
an easily accessible place. It is necessary to provide
easy check of oil level from the outside.
5.2. Pneumatics
The required pneumatics shall meet the requirements of
Rulebook UNECE54 or 92/23/EC.
The tenderer shall submit the data about working
pressures in all pneumatics.
With double pneumatics, it is necessary to provide an
extension that allows the regulation of pressure of inner
pneumatic without removal of the outside one.
- pneumatics must be “tubeless” radial of M+S
type.
- pneumatics shall be placed inside the carbody.
- protective leather shall be placed behind all
the wheels.
- on the front wheels, wheel bolt shields shall
be mounted.
Each vehicle shall be delivered with one spare wheel.
Warranty period for pneumatics shall be at least
40,000km passed.
5.3. Axles
The required front axle is with independent wheel drive
system.
The tenderer shall submit the data on the replacement
period and the quality of oil in driving axle differential
gear.

6. BRAKING SYSTEM
The vehicle shall be equipped with brakes , comply
with all the requirements from the Rulebook
UNECER13 or 71/230/EC.
Bus braking system shall be equipped with minimum
ABS, ASR and ESP devices.
Disc brakes are required on all wheels, with automatic
adjustment of clearance, which do not require any
adjustment during the operation.
6.1. Brake pads
All the supplied vehicles shall have brake pads of the
same type and manufacturer homologated in
accordance with the Regulation UNECE R13 or
71/230/EC.
The indicator of brake pads wear shall be provided on
the dash board.
6.2 Constant brake system
Constant brake system is achieved by means of
retarder which is activated by brake pedal or retarder
lever.
7. LOWER FRAMEWORK AND THE BUS CARBODY
7.1. Lower framework (supporting structure),
carbody, outer lining and the vehicle colour
Lower framework of the vehicle shall be
manufactured in a way to provide anti-corrosion
protection for vehicle lifetime of 8 years, without
treatment of protection from the occurrence corrosion.
The tenderer is obliged to describe the technology of
repair of carbody frame, as well as carbody itself,
which provides the same anti-corrosive resistance as
the vehicle had before the occurrence of damage.
Wheel drums, middle side walls, floor and battery
compartment shall be made of stainless or equivalent
material. Wheel drum zone shall be resistant to
penetration in order to avoid any danger for passengers.
Lower subfloor part shall be covered with a paint
resistant to wearing. All parts of vehicle structure shall
be protected from corrosion from inside and outside.
The protection of weldings at the lower part of the
structure is mandatory.
Carbody shall be of “heavy-duty“ structure, made of
square pipe profiles (minimum quality ferritic INOX
1.4003).
Outer linings shall be made of materials resistant to
corrosion and atmospheric influences with foreseen
lifetime of minimum 6 years.
Vehicle paint shall allow sticking and removal of
advertising labels without damaging of the colour. The
required warranty period for the paint shall be at least 6
years. The colour plan shall comply with the GSP
standard, which shall be submitted to the Supplier.
Lifting points for crane shall be visibly marked.
Each bus shall be equipped with the hook and secured
peg for towing. The supplier shall deliver the Instruction
for usage of towing elements, as well as the procedure of
towing along with the technical documentation of
vehicle.
The vehicle shall be marked with all the labels required
by GSP standard. Arrangement plan of labels shall be
submitted to the Supplier. The Supplier shall cover the
costs of labels production.
Each vehicle for organized transport of children shall
be marked with special sign for children transport, in
all according to the applicable regulations of the
Republic of Serbia. (“Rulebook on placing of
appearance and method of placing of sign for marking
of vehicles used for organized transport of children '',
The Official Gazette of the Republic of Serbia
No.3/2011).
The sign is placed on the left half of front and rear side
of the vehicle and must not limit the visibility field of
the driver.
The sign shall be demountable. Final positioning of the
sign shall be approved by the Purchaser.
One spare set of signs shall be delivered with the
vehicles.
7.2. Glassware
Glassware mounted in the vehicle shall meet the
requirements from the Rulebook UN ECE R43.

7.2.1. Side Glasses


Side glasses shall be made of safety glass which is
bonded to car-body. All side windows shall be
darkened and toned in accordance with legal
regulations.
It is required that upper side windows will be able to
open sufficiently to enable the ventilation in case of
air condition failure. Windows will have option for
inner locking (shut off). In need of special key, each
vehicle will have 2 sets of keys. It is necessary that
the Tenderer specify the total number of windows and
as proof to submit appropriate technical drawing.
The driver's cabin has to be equipped with a sliding
window, located on the driver's left side. The glass on
the left side of the driver must be equipped with a
heater, for the demisting. Plastic windscreen will be
installed in the window (those dimensions do not
affect determination of vehicle width).
Bus shall have emergency exits compliant to the law,
which shall be permanently and clearly marked, and
its method of opening, with inscriptions in Serbian
language. Next to all the emergency exits there shall
be provided an emergency equipment needed for
opening (hammer, pulling cord…).
7.2.2. Windscreen
Windscreen will in a single-piece in accordacne with
the UN ECE Regulation 43 or 92/22/EC.
7.2.3. Door glasses
Door glasses will be made of reinforced, darkened,
safety glass which is bonded to vehicle doors.
7.3. Doors
It is required to mount 2 (two) doors on the right side.
First door must be automatic. The Second door is an
emergency exit and they are mechanical. All door
shall be in accordance with regulations of the
Republic of Serbia.
Entry/Exit in/from vehicle must be safe, easy and
simple for all users/students and special needs students
with assistant/escort.
Doors shall be blocked during driving.
Passenger door can be open only when vehicle is not
driving.
In case that door have some problems/obstacles when
closing, doors must be open again until open end
position.
Doors for passenger must have control light visible to
driver while in driving position, in all cases of inner
and outdoor light, in order to signalize if doors are not
completely closed.
Door operation control shall be remote, through the
driver's dashboard, which is equipped with controls
for first door. Light signal for door opening must be at
the button for opening-closing.
Vehicle cannot be moved while doors are opened.
It is necessary to make the door open from the inside,
as well as from the outside in case of emergency, by
means of safety valves/buttons for door opening.
These valves shall be placed next to all of the doors.
In case of aggressive/violent door opening (unlock)
while driving, there should be indication on
dashboard. Doors must have a safety mechanism in
case of a passenger get pinched.
Sound signal while opening and closing doors is
obligatory.
All doors shall be consistent with legislation and
regulations.
It is necessary to provide additional LED lighting in
door area, which will cover exit/entrance steps
completely.
7.4. Air-conditioning
It is required that air-condition is installed in vehicles.
It is necessary to have the capacity sufficient to satisfy
the cooling and heating throughout the entire vehicle
during the operation.

Required power of the air conditioner in cooling mode is


minimum 5KW and in passegners area minimum 15KW.

Air conditioning is carried out to allow air recirculation


and fresh treatment that is inserted into the vehicle.

Request to divide the treated air through the passenger


compartment of the vehicle has been taken through
special channels in the roof of the vehicle.

The outdoor unit must be equipped with replaceable


filters for air intake.

On the roof is necessary to ensure a minimum one


opening (lufter), see-through, wide enough and designed
for emergency exit, ventilation for the vehicle that is
activated.

7.5. Heating the vehicles


Heating the vehicle is required to be of radiator or
calorifier type with minimum 16 KW strength.
Heating system is running to allow recirculation of hot
air. The vehicle must have front heater at the driver’s
place, sufficient power and airflow to be in all driving
conditions prevent fogging on the windscreen. It is
necessary to ensure an equitable distribution of warm air
along the surface of the front windscreen and heating
mirrors zone.
All cables of the heating system (pipes and hoses)
should be insulated.
The Tenderer shall submit a sketch of the layout of the
heater in the vehicle.
It is required an additional heater (vehicle preheater)
which shall be installed in the vehicle and shall be
compliant with UN ESE 122 or 2001/56/EC.
7.6. Passenger Information System
1. All vehicle devices shall comply with UN ECE
Regulations 10 or 72/245/EEC per amendment
2009/19/ES.
2. In order to inform the passengers from the outside, the
following shall be provided:

with electronic display at the front and rear side,
, dimension min 1260h140 mm. Led indicators
must have the ability to print text and light
warning signal (blinking) at entry and exit of
passengers. Activating the warning text and
perform signal via a separate key from the
driver.
In order to inform the passengers inside the vehicle, the
following shall be also provided:

2. Inner led display – 1 peace (located inside the


vehicle: one in front of the vehicle) which
informs passengers about time, date and request
for stopping – “STOP”.
7.7. Mirrors
Mirrors shall be in accordance with UN ECE Regulation
46 or 2003/97/EC.
Exterior mirrors is necessary to be mounted at the
positions which allow the driver to have a clear view,
with system for electric adjustment and heating. Built-
holders mirrors (mirrors) must be able to adjust it
manually.
Minimal height of lower rearview mirror point shall be
in accordance with Regulation UN ECE 46 or
2003/97/EC.
It is required that interior mirrors shall be installed in
order to enable the driver to see in the mirror all the
doors from his seat.
8. INTERIOR DESIGN
8.1. System for mobile video surveillance
System for mobile video surveillance must be installed
in vehicles.
Video surveillance cameras are placed so that they cover
the entire space inside the vehicle (the passenger
compartment and driver space), space in front of the
vehicle (as seen in the direction of movement). It is
necessary to install at least 2 cameras.
Cameras must be made according to standard EN 50155
and vandal resistant construction, according to standard
EN 62262 categories IK08, with exterior cameras
satisfying the minimum degree of protection IP67 and
internal minimum IP65.
The installed equipment allows work in all weather
conditions 24 hours a day, and recorded material must
be clearly visible.
The system allows recording from IP cameras to digital
video recorder (MNVR) that is designed to work in a
vehicle and has a system for storing video materials in
the device itself. The capacity of the storage media must
be designed so that it can save the data from all the
cameras for a period of at least 7 days, at a resolution of
at least 3Mpix recording area in front of the vehicle, the
minimum 2Mpix to record the driver's compartment and
the interior of the vehicle.
Sensitivity of camera in low light should be minimum
1lux in colour mode.
All connections in the system of video surveillance is
achieved via M12 connectors. All connections must be
located inside the vehicle.
MNVR must be according to the standard EN 50155
with the possibility of remote access to all programming,
remote control and transmission of live images and
recorded footage via 3G and Wi-Fi technology. The
device must have an integrated GPS navigation and the
information shown on the video of each camera must
minimally include:
- Number of cameras
- Date and time
- Exact location of the vehicle (GPS coordinates)
- Speed of the vehicle
The device must have set the time automatically via GPS
as well as automatic updates from summer to winter
time and vice versa.
The device must have the ability to send alarm signals or
images in monitoring centre in case of activation of the
panic button.
Vehicles must be clearly marked that they are under
video surveillance.
8.2. Interior equipment
All handrails must be installed to allow easy entry,
exit and move through the passenger compartment of
the vehicle. At every seat an aisle must be handrails. It
is necessary to install a horizontal ceiling handrail.
The surface of every handrail and stairs must be non-
slip, obligatory with reflective material contrasting
colours.
Switches for signalling require the driver (STOP) to
stop the bus must be located in several places in
accordance with the applicable regulations.
In the passenger section can not be unprotected sharp
edges that could cause injury.
All inscriptions with the names and symbols shall be
in accordance with the requirements of the Purchaser.
The vehicle must be a gallery set up on both sides of
the vehicle to accommodate small luggage.
Paint inside the vehicle in accordance with the
Purchaser.
8.3. Floor
Floor shall be made of water-resistant and slip
resistant material (WBP or EN 314 class 3).
Non-skid lining shall have the following features:
 THICKNESS shall be minimum 2 mm
 SPECIFIC gravity shall be minimum 2000
g/m2
 FLAMMABILITY of floor lining shall be
compliant to UNECER 118 or 95/28/EC
 SLIPPERY of floor lining shall be compliant
to:
- ЕN 13845 Esf
- DIN 51130 R10
- ISO 9352
 RESISTANCE - floor lining shall be resistant
to diluted acids and bases.
The floor must be flat throughout the inner surface of the
vehicle (without humps, hollows, cascades, etc.), not
counting zone stairs. Floor edges should be done so that
the risk of tripping reduced to a minimum.
It shall be easily cleaned, as dry as wet. Joints between
surfaces shall permanently prevent water penetration

8.4. Seats
Requires the Installation of seat anti-vandal
constructions, which meet the requirements of UN
ECE R80 is requested.
The tenderer shall submit a draft of the complete
schedule of seats. Seats must be from 30 to 35.
Built-in seats must be urban-suburban type,
anatomically shaped, with backrest, reinforced seat
and padded carrier. The last and lower outer sides
must not be upholstered. On the seat next to the aisle
through the vehicle must be mounted armrest that can
be lowered, as well as side handrail on the palm. On
all seats must be equipped with a safety belt for tying
the two points, except for the first and the seats where
there is an empty space in front of the seat, wherein
the binding of the three points. On the seat to the front
door a protective fence must be installed. Seats must
be made of non-combustible materials according to
UN ECE R118.
The Supplier shall suggests Selection of designs to the
Purchaser. The Purchaser makes the ultimate decision
on the selection of colour of all seats in the vehicle.
8.5. Remote vehicle monitoring
It is required that the vehicle be equipped with
systems for remote monitoring of vehicles, including
the installation of panic buttons.

 8.6. Other equipment in vehicle


It is necessary that the vehicle is equipped with the
following equipment:
 Sensors in the rear of the vehicle in which the
regime walk back in the driver's area signalizing
distance of obstacles or vehicle parking camera
with display in the driver 's field of vision;
 Minimum 5 hammer to break the glass in case
of emergency, attached to the cab driver and the
passenger compartment;
 V-pads - 2 pieces minimum;
 Minimum one (1) fire extinguisher type S-6,
made according to standard SRPSEN 3-7. The
appliance must be in the front of the vehicle and
readily accessible to the driver.
It should be in the driver's cab to provide separate space
with lockable, in which is placed the following
equipment:

 Two boxes with first aid kit , according


SRPSZ.B2.001;
 One reflective triangle;
 Reflective vest.
9. DRIVER WORKPLACE
9.1. Driver’s seat
The driver's seat is adjustable forward, backward and
vertically and tying three-point (safety zone). The seat
must be projecting levers, handles, etc. to adjust.
9.2. Driver’s cab
It is necessary to fulfil these requirements with regard
to the driver's cab:
 Driver’s cab must be designed as a semi-
closed space (half cabin);
 The wall behind the driver's cab must be see-
through;
 Driver’s cab must be equipped with radio and
CDPlayer;
 Driver’s cab must be equipped with a light
above the driver – LED;
 Driver’s cab must be able to optimize the
heat and cool;
 Trash bin should be easily accessible to the
driver with insurance against movement
while driving and the possibility of a simple
emptying;
 Provide a place for storage (hanging) driver
clothing (jacket, coat, bathrobe, etc.) in
driver’s cab.
Driver’s cab colour - in agreement with the Purchaser.
 9.3. Tachograph
Requires the installation of the digital tachograph on the
vehicle, according to the current Law on Traffic Safety
of the Republic of Serbia.
The vehicles must be provided with calibrated
tachograph. In the event of any intervention on the
vehicle during the warranty period, which entails the
necessity of tachograph calibration, the costs are borne
by the Supplier.
9.4. Driver’s dashboard
Driver’s dashboard shall have digital ’’ON BOARD’’
display.
In the dashboard or on the ’’ON BOARD’’ display,
the following indicators shall be located:
 vehicle speed indicator
 RPM indicator
 fuel level indicator
 engine temperature indicator
 engine oil pressure indicator
 indicators of all light devices
 all door opening indicators
 battery condition indicator
 EBS/ABS/ESP indicators
 parking/auxiliary brake indicator
 long and low beam indicator
 retarder operation indicator
 brake pad wearing indicator
 electronic units indicators
On the instrument panel there shall be a red-coloured
warning sign ’’STOP’’, which is lit up together with at
least the following red indicators:
 low pressure in the brake system – mistake in
brake system
 cooling fluid temperature too high
 low level of cooling fluid in the system
 low oil level in the engine
 low oil pressure in the engine

Dashboard display
For proper display in the driver's cab must be shown
sizes with an independent computer system for
continuous monitoring of electronic control units. The
display must be located a minimum of control data with
the following control units:
 data from the engine control unit
 data from the gear box control unit
 data from EBS/ASR/ESP
 data from ECAS control unit (unit for automatic
levelling)
 data on current and stored fault codes in the
vehicle operation

Display shall have the possibility of contrast adjustment


for daily and night operation.

9.5. System for vehicle function monitoring (OBD


system is mandatory)
Vehicle shall be equipped with an independent
computer system for continual monitoring of electronic
control units and registration of faults.
The data of these functions shall be shown on ’’ON
BOARD’’ display, which is the component part of
driver’s dashboard.
9.6. Protection from sun
An adjustable visor shall be provided for left and right
part of windscreen and for driver’s left window. Sun
visor shall not limit the driver’s view.
10. SUPPLY SYSTEMS
Installation of the power drive motor fuel must be carried
out so that in case of any leakage of fuel from the system
or elements of the system, no fuel leaks on the pipes of
the exhaust system, but with free fall on road.
The requirement that the fuel filters and low-pressure
pump are built in places sufficiently distant from the
turbocharger, the exhaust system or any of a large heat
source.
 10.1. Fuel tank and additional fluids
Requirements related to the fuel tank:
 Minimal tank capacity for diesel fuel is 90
litres;
 Minimal tank capacity for extra fluid AD Blue
is 20 litres minimum;
 Tanks must be made of stainless material;
 Tank materials must be permanently resistant to
the fluid being used;
 Tanks must be suitable for fast charging;
 It is necessary to ensure the possibility of complete
emptying of fuel and added fluid from the reservoir.
10.2 Contactless rings for automatic identification of
fuel filling
It is necessary to install a system for the automatic
identification of vehicles and records of poured fuel.
Embedded system should be fully compatible with the
existing system mounted on a JKP GSP “Beograd”
vehicles.

Technical solution System for electric filling of fuel


It is necessary to install system for automatic
identification of vehicles and record of filled fuel.

System should have RFID rings mounted on reservoirs


of vehicles for authentication and authorization of
vehicles only when filling handle (pistol) is placed in
fuel reservoir, i.e. when RFID ring is identified on reader
(display) and handle (pistol) for filling out.

RFID ring mounted must be compatible with the system


consisting of:

1. Process controller DOMS PSS 5000 type


2. Device for filling out fuel with electric meter
which can be controlled with DOMS PSS 5000
process controller with RFID/RF reader on
handle (pistol) for filling in/out, which enables
authentication and authorization of vehicles
when the handle (pistol) for full filling is placed
in the reservoir.

11. COMPRESSED AIR SYSTEM


If vehicle uses pneumatic brake system, it is requested to
have pneumatic system, which guarantees protection
against freezing down to -25° C.
Other requirements related to the pneumatic system:
Pneumatic system shall have at least the following
elements for air preparation:
- Oil separator
- Air dryer

Compressor release period shall be as long as possible.


Air tanks shall be made of anti-corrosive materials and
clearly and permanently marked.

All ducts shall be installed in a way that no friction
occurs, each other and to the other elements on the
vehicle, and that sufficient distance from heat emitting
components is maintained.
12. FIRE PROTECTION
Installation of self-extinguishing materials I required,
which meet the requirements of the regulations
UNECER118 or 95/28/EC.
The vehicle must be equipped with at least one fire
extinguisher type S-6, made according to standard SRPS
3-7. The appliance must be easily accessible to the
driver.
The vehicle must have security switch installed designed
to reduce the risk of fire after the vehicle stops, with the
following requirements:
 it is available to the driver operating the driver's
seat;
 Turning switches enables fast stopping
engine, the separation from the electrical
circuit of at least one “half” of the battery.
- 13. ELECTRICAL EQUIPMENT
13.1. Electrical system
 It is required to have electrical systemof 24 V or
12V.Other requirements related to the electrical system:
 Electrical system shall be designed in a way to provide
energy surplus when all the consumers are under
maximal load, and engine is in idle-motion;
 Electric energy supply with two batteries of 12V with
suffician capacity;
 Alternators will have minimum power necessary for
supply of entire vehicle.

13.2. Light signalling


Installation of light devices in the vehicle shall be
homologated according to UN ECE Regulation No. 48
or 76/756/EC.
All signalization at the dashboard shall be compliant
to Law on Traffic Safety of the Republic of Serbia.
13.3. Widscreen wipers
Windscreen wiper mechanisam must be with electro
motor and with minimum two speeds and intermittent
wiping.
Track wiper must be sufficient that undeleted surface
does not cover the outer surface of the mirror, or the
entire outer surface of the outer mirror must be within
the overwritten surface as seen from the driver’s spot.
The capacity of the reservoir for windshield washer
should be at least 4 liters. It is necessary that the tank
is filled from the outside.
13.4. Lights in the passenger area
Internal electrical lighting shall provide illumination:
the passenger compartment, access to any exits and all
places where there are obstacles. Interior lighting
should be placed longitudinally on the bus the entire
length of the bus type LED - diode. Interior lighting in
front of the vehicle must be designed so as to not
create reflections on the windscreen which interferes
with the operation of the driver.
13.5. Speedometres
It is required to install speedometre in the vehicle with
homologated according to UN ECE regulations, No.
39 or 76/443/EC. Speed indicator shall be installed or
shall be a part of driver’s dashboard - “ONBOARD”
display.
13.6. Cable installations
The requirement is that all cables are marked with
numbers.
In places passing through the installation or with the
metal parts of the chassis, it must be protected by rubber
editorials.
All electrical and pneumatic installations in the area of
the wheel arches must be protected from the effects of
dust, mud, water and salt.
DELIVERY TERMS
14.
Inspections
During bus production stage, Purchaser’s inspection
team shall make two inspections of the vehicles in
production. First inspection will be performed after
completion of works on chassis. Second will be
performed during the final inspection of vehicles before
delivery. Costs of these inspections shall be covered by
selected Tenderer. In case of non-compliance with the
specification agreed by contract, the Contracting
Authority reserves the right to re- inspection, the cost of
the selected tenderer, to eventually eliminate the
identified deficiencies.
Checking of features and quality of parts and
materials
In any of the bus production stages, if GSP requests
check of offered features and quality of parts,
components and materials, the Supplier is obliged to
present the requested documentation for inspection, not
later than 3 days upon the receipt of written request.
Inspection before shipment
All needed tests and functional trials which GSP has
asked for before shippment shall be performed in the
Manufacturer’s factory or under Manufacturer’s
supervision.

8. BUS GUARANTEE
Bus manufacturer guarantees for production, appearance
and function of the buses that are delivered, as well as
the use of materials in accordance with the provisions of
the technical description.
Bus manufacturer must have authorised service on the
territory of the Republic of Serbia.
The tenderer must submit as part of their offers complete
warranty statement. The warranty refers to the complete
vehicle. Warranty
The warranty applies to the following minimum
requirements:
 Total warranty period for the entire bus must be
a minimum of 24 months. The warranty period
begins on the date of final acceptance of the
bus.
 The warranty period for body, chassis and floor
assembly, including under (without covering)
must be 8 years for sufficient corrosion
protection, without the necessary corrective
measures (lifetime buses).
 The warranty period for colour (the Purchaser
accepts minimum 6 years).
The supplier during the Contract implementation, and the
manufacturer or supplier during the warranty period shall
check, redesign, replace or repair, on its own expense,
any defective part of the Goods supplied if these are
caused by mistakes in design or manufacturing of the
delivered Goods.
If during the contract implementation period a systematic
defect occurs, the Supplier shall check, redesign, replace
or repair, on its own expense, the respective element at
all delivered Goods. A systematic defect is defined as a
design or manufacture defect which cause failure or
abnormal wear of the Goods and is reported on the same
component or subassembly on more than 20% of the of
the Goods delivered in an interval of 12 consecutive
months during the warranty period.
The Warranty Certificate shall provide full description of
the period covered and the conditions which apply to the
warranty, including any limitation of the warranty which
the Manufacturer/Supplier may have. The purchaser shall
have the right to reject such limitations if they are not
reasonable alight with the industry best practice.
Requirements under the guarantee must be treated by the
Supplier.
Supplier performs any defect caused by inadequate
production of structural solutions or materials within the
warranty period, without delay and without
compensation. The Supplier pays technical collateral
damage resulting from defective components during the
warranty period
15.1. Repair vehicles within guarantee period
During the warranty period, Customer service
manufacturer is obliged to accede to the intervention
at the site of the Purchaser within a maximum of 48
hours of receipt of the invitation of the Purchaser.
During the warranty period, remedy the deficiency is
made within 8 working days, except in case of engine
failure, transmission retarder, electronics or axles
where the deadline is extended to 20 days, which is
also the case when it comes to spare parts for the
repair of average weight/accidents of buses. For parts,
components and assemblies that are replaced as part of
these guarantees, warranty terms are applied as of the
date on which parts, components and assemblies built
to the end of the total warranty on the vehicle.
The first servicing costs (which includes
replacement of fluids and filters), which is done by
the technology of maintenance, shall be borne by
the Supplier.
The Purchaser service delivered vehicles performed
by the maintenance plan submitted to the Supplier
within the warranty period, in the service area of the
Purchaser. The supplier must provide training of
personnel, suggestive list of lubricants and working
fluids, spare parts on demand of the Purchaser and
advisory assistance.
Lubricants and cleaners for service inspections and
replacement on vehicles the Purchaser is buying on
the open market, only in accordance with suggestions
of the manufacturer of the vehicle.
15.2. Delivery of spare parts after the expiration of
guarantee period
Supplier guarantees the availability of components
and spare parts necessary for bus operation during the
period of minimum 12 years after the delivery of
buses. Manufacturer of the vehicle shall submit the
Statement.
15.3. Charging for a time spent out of operation
and transfer during the guarantee period
The following liquidated damages shall be imposed to
the supplier if it fails to comply with the requirements set
in paragraph 15.1 of the Technical Specifications: 250
EUR net daily per vehicle, for time spent out of
exploitation and transfer due to technical defects under
warranty period, if the fault is not remedied within the
number of days indicated in the paragraph 15.1 of the
Technical Specification
16. TRAINING FOR DRIVING AND USAGE OF
VEHICLESDOCUMENTS ON HANDLING AND
MAINTENANCE OF VEHICLES AND
DIAGNOSTIC DEVICES

For all training carried out by the manufacturer for


vehicle/device/system, the participants of the training
receive certificates of successfully mastered training.
The costs of all trainings are borne by the Contractor.
16.1. Training for vehicle driving
The Supplier shall organize and perform at his own
expense the training of four drivers’ instructors (4)
after the delivery of first vehicles. The training shall
include the following minimal requests:

Minimum topics of this training shall be:
- Тopic: Introduction to all the elements of
dashboard
- Тopic: Introduction to all the vehicle
controls
- Тopic: Introduction to all the systems in
vehicle
- Тopic: Introduction to all the warning

systems and actions in vehicle
- Тopic: Introduction to all the safety
measures in case of fire in vehicle
- Topic: Tachograph – handling, elements
of correct tachograph exploitation
- Topic: Introduction to the preparation of
vehicles for towing and pulling
realization
Practical introduction with vehicles
This training shall be performed in GSP. Minimum
topics of this training shall be:
- Topic: Practical introduction to the vehicle
starting
- Topic: Practical introduction to all the
vehicle controls
- Topic: Practical introduction to all the
systems in the vehicle
- Topic: Practical introduction to wheelchairs
and prams boarding and exiting.
- Topic: Practical introduction to all the
warning signals
- Topic: Practical introduction to all the safety
systems and actions in the vehicle
- Topic: Practical introduction to station brake
operation
- Topic: Practical drive in the city
- Topic: Practical tachograph handling, control
periods, error elimination
- Topic: Practical introduction to the
preparation of vehicles for towing and
pulling realization
Within the scope of training, the Supplier shall deliver
necessary literature to the instructors.
16.2. Training for vehicle servicing and repairing
It is necessary to train the Purchaser’s maintenance
personnel. All trainings shall be completed prior to
delivery of the last lot. The training expences shall be
covered by the Supplier. After the training, the staff
shall be capable of performing the works by
themselves within the guarantee period, as well as
maintenance after the expiration of the guarantee
period. The Supplier shall submit the plan of detailed
training program.
Besides the training, during the guarantee period, the
Supplier of the vehicle shall provide advisory
assistance by means of mobile or stable telephone line,
as well as his own service available 24 hours for
extraordinary cases of unexpected vehicle failures,
including problems during vehicle operation that
exceed the workers’ knowledge gained at trainings
organized by the Supplier.
Service Agreement will detail the precise obligations
of the Supplier and the Purchaser.
The training shall foresee the following minimal
requests:
16.2.1. Training for vehicle servicing – shall be done in
educational centre of manufacturer for 10 participants.
Language: Serbian
Location: Serbia, the location will be agreed by the
parties upon contract signature .
Certificate issued by the tenderer for persons trained and
those trained persons should be able to service and
maintenance vehicles
 Minimal topics of this training shall be:

vehicles
 Тopic: Introduction to necessary tools for
vehicle servicing – chassis and car body part
 Тopic: Types of mandatory vehicle services,

16.3. Documentation on vehicle handling and


maintenance
The following documents shall be delivered free of
charge in electronic form when delivering the first lot.
The updating of these e-documents shall be provided
during the period of 12 years. The documentation shall
include the following:
 User manual for each delivered bus, with
necessary modifications and supplements
specific for the delivered model (one copy in
Serbian is obligatory)
 Workshop instruction manuals (one copy in
Serbian is obligatory), (2 sets) with information
on all the needed:
- features of the fuels in use,
- cooling fluids,
- all the lubricants needed for vehicle
maintenance.
 rawings for workshops (2 sets), containing:
- drawing of the offered bus from 4 different
angles,
- plan of car body panels,
- drawing of the front vehicle grating,
- drawing of side vehicle grating,
- drawing of rear vehicle grating,
- drawing of roof vehicle grating
- drawing of lower vehicle grating,
- floor drawing,
- drawing of handrails and handgrips locations,
Note: (The above information may be delivered within
the Catalog of Spare Parts to upgrade in case when it
contains drawings and information regarding dimensions
and other characteristic elements of the bodywork)

- drawing of electrical installation – chematic

Instructions on measures for anti-corrosive protection


(maintenance method and detailed instruction on smaller
repairs) (one copy in Serbian is obligatory);
Information regarding health protection (one copy in
Serbian is obligatory);
Spare parts catalogue of manufacturer for vehicles and
aggregates (2 sets) in electronic form or in other forms of
data storage and download with needed modifications
(updates), which must be provided during the lifetime of
the buses (12 years) (Catalogues of spare parts must
include comparative "cross-reference" list, with the
catalog numbers of parts producers) (if they exist and are
not identical).
The selected tenderer must provide an update catalog of
spare parts with on-line access, or otherwise, for min. 2
users at minimum duration of 2 years. Regular updates
are included in the price.
RAL Paint (GSP standard), precise designation of the
paint manufacturer, as well as precise mark of the
components for bus painting preparation.
User's Guide for a complete video surveillance system,
including the following "software".
 Service instructions for the video surveillance system
User manual for handling passenger information system
(handling electronic displays - mandatory and the
Serbian language).

16.4. Diagnostic device


16.4.1. Diagnostic device for the whole vehicle
Diagnostic device shall perform diagnostics of errors
and measuring of operating parameters for whole
vehicle and all the systems in the vehicle by means of
OBD socket in the area of the driver's cab, which is
secured from external influences with lid, whose
opening does not require tools.
It is necessary to deliver 1 set of diagnostic device.
Diagnostic device shall consist of hardware (lap top,
interface and belonging cables) and software, i.e.
installation softwares for users’ programmes of
diagnostics. It is also necessary to provide the free of
charge regular annual or similar renewal and updating
of software during the interval of two years. After two
years, the prices of software update shall be at
privileged conditions, as for the authorized services of
vehicle supplier’s service network. The Purchaser
reserves the right to waive further software recovery
after the guarantee period.
16.4.2 Diagnostic device for video surveillance
system
Diagnostic device video surveillance system must
include at least the following components:
- Laptop computers (1 piece) with minimum
characteristics:
- CPU: Intel Core i5
- RAM: 8GB
- HDD: 1TB
- DVD-RW
- OS: MS Windows 7 Pro
- Optical mouse and a bag to carry your laptop
from the manufacturer
- Accompanied interface and cables necessary
to read and migration of data from the laptop computer
MNVR (1 peace)
Licensed software manufacturers
MNVR for the transfer and processing of video material
that has to be the property of JKP GSP “Beograd”
without the need for an extension of the license (3 pcs).
16.4.3 Software and interface for reading data
from digital tachographs
Request delivery of licensed software and interfaces
for reading and processing of data obtained from the
tachograph installed in a vehicle that is the subject of
this procurement (1 peace).
16.4.4 Maintenance tools
The Suppliers shall provide all the specialized tools
needed for the repair and maintenance of the supplied
vehicles as per the specific requirements of the
vehicles offered. By specialized tools shall be
understood all the tolls that are manufactured
specifically for the vehicles offered. The Supplier shall
deliver at least one (1) such maintenance tool kits
under this contract.
Should during the warranty period it is noted that the
Supplier missed to offer a specific tool or diagnostic
equipment that is needed for the repair and
maintenance of the vehicles offered, these shall be
provided free of charge to the Purchaser, within seven
(7) days from the Purchaser’s notification to the
Supplier.
The supplier shall also provide twelve (12) jacks for
lifting vehicles for tire replacement
