Monitoring: is a process of collecting and gathering permanent information and analyzing

Identifying of the weak and strong point and providing of the benefice equipment for the staff.
Evaluation: evaluate in specific time, focus in objectives of the project and evaluate of effectiveness of
the work

UNMAPA Responsibility and Five Pillars of Mine Action:
1. Clearance of land mines and explosives remnants of war (demining)
2. Mine – risk education, to help people understand and avoid the risks they face.
3. Victim assistance, comprising medical assistance, rehabilitation and reintegration services to
victims, including job – skills training.
4. Advocacy in support of mine action and international treaties.
5. Destruction of a country’s land mine stockpiles.
QA Officer Responsibilities:
1: Carry out quality assurance of survey and mine clearance field operations
Of all cleared lands
2: Carry out QA and QC operation
3: Assist the Project Manager in the development of operation plan
4: Assist the Project Manager in the development of operation plan
5: Provide debriefing to the team (s) after QA operations at the task site and ensure that both
weaknesses and strengths of the team is covered during briefing.
6: Assist in the reviewing of QA and QC operations SOPs by providing recommendations based on
the field observation.
OPS Officer Responsibilities:
1- Assist in supervising all AMDC operational teams in the area of responsibility.
2- Monitor AMDC affairs by regularly visiting the field operations.
3- Preparation of briefing documents for operations meetings.
4- Assist in controlling the daily attendance of the demining teams.
5- Daily interface with the database facility.
6- Assist Project manager in preparation of annual and quarterly operational plan.
7- Preparation of reports and statistics.
8- Conduct investigations of demining accident.
9- Provide technical advice needed by field operators.
10- Supervise Task and monitor Quality Management inspection.
Any other task assigned by Project manager

5: CASVAC Drill procedure not being practiced or record

Suspension of Task:
1: Where is on or several Major No-Conformity have been observed
2: where there is a current imminent threat for the external Factors to the security
3: When there is any hazardous areas can’t be resolved
4: when there is Major Non-Conformity that effect the safety and identifying in the separately
monitoring visits
5: as the result of Incident/accidents

Depth of Clearance Ammunitions:


1: 50 Cm from original ground Surface for 82mm
2: 100 Cm from the original ground surface for item between 82 and 120 mm
3: More than 100 Cm to several meters for heavy caliber including air dropped Bombs

Job Description:

1. The Technical Advisor will assist Senior Technical Advisor in all technical matters
related to the operational development. The Technical Advisor will assist the Senior
Technical Advisor in Afghanistan in planning and development of current operations.
2. Working with the Senior Technical Advisor to further develop NPA Quality
Management and monitoring systems in Afghanistan.
3. Assist in setting up a functional operations room with technical and operational
planning and reporting systems.
4. Assist in project technical evaluation and development.
5. Assist in production of operational documentation and information management.
6. Assist in assessments and planning of monitoring tasks.
7. Monitor the HMA and/or EOD operations of WRA grantees in Afghanistan to ensure
implementation in accordance with approved work plans, donor requirements, national
and international mine action standards, and the operator’s own SOPs. The scope of
works will include:
8. Monitor the implementation of HMA and/or EOD operations of all operators funded by
the US State Departments WRA Program
9. Conduct site visits to ongoing HMA and/or EOD Operations when the security situation
allows.
10. Report on findings in accordance with NPA’s information management and reporting
requirements
11. Assist in further development and amendments of technical documentation as needed.
12. Closely liaise with, assist and support Senior Technical Advisors and the rest of the
team.
13. Closely liaise with the operational management of WRA grantees in Afghanistan and
coordinate monitoring activities with the National Mine Action Centre.
14. Regular liaise with local communities in a professional and culturally sensitive manner
to ensure good relations with the local population.
15. Driving to locations designated for monitoring when required
16. Any other related task or duty as assigned by the Senior Technical Advisor and/or
Country Director.
