2 Overview
UMTS voice coding uses the Adaptive MultiRate (AMR) technology. The multirate
vocoder is a single complete vocoder and eight source rates are supported, ranging from
12.2 Kbps to 4.75 Kbps.
This feature provides CS AMR voice services at eight rates: 12.2 Kbps, 10.2 Kbps, 7.95
Kbps, 7.4 Kbps, 6.7 Kbps, 5.9 Kbps, 5.15 Kbps, and 4.75 Kbps, together with the rate 1.8
Kbps when the voice service is in mute status.
RAB radio parameters of CS AMR voice conversation services follow the definition in
3GPP TS 34.108.

This feature provides CS data services at three rates: 64 Kbps, 32 Kbps, and 28.8 Kbps.
Based on these services, ZTE UMTS supports the following CS transparent data
services defined in 3GPP TR 23.910:
If the fixed network user rate is 56 Kbps, the Guaranteed Bit Rate (GBR) of the
corresponding RAB is set as 64 Kbps by the CN.
When CS RAB is used to bear CS multimedia call services, the following services are
included:

This feature provides CS streaming RAB for data services (including fax service) at four
bit rates: 64 Kbps, 57.6 Kbps, 28.8 Kbps, and 14.4 Kbps.
64 Kbps RAB is used for transparent CS data services. 57.6 Kbps RAB, 28.8 Kbps RAB,
and 14.4 Kbps RAB are used for non-transparent CS data services. If the bit rate of the
air interface is less than or equal to 14.4 Kbps, the Maximum Bit Rate (MBR) and GBR of
RAB are set to 14.4 Kbps by the CN.

Interactive RAB and background RAB are both data services with sudden burst. The
feature of interactive services is that it uses the request-response mode initiated by
terminals and has higher requirements on round-trip delay. Data packets must be
transparently transmitted. There should be a low bit error ratio. Interactive services
include webpage browsing, online game and database retrieval. The features of
background services are as follows: Within a certain period of time, the destination does
not expect data to arrive. Background services are not quite sensitive to delay. Data
packets do not need to be transparently transmitted. They should be received error-free.
Background services include e-mail, SMS, and database download.

This feature supports streaming packet data services with a guaranteed Quality of
Service such as Video-On-Demand.
Streaming services are a unidirectional data communication service. They include audio
streaming and video streaming. Certain real time and service rates are required. They
can maintain a relative time relationship between packets and conform to human
perception. The features of streaming services are as follows: the size of data packets is
basically invariable and there is no burst; streaming services can tolerate high bit error
ratio but low packet loss ratio; delay and jitter are highly restricted.
This feature provides PS streaming data services (uplink and downlink) of the following
rates: 16 Kbps, 32 Kbps, 64 Kbps, 128 Kbps, 144 Kbps, 256 Kbps, and 384 Kbps. Once
the RAB is established, the CN allocates the corresponding MBR. When a small amount
of data is transmitted, the system automatically selects a smaller data transmission
format for the sake of low-rate transmission. The lowest rate is the GBR assigned by the
CN.

This feature supports the simultaneous multiple speech service in the CS domain and
packet data service in the PS domain.
This feature provides the combination of CS AMR voice services and PS data services.
Concurrent PS data services may be interactive/background services or streaming
services. A CS AMR voice service can be accompanied by up to three PS RABs.
In order to fully guarantee the QoS of CS AMR voice services, the rate of PS services is
reduced when a concurrent service is established. In the concurrent period, if there are
sufficient radio resources, the rate of PS data services can be gradually increased by
using the ZTE DRBC algorithm. The total upper limit rate of all PS interactive/background
services is configurable by the operator in the OMC, but the maximum value is 384 kbps.
The limit rate of streaming services is its MBR assigned by the CN.
The RAB radio parameters of this feature are fully compliant to the definition in 3GPP TS
34.108.

This feature provides concurrent CS data services and PS data services, such as the
concurrency of CS video phone and PS I/B/S services or streaming services. To fully
guarantee the QoS of CS services, the rate of PS services is reduced when a concurrent
service is established. In the concurrent period, if there are sufficient radio resources, the
rate of PS data services can be gradually increased by using the ZTE DRBC algorithm.
The DRBC algorithm defines the total upper limit rate of all PS I/B/S services of the UE in
the concurrent period. The total upper limit rate is related to the rate of CS services. If the
rate of CS services does not exceed 32 Kbps, the total upper limit rate is 128 Kbps;
otherwise, the total upper limit rate is 64 Kbps, and the limit rate of streaming services is
its MBR assigned by the CN.

3 Technical Description
In a UMTS network, when service data is sent from one end to another end, the service
data may traverse different types of bearer networks. As shown in the following figure,
end-to-end services can be classified into TE/MT Local Bearer Service, UMTS Bearer
Service, and External Bearer Service.

The above figure shows the RAB establishment flow. The following describes the RAB
establishment procedure.
1. The CN initiates the establishment of the radio access bearer with the RANAP
message Radio Access Bearer Assignment Request. According to the RAB
Asymmetry Indicator, Traffic Class and Maximum Bit Rate IE in the RAB
Parameters IE assigned by the CN, the SRNC determines USubSrv.direction,
USubSrv.maxBitRate and USubSrv.trafficClass. According to the CN domain to
which the RAB belongs, the SRNC determines USubSrv.domain. The SRNC sets
USubSrv.srvInd to “0: PTP MBMS Service or Non-MBMS Service”. With
USubSrv.direction, USubSrv.maxBitRate, USubSrv.trafficClass and
USubSrv.domain, the SRNC queries the DBS to get USubSrv.srvType
corresponding to the RAB. The SRNC allocates network-side resources according
to USubSrv.srvType.
2. The RRC message Radio Bearer Setup is sent by the SRNC to the UE. For
ciphered CS speech including AMR, WAMR and video phone, the RNC sets the

4. The SRNC sends the RANAP message Radio Access Bearer Assignment
Response to the CN.
The SRNC starts a protect timer with the length URncInfo.rabSetupTimer in step1. This
timer is stopped when the SRNC sends a Response in step4. At expiry of this timer, the
SRNC sends the RANAP message Radio Access Bearer Assignment Response to the
CN to indicate the RAB setup failure.

The above figure shows the RAB modification flow. The following describes the RAB
modification procedure.
1. The CN initiates the modification of the radio access bearer with the RANAP
message Radio Access Bearer Assignment Request.
2. The RRC message Radio Bearer Reconfiguration is sent by the SRNC to the UE.
3. The UE sends the RRC message Radio Bearer Reconfiguration Complete to the
SRNC.
4. The SRNC acknowledges the release of radio access bearer (Radio Access Bearer
Assignment Response).

procedure.
1. The CN initiates the release of the radio access bearer with the RANAP message
Radio Access Bearer Assignment Request.
2. The RRC message Radio Bearer Release is sent by the SRNC to the UE.
3. The UE sends the RRC message Radio Bearer Release Complete to the SRNC.
4. The SRNC acknowledges the release of radio access bearer (Radio Access Bearer
Assignment Response).
3.5 UE version
R7 NAS Qos codec is not compatible with the previous version. If the SGSN sends R7
Qos codec to Pre-R7 UE in the PDP activation procedure, UEs return PDP activation
failure.
In R10 25.413 CR 1132, RANAP IE “ Higher bitrates than 16 Mbps flag” is introduced. If the RNC
detects that the UE version is not earlier than R7, then the RNC carries “ Higher bitrates than 16
Mbps flag” IE in the PS initial direct transfer message and PS relocation complete message.
The CN can obtain the UE version according to this new IE. With this IE, the CN can determine the
suitable NAS Qos codec version to avoid the above PDP activation failure.
To solve the Iu interface compatibility problem, only when CN supports the Higher
bitrates than 16 Mbps flag IE can the RNC enable the parameter
URncInfo.iu16mIeSwch.
