P R E F A C E

Reproduced herewith the FOREWORD to the first


edition of the Constitution of the Nagaland People's Council as
follows :-

II dated 15th June 1998 which brought sections 3 and 6 of the
Representation ofPeople (Amendment) Act, 1988 (1 of 1998) into
force, and the order of the Election Commission ofTndia amending the
Election Symbols (Reservation and Allotment) Order, 1968 which
necessitated all existing political parties to seek fiesh registration with
the Election Commission of India under the new section 29A of the
Representation ofPeople Act, 1951 after making necessary
amendments to their respective constitution/memoranda/rules/
regulations.

In line with this requirement the 2nd General Convention


ofNagaland People's Council held on 12th April, 1989 by a resolution
empowered the Central Executive Council to effect necessary
amendments to the Constitution.

The CEC, therefore, amended the Constitution on 17th


May, 1990 and it comes into force with immediate effect.

Since then the Constitution had undergone the process of
amendments three times and the last was in the Sixth General
Convention of NPC held on May 7,1997 at Kohima through which
Principles were added and modifications were made in the Aims &
Objects as in the Article-II.

In the meantime, in view of new developments taking place


in various spheres and in deference to the popilar wish for a change in
the political leadership in the State, the Party had decided to widen its
horizon of activities by modifying its name. Accordingly, The
Constitution (Fourth Amendemnt) 2002 was taken up through the
provisions of the Constitution and was finally adopted in its Ninth
General Convention held on October 18,2002 at Kohima and modified
its name to Nagaland Peopel's Front (NPF).

The Constitution (Fourth Amendment)
of the Nagland People's Front, 2002

ARTICLE-I
Political Organisation

1. This Political organisation shall be called "Nagaland People's


Front" (NPF) and the symbol of the Party shall be 'COCK'
2. As enunciated in its motto 'fide non armis1 meaning "by faith, not
arms", the Party shall be wedded to the principles of non-vioence
and shall strive for resolution of all conflicts through peaceful
means.
3. The Party shall bear true faith and: llegiance to the Constitution
of India as by law established and to the principal of socialism,
secularism and democracy, and will uphold the sovereignty, unity
and integrity oflndia.
Party Flag

4. (a) The flag of the Nagaland People's Front shall consist of


three horizontal stripes of equal size, of which the top
portion shall be blue, the middle portion white and the botton
portion shall be red. At the centre of the flag on the white
portion shall be impressed the Party symbol'COCK1.
(b) The length of the flag shall be one and a half time its width.

ARTICLE -H

Principles
1. The Party shall
(a) be wedded to the principles of democracy and fraternity as
traditionally practised in Nagaland, where moral values were
held in higher esteem than learning and where deeds were valued
more than words.
(b) work for the preservation of traditional values and culture with
a view to retain the heritage of our society handed down from
our ancestors in which every Naga is responsible for one another
and
(c) uphold the principles of non-violence and shall strive for resolving
of all conflicts through peaceful means.
Aims & Objects
2. The aims and objects of the Party are :
(a) To work and assist in any possible manner on any approach for
a peaceful solution of the Indo-Naga political issue, keeping alive
at the same time the fire of relentless endeavour to stand against
any force to further divide the Nagas and thereby move towards
a rennaisance ofNaga brotherhood by making constant appeal
to Naga conscience within and without.
(b) To strive to bring about electoral reforms suited to our way of
life aimed at a national resurgence in the society towards whom
the Party is duty bound and thereby to liberate the Naga society
from tiie deadly clutches of degeneration.
(c) To. work for unity and integrity of the people by integrating all
contaguous Naga inhabited areas under one administrative roof
and also to provide protection to all the ethnic groups who are
indigenous inhabitants of the State.

(d) To restore the good name and clean image which the Nagas
enjoyed in the past by taking the fight against all forms of
corruption at all levels of Government.

(e) To restore to the people the self-discipline and the spirit of self-
reliance which the Nagas had in abundance in the past but which
have been seriously eroded in the recent past.

(f) To work for economic advancement of the people with special


emphasis on rural development with a viewto removing economic
disparity in the society.

(g) To strive for a clean and efficient administration.

(h) To strictly abide by the Rule ofLaw in the dispensation of Justice.

ARTICLE-HI

Constituents
Nagaland People's Front shall consist ofthefollowing constituents :

1. The Central Party for the whole State of Nagaland.

2. Divisional Units as specified in Schedule V.

3. Area Unit for every Assembly Constituency or as may be deemed


necessary by the respective Divisional Unit.

4. Village/Town/Ward Unit for every Village/Town/Ward.

5. Frontal organisations as specified in Schedule VI.


ARTICLE -IV

Central Party and its constituents


The Central Party ofNagaland People's Front shall consist of:
1. The Working Committee.
2. The Central Office Bearers.
3. State Advisory Board.
4. Central Executive Committee.
5. State Representative Council and
6. Central Finance Committee.

Working Committee
1. The Working Committee of Nagaland People's Front shall consist
of the President and eight other senior, experienced Party leaders
who will be appointed by the President.

Powers and functions


(a) The powers and functions of the Working Committee are :
i) to decide on steps to be taken for implementation of the Party's
policies and programmes;
ii) to take decisions on important issues referred to it by the Central
Executive Committee or any other unit of the Party;
iii) to take decision on any matter of urgency of the Party.
b) The quorum for a meeting of the Working Committee shall be
five members.
Central Office
2. (a) The Central Office bearers of the NPF shall be as specified
in Schedule-IV
b) Their duties and functions shall be assigned to them by the
President.
c) All Office bearers shall be elected at a General Convention
of the Party and shall normally hold office for a term of
three years.
d) Office bearers shall be eligible for re-election.
State Advisory Board
3. To advise and guide the Legislative Wing of the Party, there shall
be a State Advisory Board of the Nagaland People's Front with
seperate Chairman, Vice-Chairman and Secretary of its own.
The State Advisory Board shall consist of seventeen members,
of whom the Party President shall be member by designation
and sixteen other senior leaders of the Party (other than MLAs)
to be named by the Central Executive Committee.

Central Executive Committee


4. (a) The Central Executive Committee shall consist of:

i) All Central Office bearers of the Party.


ii) The Chairman, Vice-Chairman and Secretary of the State
Advisory Board.
m) Eight members from the NPF Legislature Party, of whom
the Leader, Whip and Secretary shall be permanent
members while the remaining five shall be replaced every
year.
iv) The President of each frontal organisation.
v) Representative of Divisional Units as specified in Schedule V.
vi) Two members to be nominated by the President.
vii) Any or all NPF Members of Parliament.
viii) Presidents NPF Divisions.
Powers and functions of CEC
(b) The Central Executive Committee shall have the power:
i) to frame rules/regulations for guidance of the Party and all
subordinate units and committees including all frontal
organisations and to amend/alter/repeal such rules/
regulations;
ii) to superintend, direct, control or empower any or all
subordinate units/committees includingfrontalorganisations;
in) to organise under it on adhoc basis committees for drafting
of resolutions and manifesto, nomination of office bearers
of the Central Party and State level frontal organisations
including the State Advisory Board, selection of candidates
for General Elections and Bye-elections;
iv) to suspend/dissolve any subordinate unit or committee
including the frontal organisations and the State Advisory
Board if it fails to function in accordance with the rules/
regulations/directives framed or issued by the Central
Executive Committee or the provision of this Constitution;
v) to take disciplinary actions against any Active/Primary
member of the Party or to issue instructions to any
subordinate unit or committee, including the frontal
organisations and the State Advisory Board to take
disciplinary actions against any of its members as provided
in this Constitution or the rules/regulations in force;
vi) to appoint auditor (s) to examine the records and accounts
of the Party. Auditor (s) when appointed shall have access
to all offices, accounts and records of the Party;
vii) to appoint members of the NPF Election Board;
vin) to decide time and place to hold the General Convention
of the Party and
ix) to amend/repeal/alter the provisions of the various
Schedules to this Constitution.

Other Powers
(c) The Central Executive Committee shall have the power to take/
perform any action/duty in the interest of the Party as it may
deem fit and proper in an emergent situation or circumstances.
Provided that if any action/duty is taken/performed beyond
its powers as defined in this Constitution, it shall be submitted as
soon as possible to the State Representative Council or General
Convention for approval/ratification.
(d) The Central Executive Committee shall refer any or all matters
of delicate nature to the Working Committee for decision/action.
(e) All decisions of the Central Executive Committee except those
referred to the Working Committee/State Representative Council/
General Convention shall be final.

Meetings of the Central Executive Committee


(f) i) Not less than fifteen day's notice shall be given for a meeting
of the Central Executive Committee.
S) In case of emergency a meeting of the Central Executive
Committee may be called at short notice through telegrams,
wireless/Telephonic messages etc.
in) Any member of the Party may requisition a meeting of the
Central Executive Committee by presenting to the
President a memorandum signed by ten or more
members of the Central Executive Committee.

State Representative Council


5. (a) The State Representative Council of the NPF shall
consist of:
I) Office bearers of the Central Party.
ii) Members of the Central Executive Committee.
m) All NPF Members of Legislative Assembly and Parliament.
iv) All members of the NPF State Advisory Board.
v) The President and General Secretary of each Divisional
Unit
vi) The President of each Area Unit.
vii) The President and three others from each frontal
organisation.
vin) Four members to be nominated by the President.
Co-opted members
(b) Any voluntary organisation wishing to be represented shall be
co-opted.
(c) The tenure of office of all members of the NPF State
Representative Council and all subordinate constituents/
organisations shall be three years except in the case of the
Legislators whose membership remain valid till they cease to be
members of the Legislative Assembly/Parliament, or till they
cease to be members of the Party, whichever is earlier.

Powers of the State Representative Council


(d) The State Representative Council may discuss/review/decide
general policies of the Party.
(e) The State Representative Council shall take into consideration/
decide any matter as may be referred to it by the Central
Executive Committee.
(f) The State Representative Council shall hold at least one meeting
in a year.

Central Finance Committee


6. (a) The Central Finance Committee shall consist of the
Treasurer as Chairman, the Assistant Treasurer and seven
other members to be named by the Central Executive
Committee or State Representative Council from
amongst the Active Members of the Party.

(b) The Central Finance Committee shall have the power for
tapping all sources of income for raising fund for the Party.
(c) While general control over the Party fund shall be exercised
by the Central Executive Committee, the Central Finance
Committee shall have the power to distribute/extend
financial aid to any or all units of the Party including the
frontal organisations, or to ask the various units of the Party
including the frontal organisation to contribute lumpsum
amounts to the Central fund as and when necessity arises.

Election Board
7. (a) There shall be an Election Board to be elected by the
Central Executive Committee
(b) The Election Board shall have three members to be
nominated by the Central Executive Committee. All
Presidents of the Divisional Units shall be associate members
of the Election Board.
(c) The Election Board shall have the power to notify the date
of election, to conduct, supervise and declare result of all
elections to the Divisional Units. The Election Board shall
hold elections to the Divisional Units simultaneously so as
to enable all the Divisions to enjoy the same tenure of office
at the same period of time.

Powers and functions of the President


8. (a) The President shall tender advice to the Legislative Party
for implementation and execution of the policies and
programmes laid town by the Party.
(b) The President shall have the power or delegate power to
any office bearer to convene, preside over, adjourn and
prorogue all meeting of the Central Party, viz., the General
Convention, meetings of the State Representative Council,
the Central Executive Committee, the Working Committee
and any other committee of the Central Party other than
the Central Finance Committee.

(c) The President shall have the power to delegate power to
any other office bearer or Active Member of the Party to
convene a meeting of any subordinate unit/committee
including the frontal organisations in case any such unit/
committee failed to function in accordance with the
provisions ofthis Constitution.

(d) The President shall have general control over all offices of
the Party including those of the frontal organisations.

(e) The President shall have the power to nominate:


i) Eight members to the Working Committee.
h) Two members to the Central Executive Committee,
in) Four members to the State Representative Council.
(f) The President shall undertake visits and hold meetings in
different areas in the State and inspect offices of the
Divisional Units etc. and tour places outside the State in
connection with Party affairs as and when necessary or
entrust other office bearers to perform such duties.

(g) The President shall take/perform, or entrust other office


bearers to take/perform any other action/duty/function in
the interest of the Party as may be necessary from time to
time.

Provided that any action taken/performed beyond the


power as defined in this clause shall be referred to the
Central Executive Committee at the earliest opportunity
forconsideration/approval/ratification.

(h) All business of the Party shall be performed in the name of


the President.
ARTICLE-V
Divisional Unit
1. (a) A Divisional Unit shall be composed of Active/Primary
members of the Party, and shall have:

i) as its office bearers a President, Vice-President, a


General Secretary, Joint Secretaries and Treasurer,
ii) An Executive Committee consisting of the Office
bearers and two members from every Assembly
Constituency within its jurisdiction,
iii) A Finance Committee with the Treasurer as its
Chairman and as many other members as may be
deemed necessary.

(b) A Divisional Unit shall exercise general control over all


Area Units within its jurisdiction and the corresponding
unit of any frontal organisation.

(c) Divisional Units shall enroll Active and Primary members


of the Party in accordance with instructions/guidenries from
the Central Office of the Party.

2. (a) The Executive Committee of a Divisional Unit shall


have the power:

1) To frame rules for its guidance,


ii) To scrutinise applications for Active membership,
iii) To take disciplinary actions against any of its members
within the provision of this Constitution.
ProvidedthatDivisional Units/Executive Committees
of Divisional Units shall not have the power to expel any
Active member,
iv) To recommend suitable disciplinary action including
expulsion be taken against any Active member,
v) To issue instructions and/or directives to any subordinate
unit or committee,
vi) To appoint auditor (s) to examine the records and accounts
of its office and funds,
vii) To carry out the directions and instructions of the Central
Party,
viii) To refer to or report to the Central Executive Committee
any matter beyond its power or control and
ix) To decide time and place for holding annual conventions
of the Divisional Unit.
(b) The Executive Committee of a Divisional Unit shall hold at
least two meetings in a year.
Finance Committee of Divisional Unit.
3. (a) The Finance Committee of a Divisional Unit shall consist
of the Treasurer as its Chairman and as many other
members as may be deemed necessary.
(b) The Finance Committee shall have the power:
i) to raise funds for the Divisional Unit,
u) to regulate and exercise control over the fund.
Power and functions of office bearers of Divisional Unit.
4. (a) The President of a Divisional Unit shall
i) have the power to convene/preside over/adjourn and
prorogue all meetings of the Divisional Unit and its
Executive Committee,
ii) have general control over the office of the Divisional
Unit, Area Units within its jurisdiction and
corresponding units of frontal organisations and
iii) carry out all instructions and directivces from the
Central office.
(b) In the absence of the President, a Vice-President of the
Divisional Unit shall perform the duties of the President.
(c) Subject to general control of the President, the General
Secretary of a Divisional Unit shall:
1) be responsible for the maintenance of the office ofthe
Divisional Unit,
ii) prepare and maintain all reports and proceedings of
the Divisional Unit.
(d) In the absence of the General Secretary a Joint-Secretary
shall perform the duties and functions of the General
Secretary.

ARTICLE-VI
Area Unit
1. There shall be an Area Unit for every Assembly constituency or
as may be deemed necessary by the respective Divisional Unit.
(a) An Area Unit shall be composed of an Executive
Committee consisting of a President, a Vice-President, a
Secretary, Asst. Secretary, Treasurer and any number of
members from every village.
(b) An Area Unit shall carry out the instructions and directions
of the Divisional Unit as well as the Central Party. It shall
frame rules and take decisions for its guidance and maintain
regular contacts with the Village/Town/Ward Units under
it as well as with the Divisional Unit
(c) The members of the Area Unit shall be primary members
of the Party having their membership enrolment at the office
of the respective Divisional Unit.
2. The election of office bearers of the Area Unit and other
incidental duties and functions will be held and performed in
accordance with the directives or permission of the respective
Divisional Unit
ARTICLE-VH
VUlage/Town/Ward Unit

1. There shall be Village/Town/Ward Unit for every Village/


Town/Ward.
(a) The Village/Town/Ward Unit shall be composed of primary
members of the Party whose memberships shall be enrolled
at the office of the Divisional Unit with the assistance/
supervision of the Area Unit.
(b) The size and composition of office bearers and Executive
Committee shall be determined by the members of the Unit.
(c) The duty of the Village/Town/Ward Unit shall be primarily
to propagate the policies and programmes of the Party
among the masses.
d) It shall bring to the notice of the respective Area or
Divisional Unit any matter afFectingthepeace andtranquility
of the State for necessary actions.
2. Subject to the general control of the respective Area or Divisional
Unit, the Village/Town/Ward Unit shall function mostly according
to the convenience of the Unit.

ARTICLE-Vm
Primary Membership
1. Any citizen ofNagaland who subscribes to the principles of the
NPF shall be eligible for Primary membership fo the Party.
Enrolment of Primary Members shall be made under the
supervision/instruction of the Divisional Unit. Divisional Units
having largejurisdiction may entrust the Area Units to perform
this duty.
2. Register of Primary members are to be maintained in every
ViUage/Town/Ward/Unit, with fascimile copies of the register to
be forwarded to the Area/Divisional Unit office.
3. (a) Primary members of the Party shall subscribe Primary
membership fees as indicated in Schedule 1,50% of which
shall be retained by the Village/TownWard Unit for its office
maintenance and 50% shall be remitted to the Area Unit
(or Divisional Unit, as the case may be).
(b) Primary membersship is renewable every three years.
(c) Primary membership shall cease by death, removal,
suspension, expulsion or refusal to renew membership
inspite of reminders.

4. (a) Primary members seeking Active membership of the Party


shall submit applications in the prescribed form (Schedule
II). All application for Active membership shall be
scrutinised by the Executive Committee of the
Divisional Unit (or by a Commmittee constituted by the
Executive Committee ofthe Divisional Unit for this purpose).
(b) Primary members who qualify for Active membership under
the provisions of this Constitution shall, on taking pledge in
a prescribed form (Schedule EH) and on payment ofthe
requisite Active membership fee, shall be enrolled as an
Active member ofthe Party.

Disqualifications
5 . (a) No person who is not a Primary member shall be allowed
to become an Active member ofthe Party.
(b) No person who has been convicted and sentenced with
fine or imprisonment by a Court of Law or Customary
Court on criminal charges involving moral turpitude, shall
be allowed to become a member ofthe NPF unless a
period of five years has elapsed from the date of release
from conviction or imprisonment. Any person who has
been convicted or imprisoned on political grounds shall
be eligible for membership ofthe Party.
(c) Any person who has been expelled or suspended by the
Party shall not be eligible for membership.
(d) Notwithstanding anything contained in the forgoing clauses,
the President of the NPF may waive any of the
disqualifications in an emergent situation, subject ot review/
ratification/approval by the Central Executive Committee
at the earliest opportunity.

Registration of Active Members


6. (a) Registers showing full name, name of father/husband, age,
occupation, residence, date of enrolment and records of
subscriptions of membership fees of all Active members
shall be maintained both by the Central Office and the
respective Divisional Unit Office.
(b) Active membership should normally be renewed every 3
years. 50% of Active membership fees should be retained
by the respective Divisional Unit Office and the remaining
50% should be remitted to the Central Office.
(c) When changes in a register is made by either office, the
other office shall be informed of the changes accordingly.
(d) In any meeting of the Central Party or Divisional Unit,
only Active members will be allowed to vote.
(e) Only Active members shall be eligible for nomination/
election to the Legislative Assembly/Parliament/Offices of
the Central Party/Divisional Units/any Committee, save
Area or Village/Town/Ward Units.
(f) Active members shall maintain their primary membership
in the respective Village/Town/Ward Unit.
(g) Active membership shall cease by death, resignation,
removal, suspension, expulsion or refusal to renew
membership inspite of reminders.
ARTICLE-IX

Quorum
1. (a) The quorum for a meeting oftheNPF State Representative
Council and Central Execi rave Committee shall be one-
fifth of the total n bers.
(b) Save otherwise specified in this constiti ition, the quorum
for all other units/committees of the Paity shall be one-
third of the total members.
2. Any meeting adjourned for want of quorum shall not require
quorum in the adjourned meeting.

ARTICLE-X
Inner Party Democracy
1. Every members of the Party shall have the right to express his/
her views at a General Convention of the Party or in the Party
Unit/Committee to which he/she belongs.
2. Free expressions tending towards factional attempts which are
likely to jeopardise party interests, or which may instigate
communal tension, hatred, etc. among the people, shall be
prohibited.

Discipline
3. (a) Discipline is based on conscious acceptance of the aims,
objects, programmes, policies and principles of the Party.
All members irrespective of their status in the Party are
equally bound by discipline.
(b) Violation of any provision of this Constitution, or the
commission of any action which may harm the interest of
the Party or the society, shall constitute a breach of
discipline and be liable to disciplinary actions.
(c) Disciplinary actions shall consist of the following:
1) Warning.
n) Removal from the post held in the Party.
in) Suspension from membership.
iv) Expulsion.
4. (a) Any member of the Party who proves to be indifferent to
the principles, policies and programmes of the Party shall
be liable to disciplinary actions.

(b) Any member who openly or otherwise indulge in agitating


or propagating against the policies and decisions of the
Party shall have his/her membership suspended for aperiod
of time as may be determined by the Central Executive
Committee/Divisional Unit

(c) Any member who goes against/violates/refuses to abide


by the decisions of the Party in matters of election or any
other important decision of the Party shall be liable to
disciplinary actions.

(d) Any member who deliberately or otherwise divulges Party


secrets shall be liable to disciplinary actions.

(e) Any member who generally remains absent from important


meetings of the Party without resonable grounds shall be
served with a warning, and thereafter be liable to other
forms of disciplinary actions.

(f) Any member refusing to take Party pledge shall be liable


to disciplinary actions.

(g) Any member who fails to clear up his/her membership fees


within" a prescribed period shall be liable to displinary
actions.
ARTICLE-XI

General Convention
1. The General Convention of the Nagaland People's front shall
be held at least once in a year at a time and place decided upon
by the Central Exective Committee.
2. (a) Elections of all office bearers shall be held at a General
Convention of the Party (or the respective Divisional Unit
etc.)
(b) Nomination Committees (s) should be duly constituted to
scrutinise/propose the names of office bearers.
(c) The manner of election shall follow the principle of simple
majority. In case of a tie, the vote of the presiding officer
shall decide the issue.

Split or Merger
3. In case of any dispute arising in the Party following a split or
merger with any other party, a simple majority of the Active
members present and voting in the General Convention shall
determine the issue.
Provided that proper notice for the General Convention
(whether normal or emergent), making specific mention of the
issue at hand, has been sent out for distribution to all Active
members of the Party, and such notice has been published in at
least one local newspaper and has also been announced over
radio at least thirty days in advance.
Provided further that Active members seeking to vote at
such a General Convention have all been enrolled as such
members before the dispute originates.
ARTICLE -

Amendment of Constitution
1. Any amendment/alteration/repeal of the Constitution of the
Nagaland People's front can be made only in a General
Convention of the Party.
2. Notice of any proposal for amendment/alteration/repeal should
be submitted in writing for prior consideration of the Central
Executive Committee, and such notice should be published in at
least one local newspaper and radio thirty or more days before
the General Convention.
3. For amendment/alteration/repeal of any provision of this
Constitution, a majority of two-thirds of the Active members
present and voting shall be required.
4. In case of any proposal for dissolution of the Party, a majority
of three fourths of the Active members present and voting,
supported by resolution of at least two-third of the Divisional
Units, shall be required.

SCHEDULE-II

(This form shall be signed by the Enrolling Officer and retained


in the book of record. A separate Membership Card is to be given to

THE CONSTITUTION (FOURTH AMENDMENT ) OF THE


NAGALAND PEOPLE'S COUNCIL : 2002
AN AMENDMENT
To affect necessary modification in the Constitution in order to make
it more relevant to the prevailing situation.
Preamble :
WHEREAS, the Nagaland People's Council (NPC) has decided to
widen its horizon of activities and to strengthen the regional forces in
Nagaland through a strong and viable regional party,
AND WHEREAS, out of deference to the wishes of the people of
Nagaland, the NPC Working Committee in its meeting held at Kohima
on 20th August, 2002 has agreed in principle to modify the name of the Party.
AND WHEREAS, the modification of name to be affected requires
the prior consideration of the Central Executive Council of the Party.
AND WHEREAS, this proposal was placed before the Council for its
consideration on the 1 lth September, 2002 for modification of the name
of the Party.
AND WHEREAS, the Central Executive Council had unanimously endorsed
the views of the Working Committee to modify the name of the Party.
AND WHEREAS, in accordance to the provisions of the Article IV
Clause 4 (b) (viii) of the Constitution of the NPC, the CEC had decided
to hold its next General Convention on Oct. 18,2002 at Kohima.
AND WHEREAS, in accordance to the provisions at Article XII
Clauses 1 and 2 of the Constitution, the Text of the amendment was
notified in local dailies viz. Nagaland Post and Nagaland Page in their
publication dated September 14, 2002 andthe same was broadcasted
by the All India Radio Kohima Station in their news bulletins in September
13-14,2002.
Now, therefore, in compliance to the provisions at Article XII Clause 1
of the Constitution of NPC, the amendment is placed before the Ninth
General Convention on this day, the eighteenth October two thousand
two (18 -10 - 2002) for adoption.

Text of Amendment :
The Constitution of Nagaland People's Council (here in after referred
to as the Principal Constitution) is further amended as follows :-
1. Amendment of Article I of the Principal Constitution :-
(a) In Article I, Clause I, the words 'NAGALAND PEOPLE'S
COUNCIL'shall be substituted by the words "NAGALAND PEOPLE'S
FRONT"
(b) Henceforth, this Constitution shall be called the Constitution of the
NAGALAND PEOPLE'S FRONT.
(c) In the title, the words 'NAGALAND PEOPLE'S COUNCIL'
shall be substituted by the words "NAGALAND PEOPLE'S FRONT"
(d) The words "NAGALAND PEOPLE'S COUNCIL" and 'NPC
in its abbreviatory form wherever appearing in the Principal
constitution shall be substituted by "NAGALAND PEOPLE'S
FRONT" and "NPF' respectively.
(e) The w o r d s "STATE A D V I S O R Y C O U N C I L " and
"CENTRAL EXECUTIVE COUNCIL" wherever appearing
in the Constitution shall be substituted by "STATE ADVISORY
BOARD" and "CENTRAL EXECUTIVE COMMITTEE"
respectively.
2. The following words within bracket which is found in Article 1
Clause 1 shall be deleted. "Since withdrawn by the Election
Commission of India vide their order dated 16-9-1998."

The Amendment as placed before the General Convention was


adopted unanimously by show of hands. The General Convention was
attended by around 750 registered office bearers and delegates from all
over the State.
