Analysis of Traffic

Road condition is observed through traffic analysis, AM and PM peak hour is evaluated
for Vitas St. and Velasquez St. The current LOS shall be compared with the estimated future
traffic for both with and without development of adjacent constructions. The availability of
parking spaces is also checked if it is sufficient for the requirements of proposed projects. The
future LOS is assessed if it will have an impact on traffic congestion and possible mitigation
measures shall be implemented to prevent further congestion.

The current traffic situation is analyzed using Volume/Capacity ratio (VCR). Level of
Service (LOS) is used to describe the quality of road condition. The LOS criteria is shown
below:

6.1 Background

Traffic analysis can be performed by traffic impact assessment, guidelines are provided
in TIA handbook by National Center for Transportation Studies (NCTS). Standard
requirements for performing TIA can be found in the handbook. TIA is conducted in order to
prevent worsening of traffic congestion. Parking space requirements must also be met
according to standards administered by National Building Code. Should the proposed project
cause a decline in LOS or affect safety concerns, the developer is responsible for the funding
of necessary countermeasures.
