Back-to-school
A sign that the opening of classes
is near is the launch of the Brigada
Eskwela.
The launch is often marked with
a motorcade, vehicles festooned
with balloons and tarpaulins, and
even accompanied by bands. For
politicians, it provides photo and
publicity opportunities, to say to the
world, “yes, we support our schools
and students.”
The BE is also one good way of
involving the parents and in fact, telling
them that education should not be left
to the schools alone.
Yet, apart from preparing the
physical infrastructures of the school,
the parents should also be involved
in more institutional matters like for
instance, in ensuring the quality and
capabilities of teachers. This can be
done either through a mechanism in
the PTCA or even the School Board
which is sadly seen as just a rubber
stamp or the recipients of largesse
from the LGUs.
They should be involved in policy
making, for example, in unburdening
the teachers in their perennial lesson-
plan chores and drafting in its place,
a module that is appropriate for the
respective grades. This is because
the more burden the teachers have,
the lighter the quality of education the
children will most likely receive.
Teachers should be given more time
to update their learning, to read, to do
research, to participate in conferences
where they will not be mulct with
exorbitant registration fees; or even
in publishing their works, not unlike
the so-called simplistic publications
or written works required of them and
which get to be printed in local papers
like ours. We should raise the ante, if
this back-to-school activity will bear
better fruit for Philippine education in
the coming years.

ADB CHAIR: PHL Finance
Secretary Carlos G. Dominguez III was
elected as new chairman of the Board
of Governors of the Asian Development
Bank (ADB). He said that under his
watch, he would pursue “the changes
needed to be done” by the multilateral
lender as it enters a “year of many
challenges.” The Board of Governors
is the highest decision- making body
of the ADB as the institution’s Charter
vests all the powers of the institution in
this governing body.
In an earlier ADB seminar in Tokyo
organized by Japan, Dominguez
cited the successful efforts by Asia’s
economies over the past two decades
to improve corporate governance and to
develop regional mechanisms ensuring
financial stability and avoiding a repeat
of the economic crisis that affected Asia
in 1997. With all regional economies
working together in the aftermath of said
crisis, the likelihood of a future similar
financial meltdown is now reduced.
BSP GOVERNOR: President

as new governor of the Bangko Sentral
ng Pilipinas (BSP), replacing Amando
Tetangco who will be retiring on July 3.

injustice is served to those in jail who
are not tried in court. Pity them. They
are languishing in jail.
Our justice system is very slow
because of this. When I asked insiders
in court why this is happening, I was
informed that vacancies are not filled
up to have savings. I asked where does
the savings go? To other things needed
in court and by personnel.
I asked again how many cases can
a judge try in a day? He told me it is
not the same. It depends on the kind of
cases but two cases in the morning and
two cases in the afternoon maybe safe
to calculate.
I was informed that this situation has
been happening not only now but also
in previous administration. Let this be
a feedback to the officials concerned.
