Mesa Police Warn of Suspicious Door Hangers
Mesa Police are investigating recent door hangers that have been left on residences. The hangers make it appear
that the home owner missed a package delivery and asks the owner to call a number. When called, the number
asks for personal information from the caller. Later, a home alarm company calls the owner trying to sell them a
home security system. While no crime occurred, Mesa Police are concerned with residents giving out personal
information over the phone. Mesa police crime prevention officers have notified various home owner
associations to be aware of the door hangers and encourage residents to protect their personal information.

Apache Junction Man Indicted for Possessing and Transporting Improvised Explosive Devices
A federal grand jury indicted Apache Junction resident Jeffrey Harbin, 28, on three counts of Possession of
Unregistered Destructive Devices and the Unlawful Transportation of Explosive Material. It is alleged that on
January 14, Harbin was illegally in possession of 12 grenade-like improvised explosive devices.
Analytical comment:
Background information on Harbin reportedly showed that in October 2009 he worked for a company at
Phoenix Sky Harbor. Harbin no longer possess any airport media and the ID had been returned to the company
in February 2010.
Tucson
Bomb Threat
On January 31, the Tucson Police Department Bomb Squad responded to a bomb threat at a local Islamic
Center. An individual called 911 and stated that a bomb was going to go off at the specific address of the
Mosque. A sweep was conducted inside and out with negative results. The call was traced and contact was
made with an identified individual. No arrest was made and the investigation is on-going.

Between December 1, 2010 and January 6, 2011, unknown subject(s) committed criminal damage at an Arizona
power facility. A metal post with a “No Trespassing” sign attached located at the main entrance area was
knocked down. Additionally, a retention cable used to link seven poles which restricted access to an empty lot
behind the substation was cut.

Michigan
California Man Arrested Outside Michigan Mosque
Roger Stockham, 63, was arrested outside the Islamic Center of America in Dearborn, Michigan with
explosives inside his vehicle. Police reported that Stockham has a “long history of anti-government activities.”
Stockham was arraigned on one count of making a false report or threat of terrorism and one count of
possessing explosives with an unlawful intent.

Travel Alerts Issued by State Department
The U.S. State Department has issued a Travel Alert for the United Kingdom and a Worldwide Caution to
advise U.S. citizens of continuing high threat levels. The OK Travel Alert advises citizens to maintain high
level of vigilance when using UK travel infrastructures. The alert expires April 30, 2011.
The Worldwide Caution replaces one issued in August of 2010. The Caution highlights concerns for US citizens
and interests about the continued threat of terrorist attacks, demonstrations and other potential violent actions.

GREECE
Greek Police Destroy Letter Bomb
Greek police destroyed a letter bomb sent to the Justice Ministry on February 2nd. No injuries were reported and
the package was destroyed in a controlled detonation. Police described the attack as being similar to those in
November, when 14 letter bombs were sent to embassies in Athens. The militant group CONSPIRACY
NUCLEI OF FIRE claimed responsibility for the November attacks. Nine suspected members of the group are
on trial for the November attacks that resulted in no injuries. Four additional people are being tried in absentia.

Protest Turns Violent
Over the past several days, protest in Cairo and other parts of Egypt have turned violent. As of January 31,
2011, more than 100 people have died across Egypt during the protests. Most of the violence occurred when
police clashed with protestors. The military has warned citizens that they will not use force against protestors,
but also warned against “any act that destabilizes security of the country.”
Analytical comment:
The violence in Egypt has quickly escalated into an international security issue. Protestors initially called for
the resignation of Egyptian President Hosni Mubarak, and changes to the current government. Since then,
continued clashes with police resulted in the military being called in. The military has been able to temper some
protest but looting and vandalism continues. It is unclear what level the military will go to stop protestors in the
future. In a statement, the Army spokesman, Ismail Etman, announced that the military “has not and will not
use force against the public” and is “conscious of the legitimate demands by honorable citizens.”(1)
A number of countries have advised their citizens against traveling to Egypt at this time. Diplomats, embassy
staff, and their relatives have been called back or returned to their own countries. The Egyptian government
placed a ban on internet services, which cut off communication between families in other countries and their
relatives inside Egypt. Curfews were also imposed, but had little effect on the protestors.
As the protests continue, the long-term ramifications are difficult to determine. Despite the volatility in the
Middle East, the Egyptian government has been one of the main allies of the US. If a new government is
imposed, this continued reliance on Egypt may be jeopardized. Most news agencies report that the Muslim
Brotherhood, Egypt’s largest and most organized opposition group, may play a major role in any future
political activities. The checkered history of the Muslim Brotherhood could be of a concern for future United
States and Egypt relations. Additional concerns relating to US businesses in Egypt, use of the Suez Canal for
shipping, and threats towards Israel, another US ally in the region, will need to be resolved if a new
government is imposed.
The protestors in Egypt may have legitimate concerns with their current government, but the protests are
calling into question the stability of the country. The current unrest could provide extremist groups in the region
the opportunity to recruit new members and/or spark further unrest in other countries. ACTIC will continue to
monitor the events in the region and provide additional information as it becomes available through future
situational awareness bulletins.

Muslim Brotherhood
Although not designated as a terrorist organization the MUSLIM BROTHERHOOD has been highlighted in
several media stories relating to the civil unrest in Egypt. As a result of this coverage ACTIC is providing this
brief overview of the organization for informational purposes only.
MUSLIM BROTHERHOOD was founded in 1928 by Islamic scholar and schoolteacher Hassan al-Banna in
Egypt. The stated goal of the group is to instill Qur’an and Sunnah as the “sole reference point for…ordering
the life of the Muslim family, individual, community…and state.”(1) Although not designated as a terrorist
organization the group has been banned in Egypt and members arrested. In the past, the group has had
influential members who possibly influenced future terrorist organizations. SAYYID QUTB, for example,
reportedly was a member of the Brotherhood and influenced OSAMA BIN LADEN while he attended school.
Additional information suggest that as AL QAEDA organized its followers split away from the MUSLIM
BROTHERHOOD’s nonviolence approach to reform in order to conduct more violent activities.

within their jurisdiction over the next two months. This allows the ACTIC to be proactive in
developing intelligence regarding any potential threats. Information can be submitted to
