The 10th Meeting of the Greater
Mekong Sub-Region Information
Superhighway Implementation Group
(GMS-IS, IG-10) is held on 02 days,
starting from December 21-22, 2009
presided over by H.E. Lao Saroeun,
Delegate of the Royal Government in
Charge of Director General of Telecom
Cambodia and accompanied by
H.E. Moa Chakrya Director General
of Posts and Telecommunications,
and Mr. Kem Vikra, Deputy Director
General of Telecom Cambodia in
Siem Reap, Kingdom of Cambodia.
H.E. Lao Saroeun, Delegate of the
Royal Government in Charge of
Director General of Telecom
Cambodia, expressed his warmest
welcome all delegates and was also
pleased to note the presence of all
delegation members who
participated this meaningful and
important meeting. His Excellency

pointed that the deliberations on
GMS-IS ISN were certainly helpful
to them to move toward their goal
of estimated date for such ring
introduction supposedly would start
in 2010. He believes that every
member has reached GMS-IS
Phase II which is focused on the
SDH ring network and a full messed
Internet connection of IP platform
among GMS countries...

1. to debate on implementation

2. to checklist for cross border
connection and Internet
connection,
3. to discuss on ring network,
4. to debate on pricing issue;

On the occasion of the meeting
there were participants from Telecom
Cambodia (TC), China Tele-
communications Corporation
(CT), Enterprise of Telecommu-
nications Lao (ETL), Myanmar
Posts and Telecommunications
(MPT), Communications Authority
of Thailand (CAT), Vietnam Posts
and Telecommunications Group
(VNPT), and the Ministry of Industry
and Information Technology of
China (MIIT).
Mr. Kem Vikra, Deputy Director
General of Telecom Cambodia and

was the chairman of the meeting
expressed his warmest pleasure to
all delegates of GMS members who
attended. The Deputy Director
General showed his responsibility
on behalf of the coordinator and
reported the meeting outcome to the
5th Greater Mekong Sub-Region
Information Superhighway Steering
Group Meeting.
Mr. Tol Ghak, Director of Project
management and Development
Department of TC updated on GMS-
IS implementation in Cambodia.
The project started from December
2007 and completed in June 2009.
The project laid 651 Km of new
optical fiber cable along National
road No.6, Skun to Siem Reap
and road No.7, Kampomg Cham to
Trapeang Kreal (Cambodia-Laos
border). The new site building
were built in GMS-IS project which
located in 15 stations along the cable
route. It forms backbone network
connecting with neighboring
countries, Laos, Thailand and
Vietnam with the existing optical
fiber cable, included interconnect

cross border with Laos, Thailand
and Vietnam. The official ceremony
had launched service since July
15, 2009. Recently, the signing
ceremony for international
telecommunications service
agreement between Telecom
Cambodia and Enterprise of
Telecommunications Laos held in
Phnom Penh on November 13,
2009.
Each country has reviewed each
presentation of GMS-IS networking
construction including the com-
prehensive service development,
the network quality and debate on
pricing issues and official decision.
Communications Authority of
Thailand has checked list both SDH
connection network and Internet
connection network stage 1, and
all member countries have already
updated ring network indicating the
ring is nearly physically completed.
Telecom Cambodia (TC) and
Communications Authority of
Thailand (CAT) had discussed the
future plan for the possibility to have
diversity route cross border between
Cambodia and Thailand.
TC and VTI agreed to configure
the equipment to create ring
architecture in the early 2010.
ETL and MPT agreed to have a
meeting for installation the Microwave
equipment at Tachileik and optical
fiber cable link in the beginning
of the year 2010.
Anyway, VTI confirmed ETL to
upgrade transmission system
between Dongha and Savannakhet
from 155 Mbps to 2.5 Gbps in
January 2010.
Dealing with prices, the meeting
agreed that pricing issues are
critical. Bilateral negociation was
highly considered by all participants
and international benchmark was
suggested to carefully study for
application in the region.
Cross border interconnect autho-
rization was discussed to avoid
any illegal activities on physical
cross connection along the border.
As GMS members, all 6 operators
are licensed and authorized by
their own government on ministry
responsible for ICT/ Telecom to
negotiate with their counterpart
such as cross border connection.

The 5th Greater Mekong Sub-Region
Information Superhighway Steering
Group Meeting was opened its
ceremony which presided over
by H.E. Mr. So Khun, Minister of
Posts and Telecommunications of
Cambodia (MPTC) from December
23-24, 2009 in Siem Reap Angkor
Century Hotel, Kingdom of Cambodia.
H.E. Mr.So Khun, Minister of Posts
and Telecommunications of Cambodia
welcomed the participants to the
SG-5 meeting and encouraged all
delegates should take this
opportunity to discuss broadly and
openly in order to get better
outcomes.
The Minister continued that according

Meeting, it has been revealed that

the 5th meeting of the Steering
Group will allow us to learn about
the outcomes of the 9th and 10th
GMS–IS IG meetings as well as to
examine and solve a number of
proposals requested by the
Implementation Group.
His Excellency Minister expressed
that so far the Ministry of Posts and
Telecommunications of Cambodia,
which is the direct supervisor of
Telecom Cambodia has always
supported various requests from
Telecom Cambodia in order to
achieve this GMS-IS project, and
the ministry has actually supported
Telecom Cambodia in its use of a
loan from China in order to build
an optical fiber network and erect
transmission signals in response
to the action plan in the first and
second phases of GMS-IS. Provided
a plot of land for the construction
of an administrative and technical
building. Helped facilitate various
necessary papers related to this
project ; and the Ministry of Posts and
Telecommunications of Cambodia
is considering the project to construct

The Vice President of Viettel Group,
Hanoi, confirmed that we received the
first License in this beautiful country
in 2006 that we are for long term
investment. Metfone’s presence has
contributed to improve the network
quality and widen the infrastructure
coverage to rural, remote, and isolated
areas so that more Cambodian farmers

The Ceremony of Nomination of
Director General, Deputy Director
General, and advisors to the Ministry
of Posts and Telecommunications
held on December 31, 2009 under
the great chairman of H.E. Mr. So Khun,
the Minister of Posts and Telecommu
nications at the ministry cabinet.
According to the Royal Decree which
read by Mr. Uch Sokhom, Director of
Personnel and Training Department that
H.E. Mr. Liv Kim Heng, former Deputy
Director General was appointed as
the Director General of the Department
General of Administration of MPTC to
replace H.E.Mr. Prum Sontha who was
retired. H.E. Mr. Tep Buntha has nomi-
nated as the Advisor to Ministry of Posts
and Telecommunications whose rank is
equivalent to the Under Secretary of
State which added the present position.
In the meantime, 02 figures were nomi-
nated as the Advisors to the ministry
whose ranks are equivalent to the
Directors General, both of them are
H.E. Mr. Prum Sontha, and H.E. Mr.

The 5th mandate of Association of
Cambodia Posts and Telecommunica-
tions Civil Servants held on December
18, 2009 in the Ministry of Posts and
Telecommunications cabinet under
the presidency of H.E. Mr. Lar Narath,
Secretary of State and is the high
representative to H.E. Mr. So Khun,
the Minister of Posts and Telecommu-
nications.
H.E. Mr. Prum Sontha, the Admin-
istrative Director General and the
President of Association of Cambodia
Posts and Telecommunications Civil
Servants mentioned that the Associa-
tion is formed to increase and expand
solidarity between all levels of civil ser-
vants and high ranking officials of the
Ministry of Posts and Telecommunica
tions unless the elders who live and
leave work, they are still our friends and
they are supported when there have
been some problems dealing with lives.
The Association President ex-
pressed that the Association of
Cambodia and Telecommunica-
tions Civil Servants has 1707 people,
and H.E. Mr. So Khun, has been
