It is with great pleasure and enthusiasm that we submit to you our response for the
Request For Qualifications for architectural design services for the Duane L. Jones
Recital Hall. This response provides all the required information outlined on the afore-
mentioned document. Zambrano Architectural Design, LLC (ZAD) offers a full range
of services from planning and programming to architectural and interior design. Our
solutions respond to a design process tailored for each project need and are inspired
by their context. As a New York State an New York City MBE practice, our studio re-
flects the diversity found in Long Island.

Designing and renovating a contemporary performance space such as the Duane


L. Jones Recital Hall requires an understanding of the programmatic needs of the
institution. But it should also aim to bestow quality design and beauty to an aging
Hall, and reveal its 21st Century image. It should acknowledge the daily needs of stu-
dents and faculty, visitors and guests as well as performers and productions. A Public
Space becomes a beacon of student, family and community life, as well as social
and political discussion. The venue should transform itself to a premier public space
dedicated to academic life, student performances and productions. By transform-
ing its current use to a flexible hall, the Jones Recital Hall will increase student activity
and spirits, cultural awareness and a venue where connections with immediate com-
munities will be possible.

Our body of work includes pro bono projects for the oublic realm. On our desks, de-
signs for a new public space for the Downtown Jamaica neighborhood (Jamaica El-
Space) and Design Concepts for the Enviromental Graphics and Temporary Venue
installations ade designed side by side with projects for projects in NYC. What theyt
share in common is the need for public gathering and public space design that is in-
fused in each one of them. We hope to bring our enthusiasm for public space desigin
for the SUNY College at Old Westbury campus.

We look forward to the RFQ evaluation process and enthusiastically anticipate to be


one of the design studios considered for the selected shortlist for Design Services to
the SUNY College at Old Westbury .

Zambrano Architectural Design (ZAD) is an
Architecture and Interior Design, Master Planning
and Facility Programming design studio. The
firm was established by Willy Zambrano, in 2005,
as Limited Liability Corporation.

Currently, the studio is lead by its two principals:


founding principal Willy Zambrano and Design
Principal Daniel Barrenechea. Each partner has
over 25 years of professional experience leading
a variety of projects. Throughout their careers
both partners have demonstrated a strong
commitment to participating in all aspects of
the projects. ZAD is a young and emerging firm;
true believers that each project is the result of
a process of collaboration. With a staff of 10
designers and administrative staff, the studio
embarks on a diverse body of work, aiming at
creating unique solutions to selected clients.

This process is launched from early meeting


with clients, consultants and contractors
throughout the entire design and architectural
documentation process and continuing into
the construction phase. This collaborative
effort ensures that the completed work is not
only true to the established design intent, but
meets the client’s needs and aspirations. Our
practice is driven to make our work memorable
and engaging to its users, legible to those who
experience it, and responsive to the needs of
our clients and their communities. No project is
a replica of previous efforts and each design is
a unique contemporary solution to a specific
challenge; timeless and devoid of design trends
while environmentally friendly and energy
efficient.

ZAD has been providing complete architectural


and interior design services for an excess of 1
million square feet of projects in the New York
Metropolitan area. Many of these projects have
been recipients of design awards, recognitions
from peers, regional, civic and trade
organizations. These accolades demonstrate
the firm’s ability to successfully achieve project
goals and exceed client’s expectations.

ZAD is a full service architectural studio, that


has successfully directed, managed and
completed projects for its growing clientele,
including many non-for profit institutions and
similar civic clients. These following services
constitute the more traditional core services
selected by our clients: Schematic Design,
Design Development, Construction Documents
and Construction Administration. But we do
not limit our involvement to standard services
alone; we anticipate assisting the SUNY College
at Old Westbury with innovative problem solving
alternatives to their many needs.

Barrenechea will bring Performance Arts venue
design expertise honed at the most prestigious
Theater Design firms in NYC. With an extensive
and varied list of theater project types, they will
provide their experience in theater design to
the benefit of the Duane L. Jones Recital Hall.
Using the Hall's preliminary study, the ZAD team
will pursue a design that will enhance all pre-
determined features and components, while
taking all available opportunities to embellish
the room interiors to create a hall renovation
worthy of the SUNY school system

A recent example of client oriented service is


our design for Ateret Torah High School. On this
project, ZAD lead the design process required
for their expansion needs and navigating all
local NYC agencies having jurisdiction with
the project. The design has been granted full
approval by the NYC Board of Standards and
Appeals. As a non for profit institution, Ateret
Torah has limited resources to use, hence a very
detailed designed strategy and project goals
were instrumental in achieving their needs. We
even manage to include a flexible public &

MOTION PICTURE ARTS AND SCIENCES

Theater designed to become permanent venue for


the Academy Awards ceremonies. Renamed the
Dolby Theater, the venue has remained one of the
most active facilities in Los Angeles for a variety of
live media events, TV shows and performances.

Adaptive reuse of the Peter Jay Sharp Building,


converted into a multiple visual arts venue, which
includes the Rose Cinemas and the BAM Cafe, as
themodern interventions insid the historic Carey
Playhouse. Four screening rooms, lobby area and
a peprformance venue cafe are the components of

As Principal and Founder of ZAD, Willy is that special breed


of architect, firmly committed to creative problem solving
through planning, and expert NYC Building Code interpretation
and Zoning Resolution analysis. In bridging planning
disciplines and design disciplines, his focus is on enhancing
and maximizing project opportunities, while respecting and
protecting the environment and the new and existing building
fabric. Highly experienced in navigating through the NYC
DOB approval and permit process, in addition to the pursue
of BSA cases and CPC Special Permits process. Diversely
experienced in facilities of multi-discipline design

He is an expert in developing sustainable principles , adaptive


reuse strategies, marrying economic issues with project
stewardship and design integrity. Willy lends enthusiasm,
unbreakable optimism and commitment to each project,
treating each with care and concern. His expertise also

DESIGN PRINCIPAL

Daniel Barrenechea has over 18 years of experience de-


signing a broad diversity of high profile architecture and
interior design projects: from institutional, hospitality, civic,
the performance and the visual arts to commercial and res-
idential. He leads a multi-disciplinary approach to design
that brings together craftsmanship, technology and design
specialties, as well as innovative use of finishes, materials
and fixtures.

A native of Peru, Daniel’s design experience ranges from


the international, with Mirai Kenchiku in Osaka, Japan and
Amano Design, a design studio collaborative in Lima, Peru.
He has worked as senior designer with Hardy Holzman
Pfeiffer Associates, Rockwellgroup and Holzman Moss Bot-
tino Architects.

As Design Principal for ZAD, he is the creative force set-


ting the design direction for all architecture and interiors
projects in the firm. He brings to every design intervention

Nancy has been at the epicenter of every project gener-
ated within ZAD. With more than 16 years’ experience in
the field of architecture design, project management and
construction administration her expertise is interlaced in all
phases of our design services.

As Senior Project Manager her skills and talents are as di-


verse as her project type’s experience. She leads all efforts
for Zoning & Building Code analysis of all projects, ensuring
project compliance and exploring project opportunities on
behalf of all our clients. Highly experienced in directing
and supervising our production department, Nancy stew-
ardship and quality control leads all planning, organization
and project management.

Collaborating directly with the studio leadership, Nancy’s


eye for details ensures all projects are documented, de-
tailed and fully coordinated with all trades and specialties,
while making sure project’s design intentions are achieved

Summary: Policy and Procedure of the State University of New York
Relating to State Finance Law §§139-j and 139-k
 
 
State Finance Law §§139-j and 139-k, enacted by Ch. 1 L. 2005, as amended by Ch. 596 L. 2005, effective
January 1, 2006, regulate lobbying on government procurement, including procurements by State University to obtain
commodities and services and to undertake real estate transactions.   
 
                        Generally, the law restricts communications between a potential vendor or a person acting on behalf of
the vendor, including its lobbyist, to communications with the officers and employees of the procuring agency
designated in each solicitation to receive such communications.  Further, the law prohibits a communication (a
“Contact”) which a reasonable person would infer as an attempt to unduly influence the award, denial or amendment of
a contract.  These restrictions apply to each contract in excess of $15,000 during the “restricted period” (the time
commencing with the earliest written notice of the proposed procurement and ending with the later of approval of the
final contract by the agency, or, if applicable, the State Comptroller).  The agency must record all Contacts, and,
generally, must deny an award of contract to a vendor involved in a knowing and willful Contact.   Each agency must
develop guidelines and procedures regarding Contacts and procedures for the reporting and investigation of Contacts.  
The agency’s procurement record must demonstrate compliance with these new requirements.
 
Accordingly, neither a potential vendor nor a person acting on behalf of the vendor should contact any
individual at  State University other than the person designated in this solicitation as State University’s Designated
Contact, nor attempt to unduly influence award of the contract.  State University will make a record of all Contacts, and
such records of Contact will become part of the procurement record for this solicitation.  A determination that a vendor
or a person acting on behalf of the vendor has made intentionally a Contact or provided inaccurate or incomplete
information as to its past compliance with State Finance Law §§139-j and 139-k is likely to result in denial of the award
of contract under this solicitation.   Additional sanctions may apply.

Instructions for completing form 7555-15:

1. Fill in all requested information including your firm name, SUNY Project No., Project Title, Campus,
date and the Minority and Women Owned Business Enterprise goals as specified in the Project
Advertisement.

2. In the Consultant/Subconsultant fields, enter both your firm as prime and any proposed subconsultant
firms. Firms located out of New York State should have the appropriate approvals in place to practice in
NYS. If a firm, including your firm provides service in multiple disciplines, list them for each area of
expertise. Discipline areas may be modified as appropriate. Add additional pages if necessary.

3. Enter the Federal ID number for your firm and any subconsultant firms.

4. Enter “M” or “W” if your firm or any proposed subconsultant firms are certified by NY State as a
Minority or Woman-Owned Business Enterprise. Identify if a firm is a Service Disabled Veteran
Owned Business Enterprise.

5. With the submittal of qualifications: Enter the estimated percentage of the work scope for your firm
and any identified subconsultants. Do not enter dollar values. Do not enter “TBD”. The sum of the
individual percentages should add up to 100%.

6. Enter the name of the Partner in Charge and/or Key Staff member from your firm and
