MESSAGE My Dear Engineer Colleagues, Schedule of Rates for Water Supply and Sanitary Works published by BWSSB annually isa comprehensive document and very useful in the execution of works. BWSSB undertakes utility works which are estimated based on the schedule of rates for assessing the size of funds requirements and deciding their economic feasibility, hence it’s an important document. Schedule fo Rates has now been revised to take care of prevailing prices of labour and materials and also has incorporated technological changes and improvements sinve the last revision. Accordingly, the BWSSB Schedule of Rates 2016-17 has heen prepared including some of the new initiatives to bring about application of recent technological advancements. This document is useful not only to the engineers of the BWSSB and other Government Department, but also to the general public. Schedule of rates is hoon for Engineers in prepration of estimates, economics of the alternatives and thus a constant companion. Efficient use of this document will analyse and get the right kind of estimates. Efforts are put into develop this document by incorporating new items and revising the existing item for their rates. I thank the Chairman, SR Committee and members of the SR Committee for having put their efforts in bringing out the SR 2016-17 in the right time. Reset (KEMPARAMAIAH) Engincer-in-Chief ACKNOWLEDGEMENT It gives me immense pleasure in presenting the new BWSSB Schedule of Rates Book for the year 2016-17 for official use. The SR Committee and its Members have met many times, discussed the modalities for revision of SR and rate analysis were also worked out for attending water supply pipeline leaks, hard rock cutting by diamond rope and other items. The BWSSB SR is updated based on the present Wholesale Price Index and Inflation compared to 2014-16 for material portion, the present consumer Price Index for industrial workers compared to 2014-16 for labour portion and for other items Standard Formula is considered. The KPWD, Bangalore circle SR for 2016-17 for buildings, roads and bridges and other civil works is not yet finalized, the Committee decided to adopt the Bangalore Circle KPWD SR2016-17 soon after release from PWD. lam grateful to Hon'ble Chairman, BWSSB for the valuable advice and encouragement in bringing out the SR of 2016-17. Proceedings of the 4th and final SR Committee meeting held on 26.10.2016 in the Board hall 2. ON. approved by Hon’ble Chairman on 28.10.2016 Preamble: The Board is following the rates approved in the previous SR Committee meeting held on 75.2014 for the year 2014-15. This SR was came into force from 1.62014. Since then the same rates are continued till now as there is no considerable hike in materials rates and also percentages received for the tenders invited in between the period. As usual the Board is following the rates of PWD for buildings, roads, bridges and culverts and electrical items rates of PWD Electrical SR of Bangalore circle. The Board is adopting its own rates for water supply, sanitary and ground level reservoir works. For the past two financial years ie., 2014-15 and 2015-16 the rates have not been revised and therefore it is decided to revise the rates of BWSSB SR. Orders thereon: The SR Committee of the Board in its concluding meeting held on 26.10.2016 it is decided to enhance the rates for the following items ; a) Labour component items to 7% over the printed SR of 2014-15. Example : Earth work excavation, fixing of pipes, valves, specials, PSC, ete., b) Items comprising materials and labour component to 3.1% over the printed SR of 2014- 15. Example: Supply and fixing of all types of materials for water supply and sanitary. ¢) To follow the PWD rates for buildings, roads, bridges, culverts and electrical items as and when PWD revises is rates. @) These rates will come into effect from 03.11.2016 and it will be in force until further orders. ‘The printed new rate list books will be supplied by the ACE(M)-I Office shortly. Any data rates required to be approved for specialized items for preparation of estimates pertaining to the major works shall be approved by the concerned zonal Additional Chief Engineers. HLM. During the 4th SR meeting held on 26.10.2016 in the Board Hall, the Committee decided to revise the rates of BWSSB SR of 2014-15 and to arrive new rates for SR 2016-17 as follows. a) To retain the rates for Material portion as per SR 2014-15. b)_ To consider increase of 7.0% for all the Labour component items of SR 2014-16. © For items comprising of both Material component and Labour component, T & P and Other components, increase at 9.1% for the SR Rates of 2014-15. 4) To adopt the Bangalore Circle PWD SR 2016-17 immediately after release from PWD. Accordingly, a Memorandum was issued for implementation of Schedule of Rates for the year 2016-17 fo BWSSB vide No. BWSSB/EIC/CE(MYACE(M)-1/8520/16-17 dt: 3.11.2016. However, during the meeting with the Senior Officers of BWSSB along whit Board members, it is suggested to arrive at a common percentage for revision of BWSSB SR from 2014-15 to 2016-17 instead of revision by different percentages for labour, materials and other items. In view of the above suggestions, the SR Committee once again met on 18.11.2016 in the Board hall and it was discussed to have the uniform increase in rates for all the items of BWSSB SR 2014-15. To compare the rates arrived with the above percentages, some of the water supply and UGD estimates have been caleulated and the average increase in percentage of estimated amount is 3.85% to 4.25%. Also the combined percentage increased works out to 8.99% increase from 2014-15 to 2016-17. As such the committee decided to forgo with the increase of separate percentage for Material, Labour and both material Iabour component and to adopt a uniform increase in rates for all the items of BWSSB SR 2014-15 by 4% for the year SR 2016-17 until further orders. Further, the Committee also decided to entrust the work of revision of SR for the year 2017-18 to ACE (MIS+HRD+Design), EE (New Water) and EE (Designs) by preparing data rates for all the items of SR 2016-17 based on the prevailing market rates for material, labour, fuel and also site conditions and other important related technical aspects, by entrusting the job through External Ageney by inviting tenders. ‘The decisions taken by the SR Committee in the 4th and final meeting for other item No. 6 to 10 remains same.
