YOU HOLD this copy because you made a
editor’s note
choice. Your finger touched the surface of the paper
and flipped the page, and your eyes started gliding
through this part. You read. We call this interest.
This issue is dedicated to the students of the
University of the Philippines Mindanao who were left
hanging by the previous unattractive and unexciting
issue of this publication. For that, we apologize and
we want to lure you again and share a brand new
energy through the new Himati. We begin this year
with the SEX issue.
Sex can be defined in various ways and related
to different things – genitals, sexuality, social
networking sites, religion, intercourse, twigs stuck
in organs, rebirth, and even peaches. This issue is sex
education fused in twelve pages; aiming to define sex in a
myriad of contexts.
However, this isn’t about sex alone. We do not want you
to feel oversexed, used and bored. There are other topics
and issues we included, for example, the yellow King who
succeeded the little Queen and the power crisis in Southern
Mindanao.
We want to bring back the excitement you once had.
No sexual contact needed; only a contact between ideas
we share and yours. We hope we could help you reach an
intellectual orgasm, and not a castration (of some sort) of
intelligence and wit.
Not only is this issue for the Iskos and Iskas, but we also
share this to the rest of our readers, and audiences, we now
reach through print and recently, online. This is for you.
And may we keep you excited and wanting for more.

Reproductive Health Bill:
A War of Pills and Crosses
WE NOW LIVE in an era where the universal
principle of personal freedom dominates us. Crimes of
blasphemy and heresy are no longer punishable by public
humiliation or by death. In this age, each individual is
entitled to his or her own decisions as long as it still
gives regard to the freedom that others are entitled to
posses.
It has been fourteen years since its proposal in the
Senate but until now, the Reproductive Health Bill is still
hanging on the thin lines of oblivion. One of the reasons
why it is stuck in a pause is it still is being discredited by
the Catholic Church and some conservative sects in the
country for its so-called promotion of profanity which,
“disintegrates” the remaining fabric of morality that is
capable of cloaking our society.
The Reproductive Health Bill was never proposed for
the reason that it had already disregarded man’s capacity
to restrain from sexual promiscuity; it aims to protect
the citizens from unwanted incidents that could prove
disastrous or even fatal. It also has a lot of positive goals
that’s only discredited because of negative propaganda.
The Bill is first and foremost, not anti-life. It is pro-
life. It will ensure that all children will be taken care of
for they are wanted and planned in this world. It will give
the parents the opportunity and time to give adequate
space for the children. It will not only strengthen the
family but also give children greater chance for quality
education and much concentrated health care thus
grooming them into productive citizens of this country.
The Bill does not legalize abortion. It still emphasizes
that “abortion is still a crime”. It does not only condemn
such practice but also promote humane treatments of
women in life-threatening situations.
The Bill will not lead to abortion. It is erroneous
to think that all countries that promote contraceptives
will eventually legalize abortion. A lot of “Catholic
countries” still consider abortion as illegal even though
they highly recommend contraceptives, like in Mexico,
Brazil and Chile. According to statistics, correct and
regular use of contraceptives reduces abortion rates by
as much as 85 percent and negates the need to legalize
abortion.
Last but not least, Sex Education which is one of
the main concerns of this Bill will surely not clone an
entire army of “sex maniacs” or regenerate a culture of
appalling promiscuity. It conveys the consciousness of
freedom of choice and also to responsibly exercise one’s
rights.
THIS IS FOR THE KIDS
THE YOUNG will be smart because they now know
that a bird is rightfully called a penis and the flower a vagina.
Moreover, they will be taught of safe sex and will not touch
each other, because they will realize that a condom is not a
balloon that floats in the air, rather it’s gum they put over the

three, learning that in school: what say you?
In the United States, a public school system considered
having sex education as part of their curriculum for
kindergarten students wherein children will be taught the
meaning of penis, vagina, uterus, scrotum, and nipples.
When they reach first grade, they will learn that homosexual
attraction is normal, and in their tenth year of existence,
they will be given the right to know that sexual intercourse
is not limited to vaginal, oral, and anal penetration. Now is
there a possibility that this will happen in the Philippines?

may tamang sagot. Di mo isasagot sa kinder ang para
sa teenager. Malaking kamalian yun,” Monsignor Pedro
Quitorio expressed.
Supported by the UN, this campaign aims to promote
safe sex to help alleviate poverty in the country where high
birth rate was said to be its cause. And just this school year,
the program started with a pilot testing in various public
schools in the Philippines for elementary students (Grade
6).
But this is the question. Who are we trying to educate?
Is it the kids or the adults?
Awareness is a good thing, but telling children as young
as three about sexual intercourse only seems to promote

had been turned into law more than a decade ago. Few
teenage girls could have been pregnant, few women
could have suffered and died because of post-abortion
complications, few families could have suffered from
hunger and poverty (because they could no longer
sustain their growing family), and in what the Church is
most concerned of, few innocent babies could have been
aborted. All those lives lost.
No matter how you defend the benefits of the
Reproductive Health Bill, the Catholic Church will
have none of it. They believe that the Bill does not give
regard to the importance of dignity that comes along
with life. People will become careless and will not think
twice before actually diving into casual sex. Not only
is it putrid enough for the clergy to throw up on, it also
abominably justifies the reason, within their context, to
bludgeon you with the altar’s burning incense plates.
They’re not vocally expressive when it comes to their
objection to the matter, but they already anchored their
opposition through the doctrine of Humanae Vitae.

Imagine a child taught that the penis looks like this and

if, without the knowledge of teachers and parents, children
will play behind slides and under tables? Imagine what
can happen since a child is naturally imaginative and very
curious. Without stimuli, a person does not react. Without
sex education at that age, it is more likely that they will not
explore.
Children were not the reason why the population
boomed, it was because of adults who irresponsibly labored
for pleasure. Now, is it right that they pass on the burden to
children? Is it right that they strip off that innocence they
are entitled to have and experience?
At a very young age, children could not comprehend
the complexities of sex. It is
not merely about inserting that
stick to the flower, or planting
a seed through sprinkling. The
repercussions of having sex at a
very young age may not easily
be understood by a three-year-
old, and these children might
need more proof by execution. Explanations will not go
beyond euphemisms. However, do we not only confuse
these children by giving them images that are so vague
that we alter realities? In short, sex education is improper
to render to very young children. And we shall leave that
responsibility to the parents who brought them to this world.
Putting it in a formal setting would only rouse more danger.
Even if the modules were crafted by psychologists
and other experts, shouldn’t parents also have a say about
whether this should push through or not? After all, this is
taxpayers’ money they are using. Their opinion matters,
unless they evade paying tax.
Although the suggestion was seemingly made in
good faith, it is still better that we leave kindergarten
students as they are and work on what is more plausible.
Say, intensifying sex education in high school, i.e. better
understanding of the consequences of having sex at a very
young age. How about being keen to adopting the usage
of contraceptives? How about family planning? There are
other ways.
In this world where man is free to think, regardless of
religion, what can you say about sex education taught to
children?
Humanae Vitae is an encyclical written by Pope
Paul VI which became controversial since it prohibits
all forms of contraception. The Church states that the
Reproductive Health Bill is a proposal that does not offer
solution to the problem since it inflicts violence on the
dignity of life and those who propose it only puts man’s
materialistic conception before relevance to himself and
to life. The true solution according to it is to establish
the society closer to the epicenter of moral strength and
create a strong barrier against sin through human values.
The Catholic Church may still continue to uphold
their belief that the Reproductive Health Bill is
nothing but an unnecessary spot that does not need any
interference with our laws, but as long as we continue to
close our minds to the possibility of a tangible solution,
we shall never realize that the protection we are looking
for does not only lie on divine intervention.
This is an age of freedom. People have the right to
make a choice.

Issue on Sex Education

THE PROPOSAL by the education and
health departments to integrate sex education
in the country’s basic education curriculum
spurred a national debate that has practically
tread on the ‘good vs. evil’, ‘moral vs.
immoral’ line of arguments.
Opposition from the Catholic Church and
certain sectors on the proposed sex education
program is now seen as one of the reasons
why the Department of Education (DepEd)
and the Department of Health (DOH) decided
to ‘hold in abeyance’ the program proposing
to teach sex education to elementary and high
school students.
But despite the department’s decision
to temporarily defer the program, DepEd
will push through with teaching alternative
reproductive health system to students
and said that they are open to modify the
sex education modules if such go against
Christian values.
Intro to sex: in kinder or college?
To address this and the increasing cases
of HIV affliction among Filipinos, the DOH
made a bold move of attempting to arm
students with knowledge on sex values.
Education Secretary Mona Valisno believes
that teaching sex education in school is still
better than letting students learn the topic
from any sources, such as the Internet.
The department is planning to integrate sex
education into subjects like Science, Values
Education and Social Studies.
Aside from DepEd, the Commission on
Higher Education (CHED) and the Technical
Education and Skills Development Authority
(TESDA) have agreed to take part in the
program.
The sex education program was supposed
to start this school year in grades five and six,
and in high school. DepEd even targeted 29
pilot schools in the National Capital Region,
Cebu, Zamboanga, Olongapo, Davao and
Masbate to lead the program.
Teachers’ groups such as the Alliance of
Concerned Teachers (ACT) and the Teachers
Dignity Coalition (TDC) expressed full
support to DepEd’s proposal.
Former DepEd Secretary Cabral, on the
other hand, believes sex education should
start as early as in the kindergarten stage or
for school children aged 7 years and below;
and that at the very early age of 3, children
should already be exposed to "appropriate"
sex education. She explained that sex
education for children in kindergarten should
touch it. He further said that teachers must
know how to answer questions on sex and
gender according to the inquisitive minds of
the students."
However, Cruz’s stand regarding the issue
is not backed by the entire CBCP. According
to CBCP spokesperson Monsignor Pedro
Quitorio, the church was appalled by Cabral’s
statement on teaching sex education in the
kindergarten.
Quitorio added that the plan of DepEd
will only undermine the role of parents in
raising their children with proper knowledge
regarding the issue. The position of the CBCP
even before is that it (sex education) should
be left to parents especially if we are talking
about children who are underage.
Another CBCP official, however, said that
sex education should start in college. Parents
should teach the proper behavior regarding
sex and gender at the children’s early stages. If
it is taught in school, it should start in college
with the proper maturity and understanding of
the matter.
What parents say
A group of parents linked to the Ang
Kapatiran Party and CBCP filed a class suit
against the sex education proposal. Main
petitioner Atty. Jo Imbong said the sex
education proposal "assaults the values and
moral sensibilities of the youth."
Online, parents are also giving their take on
the issue. Some say sex education should not
be left to the parents alone. Toe commented
at the Aboutmyrecovery blog, “In the
Philippines, most parents are uncomfortable
talking about sex with their children. A lot
of them don’t know anything about the
reproductive system. It should not be removed
from the education system. I think it should
be boosted to make it include all aspects -
scientific, emotional, psychological, etc.”
Ang_mungo, a young father posted in
Twitter that “Sex ed needs to be taught in the
context of values, of relationships and love.
Otherwise, it will just be another biology
lesson.”
The focus of Sex Education must be on
responsibility, on consequences, and on the
happiness it can bring two people who love
each other.

in teaching sex education to kids. ‘I guess it

Providing hard proof of its development, with
the help of Mindanao solons and UP Min alumni, the
budget for infrastructures of the university, instead
increased. Now, UP Min has become a unanimous
feel-good story for long-term development plans.
Much of that enthusiasm is being driven by the
sizzling growth of student population, which has
finally reached 1,005 students at the 1st semester of
AY 2009-2010 after a maintained average student
population of 900. It is now widely viewed as a rising
tide that could lift all boats in the region and become
the premier university in Mindanao.
And with the approval of the UP Mindanao
Land Use Plan last June 2, the university is projected
to provide an environment for quality learning
that is conducive for intellectual development and
value formation. Facilities and structures shall be
sensitive to the human scale and be distinguished by
an architectural character reflective of the region’s
history, arts and culture that is anchored on the
university’s image.
Development Concepts
According to the minutes of the 1255th meeting of
the Board of Regents last June 2, UP Min will become
a garden campus with integrated green areas and
public spaces that present a sequence of experiences
ranging from one of solitude to vibrant communal
activities supported by a sustainable transport system.
The pedestrian campus shall give priority to the
series of walkways, bikeways, and handicap facilities.
All features of the learning environment must
communicate a distinctive sense of place and imagery
that functionally fulfills the university’s vision as a
premier in Mindanao located in a green university
town.
The land use plan states that the assessment of land
requirements for the various uses and developments
in the campus is primarily based on the academic
demand for land. After determining the requirements
for academic purposes, the land requirements for other
land uses then ascertained.
The proposed land use plan is also integrated with
a transportation plan for the campus. A key feature of
the plan is the provision of land for open spaces and
environmental considerations.
Implementation Phases
The implementation will be in phases considering
the present student population and the availability of
funds.
The first phase will include the establishment
of the UP Mindanao Road Network, the Mindanao
Loop, and the major roads to define the boundary and
periphery of the academic core.
However, eight months before the plan was
approved the Dept. of Budget and Management issued

the Sub-Special Allocation Release Order amounting
to P5 Million for the concreting of Kanluran Road
leading to the College of Science and Mathematics.
The UP System gave a counterpart fund amounting to
P10 Million thereby realizing the implementation of
the long-awaited road improvement project.
In a report posted by information officer Rene
Estremera, he said that another milestone has passed in
the brief and on-going history of UP Mindanao and that
Kanluran road, the last major portion of the ‘abortion
road’, has finally been paved with concrete. Now,
students and faculties alike need not to worry about
muddy and slippery roads going from one college to
another when heavy rain occurs.
The next phase will see the development of the
academic core, the center of over-all development and
the focal point of all major activities in the campus,
which is within a fifty hectare parcel of land.
The development of other academic buildings,
like the SOM building, with the academic core will be
in the third phase. The succeeding phases will continue
the master plan up to build-out. Dormitory facilities,
roads, and utilities will be developed incrementally
according to the demands of every phase.
Other developments
The Beta Sigma Fraternity alumni in February
2009 offered to construct the UP Mindanao Infirmary
through the Federation of Beta Sigma Fraternity
Alumni of the North America Chapters and the Betans
Spirit Foundation. A soft-launch was held in October
and the Memorandum of Agreement was signed in
December. The UP Mindanao Infirmary was opened
on February 26, 2010 in the presence of UP President
Emerlinda Roman and Beta Sigma alumni.
The Kalimudan Student center started its public
bidding for locators last May 20, 2010. The center
now has 13 winning bidders; four stalls inside the
building, two copy centers, one school supply store,
one canteen, one coffee shop, and another four stalls
outside the building. The said stalls include souvenir
shops (selling shirts, pins, lanyard, etc) and food stalls.
Ms. Bambi Cabrera, College business manager
said there are eight more areas or stalls open for
negotiation adding that the center does not only
encourage students and university faculties to
patronize but also other people around the community.
“This center will be like the Diliman shopping center
and will become the students ‘tambayan’,” she added.

What the Church says
Bishops from the Catholic Bishops’
Conference of the Philippines, though
generally opposed to including sex education
in the school curriculum, gave different views
on the proposal.
In an interview with ABS-CBN’s “Umagang
Kay Ganda”, Archbishop Oscar Cruz agreed
to Cabral’s proposal to start sex education in
kindergarten.
According to the Bishop from Lingayen,
“at an early age, children should know about
the dignity of their bodies, that nobody should

bombarded with all sorts of info that it would
be best to hear the truth first hand from those
they trust.”
With all the deliberations on the issue,
Malacañan told DepEd and the DOH to
consult first with the Church before the
program takes on full implementation of the
sex education program.
To educate children on reproductive health
and sexuality is an imperative. In fact, in these
times when children are exposed everyday
to myriads of information on sex in the
television, internet and other mass media, it is
past the time to ask if sex should be discussed
in formal education.

Our country has had very
few leaders like Corazon
Aquino, in whose name
and in whose defense
millions defied tyranny:
few Filipinos have been so
widely admired and cherished
at home and abroad. It would
have been easy for her to
enjoy the comforts of
retirement and abandon
the political stage:
easy, but at the peril of
betraying everything
she stood and suffered
for – freedom and the
principle that no man or
woman is indispensable
to the country.
It was the only time in her presidency that Mrs. Aquino
matched the toughness of celebrated world leaders like Golda
Meir and Margaret Thatcher. And that time, everybody did
Cory’s bidding.
With her death, the Philippines went wild about her son
Benigno Simeon C. “Noynoy” Aquino III. An outpouring of
grief over the death of his mother in August of last year had
convinced Mr. Aquino to give in to massive calls for him to run
for president on the platform of change.
The simple explanation of the current Aquino-inspired
rejoicing must be that the Filipino people as a whole are
fundamentally sound and that they know a good, faithful, and
patriotic public servant when they see one. It is more apparent
that in P.Noy, they have seen one.
It is doubtful if any administration has received so much
public condemnation for tolerance of official crookedness,

Students to Admin: Scrap Base 20 and Retention Policy
BANNERS AND PLACARDS were raised
as the students of the University of Mindanao
staged a walkout, led by youth leaders from
both Bolton and Matina Campus, from their

government is about to pass out of its period of tutelage and
make its bid for a place in the concert of nations. Out of these
facts we will have diverging opinions – all opinions are equal –
and reality has a way of taking shape according to the manner
an opinion presents how it will take shape.
As P.Noy has declared, the leaders must unite and
consolidate all their efforts. Anything short of whole-hearted,
whole souled and undivided effort will spell certain disaster for
the Philippines.

Mindanao Student Leaders Camp or
Tagbo UPMin last June 9-11, 2010, student
organizations began to reappear in the
University. And finally, twenty-eight Student
Organizations of UP Min were recognized
by the Student Organizations and Activities
Section of the Office of Student Affairs last
July 5, 2010 at the Lorenzo Hall.
At first, the “know-your-org-and-glorify-
it” attitude of most of these organizations was
still apparent, but slowly, now, the heroism
of student orgs, the exposition of the ideas
they believe in, began to fill the university.
Some students noticed the sudden change
and concluded that it was a natural reaction
to the gag on some org’s activities imposed
by OSA. Others, more reasonably and more
logically, called it the rebirth of student
organizations in UP Min.
The function of these orgs became
multiple. Developing the well-being of its
members and freedom from academic stress
became part of their plans of activities.
While some organizations are course-
in their own fields,
most of these organizations are pro-student,
promoting brotherhood and geared towards
the development of its members as well as
the students.
Student Orgs
The course-based or academic orgs of
UP Min are all aiming to promote academic
excellence in their own fields. They are
the ASC, BIOS, Comm Guild, DUGONG-
Antro, LIT.SOC, PAFT – λ, SMM, SOABE
and SPARCS.
Fraternal organizations also exist in
the university. These service-oriented orgs
promote brotherhood, friendship, service
and develop leadership among its members.
These orgs are considered to be the more
“famous orgs” because of the activities they
are conducting such as the Libreng Sakay
(OA), Alay KEalaman (KE), an UPCAT
review for high school, and free meals for
everybody (BETANS). Other orgs aside
from those mentioned are the PS-PSD,
UPLLS, and UPOAFS.
Campus ministries and Bible-based
university. Among these orgs, which promote
evangelism, discipleship and holistic training,
are the CFC-YFC, E-UPMin, JDM, PSALM,
UPMAMS, UPMINAVS, and UPY2DN.
Lasting Credit
UP Min student organizations have
indeed found themselves. They have now
assumed a definite responsibility in molding
the future of the students. They have grown
up with the university.
It is to the lasting credit of the university
faculties that no attempt has been made
on their part to stifle the growth of these
movements. It would be an even greater
credit to them if they sponsored and adopted
such tendencies by supporting these orgs.
Lastly, Tagbo UPMin is slated to be
conducted annually for the students of
the University. The camp last June was
spearheaded by Edward Nino Puyod of
the UP Mindanao Alumni Association, in
cooperation with the Ayala Foundation,
Junior Chamber International, and University
of the Philippines Mindanao.

If you’ve met William Henry Scott in one of
your Social Science and Politics classes, you’d
know that tugbuk is actually a male adornment
used by our Philippine ancestors to provide

(SNS) has changed the way we live our pathetic
human lives: we change our status as frequently
as we change underwear, we talk to strangers via
online chat, and we play stupid high maintenance
games that require us to wake up in the middle of
the night to “harvest crops.”
But apparently, the function of these SNS goes
beyond that. Twitter, for example, has roused a new
avenue for linguistic studies. YouTube changed the
way we broadcast media; Facebook pushed the
boundaries of advertising and marketing through
official Facebook pages for brands, products,
services and even personalities.
Sub-groups in our society don’t deprive
themselves of the new media. Gay social
networking sites have also been around to “address
particular needs.” You’ll be amazed at the level
of human interaction that takes place here; it will
make you feel like a sore loser for being a Facebook
convert—a Facebook convert who doesn’t get
replies to any of his posts.

be surprised at the number of friendly
messages and invites for “hang-outs” you’d
get when you log in—especially if you have

why I did.
Common meeting places for these

received a call. It was a woman who claimed

motorcycle. She asked help from the politician

start the investigation first thing the next day, and

of the land for thriving businesses was gone. And

One pitch-black night, the police became a suspect,
