1. Purpose
The purpose of this construction schedule is to describe the activities and Sub- activates
which will be utilized to successfully implement the construction phase of the project.

2. Project Description
The Government of Uganda earmarked funds for the national roads Development and
Maintenance Programme (NRDMP), and it intends to apply part of the funds towards
payment under the contract for Rehabilitation of Kyenjojo –Fort portal road (50km). The
road forms an important link in the national road network and contributes significantly to
the economic prosperity of western Uganda.

The road link starts at Kyenjojo town and traverses rolling to hilly terrain. The road ends
at a T-Junction to Kasese at Fort-portal town

3. Description of Work
The SOW consists of excavation works, embankment filling, pavement layer construction,
improvement to alignment geometry, installation and/or rehabilitation of storm water
drainage systems, paving with asphalt concrete, installation of safety features (signage,
road marking, and guardrails) and any other work items needed to complete this activity as
specified

4. Constraints
a. Delay in provision of design drawings
 Geometric design Drawings plan and Profile km 1+800-12+000: Provided on 7th
November 2016, approximately 5 months Later after Commencement date.
 Drainage design -Cross-culvert km 0+000-12+000: Provided on 16th March,
2017, Approximately 10 months later after commencement date.
 Drainage design -Cross-culvert km 12+000-50+000: Provided on 10th July, 2017,
Approximately 13 months later after commencement date.
 Geometric design drawings plan and profile km 0+000 to 1+800 (Kyenjojo
Town): Provided on 22nd may 2017.
 Side drain longitudinal profile from km 0+000 to 2+200 on 15th July 2017.
 Geometric design Drawings plan and Profile km 29+000-50+000: Provided in
August 2017, approximately 13 months later after Commencement

b. Change of Pavement Design


The decision for change of pavement design from Double Bituminous surface Treatment
(DBST) to asphalt concrete was communicated to the Contractor by Engineer on 20th April
2017. By this date the contractor had laid stone base 1st layer approximately 9km and
stone base 2nd layer 2km in preparation to lay Double Bituminous Surface Treatment layer.
Final decision on Asphalt unit rate from client UNRA was communicated on Sep 05, 2017.
Awaiting Change order on Asphalt Concrete, (which is yet to be communicated) all works
for Stone base layer stopped. Delay on provision of final decision from UNRA greatly
affected physical progress and quality of works on site. Traffic was allowed on Stone base
1st layer and 2nd layer and Sub-base layer for more than 14 days leading to deterioration
of both stone base and Sub-base layers, thus remedial works for those layers are deemed
necessary. This will have a roll over effect on subsequent construction activities because
man power and equipment have to be assigned to carry out this corrective works.

c. Relocation of Existing Utilities within the road


As result of widening of the carriage way and improvement of the side drains, the existing
power and water utilities within the road corridor will be affected. The contractor jointly
with the engineer and Employer representative carried out procurement for subcontractors
to carry out this relocation works and the best evaluated bidders were submitted to the
Engineer for consent and approval. As of to date the approval for relocation of existing
utilities has not been granted and the works for this activities have stalled.

d. Increase in Earth work Quantities


Earthwork quantities indicated in the BOQS were greatly underestimated: from BOQ.s
quantities it is approximated that total Earth works for both fill and cut to be approximately
20000m³and so we have generated approximately 100000m³for the first 27 km.

e. No viable borrow pit between km 29+000 to km 50+000


The contractor has carried out material investigation within km 27+000 to km 50+000 and
found no borrow pit with suitable material that qualify to G7 and G15. Currently all
materials being used in road construction are being hauled from a borrow pit located at km
19+000 at an offset of 2km from the main road. The hauling distance currently more than

13km. This has a bearing on production rate. The greater the hauling distance the lower the
production rate.

f. Cross Culvert Drainage


The approximated time for constructing one cross culvert is 30 days in location where
diversion can be constructed and 60 days where no diversion can be constructed. We have
approximately 50 cross culvert construct which will require the considerable time to finish.
Cross culvert construction fall on the critical path of the project and successful completion
of the project depend on timely completion of the cross-culvert.

g. Obstruction of Existing Structures within the road corridor


From various monthly project site inspections it has been observed there are structures
existing within the road corridor specifically within town and urban centers namely
Rugombe and Kyenjojo town etc. This structures are affecting construction activities and
need to be removed from the road corridor as soon as possible. For contractor to remove
these structures he need clearance from client (UNRA) which has not been provided.

5. Assumptions
a) Productivity rate:
 Earthworks Teams: 600-720 cubic meters per day.
 Sub-base Team: 360 cubic meters per day.
 Base course Team: 200-300 cubic meters per day.
 Asphalt Concrete: 2000 cubic meters per day.
 Prefabricating Concrete Pipe Culverts crew: Ø900mm-12 linear meters per day.
 Installation of New culvert Crew: 30-40 linear meters per month
 Stone Pitching Crew: 3000 square meters per month
b) Working Hours (Normal): Monday – Friday, 8 hours / day,
c) Working Hours during weekend: Saturday -5 5 hours/day
d) Public Holidays

e) Rain Delays / Weather:

Work program and activities duration were established to accommodate the rain
season where applicable. Actual rain delays will be documented, reported, and
reflected in the updated time schedule in due course.
f) Activity Calendars:

The following assumptions have been used to during the preparation of the
construction time schedule for this work Programme
