Excerpts from the Minutes of the Meeting of the LSG Board held on June 7, 2017 (8:00A.M) at
the LSG CBDEM Office, USM, Kabacan, Cotabato.

A Resolution Approving the 2017 CBDEM - LSG Revenue Code.
WHEREAS, Chapter 58 Art 205 Section 1 part of the of the USM Code states that students have
“the right to be free from involuntary contributions, except those approved by their own
organization or societies;”
WHEREAS, the LSG Board recognizes that the administration collects a certain amount per
semester representing the 30% of the USG Fund as stipulated in the Art 8 Sec 4 of the USG
Constitution for the basic operations of the local student government, however, this is minimal
compared to the activities that can support student development;
WHEREAS, Article 8 Section 5 of the USG Constitution provides “fund created or collected for
special purpose shall be treated as special funds of the student government and shall be paid
out for such purposes only…”
WHEREAS, Article 10 Section 5 of the USG Constitution states that “the USG shall guarantee
and promote autonomy of the LSGs to ensure their fullest development as a self-reliant
organization and make them more effective partners in pursuit of social and educational
development…”
NOW, THEREFORE,
ORDINANCE #001
An Ordinance Promulgating the Revenue Code for College of Business, Development
Economics and Management Local Student Government (CBDEM-LSG) for Special Purposes.
Article I
Preliminary Provisions
Section 1. This ordinance shall be known as the CBDEM-LSG Student Revenue Code.
Section 2. CBDEM LSG declares as a matter of policy:
a) Every member has the right to be free from involuntary contribution unless
approved by proper authorities.
b) No student-member shall be barred from enrolment for failure to pay fees imposed
by the local student government.
c) Every student has the right to achieve its full potential by engaging in meaningful
and relevant activities and along with that right is the obligation to contribute to
reasonable fees.
d) Every student has the right to participate in the determination of projects and fund
utilization.
Article II
General LSG Fund
Section 3. There shall be a General LSG Fee to be collected from each member every semester
in the amount of Php.500.00 as part of the amount collected by the school
administration through the University Student Government in pursuance to Article 8
section 4 of the USG Constitution.
Section 4. The General LSG Fund obtained from the University Administration cannot be utilized
without a general appropriations ordinance specifying the budgetary allocations.
Article III
Project Fund
Section 6. The LSG shall collect from each member an amount of Php.0.00 as project fund of
which Php.500.00 shall be collected in two semesters.
Section 7. The project fund shall be utilized only upon approval of the LSG Board through
proper consultation with members through the class mayors.
Section 8. The LSG Board shall nominate at least three projects through a resolution each year
to be prioritized by student members.
Section 9. The Commission on Elections (COMELEC) shall conduct referendum to prioritize
projects nominated by the LSG Board.
Section 10. The LSG Governor through appropriate committees shall implement these projects
as prioritized by the student-members.
Article IV
Activity Fund
Section 11. For the first semester, the following shall be collected to support activities in:

Section 14. No funds intended for an activity be allocated and utilized for other
activities/project.
Section 15. If for any reason, an activity cannot be implemented. The allocated fund can be
realigned to other activities upon approval of the LSG Board.
Section 16. Savings incurred in the implementation of the activity shall be realigned as project
fund.
Section 17. The LSG Treasurer shall within two weeks shall make a financial report to the LSG
Board on the expenditures of the activities done and submit the same to the USG
Commission on Audit for proper audit.
Article V
Final Provisions
Section 18. The Treasurer and Governor shall submit a financial report of the income and
expenditures of a particular semester to the USG-COA and shall report the same to the
student assembly as a requirement for collection for the next semester.
Section 19. If any provision of this ordinance is declared unconstitutional by the USG or void by
the university authorities, the same shall not affect the validity and effectivity of the
other provisions thereof.
Section 20. All LSG laws, rules and regulations or parts thereof contrary to or inconsistent with
the provisions of this ordinance is hereby repealed or modified accordingly.
Section 21. This ordinance shall take effect upon approval by majority of the votes casted by
student members through a referendum.
