INDUSTRIAL
POLICY 2014-19

Key Objectives
§ To promote on priority basis, the areas in relation to
manufacture under MAKE IN INDIA for implementing the
plan of MAKE IN CHHATTISGARH in line with the ambitious
plan of MAKE IN INDIA

§ To bring the State equivalent with the industrially developed


States of the country by 2024 by taking the benefits of
positive environment created for overall and rapid
industrialization in the State

§ To encourage the domiciles of the state towards self-


enterprise and to provide the domicile opportunities of
service and employment in the industries

§ In addition to the industries being established, to establish


such other industrial projects in the state which are not
established till now

§ To create conducive environment for promotion of export


and to attract foreign investments by encouraging the
establishment of Special Economic Zones

§ To increase the per capita income and gross domestic


product of the State by making capital investment in the state
competitive and easy and by giving comparatively more
financial incentives

Interest Subsidy
Micro and Small Industry: Up to 60% of the total interest paid,
Maximum limit INR 30 Lakh per year

Medium and Large Industry: Up to 60% of the total interest paid,


Maximum limit INR 40 Lakh per year

Mega projects and Ultra mega projects: Up to 70% of the total


interest paid, Maximum limit INR 100 Lakh per year

Special Economic Package for SC/ST: Up to 75% of the total interest


paid, Maximum limit INR 120 Lakh per year

Fixed Capital Investment Subsidy


Micro and Small Industry: 35% of the fixed capital investment,
Maximum limit INR 80 Lakh

Medium and Large Industry: Up to 45% of the fixed capital


investment, Maximum limit INR 120 Lakh

Mega projects and Ultra mega projects: Up to 50% of the fixed capital
investment, Maximum limit INR 500 Lakh

Special Economic Package for SC/ST: Up to 50% of the fixed capital


investment, Maximum limit INR 500 Lakh

Electricity Duty Exemption


For all categories of industry: Full exemption up to 10 years (from the
date of commencement of commercial production)

Special Economic Package for SC/ST: Full exemption up to 12 years


from the date of commencement of commercial production

Exemption from Entry Tax


Up to 7 years

Quality Certification Subsidy


Small, Micro & Medium Enterprises: 50% of expenditure for
certification, Maximum limit INR 1 Lakh

Special Economic Package for SC/ST: New and existing Micro, Small
and Medium category industries- 60% of the amount spent, Maximum
limit INR 1.25 Lakh for obtaining the certification

Technology Purchase Subsidy

For all categories of industry: 50% of expenditure for patent,


Maximum of INR 5 Lakh

Special Economic Package for SC/ST: Small, Micro, Medium , Large


industry and Mega & Ultra Mega Projects- 60% of the amount spent
on purchase of technology, maximum limit of INR 6 Lakh

Technical Patent Subsidy

Small, Micro & Medium Enterprises: 50% of expenditure for patent,


Maximum limit of INR 5 Lakh

Special Economic Package for SC/ST: Small, Micro, Medium, Large,


Mega & Ultra Mega Enterprises - 60% of expenditure for patent,
maximum limit of INR 6 Lakh

Exemption/ concession in land premium on


allotment of land in industrial areas /
industrial parks:

§ Small, Micro, Medium Industry: Up to 60% exemption in land


premium

§ Large, Mega projects/ ultra-mega projects: Up to 25% exemption in


land premium

§ Special Economic Package for SC/ST: 100% exemption of land


premium shall be given on land allotment for establishing
Industries and service enterprises. Rate of lease rent will be INR 1
per acre per year

Project Report Subsidy


For all categories of industry: 1% of the fixed capital investment,
Maximum limit INR 2 Lakh

Special Economic Package for SC/ST: 1% of the fixed capital


investment, Maximum limit INR 2.5 Lakh

AGRO & FOOD


PROCESSING INDUSTRIES
POLICY 2012-19
Key Objectives
§ To enhance the income of the farmers of the State

§ Value addition of the Agriculture produce, Fruits & Vegetables


and Pulses & Oilseeds in the State

§ Generation of new opportunities of employment in the sector

§ Provision the secured storage for Agriculture produce, Pulses &


Oilseeds and Fruits & Vegetables etc. in the State

§ Ensure better price of agriculture produce to the farmers of the


State

§ Reduction in cost of production of the agro and food


processing products and to make its marketing easy

§ Ensure availability of the quality food materials to the public of


at justifed prices

§ To encourage farmers of the State to diversify for farming of


fruits & vegetables and other cash horticulture crops by
development of the Agro & Food Processing Industries

Policy Incentives
Electrical Duty exemption
100% exemption for the period of 10 years from the date of
commencement of commercial production

Mandi Tax exemption


Total exemption leviable on agro products) shall be granted to the
Agro & Food Products Processing units for the period of five years,
Maximum limit 75 percent of the fixed Capital investment of the
processing unit

Facility on Contract Farming


Provisions of the Chhattisgarh Krishi Upaj Mandi Act – 1972 are
applicable in the State

Single License System


Sale – Purchase could be done in the notified Krishi Upaj Mandies in
whole State

Special Package Scheme under Food


Processing Policy for investments
above INR 500 Crores
§ Land Premium Subsidy of 75% will be applicable for land allotment
from land bank. No other discount/subsidy will be applicable on
lease rent and other duly payable charges. Amount of land
premium will be calculated on nomination basis

§ Stamp duty Exemption of 100% will be given on land allotment. The


subsidy is applicable to proposals/units that start commercial
production within 36 months from date of issue of first stamp duty
exemption certificate. Stamp duty exemption of 100 % for the first
three years to the Proposals/units availing loan from
banks/financial institutions

§ Reimbursement of 100% of interest amount for the first 10 years


(Maximum limit is 50% on fixed capital investment amount) on
proposals/units availing term loan (maximum limit is 80% of fixed
capital invested, deemed necessary for project) from notified banks

§ All eligible units/proposals will get 100 % exemption on electricity duty


on the units of electricity consumed by them from the start date of
commercial production till 15 years. However, promoters / agencies
/companies have to submit the electricity rent exemption certificate
issued by Director of Industries to the office of Chief Electricity Controller
with six months from start date of commercial production

§ The First eligible proposals / units that established food processing, fruit
& vegetable processing and Non Timber Forest Produce Processing in
any division of Chhattisgarh state with investment amount of more than
Rupees 500 Crore, will be eligible for 100% Mandi tax subsidy for the 15
years from the date of start of purchasing raw materials from State
Mandi / from producer directly/farmer/unit/raw materials purchased
from outside state

§ Investment made towards building, plant & machinery, electricity supply


and water supply by the promoters/units from the date of start of
commercial production up to Three Years will be considered under fixed
capital investment for proposals

§ For skill development of technical & skilled people domiciled of


Chhattisgarh state and engaged in the units/ proposals the Government
of Chhattisgarh will reimbursed the EPF equivalent amount in form of
Grant to promoters/companies/agencies for the first 500 workers for
first 12 months from date of start commercial production

§ Upto 50% incentive for Fixed Capital Investment upto INR 1.5
Crores

§ Reimbursement of 75% interest paid annually for 8 years not


exceeding INR 1.1 Crores per annum

§ 80% rebate on land premium equivalent to INR 12 lakhs per


acre in Naya Raipur

§ 100% exemption of stamp duty

§ For >50% employees with Chhattisgarhdomicile, 5% additional


incentive

§ Electricity duty exemption upto 12 years

§ Technical Upgradation/Establishment/Modernization of Food


Processing Equipment and Machinery, allocation of 25% (INR 50
Lakhs) of Technical Civil Work cost

§ Development of Cold Chain, Value Addition and Conservation


infrastructure (in the area of Horticulture and Non Horticulture)

(a) 35% of Total Project Cost 35% - INR 500 Lakhs


(b) Interest raised at the rate of 6% for period of 5 years
(INR 200 Lakhs) on Term Loans from Banks and
Approved Institutions

§ Establishment of primary processing centre /collection centre: 50%


- INR 250 Lakhs of total project cost

§ Reefer Vehicle Scheme: 50% - INR 50 Lakhs of cost of cooling rops


by development of the Agro & Food Processing Industries

§ Interest Subsidy: 75% on interest for 7 years. upto INR 70
lakh per year

§ Fixed Capital Subsidy: 35-40% up-to INR 3.5 Cr

§ Electricity Duty Exemption for 10 years

§ Stamp duty exemption on land purchase or lease

§ Stamp duty exemption on loan for 3 years

§ Self-certifications for various State laws, as provided for


by the Central Government

§ Rental subsidy to start-ups: 40% for 3 years. Up-to INR


8000 per month

§ Project Report Subsidy, Quality Certification, Technical


Patent Subsidy,

§ Technology Purchase Subsidy

§ All MSME's Start-up shall be eligible for 60% subsidy on


land premium in Government industrial parks

CHHATTISGARH SOLAR
ENERGY POLICY – 2017-2027

Key Objectives

§ To promote solar energy production in state which may help to


support increasing demand of energy and also with environmental
and economic scalability

§ To promote private partnership in Solar Energy Production

§ To create a favourable environment which may help to develop Solar


Production Capacities in State

§ To decrease energy production from Traditional Heat Energy (COAL)


sources in an continuous manner and to support long term energy
demand of state thus helping demand supply and energy safety

§ To promote Off-Grid Solar applications to meet the energy needs of


the vulnerablesections of society residing in distant areasof State

§ To ensure provisioning of Clean Energy for universal access

§ To promote decentralized production and distribution in State

§ To create direct and indirect employment opportunity in the area of


Solar Energy Production and related supporting industries

§ To effectively use the non-agriculture and waste land for Solar Energy
production

§ To promote innovative schemes supporting Solar Energy production

§ To create skilled and semi-skilled talent for the sector

Facilities provisioned for Solar Power Plan


§ Industries will be encouraged to develop Solar Energy Plants in State
to be used for self or to sale outside the state

§ Grid will get approvals to purchase Energy from Solar Grids under
Renewable Energy Certificate – REC

§ Solar Energy can be sold using REC under the Regulation of


Chhattisgarh State Electricity Regulatory Commission

§ Any Solar grid will be provisioned GRID connectivity having capacity


of more than 10 KW

Promotional Benefits
§ Electricity Duty Exemption

(a) All Solar Power projects are exempt frompayment of


Electricity Duty (ED) on auxiliary consumption and captive
consumption within the State
(b) State Government extends the facility of ED Exemption to
Solar Power Plantscommissioned uptil March 2027

§ Provision of Single Window System

§ Solar Parks development will be encouraged in identified areas of


State under Private Public partnership (PPP) or Sharing Basis

§ Internet & Mobile Technology and Social Mobility analytics
