Fellow Indians, I am saluting Mother India for the wonderful


Independence Day. Hundreds and thousands have jumped into
the struggle over 200 years to get India Independent. We
rededicate our energies to build India and respect the cultures
and values.

This festive season everyone in Asia, Africa, and Europe is full


of motivation to fulfill the family needs and joy that the
festival gives to the family

The current phase of nonpayment from various authorities is a


National phenomenon. Every contracting company is facing the
same situation since April, 2010 this phase of non-payment is
only due some bad players in the field and not fund availability
with Government. I wish to add that Libya is having over 90
Billion $ of foreign reserve apart from ranking second in gold
reserve in African Countries.

I would see this phase of uncertainty is purely a business cycle,


where we are in down the peddle. No need to be panic, we are
geared up for the events to unfold in the coming months.

Many a leading business enterprises in this country are still


learning how to cope this minus budgeting techniques. Let me
detail you how we learnt this over the last 3 decades. All
payments are linked to the clearances’ from the funds to be
obtained from authorities. Everyone without arguments accept
that any contractor has to complete the project based on the
approvals, if the authorities delay payments, the chain is
broken. So is the current state This phase of uncertainty is also
to be as challenge. Everyone must understand and
communicate on these lines.

DS Construction FZ CO, has sailed over these uncertainty


business phases, many a times. We are confident to get to the
situation where everyone is paid.

Let me also remind the business success secret: Delay is not to


be thought of being denied. From Employee view point all
these facts reinforces the fact that we have great times
ahead.

Everywhere festival activities make us feel ‘live’.

I was reading a study done by a leading compensation


survey team based in Cairo, that average construction
company salary delays in and around North Africa is
Exciting New towers nearing completion
30- to 120 days depending on the business prosperity
in Tripoli. This is just the beginning of
excitement in times ahead.
By and large construction companies since 2008 in this
region have been subjected to delays in obtaining
monies from the Governments. This is crippling the
payment cycle.

I am personally seeing cases, and pushing for monies


disbursal after justifying with Core Management team
members, for taking such proactive decisions.
Life is 10% of what happened to you
I am very optimistic, that sooner this uncertainty And
phase is over.
90% of how you respond to it;
We all will have to enjoy work and focus on
productivity.

as it affects them. It can also include collective agreements and joint employee relations
machinery (works councils and the like). The formal dimensions include rules and procedures, and
the informal aspect covers understanding, expectations and assumptions.

Finally, the employment relationship exists at different levels in the organizations (management to
employees generally, and managers to individual employees and their representatives or groups of
people). The operation of the relationship will also be affected by processes such as
communications and consultation, and the management style prevailing throughout the
organization or adopted by individual managers.

ORIENTAION IN LIBYA

BANKING

Libya has embarked on a major reform


programme of the state-dominated banking
sector during which the entire system will be
restructured and several banks privatized. The
Central Bank of Libya (CBL) has been building
the technological, regulatory and institutional
infrastructure needed to turn over its holdings
in the sector, becoming a regulator rather than
the owner-regulator. The banking sector has
grown quickly over the past five years in line
with increased economic activity overall. The
CBL’s banking assets rose from LD54.93bn
($44.66bn) in 2005 to LD79.55bn ($64.67bn) in
2006 and LD101.45bn ($82.48bn) in 2007.

Total CBL banking assets reached LD111.51bn


($90.66bn) by the end of the first quarter of
2008. Under state control Libya’s banking
policies have been relatively defensive, which
has restricted access to credit, as banks keep
most of their liquidity in short-term deposits, but
this is beginning to change in preparation for the
sector’s overhaul, with a new emphasis to orient
the sector towards profitability. The privatization
and restructuring taking place should help
private firms and SMEs gain access to the
financial tools they require to compete in the
new economy. Also as Libyans become
increasingly aware of the value of using banks to
manage their money, the top banks will benefit
from their early involvement in this market.
