The topic for our forum today is about the ‘Child Abuse’.

Nowadays, child abuse is one of the popular case that always occur in
our society. In fact, this case need to be look in a biggest scope so that
it's can be overcome. Before we go further, let me introduce to all of
you about our panels because most of them have a lot of knowledge
and also experiences about this topic that we will discuss.

Beside me, we have a well-known woman. She is Datin Seri Hazalia


binti Datuk Othman from Ministry of Women’s and Child Development.
Next, Professor Nadzirah binti Osman, Children’s Psychologist from
Universiti Sains Malaysia and Chief Inspector Norsiah binti Padil from
Royal Malaysia Police.

Without wasting our time, my first question to our first panel, Datin Seri
Hazalia can you tell to us about the meaning child abuse.
Panel 1 (Thanks to the chairperson. Greets the audiences)

Before I explain about child abuse, let me tell you the definition of
children. A child means every human being below the age of 18 years
unless under the law applicable to the child, majority is attained earlier.

Although there are many formal and acceptable definitions of child


abuse, the following is offered as a guide for information on child
abuse and neglect.
Child abuse consists of any act of commission or omission that
endangers or impairs a child’s physical or emotional health and
development. Child abuse includes any damage done to a child which
cannot be reasonably explained and which is often represented by an
injury or series of injuries appearing to be non-accidental in nature.

of child abuse.

Now, my next question is to Professor Nadzirah Binti Osman. What is


the factors that can cause child abuse? Can you explain its?

Child abuse usually occurs in families where there is a combination of


risk factors. Abuse and neglect occur most often in families who are
under pressure and lack of support, poverty, serious marital problems,
violence between family members, from the extended family,
loneliness social isolation and unemployment. Other than that, some
parents have high expectations of the child and what the child should
achieve. This may cause depression in children. Next, there are parent
lack of knowledge and skills in bringing up children. For example, when
parents facing some problem, their children become the victim of their
anger.

Furthermore, certain community attitudes may encourage child abuse.


These include acceptance of the use of violence and force, acceptance
of physical punishment of children, acceptance of parents "ownership"
of children and their right to treat children as they see fit and racism.

trouble family.

To make more our forum flare up, Norsial binti Padil, you as a Chief
Inspector of Royal Police Malaysia, can you share about child abuse
case statistic.
Panel 3 Thanks to Miss Amirah for inviting me to this forum. Assalamualaikum
and a very good evening to Datin Seri Hazalia, Professor Nadzirah
and our lovely audience.
Talk about statistic.
Did you know that child abuse is on the rise in Malaysia with an
increase of some 700 reported cases between 2011 and 2013. Despite
significant strides made by the government in improving child
protection measures in recent years, statistic from the department of
social welfare show a rise in reported child abuse cases in Malaysia.
*In 2011, there was 2,780 child abuse report receive.
*2012 : 2,279 child abuse report
*2013 : 1,999 child abuse report
Based on 2011 reported figures, neglect is the most common form of
child abuse in Malaysia. The breakdown of the three key forms of
abuse are as follows:
*952 child victims experienced neglect, example: caretaker did not
provide the child basic need
*863 child victims were physically abused
*733 child victims were sexually abuse
*58 child victims were abandoned baby
Through this statistic we can see that failure to provide care and
supervision has become frequent cause of death among children.
Child abuse report in Malaysia spiked to a record high last two years,
according to the statistic, as a police blame the crime on
misunderstanding and financial difficulties.

Moderator Now we know right, the statistic of child abuse from year to year, we
can see that rates of child abuse case that had occur is not a small
thing at all and one more thing, girls always be the number one of this
case.

Alright everyone. Let’s continue our from with another question. Datin
Seri Hazalia, can you mentions to us about the types of child abuse
that had occurs, especially in Malaysia.
Of course 

There are 4 types of child abuse, it is physical, sexual, psychological


and also neglect that i will explain to all of you because there are too
lots actually. Forms of all this kinds of child abuse,

1.Physical abuse

It can also result from severe disclipine. For example, parents using
belt to discipline their children without knowing it is harmful.

2.Sexual abuse

Aside from physical damage that sexual abuse victim had, sexually
abused children are tormented by shame and guilt.

3.Psychological abuse

Old saying ‘sticks and stones may break my bones but words will
never hurt me’. Contrary from this old saying, emotional abuse can
severely damage a child mental health and social development, leave
a lifelong psychological scars.

4. Neglect

Moderator From what of Datin Seri Hazalia have said. Now we knew that there
are 4 types of child abuse.

Now, let’s proceed to Professor Nadzirah. Can you give some tips for
parents to build a good relationship with children.
Panel 2 Here are some tips for parent to build a good relationship with children.
A good relationship is one of the ways to prevent child abuse. Firstly,
parents should learn about parenting skill. Once we already hold the
title as parents, we must prepare and take responsibility to build a
good nature of our children. The example of parenting skill such as
parent should be a good example. Parent should use a courteous tone
of voice with children. Don’t hit your kid: violence teaches violence.
Apologize when you are wrong. Say ‘I love you more than often and
reward good behaviour. Next, parents must be a friend to children.
Listen. Sometimes, just being able to express anger and frustration
helps ease tensions. Go shopping and have fun with your children.
Children are usually better behaved when their adults are happier and
more relaxed. Parent also can take their children to go jogging. Happy
moments and exercise helps relieve stress.

Moderator Thank you, Professor Nadzirah. It is a good tips and I hope parents out
there can apply this tips as a way to prevent child abuse.

Audience, let’s hear from Chief Inspector Norsiah about her experience
facing with the child abuse case.

Panel 3 Before I proceed to the protocol and procedure, I would like to tell you
what is law enforcement.
Law enforcement officers are vital members of any multidisciplinary
team assemble to investigate child abuse cases.
This law enforcement had their own policies, procedures and protocol
regarding to give respond to reported cases of child abuse.
In most child abuse case, law enforcement becomes involve in one of
two ways, which is firstly, a referral from school or teacher and
secondly is a direct call from parents or neighbour.
Because of the complexity of child abuse cases, the officer of law
enforcement should well trained to handle the multi child abuse cases.
There are a few consideration for child abuse investigation that use by
the law enforcement. First we should always consider the possibility
of child abuse happen. The second one is we need to identify any
personal of professional biases you may have with child abuse cases
after receiving a referral.

As a conclusion, child abuse is one of the serious issues that need


hurry reactions so that it can't be more worsened. Furthermore, to
surpass it, we must overcome it with elbow grease and also with the
million brilliant ways. That is the point to resolve this child abuse case.
