To promote efficiency, economy and safety in the
generation, production, transmission, distribution
supply and use of electricity

To promote the use of renewable energy and the


conservation of non-renewable energy
Electricity Supply Act 1990
Section 23A – Minister to determine standards, etc.
“The Minister may, from time to time, prescribe the standards specifications,
practices and measures to be adopted and any other matters in respect of the
efficient use of electricity.”

Section 23B – Installation to meet requirements.


“No person shall use or operate any installation unless the installation meets
such requirements as may be prescribed in respect of efficient use of
electricity.”

Section 23C – Equipment to meet requirements


“No person shall manufacture, import, sell or offer for sale or lease any
equipment unless the equipment meets such requirements as may be
prescribed in respect of efficient use of electricity.”
Efficient Management Of Electrical Energy
Regulations (EMEER) 2008
Gazetted on 15th December 2008

Applied to big energy users (equal or exceeding 3 Million kWh


over any period not exceeding 6 consecutives months)

Notification by Energy Commission

To appoint a Registered Electrical Energy Manager and to submit


written confirmation of the appointment

To submit Electrical Energy Management Objectives and Policy.

To submit Electrical Energy Management accounts and documents

Registered Electrical Energy Manager (REEM)

The registration is needed for the


purpose of the Regulations.

“No person shall engage in, be


employed or hold himself out as
a REEM for the purposes of
these Regulations unless the
person has been registered by
the Commission”

Registration Process Electrical Energy Manager
(REEM)

23 years and above.


i. Professional Engineer (6 months
experience in EE)
ii. Degree in Science, Engineering,
Architecture or equivalent (12
months experience in EE)
iii. Cert of Competency with ST such
as Electrical Service Engg or Comp
Electrical Engg (9 months experience
in EE)

Functions And Duties Of REEM

Audit and analyse


Advise in developing
and implementing
measures
Monitor the
implementation of the
measures

Supervise the keeping of records


and verify its accuracy; and

Ensure the timely submission


of information and reports.

REGULATION 22: GENERAL PENALTY

Any person who commits an offence


under the Regulations shall, on
conviction, be liable to a fine not
exceeding five thousand ringgit or to
imprisonment for a term not exceeding
one year or both.

Minimum Energy Performance
Standards (MEPS)

Gazzetted by the Minister of Energy, Green


Technology and Water Malaysia on the 3rd
May 2013 In the amendments of the
Electricity Regulations 1994 .

Enforcement of standards, criteria and


labelling for 5 Domestic Electrical Products
(Air Conditioner, Refrigerator, Television,
Domestic Fan and Lamps).
101A. (1) For the purpose of efficient
use of electricity, prior to an application
for a Certificate of Approval under
regulation 97, any person who
manufactures, imports, sells or offers for
sale or lease any equipment under that
regulation, shall ensure that such
equipment meets the energy
performance testing standards, the
minimum energy performance standards
and the efficiency ratings as set out in
the Fourth Schedule.

101A(3) Any equipment that


meets all the requirements of
efficient use of electricityunder
subregulation (1) shall be affixed
withan efficiency rating label in such
form and manner as may be
determined by the Commission.

CRITERIAS FOR REGISTRATION ESCO
The list of requirements and criteria:
i. Business registered with either the Registrar of
Business or the Registrar of Companies,
ii. Employ, on a full time basis, a Registered
Electrical Energy,
iii. Access to monitoring and testing equipment and
instruments, and
iv. the applicant has satisfactorily furnished all the
information as stipulated in the Application Form.

Summary:
NO UPFRONT COST to the Owner

ESCO will finance and implement the Energy Saving Measures.

Saving achieved without compromising user’s comfort

ESCO install & maintain the E.E equipment involved

ESCO payment based on actual savings achieved in electricity bill

All equipments installed become the property of the Owner after the
contract period ended
Way Forward For Energy Efficiency In Malaysia

 Introduction of National EE Action Plan with SMART electricity


consumption savings target of 6.0% compared to business-as-usual at the
end of 10 years
 Establish effective and sustainable funding mechanism for EE projects
 Minimize costs and price distortions in energy supply
 Strengthen capacity of industry players in EE
 Intensify enforcement of EE legislation
 Strengthen and streamline policy as well as legal and institutional
framework

 Foster EE culture among industry stakeholders and the public
