Detroit Pharmacist Summarily Suspended for $6

Million Health Care and Wire Fraud

February 14, 2018 - The Dept. of Licensing and Regulatory Affairs (LARA) has summarily
suspended the pharmacy license of Detroit pharmacist Imad Hussein Soueid.

On October 16, 2017, Soueid was convicted of felonious conspiracy to commit health care and wire
fraud for more than $6.2million. Once notified of a conviction, LARA opens a file, conducts an
investigation and drafts the administrative complaint against a licensee.
The Michigan Public Health Code requires the summary suspension of a license when a licensee is
convicted of a felony.
From approximately October 2009 to April 2014, Soueid – beneficial owner, manager, and controller
of Eddies Medical Pharmacy in Detroit -- willfully conspired with others to pay illegal health care
kickbacks to induce beneficiaries to bring their prescriptions to the pharmacy and agreed to then
submit claims to Medicare and Medicaid via interstate wire for these prescriptions. Soueid also
submitted claims to Medicare and Medicaid for prescriptions that were not dispensed.
An order of summary suspension is a temporary measure to protect the public and not a final
determination that a licensee has violated the Public Health Code.
