'Harong Paglaom' helps reintegrate
drug users to their communities

with the Diocese of Legaz-
pi’s community-based reha-
bilitation program for drug
surrenderers who are on
the watchlist under "Oplan
Tokhang" -- a nationwide
anti-illegal drugs law en-
forcement project.
“We just cannot leave them
after the 12-step therapy plan
or they might have a relapse,”
said Esperanza “Veron” Ari-
ado, focal person of “Harong
Paglaom,” a community-
based rehabilitation program
that was initiated by the dio-
cese in October last year to
respond to the big volume of
surrenderers in the wake of
Tokhang.
She said Harong Paglaom,
a project of the Social Action
Center under the diocese, lit-
erally means “home of hope”
that refers to the community
approach in providing thera-
peutic treatment to substance
users.
Ariado said that during the
launch of the project in No-

counts for about half of the

global income, and a quarter

RCEP is a reflection of
ASEAN's thoughtful and de-
liberate process towards eco-
nomic integration, according
to Sec. Lopez.
“It has now become imper-
ative for ASEAN to show its
political willingness to move
RCEP forward, which will
expand the current ASEAN
market of about 600 million
to an even greater market of
3.5 billion with ASEAN and
its six Dialogue Partners,” the
trade chief said.
Sec. Lopez also under-
scored that “it is important for
RCEP to be inclusive and for-
ward-looking – by integrating
MSMEs in the GVCs, as well
as secure improved market
access for goods and services
for businesses in the region.”
The PH economic inter-
ventions in the Summit are
anchored in Dutertenomics,
which sums up Pres. Duterte’s
socio-economic agenda that

On its second mobile meet-
ing for 2017, the Regional Ag-
riculture and Fishery Council
(RAFC) of Bicol went to the
province of Masbate and also
took the opportunity to inspect
various agricultural projects in
the rodeo capital of the Philip-
pines on April 17-19, 2017.
Amidst the hustle and bustle
of the Rodeo Masbateño festi-
val which is the biggest annual
event in the province, Masbate
governor Antonio Kho and his
wife Congresswoman Eliza
Kho of 2nd district, still took
time to meet with the RAFC
Bicol family during the latter’s
courtesy call at the capitol.
The RAFC also monitored
the DA on-going projects and
activities at the Masbate Cen-
ter for Livestock Develop-
ment, a 22.8 hectare livestock
facility of the DA in Asid,
Masbate City. Research Out-
reach Station (ROS) Super-
intendent Lorenzo L. Alvina
toured the group around the
production areas of the station
which focus on production of
superior breeds of small rumi-
nants. Meanwhile, at the Re-
gional Carabao Breeding Cen-
ter located in Mandaon, Nelly
Pasion, incharge of the carabao
breeding center showed the
newly constructed administra-
tion building and training hall
of the 187 hectares Carabao
Breeding Center.
The RAFC mobile meeting
was held at the 3,660 hectares

CAT located in Mandaon. The
RAFC Bicol, as a private led
monitoring body checked on

5 hectares are devoted to corn
production and 4 hectares to
rice production. They also
maintain 1,000 heads layers,

of the produce are given to the
students who tend to the crops
and livestock.
The group also visited
the state college’s feedmill.
President Malto said the state
college maintains the facil-
ity to save on poultry and hog
feeds as commercial feeds are
very expensive. The facility
is mainly composed of ham-
mer mill and mixer which can
produce 20 bags of feeds in an
hour and 150 bags in a day of
operation. The feeds consist
of combined corn, soya bean
cake, copra cake and oyster
shells. Their products include
starter mash, grower mash,
gestating mash and lactating
mash for hogs while grower
and layer mash for the poultry.
During the meeting, the
council expressed its unequiv-
ocal support to the state col-
lege and resolved to endorse
the DEBESMSCAT’s bid to be
a state university.
Meanwhile, RAFC 5 chair-
person Alfredo R. Rillo pre-
sented the highlights of the
RAFC chairpersons meeting
with Agriculture Secretary
Emmanuel F. Pinol held on
March 14, 2017 at the of-
fice of the Philippine Council
for Agriculture and Fisheries
(PCAF) in Quezon City. One
item is the increase in the PCIC
fund to provide free insurance
to at least 50% of the farm-
ers. Secretary Piñol informed
them that a bill on mandatory
insurance coverage for farm-
ers was already submitted to
the Congress. Another concern
reported to Sec. Piñol was the
request of the Barangay AFCs
to be involved in the identifi-
cation of farmer beneficiaries.
Sec. Piñol said that the DA
intends to institutionalize the
AFCs as DA’s partners in all
its undertakings, particularly
in validation at the field be-
cause based on a study by Dr.
Clarita Carlos of UP, it was
found out that the AFC is the
only body which exists at the
ground level.
During the mobile meeting,
the RAFC 5 likewise approved
several resolutions which are
very vital to the welfare of
the Bicolano farmers. These
include the resolution extend-
ing RAFC’s appreciation of
President Rodrigo Duterte’s
imposition of No Rice Impor-
tation policy during harvest
season promulgated this April
2017 as this policy has enabled
the Bicolano farmers to sell
their produce for a higher price

PHL Veterans Bank reaches out

to descendants of WWII heroes
DAVAO CITY -- The
Philippine Veterans Bank
(PVB), owned by Filipino
veterans of World War II,
urged the descendants of
war heroes to play an ac-
tive role in charting the di-
rection of the bank.
Miguel Angelo Villa-Re-
al, PVB vice president and
division head of the Corpo-
rate Consumer Relations Di-
vision, said they "still have
to account 30 percent of the
385,000 Filipino veterans in
the country."
"During the war they are
ordinary people like carpen-
ters, workers and farmers who
were asked to help fight the
Japanese," he said.
”We are trying to reach out
to families and descendants
of veterans because we want
them to play a more active
role in the ownership and di-
rection of the bank,” he added.
Meanwhile, Villa-Real
said they are working on a
marketing strategy to correct
impressions that PVB only
caters to veterans and retired
police and army personnel.
The name of the bank
could not be changed because
that's what was stated in Re-
public Act No. 3518, the law
that created the PVB.
PVB has 60 branches na-
tionwide with growing assets
at PHP50 billion and a capital
of PHP5 billion. It is headed
by former finance secretary
Roberto de Ocampo.
De Ocampo will
personally inaugurate the
newly refurbished Davao
branch on Friday. The PVB
bank will feature a museum
showcasing memorabilia
pieces of the WWII veterans.
It will also have a tribute wall
for veterans.
PVB targets to draw the in-
terest of the local community
in understanding history. The
bank is a good repository of
documents for research with
first-hand accounts from 1940

and Fishermen’s month cel-
ebration this May, a Farmer
Director has been designated
by agriculture Secretary Em-
manuel F. Piñol in every DA
regional field Office. The in-
cumbent chairperson of the
Regional Agriculture and
Fishery Council or RAFC
(RAFC) is automatically des-
ignated to assume the roles
and tasks of the DA Regional
Executive Director (RED) in
the implementation and dis-
semination of key programs
of the agency.
In the Bicol Region, Alfredo
R. Rillo , RAFC chairperson of-
ficially accepted and assumed
his new designation on May 2
after the flag raising ceremo-
nies where he was introduced
by RED Elena B. de los Santos
to the DA officials and person-
nel. Director de los Santos ex-
plained that the designation of
a farmer director is a token of
recognition and aims to further
strengthen the Department of
Agriculture’s partnership with
the Agricultural Fishery Coun-

activities which should not in
any way affect the government
accounting rules and
procedures as well as the civil
rules and regulations governing

LEGAZPI CITY – Only
about two of 10 heads of Bi-
colano households have bank
accounts because most do
not have enough money to
deposit, according to a sur-
vey conducted by the Bangko
Sentral ng Pilipinas (BSP).
Based on the 2014 Con-
sumer Finance Survey (CFS),
only 13.3 percent of house-
holds in the Bicol region have
savings accounts.
“This means that only a
small percentage of Bicolanos
and Filipinos in general has de-
posit or savings accounts. Only
14 percent or two in ten house-
holds nationwide have bank
accounts. A bigger number of
households in the NCR have
deposit accounts compared to
those outside NCR including
the Bicol region,” BSP Depart-
ment of Economic Statistics
deputy director Teresita B. De-
veza said.
Almost all of the respon-
dents in the region cited not
having enough money as the
reason for not having a bank
account.
Other respondents said the
bank or institution location is
too far while others revealed
they can’t manage an account.
A small percentage said they
don’t need a bank/cash ac-
count.
Deveza, together with
BSP Legazpi deputy director
Marlyn J. Paje, presented the
CFS results. The monetary
officials said the results of the
survey would serve as basis for
policy implications and recom-
mendations.
“The state of household fi-
nances has a very significant
role in the country’s economy
inasmuch as 70 percent of our
gross domestic product (GDP)
is accounted for by house fi-
nal consumption expenditure
(HFCE),” Paje said.
The CFS is the only survey
in the Philippines that provides
and generates comprehensive

explained that to lessen smell
emission, his men will work at
night instead of daytime when
most people are awake.
He said the barangays of Del
Rosario, Concepcion Grande,
and Concepcion Pequeña will
be most affected by the ob-
noxious smell because of the
‘Amihan’ winds obtaining this
summer. On the other hand,
barangay San Felipe and its
neighboring zones will be most
affected if the winds shift to
‘Habagat’.
As a counter measure,
SWMO will be applying mass
deodorizers to lessen, if not
neutralize, the emission of
foul odor emanating from the
dumpsite. The SWMO, it was
learned, applies approximately
2,000 liters of anti-odor spray
per day at the dumpsite..
Mayor Bongat said the con-
tractor will handle the construc-
tion of runoff canal, wastewater
treatment and landfill closure.
SWMO, the CEO, and City
Health Office, on the other
hand, will take care of mini-
mizing the stench and breadth
of foul odor from the dump-
site while it is being prepared
for eventual closure within a
6-month period, where the first
two or three weeks would be
most critical to the residents’
sense of smell.
The City Events Protocol,
and Public Information Office
(CEPPIO) headed by Allen L.
Reondanga will take care of
public advisories regarding the
dumpsite closure process and
activities until construction of
new dumpsite has begun and
been completed.

to put up a waste-to-energy
facility that is expected gener-
ate additional energy from the
wastes and garbage collected.

stressed the need to strengthen
financial inclusion efforts and
advocacies by both govern-
ment and private sector.
“We need to implement
structural changes to strength-
en financial inclusion. Govern-
ment owned bank for instance
can offer no-maintenance ac-
counts or they can open a bank
account for 4Ps beneficiaries
instead of cash accounts only.
That would mean more Fili-
pinos who can maximize their
financial assets,” she said.
Savings account, Deveza
noted, can be used not only for
savings but for earning oppor-
tunities as well.
“Savings can be opportu-
nities to earn more. We have
online business now that re-
