The alignment report was
submitted in the month of May’17
and the contractor started the
works only in the month of
August’17 due to late arrival of DI
pipe to the site and as on date still
the DI fittings require for pipe
laying are yet to be shipped from
INDIA. M/s JISL was able to lay
only 11km of the pipe out of
available 68 km of pipe i.e. only
68.96m of pipe per day due to M/s
JISL internal issues (in sufficient
machinery, and disputes with the
workers and with Sub-contractor
on site) with this present available
resources with JISL they require
826 more days to complete the
balance laying. Regarding
reservoir and boosting stations
locations all the sites was handed
over to M/s JISL in between
September-16 to Jan-17 and the
last site Salasala was handed
over in May-17 as per the JISL
letter no.
JISL/DAWASA03/03.06.2017/383,
dt.03/06/2017 and keeping in view
of the concurrent delays the first
extension of 05 months was
granted up to 16 Nov 17 and M/s
JISL was unable to complete the
progress and achieved only 56%

2 Valve QAP & Problem is with the specifications with
Data sheet air valves and Non return valves as
approvals there is no standard is mention in
contract specifications so many indian
suppliers is offering the Indian
standard valves.
3 Electromegnetic Problem is with the delivery time and
flow meter QAP Battery operated Flow meters. Also, the
& Data sheet exact pressure rating at offtake point is not
approval. conformed so taken the long time to
finilised the item. Also there is variation in
Qty. as the scope of the work increase.

As this project is executed in
Tanzania and the Specifications
are framed as per the clients
requirement for their operations
and maintenance which is well
aware to M/s JISL from the
bidding stage and other Indian
exporters who are executing
similar kind of works in Tanzania
were able to get the material /
valves complying to the clients
requirements and supplied to the
site from India itself. The delay in
procurement of the materials were
mainly due to M/s JISL only as
they were in habit of comprising
the specifications for which they
change the suppliers as per their
negotiations with the suppliers in
India.
If the procurement of the material
started by M/s JISL during the
initial stages of the project, by mid
of the project all the required
material should have been in site.

4 Indian & Non As the scope of the supply items like

are left without laying pipeline for
giving inconvenience to the
complete. Approvals were
accorded timely to M/s JISL if they
comply to the specifications, if any
change in specifications will need
to take the approval from the
client by submitting reasons,
justifications and cost implications
for which M/s JISL is responsible.
Yes there are variations in the
contract and approvals were
accorded and manufacturing in
process in India since they are not
following the specification by way
of giving false information and M/s
JISL is paid for the shipped
material.
During the contract approval of
this package to M/s JISL from the
Exim bank there was delay as
they were unable to comply to the
purchases, MS pipe specials, HDD
Machinary, HDD Pipes, Road crossing
pipes (RCC Pipes), increase the non
indian content percentages since they had
to be procured here . The major variations
with respect to tender drawings and
approved drawings resulted in major
change in service content and increase
for non indian content. Delay in land hand
over and pressure to finish the work also
resulted into local procurement of some
items like steel , offtake fittings,
construction materials like water stoppers
, admixtures etc . No drawings or details
were submitted for existing underground
pvc or hdpe pipes , whihc got damaged
during installation so had to be purchased
locally . Hence requested the aprovals for
the revision of the Indian & Non Indian
Content.

response and suggestions on the
request was communicated vide
our letter no.
WAP/COMML/TAN/18/03/34,
dt.15/01/2018 and reminding the
same by M/s JISL again instead
of submitting the requested
information will not serve the
purpose.
Also please note that in the
covering letter of this wish list by
JISL, they requested for additional
time up to 16 Jan 18 for
submitting the detailed breakup to
the consultant which was not
received till date from M/s JISL
and it’s unprofessional to remind
for approving the same and the
above itself prove that they don’t
have details of the procurement

5 Battery QAP & As per the contract specification the

project is being executed as per
the mercy of the sub-contractor

engineer is holding charge of
Project in-charge in spite of our
request to provide an experience
Project Manager.
