1 Introduction

Dear Friends,

Since the beginning of 2011, 3x3 Basketball has cruised at quite a fast pace within the FIBA
family and also beyond, as FIBA 3x3 welcomes a new range of stakeholders, including
promoters, agencies and brands.

Such organizations are the main drivers of the 3x3 game as they carry a great expertise in
running events all around the globe, on which our institutions must leverage to ensure the
expected success of FIBA 3x3 and the fast expansion of its community of players and
organizers.

With FIBA embracing 3x3, National Federations obviously have a key role in the growth of the
format and in the quest to reach the Olympics.

This updated edition of the 3x3 Manual for National Federations aims at dissecting 3x3,
providing them with a detailed overview of the different pillars both on court and online.

In addition this manual provides early advice for National Federations to domesticate 3x3 at a
national level, benchmarking best practices and future plans drawn by affiliates. All documents
referred are available for download. We kindly ask you to constantly refer to the FIBA.com/3x3
hub to get the latest updates on FIBA 3x3.

FIBA is continuously investing to improve the pioneer “3x3planet.com” digital platform and the
“EventMaker” competition management software. In any case, our 3x3 team is at your entire

2 3x3 Basics
The following pages will help National Federations understand the rationale for the FIBA family
to embrace 3x3 as well as the strategy developed by FIBA, to further promote the discipline
worldwide.

2.1 3x3’s Mission


3x3, a means to attract more players to the game. As expressed within the 3x3 logo design -
inspired by the infinity symbol - the format has an unlimited potential to grow the game of
basketball.

3x3, a tool to promote the game to a wider audience. Courts can be laid outside of traditional
basketball venues, in city centers and iconic locations with massive exposure.

3x3, a way to integrate into the FIBA family the existing casual activity, led by operators and
adopted by numerous, until now, “orphan players”.

3x3, a new range of properties for FIBA and its affiliated members:
A new competition network
New pinnacle events like the FIBA 3x3 World Tour and FIBA 3x3 (U18) World
Championships
An innovative community
An individual ranking

2.2 Regulatory principals approved by Central Board
FIBA’s Central Board issues and updates the regulatory principals for 3x3 from time-to-time.
National Federations are advised to check the info hub fiba.com/3x3 regularly for the latest
version. The main principles are:

• Governance
o FIBA regulates all 3x3 Official Competitions and provides the other FIBA-
endorsed events with a framework via the 3x3 Competition Network
o FIBA establishes the official 3x3 Rules of the Game and the qualification criteria
of the 3x3 Official Competitions
o All 3x3 competitions and activities are subject, mutatis mutandis, to the
provisions contained in the FIBA Statutes, Internal Regulations and the specific
rules and decisions taken by FIBA for 3x3; breaches may lead to sanctions

• Endorsement
o The FIBA-endorsed events are the backbone of the 3x3 Competition Network
o Any event of any entity can become FIBA-endorsed; the faculty to endorse or not
to endorse an event is a FIBA’s exclusive prerogative
o Any organizer complying with the FIBA-endorsement terms is welcome
o Use EventMaker, use 3x3 official rules, hold FIBA harmless, give FIBA the right
to use event data and images/footage, comply with FIBA’s Code of Ethics
o Endorsement can be challenged for important reasons by a national federation,
but FIBA’s final decision prevails
o FIBA, FIBA Zones, National federations shall not recognize or support 3x3
events which are not FIBA-endorsed
o Impairment of the organization of any FIBA-endorsed event and/or of the
development of the 3x3 Competition Network may lead to sanctions, including
e.g. suspension from any 3x3 competitions and/or activities

• Competitions
o Open World Championships are biannual (in even years), while U18 World
Championships are annual
o Olympic Tournaments are considered as if World Championships
o World Championships are always simultaneous for same number of men and
women teams
o Zone/Subzone Championships have to be simultaneous for men and women
o Round robin phase followed by single elimination; pools not bigger than six
o Schedule to have a minimum of 2 and maximum of 4 games a day/team
o 3x3 Official Competitions have to comply with the FIBA-endorsement terms
o 3x3 Official Competitions shall be played only in venues furnished with
equipment from FIBA’s 3x3 official suppliers, or, in its default, with equipment
approved by FIBA Equipment & Venue Centre

• World Championships Registration
o Once registration period opens, qualified national federations have 30 days to
register to the competition
o In the event that a qualified national federation does not register its team within
the 30 days period, FIBA/FIBA Zone will substitute that national team with
another national team at its discretion
o If, after having sent its final registration form, a team cancels its participation or
should fail to appear at the opening of the given competition, the corresponding
national federation member will be sanctioned with a monetary fine of CHF
10’000; additionally, a ban from any 3x3 Official Competition for a period of time
not exceeding one Olympic cycle may be imposed

• Draw / Seeding in 3x3 Official Competitions


o To reinforce the value of the 3x3 Federation Ranking, there is no drawing
procedure
o It is replaced by an automated seeding into pools according to the rank of the
national federation member in the 3x3 Federation Ranking

• Players Eligibility
o Only players registered in 3x3planet.com and that have played in a minimum of 2
FIBA-endorsed events in the last 12 months prior to the submission of the list of
players for the event are eligible to play
o The final list of 4 players of the teams participating in 3x3 Official Competitions
have to be filled electronically via 3x3planet.com’s back-end by the
corresponding national federation member within the given deadlines for each
competition.
o National team selection is a national federation prerogative and has to follow any
of these two models:
Team is selected via a national trial, whereas the winner becomes the
national team
Select the players, albeit minimum two players have to be within the top
10 ranked nationals in the corresponding category on the date of the
submission of the final list of players
In both models, up two players can be substituted

2.3 3x3’s Click & Brick strategy


Pursuant the aforementioned goals, FIBA has developed a “click and brick” strategy that fits
the way 3x3 events are organized around the world, as well as the current social trends (urban,
online, individual). Both the click and the brick parts are summarized over the two next pages.
However, in order to get a complete understanding of the click part, National Federations should
refer to the “3x3planet.com” platform and inquire about a training webinar at 3x3@fiba.com.

For a detailed overview of the brick part, National Federations should refer to the “3x3
Competition Network” document on fiba.com/3x3/downloads.

The brick is the part composed of all “on-court” activity. While FIBA limits its direct involvement
to the FIBA 3x3 World Tour and the FIBA 3x3 World Champs (both for U18 and Open/Senior),
FIBA 3x3 is an open programme that welcomes any and all 3x3 activities. As a result, all games
from a single pick-up to the final of the 3x3 World Champs are important and have their place
within FIBA 3x3. It is key for the success of 3x3 that the 3x3 Competition Network extends as
wide as possible. Therefore, National Federation should not only organize 3x3 events
themselves but also encourage and support private initiatives.

The click is the online part of FIBA 3x3. It is composed of the digital platform “3x3planet.com”,
which hosts the 3x3 players’ community and features the “3x3 Individual World Ranking”. It
offers players a beyond-the-court experience. Therefore it is the repository of all reported
games, ranging from pick-up games to 3x3 World Champs finals. “3x3planet.com” is a data
reliant platform. In order to facilitate the capture and report of the required data to feed
“3x3planet.com”, FIBA has developed the “3x3 EventMaker” software, which allows managing
the administration of 3x3 competitions. The “3x3 EventMaker” is the key link between the 3x3
events around the world and the “3x3planet.com”. It provides the platform with pre- and post-
event information, including results that are essential and mandatory for the calculation and
update of the “3x3 Individual World ranking”.

The chart below explains the different applications of the click part as well as their interactions
and synergies:

“Click and Brick”, a two-prong approach strategy that must work in sync:

3x3planet.com is THE place where all 3x3 events are registered, allowing for players to register
for events. Using the geo location technology 3x3planet.com allows players to have an overview
of all 3x3 events taking place in their area. The more event information is uploaded, the wider is
the offer for players and new potential subscribers.

Event data is key for ranking calculation, ranking development and monitoring. As mentioned in
its dedicated chapter, Tours in the same city (or adjacent cities) and the related creation of
clusters, is the path to follow as they allow for players to compete regularly.

2.4 3x3 Tours – the key to success

A 3x3 Tour is a series of minimum three endorsed events taking place in the same or adjacent
cities, including a final. Any team and player can participate as long as they are eligible in the
categories set by the organizer; no restrictions are allowed. The number of teams participating
in each tournament of the 3x3 Tour should be at least 50 (in all categories).

3x3 Tours which tournaments take place in the same or adjacent cities are the key for FIBA
3x3’s success, both click’s and brick’s part, for the below reasons. National Federations
should therefore stress the development of Tours within a city or a region allowing
players to participate in all stops.

• Player participation increase and creation of clusters


3x3 Tours with tournaments taking place in the same area allow for player to play and
play more. It in turns contributes to the creation of clusters, on which FIBA 3x3 is built.

• Development of the 3x3 Individual World Ranking and the 3x3 Federation Ranking
In relation to the above point, a frequent participation of players and the creation of
clusters obviously favor the development and monitoring of the 3x3 Individual Player
World Ranking. This, as outlined in Chapter 6, will help drive the 3x3 Federation
Ranking as well, which is purely based on 3x3Planet ranking points and which is
the entry door for any National Team competitions.

• Better identification of 3x3 talents


3x3 Tours allow for a better selection of players/teams (both for the World Tour and for
National Team competitions). A team that wins a stage to qualify for the Tour's final, and
ends up winning it, is most likely a competitive team. Ultimately, FIBA encourages
National Federations to identify new talent and select their best players and teams
through 3x3 Tours and the 3x3 Individual World Ranking.

• Reinforces the tournaments’ legacy and attractiveness


Tournaments taking place in the same place at the same period each year is the best
way to grow the event with positive effects towards participation, sponsorships, city
amenities and place within 3x3 community.

3 National Federations role in 3x3
FIBA’s experience during the early development stages of FIBA 3x3 enabled to identify number
of different models for National Federations to domesticate 3x3. Depending on each National
Federation’s 3x3 background, the country’s size and the involvement of promoters, several
trends have been highlighted. In all cases it is key for FIBA 3x3’s success that the program
remains an open platform to any potential organizer. The diversity and multiplication of 3x3
events at national level is the only way to stronger mass participation at grassroots level as well
as to bring 3x3 to the world stage through pinnacle events.

3.1 Private initiative stimulated by the federation (e.g. USA)


The United States have a well-developed 3x3 landscape, composed of several multi-stop tours
and important stand-alone events. USA Basketball, which is one of the first to have recruited a
3x3 Program Director, is collaborating closely with the operators and building a national trial,
wheras most FIBA-endorsed events act as feeder. USAB’s National Team officials uses the trial
as a platform to train and select national team players foreseen to represent the country at the
3x3 World Champs (both U18 and Open). The National Federation works with the country’s
larger 3x3 operators such as Hoop-it-up (“HIU”) to include USAB messaging in their advertising
and marketing plans. Lastly, to further expand 3x3, USAB works with universities in view of
creating a wide network of intramural tournaments.

3.2 The mixed model (e.g. Brazil)


The Brazilian National Basketball Federation is one of the pioneers in embracing FIBA 3x3.
Following an initiative from the National Federation, the “Basquete 3x3 Tour Nacional” has been
implemented since 2012 in line with FIBA 3x3’s roadmap contributing several Qualifier slots for
the FIBA 3x3 World Tour.

In parallel a private initiative called “Associação Nacional de Basquete 3x3” takes place in
parallel and is adding several FIBA endorsed 3x3 events to the Brazilian event map. This results
in growing the Brazilian 3x3 activity, which is critical to FIBA 3x3’s success at national level.

3.3 The private promoter working independently from the Federation
The private promoter CTTBA (OEC SPORTS MARKETING & MANAGEMENT) conducts a
yearly tour all over the country. In this model the NF piggy-backs on the activity of this very
experienced sports marketing promoter insofar the national roster is comprised by players
competing at CTTBA events.

3.4 The subcontracting model (e.g. Switzerland)


Following FIBA’s decision to embrace 3x3, the National Federation of Switzerland
(Swissbasketball) subcontracted an agency to run 3x3 domestically on its behalf. Leveraging on
existing tournaments, the agency has developed a Tour and organizes a final itself.
Swissbasketball involves the agency in its national team program, in view of the country’s
participation in the FIBA 3x3 World Champs.

3.5 National Tour organized by National Federation (e.g. France)


The French Basketball Federation (FFBB) acts as a promoter in France as it covers most of the
territory’s activity with regional tours in collaboration with regional associations. FFBB has an
extended network of organizers that it has built over the years through its “Basket en Liberté”
program (program which aims at embracing all basketball related activity outside of its
traditional structures – including 3x3).

While FIBA does not recommend one model in particular, it stresses on the importance of
collaborating and working in line with promoters as it is key for FIBA 3x3 to develop
successfully.

3x3 is a promoter driven discipline in sharp contrast to basketball that is a club-driven


one.

4 FIBA’s recommendations to National Federations
FIBA’s strength stands in its worldwide reach, which should definitely be leveraged. Key actions
and resources are required for National Federations to integrate FIBA 3x3 to their usual
business and to benefit from 3x3’s added value, as highlighted in chapter 3.1. Below is an
overview of FIBA’s early recommendations to National Federations to ensure a successful
domestic roll-out of FIBA 3x3.

4.1 Appoint one 3x3 dedicated staff member


FIBA 3x3 adds a major project to the considerable task list of a National Federation. Opening
new business opportunities, this programme requires the appointment of one fully dedicated
staff member. The job description of this position would include but is not limited to the
following:

Working with FIBA 3x3 team on global 3x3 initiative, including endorsement of events
and selection advice on 3x3 World Tour qualifier
Collaborating with domestic promoters
Undertaking trainings of 3x3 EventMaker and 3x3planet.com
Developing and coordinating 3x3 National Trials.
Coordinating the 3x3 qualification system for FIBA 3x3 National Team competitions
Assisting with development, selection and support of 3x3 national teams
Coordinating 3x3 program needs and duties with other internal departments
Preparing annual budgets for 3x3 programs
Serving as liaison to applicable 3x3 committees
Working with business partners to fulfill 3x3 marketing activation

A work experience in sports-related field; strong event, business and budgeting background with
great organizational, administrative and communications skills would be the profile that suits
such a position best.

Several National Federations have hired a 3x3 staff, which clearly facilitates the operational
work and the domestic roll-out of FIBA 3x3.

4.2 Gather all the information on existing 3x3 activity within the National
Federation’s territory
It is essential that National Federations are aware of all 3x3 activity happening within their
territory, in view of endorsing all events and further expanding the 3x3 Competition Network. For
the success of the discipline and the 3x3 Individual World Ranking in particular, players must
play in minimum two (2) endorsed events.

National Federations have a key role in ensuring that all 3x3 related activity is uploaded to
3x3planet.com in order to widen the offer to the domestic players’ community.

4.3 Establish relationships with promoters/operators
Collaborating with and facilitate the development of private initiatives is essential for the success
of FIBA 3x3 as it helps expand the offer for players to register to tournaments, critical for FIBA
3x3’s success as mentioned above.

4.4 Coordinate the National Federation calendar


The FIBA competition network is following a stable calendar when it comes to the period and
frequency of the FIBA 3x3 World Tour and the FIBA 3x3 Championships. In this regards also
the timelines to host these elite events or signing up national Teams for them, is following a
constant timetable.

Therefore the NF should make themselves aware of these dates and deadlines and align their
own events accordingly, and even more educate the national partners and promoters to do
alike.

4.5 Stimulate the organization of 3x3 Tours and creation of clusters


3x3 Tours are the best format to ensure FIBA 3x3’s success as they give the chance for players
to play in several events and progress to a final. The tour’s different stops should ideally take
place in the same city or adjacent locations allowing for players to play in several stops and
accumulate more points. The multiplication of games is essential for the development of the 3x3
Individual Player Ranking. “SportArena” (ROU) or “Tanavakorvpall” (EST) are great benchmarks
as their tournaments take place in Bucharest only or in neighboring Estonian cities, respectively.
These 3x3 Tours see around 75% of their players attending all of their tournaments.

4.6 Organise 3x3 National Trials


The same for NF with very big territories and very active 3x3 communities, where several
different Tours (potentially even managed by different organizers) might be merged into one big
National Trial event.

So, basically two options are recommended:

1. NFs can either organize a stand-alone tournament inviting winners from different 3x3
Tours and tournaments,
2. Or can build a championship with several regional stops and a national final (Tour
character).

4.7 Implement school, university and city community 3x3 programmes


Due to its accessibility and simplified format, 3x3 suits school, university and community sport
programmes perfectly. National Federations are encouraged to present 3x3 to these institutions.
The use of the 3x3planet.com platform and the 3x3 EventMaker software makes it easier for
school sports heads to plan tournaments or inter-scholar tours. It is the role of National
Federations to promote FIBA 3x3 and its tools, among the above organizations.

FIBA encourages National Federations to integrate events from such institutions to their
domestic programmes as they are entirely part of the 3x3 Competition Network.

At international scale, FISU (the International Federation of University Sports) and ISF
(International School Sport Federation) partnered with FIBA and will have regular basketball
international competitions played following the 3x3 format.

4.8 Extensively promote www.3x3planet.com and EventMaker


As explained in the chapter dedicated to the click part of FIBA 3x3’s strategy, these tools are
key components of FIBA 3x3. The aim is that all 3x3 players in a country are registered with the
3x3planet.com platform and that all organizers use the 3x3 EventMaker software.

National Federations can receive a detailed training in order to become experts in the use of
both the platform and the software. The appointed 3x3 dedicated staff would typically be the
person to receive training. In turn he would be responsible to further demonstrate and
implement the tools among domestic organizers and tournaments. FIBA is willing to “train the
trainers” but National Federations need to spread the word and promote the use of EventMaker;
therefor NFs are encouraged to include links and banners to 3x3planet.com on their websites.
As of this year all NF will have exclusive access to a dedicated backend part of the 3x3Planet
platform, which allows not only holistic overview of all activity in one’s respective territory, but
also allows all kind of players and federations ranking calculations and tops in an automated
player registration process for National Team rosters.

4.9 Embrace National Team competitions


The 3x3 responsible should not only act as promoter to widen the community of 3x3 players and
organizers, but should obviously also develop the National Team component of 3x3. Ideally the
duties should include (details in Chapter 6):

• Submitting WC and U18 WC Host Biddings if financially appropriate


• Develop National Team specific trainings in preparation of WC and U18 WC
• Study WC and U18 WC Qualification criteria
• Carefully track the NF ranking and the eligibility criteria to ensure participation

4.10 Connect with FIBA 3x3 team


The FIBA 3x3 team is at National Federations’ entire disposal:

• Answer general inquiries about FIBA 3x3


• Remotely assist in the use of 3x3planet.com and the 3x3 EventMaker
• Consult on 3x3 development plans and conduct workshops

5 National Team Competition
5.1 Bidding Procedures for WC
Hosting a FIBA WC gives great exposure to a National Federation, it has to be noted, that
running a 3x3 WC is by far less expensive than regular 5:5 events and therefore can also be
targeted by smaller NF’s. A draft version of a typical Host Agreement mentioning all major terms
and conditions can be found in the hub on fiba.com/3x3/downloads.

5.2 Terms and eligibility


FIBA 3x3 World Champs are being held every second year preferably in June.
FIBA 3x3 U18 World Champs are held every year in June as well, only replaced by YOG every
4th year.

In order to be eligible for registration of a National Team to Champs, NF need to have at least 3
events (ideally combined as a Tour) in its territory in the last 12 month prior cutoff date. Cutoff
date is same as final publication of 3x3 Federation ranking: 1st of November (for World Champs
in the following year)

5.3 Qualification via FIBA 3x3 Federation Ranking
The 3x3 Federation Ranking is the main criteria used to identify the teams qualified to the
national-team based 3x3 Official Competitions. Teams qualified are:

1. Host Country is awarded a place;


2. Previous tournament edition: The Winner of the previous (U18)-WC/OG qualifies
directly to the next edition; in case this team is the host country, then the second
ranked team qualifies;
3. Position in FIBA 3x3 Federation ranking.

The 3x3 Federation Ranking is based on the 3x3 Individual World Ranking.

The 3x3 Individual World Ranking takes into account the number of points collected by players
in the last 12 months. National Federations are ranked according to the aggregate points tallied
by their Top 100 ranked nationals, with a confirmed 3x3planet account, in the 3x3 Individual
World Ranking in each category (men, women, U18 men, U18 women). Players cumulate
individual ranking points based on their performance in FIBA-endorsed events and the level of
said event in the 3x3 Competition Network’s hierarchy.

The 3x3 Federation Ranking not only rewards the elite performances of the players but also the
3x3 activity in the territory of each National Federation; the standing in the 3x3 Federation
Ranking is driven by the number of players and their playing frequency (the more events are
organised the more the Top 100 players will accumulate points).

In order to be eligible to participate in the 3x3 Official Competitions, National Federations are
required to have at least three FIBA-endorsed events in their territory in the previous 12 months
up to the cut-off date (1 November of previous year for World Championships, 1 June 2014 for
the exceptional case of the Nanjing Youth Olympics).

Within the eligible countries, the host country and the titleholder directly qualify, whilst the other
participants earn their ticket through their position in the 3x3 Federation Ranking, subject to
three restrictions:

(i) A minimum of 36 countries* must participate (men and women combined).


(ii) A maximum of 12 teams* can come from the same FIBA Zone in each gender.
(iii) A minimum of one team per FIBA Zone in each gender.
* Example for competitions with 24 men teams and 24 women teams

A national federation can improve its position in the 3x3 Federation Ranking in a category by

relevant category and ensure that the highest ranked nationals have a fully confirmed 3x3planet
account.

Both can be achieved by having its nationals playing in more events; participation in tours and
high-level events are mostly recommended. High-level events are FIBA 3x3 World Tour events
& their feeders or national-team competitions such as world, zone and subzone championships.

The 3x3 Federation Ranking is published on a monthly basis on www.fiba.com. National


Federations can check the most updated ranking at their convenience with their exclusive
access to the FIBA 3x3’s online platform.

5.4 Roster selection for National Team Competition


National team selection to participate in a given 3x3 Official Competition is a national federation
prerogative and has to follow any of these two Central Board-established models:

1. National Trial
A national federation can organize a national championship open only to its nationals in
the same calendar year of the given 3x3 Official Competition. National trial status has to
be approved by FIBA. The team winning the national trial becomes the national team,
although up to 2 players can be replaced by other eligible players.

2. Select 4 players from within the eligible nationals


Subject to minimum 2 players have to be within the top 10 ranked nationals in the
corresponding category on the date of submission of the list of players.

Eligible players are those that have participated in a minimum of 2 FIBA-endorsed events in the
last 12 months prior to the submission of the list of players and complied with two additional
conditions: (1) to have a valid passport issued by the represented country and (2) to have not
played for another national federation in any FIBA Official Competition and/or 3x3 Official
Competition. The second condition can be overruled if an official request issued by the to-be-
represented national federation, accompanied by a consent letter of the national federation of
origin, is accepted by FIBA.

The list of players will be comprised by four players complying with the aforementioned
regulations. The list of players that will be participating in the 3x3 Official Competition has to be
filled electronically via 3x3planet.com’s back-end by the corresponding national federation
member between 2 months and 1 month before competition start.

Once the list of players list is submitted, national federations can change up two players, subject
to complying with the rules of the chosen model, until one week before competition start.

5.5 Player registration for National Team Competition
The registration of players after a confirmed participation is a highly automated process run
through the backend access to 3x3Planet, which every NF is receiving. The process starts one
(1) year prior the relevant WC and can be drawn like this:

• To reinforce the value of the 3x3 Federation Ranking, there is no drawing procedure
• It is replaced by an automated seeding into pools according to the rank of the national
federation member in the 3x3 Federation Ranking at cut-off date; the order is as shown
in the table below and ensures balanced pools

6 Branding guidelines
FIBA 3x3 is a stand-alone discipline with its own identity and branding. National Federations are
entitled to use the “FIBA 3x3” logo for their general communication about the program such as
on their 3x3 dedicated webpage. All 3x3 certified organizers (National Federations included) use
the “FIBA 3x3 Endorsed Event” stamp, when promoting an event. However, National
Federations have a key role in ensuring a proper application of the different logos in order to
protect the 3x3 brand.

FIBA has developed a specific branding manual for 3x3 which can be found on the hub on
fiba.com/3x3/downloads. Please note that for all WC and U18 WC as well as for all Zone
Champs FIBA is in charge of developing the brand marks as outlined in the manual. The
FIBA Endorsed Event stamp is automatically dispatched once an organizer creates and
publishes tournaments using the EventMaker on 3x3Planet.com.
