3.3 Bidders who already have a valid Digital certificate need not procure a new Digital certificate.

4.0 Online Submission of Price-Bid.

4.1 Bidders can prepared and edit their offers number of times before tender submission date and time. After
tender submission date and time, bidder cannot edit their submitted offer in any case. No written or online
request in this regard shall be granted.

4.2 Tenderer shall submit their offer i.e. Price bid in electronic format on above mentioned web site and date
shown above after Digitally Signing the same.

4.3 Offers submitted without digitally signature will not be accepted.

4.4 Offers in physical form will not be accepted in any case.

5.0 Submission of Tender Fees, Bid Security and other Documents:

5.1 Tender Fee of work indicates in Col No. 4 by Demand Draft in favor of Registrar, Saurashtra University,
Rajkot.”, payable at Rajkot from any Nationalized/Scheduled Bank. Demand Draft issued after the last date of
submission of Bids will not be considered or accepted.

5.2 Bid Security i.e. EMD: of work indicates in Col 3. In the form of DD/pledged FDR in favor of “Registrar,
Saurashtra University, Rajkot.” from any Nationalized/Scheduled Bank. DD / FDR issued before issuing of
tender notice or after the last date of submission of tender will not be considered as valid or accepted in
any case.

5.3 Documents required FOR EILIGIBILITY OF TENDER:

3. Experience as a Prime contractor of having successfully completed minimum one similar work of
govt., semi-govt. or local self government which are completed during last 5 years.
4. Photo copy of PAN card.

5.5 Bidder has to submit the valid documents as stated in 5.1, 5.2, 5.3 & 5.4 above and no other condition
in any form shall be considered at all, at the time of evaluation of the tender. The bidder shall have to
submit unconditional offer without differing from any of the tender condition. If any document is not
submitted by scanning in preliminary stage itself as per 5.1, 5.2, 5.3 & 5.4 such Tender shall be considered
as non-responsive.

8.0 SPECIFIC INSTRUCTION TO APPLICANTS:

8.1 The principal items covered in the contract as above

8.2 The Contract will be price rate contract:

8.3 The language for submission of pre qualification documents along with the tender documents shall
be ENGLISH. If information is provided in another language, it shall be accompanied by a translation of its
pertinent parts into ENGLISH. This translation will govern and be used for interpreting the information.

8.4 The cost incurred by the contractor for this offer for clarification or attending discussion, conferences
or site visits will not be reimbursed by the Employer or Engineer-in-Charge.

8.5 Submission of All EILIGIBLE documents duly certified along with application & tender fee &
E.M.D. shall have to furnish to University Engineer, Estate department, Saurashtra University, Rajkot
by R.P.A.D./SPEED POST on or before 12/01/2018 during office hours.

9.0 General Instruction:

9.1 The fees for on line tender document will not be refunded under any circumstances.

9.2 EMD in the form specified in tender document only shall be accepted.

9.3 Tenders without Tender document fees, Earnest Money Deposit (EMD) and which do not fulfill all or
any of the condition or submitted incomplete in any respect will be rejected.

9.4 Conditional tender shall not be accepted.

9.5 Validity of tender shall be 120 Days from the date of online opening of price bid.

9.6 The tender notice shall from a part of tender document.

9.7 The tenderers are advised to read carefully the “Instruction for Tenderer” and
“Eligibility Criteria” contained in the tender documents.

documents comprising Notice Inviting Tender, Scope of work, Instructions to Tenderer, furnished
by SAURASHTRA UNIVERSITY, RAJKOT. I/We have satisfied me / ourselves as to the location of

accordance with the instructions in writing referred to in the said documents and with such
materials as are provided for at the respective rates which I/We have quoted, or at such other rates

In the event of this tender being accepted, I/We agree to enter into an agreement as and
when required and execute the contract, according to your Form of Agreement or in default where
of I/We find myself / ourselves to forfeit the Earnest Money Deposit.
I/We understand that if I/We shall enter in agreement within ten days from the date of
receipt of letter of Acceptance, you will forfeit the Earnest Money paid by me/us and take necessary
action as deemed fit.

thousand Only) the full value of which is to the absolutely forfeited to the employer should I/We
fail to commence the works specified. Otherwise the said sum shall be retained, by the Employer, as
