Core activities of ISD during July 01-December 31, 2017


A. providing CMIS training to ISD Engineers
B. improvements in designs of typical school buildings
C. Construction monitoring and supervision to ensure the projects gets completed within quality,
time and budget
D. Preparation for upcoming EQRA Project

Key Achievements for the above core activities during the reporting period as bellow:
1. providing CMIS training to ISD Engineers
The training has been provided to central ISD staff. The training were delivered through on job
oriented approach and each manager were asked to use the system for his daily work. The users and
passwords were provided for the staff.

2. improvements in designs of typical school buildings


The TA is still not on board, as soon the TA is hired by the World Bank, the design improvement task
will be initiated.

3. Construction monitoring and supervision to ensure the projects gets completed within quality,
time and budget. This is a repetitive task, the engineers around the country has focused on
timely completion of the project and compliance with the quality.

4. Preparation for upcoming EQRA Project


The infrastructure service department prepared the costing and detail level activities plan in line with
DLI which includes Construction of 400 schools (4000 classrooms) with all components in selected
province, Construction of 5 Model Schools in selected Province, Construction of Missing components
for 1000 schools ( Boundary walls, Latrines, water well, electricity system and GI sheets), Retrofitting
of 200 existing school buildings In high seismic zone , Developing standards for school design,
supervision, technical specification, operation and maintenance, and Conducting inventory survey of
School physical infrastructures and preparing national schools construction plan ( norm based
resource allocation).

Activity 1: Environment Management Unit (EMU)/Safety Management Unit (SMU)
Following is the summary of tasks that ware accomplished since the June 01 2017-
December, 2017.
To assess the compliance monitoring of Contractors the provincial staff on Quality Assurance and
Environmental and Social Safeguard, several trips were organized as following table to monitor the
Environmental and Social Safeguard parameters during project execution.

Regarding in term of compliance to ESS regulations refreshment in projects construction sites ESS
Team follow up the Environmental Cod of Practices (ECoP)

.This will help the contractor to be applied the ESS issues in the project construction sites. Thetable
as below for contractor’s indifferent provinces.

Activity 4: Updates on M&E

ISD Evaluation team evaluates W.B projects during 50% and upon completion of 100% as well.
When there are defections at any project during both percentages, so the problem are being shared
with ISD-plan department and they contact with the contractor and relevant PED for tacking
action. Once the defections solve by the targeted company after the confirmation from
ISD/EQUIP provincial engineers or M&E engineers the company can get their remaining
payment. On other hand, monitoring team monitor the projects on a regular basis as ISD/EQUIP
zonal managers or engineers from the center go to the sites and observe the ongoing projects for
efficiency and timely implementation. Besides, M&E department invites involved construction
companies to avoid any delay.

Activity 5: Updates on CMIS Database of ISD department of Ministry of Education

ISD database team has already developed an advanced CMIS system, for which many tasks
undertaken. This system utilized CMIS jointly using back-end SQL server and frontend is
developed in asp.net MVC. The newly developed CMIS system of ISD consisted of many
modules such as Plan, M&E, Survey, Design, Contract management unit, Finance
department, Work permission, and other system related sub-modules. As team work we have
done the following tasks for the CMIS development.

1. System Study, Data collection and Analysis


2. Database, Application design, Data flow system definition and Modules integrity
3. Database and Application Development, Analysing data through system, making projects
graphs and charts, and generating report.
4. System Testing, Modification and Deployment
5. Staff training, Data entry, Data supervision, and System maintenance.
6. System automated generated report.

After completing the system front and back-end development, we have hosted our system at
sub-domain of EMIS at MoE. The URL of our CMIS is www.emis.cmis.af . All World Bank
projects are entered in the CMIS. Still we are modifying our CMIS according to the need and
request of ISD. There are many other modules which are under consideration to be developed
in the future, for such modules we have done the requirement analysis, and design. We are
working to develop the reminded modules and computerized all the departments.

Future work

CMIS provide an easy way to track construction projects from initial state of project award to
final state of project handover. All user of the system can easily communicate to track their
tasks by having a user and password. For future to enhance the CMIS we have listed these
modules to be developed.

1. Safety system development and Integration to CMIS


2. ISD HR system development and integration to CMIS
3. Email and communication system through CMIS system
4. Completing data entry of all projects and generating customize report
5. Tracking system performance and system maintenance

Challenges in the work of ISD

a. Due to MoE delay and low procumbent process ISD could not be able to meet the deadline of
December, 2017 to complete all the planned projects as 246 projects are under procurement
process.
b. There are security threats in the some provinces due to instability.
c. Amendments of the projects ( boundary walls etc)
d. Long payment and time extension process

Future Plans/Strategies (for next six months)


Since the Existing phase of the program is to be rolled out and the bank did not agreed with time
extension request of the ministry of education, hence in next 6 months, ISD will focus on clearing
outstanding invoices for the work performed till December 2017.

Challenges in the work of ISD


a. The big challenged for ISD-EQUIP project hasn’t completed with three time extensions and a
result 541 remained incomplete due to no time extension by the World Bank.
b. Lack of budget for undertaking clearing outstanding invoices for the work performed till December
2017.

Recommendations
As the ISD-EQUIP project ended earlier the completion remaining work and the World Bank didn’t
agree to provide MoE with new time extension, so 541 incomplete projects need facilities and staff for
clearance of invoices in order to have valid data for the future actions and it will help MoE and other
donors know how many projects are still to be completed including required budget. MoE should
work hard for finding budget in order to finalize the remaining work of ISD-EQUIP project in the
center and province for efficiency.

Success Stories

ISD-EQUIP reporting officer has visited some of the school in Kunar province where he has
conducted face to face interviews with some students in order to know how efficient the
World Bank intervention regarding constructing school building is. The depictive narration is
as per bellow:

Shen Korak Girls located in Shegal district of Kunar


province. The total number of students is 556. This 6
clasrooms’ school built by W.B through SMS in 2003.
In addion it has 2 admin rooms, a set of latrines, water
well and new a boundary wall was under construction.
Some of the sutdents were asked as how do you feel
different before having school buidling and other
facilities as compare to now, Wahila, one of the students
of grade 6 replied as “ Kunar province has a lot of Waihal talks about the importance of
MoE/EQUIP intervention
seasonal changes as it has contiued raining, breezing
and even storms, so we were not conveninent as we had
to avoid going class due to mentioned climate changes. On the other hand, we were not safe
as we had no boundary wall, but now we are enjoyoing our lessons with all required facilites.
We appreciate MoE/EQUIP for their usual support to Afghan students by constructing school
buidlings.” Hawa, another student from the same class also showed satisficaion from
MoE/EQUIP intervention and added as, “ The number of students increased after MoE has
constructed us school building and other compoents and we are happy enough having
equipeed school buidlings.” Since the number of students increased in this school and
importantly, UNICEF has newly inaugurated another 6 classes which will solve all the
current problem as some students are sitting in the gorund without proper protection.

Sagi Daag Mix School located in the Asad Abad


(Center) of Kunar province. The total number of boys is
821 in the morning shift and there are 406 girls pursuing
education in the afternoon shift. On the other hand,
there were 87 newly returnees from Pakistan who are
temporarily studying in varous classrooms. Sagi Daag is
a CC school constructed by SMS under MoE/EQUIP
budget in 2010. In addion it has 2 admin rooms, a set of

construction as well. Mr. Nasrat, student of class 11 th
was asked regarding the MoE/EQUIP support to the education of Afghanistan. Mr.Nasrat
said, “ The students had to sit under the sahdows of trees and some of them were in the tents.
Raining and wind could easily interupt our lecture and the during summer the tents were
geeting hoter. As soon as we the school buidling constructed, almost all of the problem
soloved as we have access to prepared classrooms, potable waters, clean toilets and boundary

wall which can effectively prevent us from noices and distractions. We are happy and request
MoE/EQUIP to futheur their support as there still many students who do not have school
buildings and other compoents in their schools in Afghanistan.”
