CURRENT SITUATION
Policies
• National Energy Policy of Liberia (NEPL), 2009
• Agenda for Transformation (AfT), 2009.
• Liberia’s Investment Plan for Renewable Energy (IPRE), 2013
Energy Law
• Electricity Law of Liberia, 2015, to establish the legal and regulatory framework for the production,
transportation, distribution and sale of energy products and services in Liberia. The following
institutions are created:
• Liberia Electricity Regulatory Commission (LERC - will be created by end of October 2016);
• The position of Deputy Minister for Energy for the Department of Energy of the MLME
• The Rural and Renewable Energy Agency (RREA)
• The recently adopted Rural Energy Master Plan and Strategy (August 2016)

Developing the Grid


• Expand Medium Voltage grid beyond the 3 planned corridors outside of Monrovia -
$US308M, 164,300 homes
• Additional in on-grid renewable generation outside Monrovia - $US 242 M
Decentralized Grid Program
• Large decentralized grids to electrify the 10 largest settlements in each County, partially
through transitional solar/diesel mini-grids – $US 292M, 96,800 homes
Beyond the Grid
• Solar-based off-grid solutions - $US 16M, 4.000 homes
Other than Power
• Promoting efficiency in buildings, appliances, and cooking, including LPG - $US 24M
Building Capacity
• Institutional framework, organizations, information and management systems to implement
the Master Plan – $US 52M

• To increase electricity access from the current 1,4% (0,9% for grid

standards for cooking fuels and appliances in terms of efficiency, (safety

Liberia's Initial National Communication (2013) reinforces the National
Pipeline 4 Energy Policy with additional long-term targets and related activities,
which includes:
• To reduce greenhouse gases by at least 10% by 2030
• To improve energy efficiency by at least 20% by 2030

Efficiency • To Replace cooking stoves with low thermal efficiency (5-10%) with the
higher-efficiency (40%) stoves

• Identified type of projects


• Reduction or losses in domestic and public lighting (i.e. 100% efficient
lighting by 2020);
• Reduction of losses in the electric grid;
• Reduction of losses in the building sector; and
• Reduction of losses in the industrial sector, and, in parallel
• Establishment and enforcement of EE Standards and labelling

Projects to improve enabling environment for energy investments

• Acceleration of the process for the Liberia Electricity Regulatory
Pipeline 5 Commission to play its role as Regulator.
