CHAPTER 1 INTRODUCTION

1.1 General

The Bengawan Solo River is the largest river on the island of Java. It drains a
watershed area of around 16,100 km2, discharging into the Java Sea to the north of
Surabaya after travelling about 600 km from the Sewu mountain ranges to the
southwest of Surakarta.

The Bengawan Solo River basin is geographically divided into an upstream basin
and downstream basin with a boundary at the confluence of the Solo and Madiun
Rivers near Ngawi. Mt. Lawu, located in the center of the upstream basin, further
divides the upstream basin into two sub-basins, namely the Upper Solo River basin
of 6,072 km2 in the west and the Madiun River basin of 3,755 km2 in the east. The
downstream basin is called the Lower Solo River basin with a drainage area of
6,273 km2 and a river length of 300 km from Ngawi to its estuary.

Bojonegoro barrage (herein after “the Barrage”) is planed in the Lower Solo River,
which locates 8 km upstream from Bojonegoro town. The Lower Solo River gently
bends from northwest to southeast at the Barrage site. The Barrage is constructed
at flood plain of left side riverbank of the Lower Solo River.

1.2 Project Features

The principal features of the Barrage are summarized bellow.

1.3 Project History of Bojonegoro Barrage

1.3.1 Rubber Dam Plan in Babat, Bojonegoro and Jipang

Bengawan Solo River Basin Development Office (PBS: Proyek Bengawan Solo)
studied to plan flood control and water supply of Lower Solo River basin in 1993
and three (3) rubber dams were proposed at Babat, Bojonegoro and downstream of
Cepu. Dimensions of rubber dam at Bojonegoro are mentioned below.

1.3.2 CDMP Study

Comprehensive Development and Management Plan (CDMP) study was executed


from 1999 to 2001 under Lower Solo River Improvement Project financed by
Japan Bank of International Cooperation (JBIC). In the Bengawan Solo River
basin, there was a master plan studied in 1974 by Overseas Technical Cooperation
Agency (OTCA) and target year was 2000. However, this master plan had not been
updated before CDMP study. During 1974 to 1999, social and economical
conditions within this basin have changed significantly and the river morphology
has also been modified as a result of natural changes and completed/on-going
construction of the flood control facilities. CDMP study set a development target
year 2025 that was determined at the meeting with the Directorate General of Water
Resources Development (DGWRD), Ministry of Public Works (DPU: Departmen

This study was proposed twenty-nine (29) projects to five (5) components and
fourteen (14) projects were proposed to water resources development component.
Lower Solo Long-Channel Storage Project, one of the water resources development
projects, was proposed in this study.

This project consists of Karangnongko dam, Bojonegoro barrage, Babat barrage


and Sembayat barrage. It is store surplus water in rainy season in the mainstream
channel of the Lower Solo River with three barrages and one dam. It is highlighted
as the realistic alternative scheme of the Jipang Multipurpose Dam Project to avoid
socio-environmental impacts on the natural environmental and regional society that
requires huge relocation of local in habitants. The results of inter governmental
discussion between Central Java and East Java Provinces decided that the Jipang
Multipurpose Dam would be reconsidered after 2025.

The Barrage was planned at about 13 km downstream of the Bojonegoro town.


Storage capacity, full supply level and available irrigation area is 21.0 x 10 6 m3, EL.
11.8 m and 3,170 ha, respectively.
