Terms of Reference (ToRs) for Individual Consultant

Under Project “Poverty Graduation Pilot for Afghan Refugee and Host Families in
District Swabi”

Introduction

Centre of Excellence for Rural Development (CERD) is a non-profit Organization registered with Securities and
Exchange Commission of Pakistan (SECP) under section 42 of the companies' ordinance 1984. CERD is also
Pakistan Centre of Philanthropy (PCP) certified CSO.

CERD has successfully managed to deliver services in the sectors of Human Rights and Protection, Rule of Law
and Governance, Health & Nutrition, Education, WASH, Livelihood and Food Security. Currently CERD is
managing Regional offices with qualified and experienced staff across Khyber Pakhtunkhwa (KP) and FATA.
The entire project interventions are implemented in close coordination with the government of Khyber
Pakhtunkhwa (KP) at provincial and district level.

CERD has extensive experience of working in 17 districts of Khyber Pakhtunkhwa including Hangu, Bannu,
Lower Dir, Upper Dir, Swat, Shangla, Buner, Malakand, Swabi, Mardan, Charsadda, Nowshera, Peshawar,
Kohat, D.I Khan, Karak, Laki Marwat and all agencies of FATA namely Khyber, Mohmand, Kurram, North &
South Waziristan, Orakzai and Bajaur agencies as well as Frontier Regions (FRs) i.e. FR Peshawar, FR Kohat and
FR Bannu.
Description:
CERD is implementing an 18 months project titled as “Poverty Graduation Pilot for Afgan Refugee and Host
Families in District Swabi”. This project is financed by UNHCR supported by PPAF and implemented by CERD
in District Swabi. Beneficiaries of the project include 70% Afghan Refugees and 30% Host Community families
The goal of the programme is poverty reduction through creation of sustainable social and economic
development conditions, including increase in income and production capacity. The project components are
Social Mobilization or Institutional Development (ID) and Livelihood enhancement.
One of the project components is to provide a training to Community Resource Persons (CRPs).

Contents of the Training:

The proposed five days training must include the following major topics/contents but must not be limited to
these. The sub-topics/contents must be given in the detailed training schedule and sessions plans as required
while applying for the assignment.
Main contents of training must be:

 Social Mobilization (what, why and how)
 Development “Taraqi” (What, why and how)
 Community Organization (CO) “Tanzeem Sazi” (what, why and how)
 Structure of COs
 Office bearers in CO and their duties
 Record Keeping (general and Financial)
 Meetings of CO
 Passing Resolutions
 Leader and styles of leadership
 Communication and types of communications
 Conflict, types of conflict and conflict resolution
 Concept of Participatory Wealth Ranking (PWR), Conducting PWR
 Facilitation in area development /village development plans
 Importance of Inclusion in Community institutions i.e. Gender, Youth, Disable, Minorities
 In the last the practical demonstrations should be part of the training activities either.

Scope of Work:

The scope of work includes;

 Development of training manual/module in Urdu language.


 Pre & Post training evaluation of the trainees.
 Imparting training session as per agreed schedule.
 Submission of Training completion report in hard and soft forms.

Eligibility of a Consultant;

 Must have Master Degree in Social Sciences.


 Must have 08 years of experience in conducting trainings.
 Must have 4 years of specific experience in imparting trainings in mentioned theme (Social Mobilization).
 Excellent presentation and communication skills
 Excellent report writing skills in English and Urdu and able to conduct and analyze pre and post training
evaluation.
 Fluency in Pashto speaking will be preferred.

Contract Duration:
The training would be required to be completed within the stipulated time frame/schedule agreed by both the
parties. Expected dates of training will be communicated later by CERD to the selected candidates.
Deliverables:

 Development of Training Manual/Module.


 Pre-Training & Post training evaluation reports.
 Provision of Handouts/Training contents for participants.
 Day-wise schedule of trainings with contents and methodology.
 Conducting training sessions.
 Submission of Training completion report with good quality pictures both in hard and soft form.

Budget and Payment Schedule:
All the above mentioned trainings are planned at district/field level. The selected consultant have to arrange
their travelling, lodging and boarding at their own.

 50% agreed amount will be paid after completion of training events in the field.
 50% agreed amount will be paid after successful submission of Training completion report.

How to apply?

Interested candidates are requested to apply through the following procedure;

1. Concept note (Not more than 1 page)


2. Financial Proposal duly signed.
3. Day-wise training schedule with sessions plans with key training contents and methodology.
4. Updated Profile/CV of the trainer/co-trainer.

Note: Separate sessions for male and female must be considered in the proposal where applicable and for
trainings where participants are women, female trainer must apply. The CRPs may be illiterate or matriculate
especially when it comes to female CRPs.

Selection Method for consultant:

Selection of consultant will be finalized after scrutiny on the basis of following criteria;

1. Educational Qualification
2. Total Working Experience
3. Experience in conducting training sessions
4. Experience in relevant subject
5. Report Writing and Presentation Skills

The shortlisted candidates will be called for interviews for final selection.
