Dumais, Korman, Kelly, Platt, Sol-Gutierrez, Moon, Wilkins, Reznik, Barkley and
Robinson:
| want to update you on the actions underway to increase train frequency on the Red
Line between Metro's Grosvenor-Strathmore and Shady Grove Rail Stations,
In previous correspondence with Montgomery County, | indicated that a number of
capital improvements would ultimately be required to support reliable service increases
‘on this end of the Red Line, as well as additional operating funding for equipment and
personnel. While these improvements are not a predicate to increasing service, staff is
working with an external consultant to study what infrastructure and operational
improvements are required to operate the enhanced service from Shady Grove to
Grosvenor in a reliable manner. Also, the aforementioned development and evaluation
projects, which include infrastructure and station upgrades, are required to support future
capacity growth and inform the capital program,
Management is also refining operating expense estimates based on the rail service plans
under consideration, and we are moving forward to present options to the Board of
Directors according to the following schedule:
* March 8, 2018 - Present Red Line major service change alternatives analysis to
WMATA Board’s Customer Service, Operations, and Security (CSOS)
Committee as proposed below.
Alternative A: Full elimination of Grosvenor turn back with 15 trains per hour at
Shady Grove, Rockville, Twinbrook and White Flint
Alternative B: Partial elimination of Grosvenor turn back to increase peak
period service from about seven trains per hour to 12 trains per hour at Shady
Grove, Rockville, Twinbrook, and White Flint stations

* July 26, 2018 - Board votes on service change, Title VI equity analysis and
budget amendment
‘+ July-December 2018 - Hire/train additional operators and supervisors.
+ December 2018 - Advertise service changes to customers and begin enhanced
service
* Design and evaluation for vertical circulation and cross over improvements at
Shady Grove station will be completed by the end of FY19, and will inform the
scope, schedule, and budget for major capital projects.
This schedule is aggressive but achievable, and enables management to comply with
Board policy for major service changes (Board Resolutions 2013-27 and 2017-38), as
well as the Title VI equity analysis mandated by the Federal Transit Administration,
