Abstract
The objectives of this study were to investigate knowledge, attitudes and behaviors of officials
and graduate students of the National Institute of Development Administration (NIDA) about in-
building energy saving and also to study techniques and technology appropriate for in-building
energy saving for the NIDA and as a sequence to promote the in-building energy saving behaviors
of the officials and the graduate students. Data collection using questionnaire for the samples of the
officials of 245 and the samples of the graduate students of 322 was carried out. In-addition, in-
depth interview for energy saving professionals and head of supporting staffs of each school was
undertaken. Descriptive statistics i.e. frequency and percentage and inferential statistics i.e. t-test,
F-test and Pearson Correlation were used to test hypotheses and explain the results obtained.
For the NIDA officials, the results of this study showed that outside information receiving from
newspaper about in-building energy saving did not affect their knowledge, attitudes and behaviors
on in-building energy saving but information receiving from radio affected their behavior while
information receiving from television affected their attitudes on in-building energy saving. It was
however found that inside information receiving did not affect knowledge, attitudes and behaviors
on in-building energy saving. The results also showed that the NIDA officials ‘attitude on in-
building energy saving had a positive relationship with knowledge on in-building energy saving at
low level whereas behaviors on in-building energy saving had no relationship with knowledge and
attitudes on in-building energy saving at statistical significance level of 0.05.
For the NIDA graduate students, the results revealed that their outside and inside information
receiving did not affect their knowledge, attitudes and behaviors on in-building energy saving
except the information from newspaper that had an effect on their attitudes on in-building energy
saving. The results also showed that attitudes on in-building energy saving had a positive
relationship with knowledge and behaviors on in-building energy saving at low level while
knowledge on in-building energy saving had no relationship with behaviors on in-building energy
saving at statistical significance of 0.05.

From this study, it can be suggested that there should be various channels to provide in-building
energy saving knowledge to the NIDA officials and the students continuously so as to give their
comprehension about energy saving and consequently to put energy saving into practice. The
participation of the NIDA officials and the students to join energy saving activities and projects
should be carried out continuously. In addition, the NIDA should put forward policy, measures,
regulations and methods about energy saving literally. Appropriate techniques and technologies
e.g. value engineering should be applied to save energy in building at NIDA.
