CONCEPT NOTE

BACKGROUND
―The internet is a needed public utility as much as water and electricity, and Investment in ICTs
is essential in taking any country to the next level of productivity and efficiency. Investing in
ICTs is not at the expense of other sectors, investing in ICTs results in benefits for every sector
and the earlier you start the better‖; Declared H.E President Paul Kagame at the Transform
Africa summit held in Kigali
Since year 2000, Rwanda has adopted the National communications Infrastructure policy and
created a long term plan to achieve full digitization in four five-year stages, NICI plan which was
further integrated into vision 2020, a government‘s comprehensive program to transform
Rwanda into a Middle-income country by 2020 with the main goal to transform the country from
agrarian economy to an information-rich, knowledge-based one, we cannot achieve more in
development without ICT as reported that in the first two quarters of 2014, ICT contributed to 2
percent of Rwanda‘s overall GDP(Biztech Africa)
It is also a major contributor to progress as young people, which is the majority part of Rwanda
population as in all developing countries, by ICT can invent ways of creating market place and
offering new services (Christine Lagarde, IMF general director).
The Government of Rwanda (GoR)through the Ministry of Information Technology and

Communications (MITEC)has broadly adopted the SMART Rwanda 2020 master plan and
most importantly the National Digital Talent Policy; this policy aim is to increase digital skills
and literacy across all levels of Rwanda society both in terms of quality and quantity, The policy
calls for strengthening the framework for ICT training and qualification in Rwanda, placing
emphasis on training and certification in hands-on, market oriented, globally benchmarked ICT
Skills and literacy courses.
Implementation Of a nation-wide Digital Skills& Literacy Programs will play an important role
in achieving EDPRS II‘s target to create 200,000 new jobs.
In the same pace, the government of Rwanda, by 2018, is hoping to hit an ICT literacy goal of 50
percent, although the current figure sits at 3.3 percent. That will be achieved by working hand in
hand with different partners such both governmental and non-governmental institutions as well
as private sector and civil societies with more focus on the youth empowerment and development.
Over 3 billion people—nearly one-half of the world‘s population—are under the age of 25, and
almost 90 percent of young people live in developing countries including Rwanda where this
project is targeting. In order to attain the goal, the youth, which constitute the country‘s majority
has to be ready enough, highly ICT skilled and competitive, at all levels.
Inline of contributing to the national Digital Talent Policy,Edified Generation Rwanda is

committed to take a lead to support the GoR in regards to the achievement of this policy
through a national wide project ―Bridging Digital Divide Among the Youth‖ targeting the
youth from secondary schools, with this initiative Edified Generation had made more of
emphasis on the measures 4th,13th and 14thdetailed in this Digital Talent Policy.
Edified Generation Rwanda is organizing the special ICT training in ICDL Modules which will
be piloted by certifying the 130 capable ICDL certified trainers in the phase one of the project ,
the 130 will be used to implement the second phase which will be targeting directly the
secondary schools communities which is our specific target by 2020 using the 130 capable
trainers Edified Generation Rwanda will assist the ministry directly and indirectly to achieve
its goals national wide since the later shall be used by both ministry and Edified Generation
Rwanda
Edified Generation Rwanda has initiated the strong partnership with ICDL Africa , to work
closely and collaboratively along the implementation of the ―Bridging Digital Divide among the
Youth‖ in quality(in all its Phases ) to meet the international standards level , our aim is to
export ICT Skills in EAC by 2019 and we hope to gather with ministry we can make it
starting the 130 beneficiaries of the Pilot.
ICDL Foundation
ICDL Foundation is the global certifying authority of the leading international digital skills certification
programme for end users ICDL (International Computer Driving License), known as ECDL (European
Computer Driving License) in Europe.
The quality and reputation of its certification programmes is built on two decades of experience. ICDL
Foundation participates in hundreds of projects working with communities, NGOs, commercial training
organizations, local and national governments, international bodies such as the United Nations and other
development and international organizations in the delivery of digital literacy development programmes.
ICDL Foundation‘s mission is to enable proficient use of Information and Communication Technology
(ICT) that empowers individuals, organizations and society, through the development, promotion, and
delivery of quality certification programmes throughout the world. Over 15 million people have engaged
with the ICDL programme to date, across 100 countries, through its network of over 24,000 Accredited
Test Centers (ATCs).
ICDL Africa
ICDL Africa is a subsidiary of ICDL Foundation; head quartered in Kigali, Rwanda and is responsible for
the management and growth of the ICDL programme throughout sub-Saharan Africa. ICDL Africa works
directly with Governments across the continent to advocate for an international standard in digital skills
among citizens in education, in the workforce or for those seeking employment. Over the last 10 years,
ICDL Africa has established a network of quality Accredited Test Centers (ATC) who can offer both
training and testing in the ICDL modules, to individuals and organizations in both the public and private
sector.
ICDL Africa is committed to the life-long learning of each candidate as they progress their digital skills,
whether they are a student in school, a university graduate starting their career or an experienced
professional wishing to enhance their skill set. ICDL offers a solution that meets the needs of both the
public and private sector and is in line with Government policy on digital skills.
The ICDL programme has been widely adopted throughout Africa as the standard in digital skills for
citizens. In 2009 it was written into national law in Kenya as ‗‗the entry level computer certification
designed to demonstrate competence in computer use‘. More than 10,000 new candidates register every
year, taking over 60,000 tests annually. In Rwanda, the Ministry of Youth and ICT has committed to
certifying 85,000 public sector employees with ICDL over 5 years. ICDL also operates globally
throughout the Americas, Asia, Europe and the Middle East.
Purpose of the project:
Edified Generation Rwanda initiatives tocontribute to the Vision of Rwanda in regards to Digital Literacy
measures most importantly measures 4th, 13th and 14th as shown below respectively.
Objective of the project
Utilize ICT for education as a tool to enhance teaching and learning, Improve and expand access
to ICT skills and innovation capacity acceleration by:
1. Who?
• Phase 1:130 Capable unemployedgraduates Trainers from universities ;
• Phase 2:All ICT teachers in secondary schools.

 Phase 1:certify 130 trainers By 2017
 Phase 2:Certify all high school ICT teachers by 2019.
METHODOLGY:
The training method used for ICDL-program is fully practical. Computer literacy being one of
hands-on skills is taught through practical use of the computer. The ICDL program is therefore
delivered in computer labs and it is strictly a standard that a computer is used by one trainee in a
maximum class size of 25 trainees per trainer. In case a class goes up to a maximum of 40
trainees, the class requires to have a main trainer and an assistant.
The standard training materials have been developed and are provided by ICDL foundation in a
module pack. The module pack contains the following;
Quick Reference Guide – standardized summary learning materials developed by ICDL

Foundation as a test preparation tool.
Learning Materials (Courseware Book) – standardized detailed learning materials
developed by ICDL Foundation to guide the candidate through the training period.
Diagnostic Test – extended test allowing candidates to identify their strengths and
weaknesses and to practice for their Certification Test. It is recommended that a
candidate should not proceed to the Certificate Test without having achieved at least 80%
in the Diagnostic Test.
Certification Test – invigilated test allowing candidates to become certified in the module.
Candidates must achieve 75% to pass and all modules passed are part of the ICDL Profile and
listed on the physical printed certificate.
Though the above standard training materials are provided, the trainer may come up with his/her
additional materials, his/her own training slides, practical exercises, and class participation.
Project Implementation Plan
Through Rwanda Management Institute(RMI), Edified Generation Rwanda will certify in ICDL
program 130 candidates in a period of 19 days. The trainees will be trained at RMI premises in
Kigali Muhima for 8 hours each day of the training. RMI will provide trainers, facilities and
infrastructure for the smooth running of the training. The candidates will be certified in 8
Modules as follows:
1. Computer essentials
This module sets out essential concepts and skills relating to the use of devices, file creation and
management, networks, and data security.
On completion of this module the candidate will be able to:

Understand key concepts relating to ICT, computers, devices and software.
Start up and shut down a computer.
Work effectively on the computer desktop using icons, windows.
Adjust the main operating system settings and use built-in help features.
Create a simple document and print an output.
Know about the main concepts of file management and be able to efficiently organize files and
folders.
Understand key storage concepts and use utility software to compress and extract large files.
Understand network concepts and connection options and be able to connect to a network.
Understand the importance of protecting data and devices from malware, and the importance of
backing up data.
Recognize considerations relating to green IT, accessibility, and user health.

Covers the key skills and main concepts relating to ICT, computers, devices, and software.
Certifies best practice in effective computer use.
Developed with input from computer users, subject matter experts, and practicing computer
professionals from all over the world. This process ensures the relevance and range of module
content.
2. Online essentials
This module sets out essential concepts and skills relating to web browsing, effective
information search, online communication and e-mail.

Understand web browsing and online security concepts.
Use the web browser and manage browser settings, bookmarks, and web outputs.
Search effectively for online information and critically evaluate web content.
Understand key copyright and data protection issues.
Understand concepts of online communities, communications and email.
Send, receive e-mails and manage email settings.
Organize and search emails and use calendars.
Covers the key skills needed to understand the main concepts relating to web browsing and
online security.
Certifies best practice in effective online computer use.
Developed with input from computer users, subject matter experts, and practising computer
professionals from all over the world. This process ensures the relevance and range of
module content.
3. Word processing
This module allows candidates to demonstrate the ability to use a word processing application to
accomplish everyday tasks associated with creating, formatting, and finishing small-sized word
processing documents, such as letters and other everyday documents.
Work with documents and save them in different file formats.
Choose built-in options, such as the Help function, to enhance productivity.
Create and edit small-sized word processing documents that will be ready to share and distribute.
Apply different formats to documents to enhance them before distribution; recognize good
practice in choosing the appropriate formatting options.
Insert tables, images, and drawn objects into documents.
Prepare documents for mail merge operations.
Adjust document page settings.
Check and correct spelling before finally printing documents.
Covers the key skills needed to use a word processing application.
Can be applied to a range of word processing software from vendor packages to ‗freeware‘.
Certifies best practice in effective word processing software use.

4. Spreadsheets
This module allows candidates to understand the concept of spreadsheets and to demonstrate an
ability to use a spreadsheet to produce accurate work outputs.
Work with spreadsheets and save them in different file formats.
Choose built-in options, such as the Help function, within the application to enhance productivity.
Enter data into cells; use good practice in creating lists.
Select, sort and copy, move and delete data.
Edit rows and columns in a worksheet.
Copy, move, delete, and appropriately rename worksheets.
Create mathematical and logical formulas using standard spreadsheet functions; use good
practice in formula creation; recognize error values in formulas.
Format numbers and text content in a spreadsheet.
Choose, create, and format charts to communicate information meaningfully.
Adjust spreadsheet page settings.
Check and correct spreadsheet content before finally printing spreadsheets.
Covers the key skills needed to use spreadsheets.
Can be applied to a range of spreadsheets software from vendor packages to ‗freeware‘.
Certifies best practice in effective spreadsheets software use.

5. Presentation
This module allows candidates to understand the concept of presentations and to demonstrate
competence in using presentation software.
Work with presentations and save them in different file formats.
Choose built-in options, such as the Help function, within the application to enhance productivity.
Understand different presentation views and when to use them; choose different slide layouts and
designs.
Enter, edit, and format text in presentations.
Recognize good practice in applying unique titles to slides.
Choose, create, and format charts to communicate information meaningfully.
Insert and edit pictures, images, and drawn objects.
Apply animation and transition effects to presentations.
Check and correct presentation content before finally printing and giving presentations.
Covers the key skills needed to use presentation software.
Can be applied to a range of presentation software from vendor packages to 'freeware‘.
Certifies best practice in effective presentation software use.

6. Online collaboration
This module sets out concepts and skills relating to the setup and use of online collaborative
tools, such as storage, productivity applications, calendars, social media, web meetings, learning
environments, and mobile technology.
Understand the key concepts relating to online collaboration and cloud computing.
Set up accounts to prepare for online collaboration.
Use online storage and web-based productivity applications to collaborate.
Use online and mobile calendars to manage and plan activities.
Collaborate and interact using social networks, blogs, and wikis.
Schedule and host online meetings and use online learning environments.
Understand key mobile technology concepts and use features such as e-mail, applications, and
synchronization.
Covers the key skills needed to understand the main concepts relating to online collaboration and
cloud computing.
Certifies best practice in effective use of online collaboration tools and mobile technology.

This module allows candidates to understand the main concepts underlying the secure use of ICT
in daily life and to use relevant techniques and applications to maintain a secure network
connection, use the Internet safely and securely, and manage data and information appropriately.

security, privacy and identity theft.
Protect a computer, device, or network from malware and unauthorized access.

This module enables candidates to start engaging in the pedagogically effective use of ICT to
support and enhance teaching, learning and assessment in the classroom.

Outline considerations for planning an ICT-enhanced lesson.
Understand safety, security and well-being considerations when using ICT in education.
Outline ICT resources that can be used to support and enhance teaching, learning and assessment.

Outline key features of classroom technologies.
Use key features of a learning platform.
Certifies the key concepts relating to the use of ICT in the classroom.
Supports educators who wish to start effectively using ICT in their professional practice.
Developed with input from subject matter experts in the areas of teaching practice and IT user
skills.
Project Budget
The table below details the budget, timeline and number of candidates that will be certified in the
above mentioned 8 ICDL Modules and taken through an ICDL Train the trainer Workshop in the
first phase.

SUSTAINBILITY.
NEXT STEP:
For sustaining the Digital Literacy in youth, all trained high school ICT teachers will go
back to their respective schoolsto teach the inquired knowledge, and the Ministry of
Education (MINEDUC) will be in charge of them as usual as the objective number 6 of
the Digital talent Policy states hereafter. However, in case of retraining, Edified
Generation Rwanda will be mobilizing enough resources, as well as organizing and
supervising the training process. Here the partnership of Edified Generation Rwanda with
MINEDUC through Rwanda Education Board (REB) shall be a supportive approach,
which will imply the use of existing SMART classrooms during trainings and training
centers of world vision across the country .
Schools , parents and all concerns should budget for Digital Literacy Program every
year within 6 years with 4 base Modules to be covered within 3 years of O‘Level
and 3 Intermediate modules in A‘ Level, to this cost every child should add registration
fees which will make up to 6500 Rwandan franc every Term Every year and to be
paid during a period of six years the 6500 will be used in logistic most importantly for
trainings, Materials , and certification cost, Edified Generation Rwandaand its partners
including ICDL Foundation and ICDL Africa will be organizing a nationwide ICT
ARISING STARS FORUM to intrinsically and extrinsically promote and motivate ICT
talented students from the high school communities of Rwanda.
To maintain the minimal costs Edified Generation Rwanda will be working as an

accredited test center so as to avoid the extra cost , it shall also discuss the possible
discount to allow access to many children under this target , Edified generation Rwanda
shall assign the management commit in charge of this program to report to the
Ministries of Education , youth and Technology and to any other partners who will be
engaged
In short the total cost of this certification program shall be $145 for six years , Edified
Generation Rwanda and ICDL Africa have already agreed the partnership along the
journey of implementation of this Program in 12 Years of Basic Education
NB: The 130 trainees of the pilot project who shall be edified to be used as special
trainers in the Phase two of the National implementation shall be notified and agree on
the following :
1. Signing a commitment to declare their understanding that the investments in

them intends to use them as the future trainers to train Phase 2 of the project;
this is mandatory and any person who will need to leave shall refund the
total amount spent on him/her during the phase 1 .
2. Agree that they belong to the Edified Generation Rwanda, and would be available
to temporarily work for MITEC and MINEDUC, when needed, in the same or
related projects.
3. Any candidate who will not be ready to understand and observe this
agreement will not be considered for the first phase, and all beneficiaries of first
phase shall be aware that the MITEC is investing in them to contribute in the
Digital Talent Policy.

The secured budget was a valuable contribution from ICDL Africa equivalent to Twenty
Million , three hundred and sixty four thousands Rwandan francs ( 20,364,000 FRW) out of
one hundred , forty four millions , eight hundred fifty three thousands four hundred and
eleven (144,853,411Frws)for Train The Trainers .
