Introduction

All procurement, supplier contracting, and related activities undertaken by the IRC must
follow the guidance and procedures in this document. The primary goal of all IRC
procurement and supplier contracting activities is to provide materials and services quickly
and effectively.

The IRC uses a system of decentralized purchasing and supplier contracting authority under
which Country Programs are responsible for managing their in-country resources. Global
Supply Chain (GSC) provides support and guidance for all global procurement and supplier
contracting activities.

The following document is designed to ensure that:

 The IRC conducts its procurement activities within the frame of sound business
practices.
 The appropriate materials or services are procured.
 The correct quality is procured at a good price.
 The procurement is permitted under IRC and donor terms.
 Each procurement process is fully and clearly documented.
