1.1 ABSTRACT
In recent years there has been a heightened focus on the management of the security aspects
associated with critical infrastructure. CESC Ltd has taken to introduce a fully integrated substation
security system. Many asset security systems are implemented using a piecemeal, disparate approach
often resulting in systems that are unable to be reliably and efficiently interfaced with each other.
Through working closely with Schneider Electric India Pvt. Ltd. (SEI), a recognized expert in integrating
security systems, CESC has taken a different approach by implementing a geographically distributed,
IP based security system that is centrally monitored and managed via a single graphical user interface.
The system integrates Fire Alarm Panel, Intrusion Panel, Normal Monitoring and Emergency
Monitoring. The main challenges will be justification, design and implementation of the system and
highlights the innovative steps adopted to ensure a smooth transition from design through to
commissioning.
1.2 BACKGROUND
Asset security is recognized throughout the Defense Project as a significant business risk. With copper
theft on the rise globally, preventing unauthorized access to electricity infrastructure is a key
consideration for network providers. The issue of asset security management has been the subject of
ongoing media scrutiny because a number of intrusions have resulted in fatalities. The continual
threat of terrorism and subsequent risk of willful damage to critical infrastructure is also a powerful
driver for enhancing asset security. Ensuring reasonable measures are taken to minimize the likelihood
and impact of such events is a critical aspect of asset management and business risk mitigation.
CESC has undertaken a comprehensive program as IP based CCTV system to enhance asset security,
which included the following activities:
Supply & installation of Automated Surveillance, Alarm Generation & central recording
Set up central control room
The CESC shall provide the visibility of the equipments in Substations to the operator sitting in the
Normal Control Room and Emergency Control Room as part of operation of the CCTV system.
The system shall comprise of IP based video cameras, BMS server, Network Video Recorders, Network
switch and monitor clients at various substations. The control centre side shall have Camera
management servers and Remote Clients at NCR/ECR.
The scope of work under this project includes design, engineer, supply, erect, test and commission &
integrate the complete CCTV system including cameras, Automation Server, Network video recorder
system, Network switch, Management servers, applications/software, encoders/decoders, mounting
arrangement for cameras, cables, media converters, enclosures and any other items/accessories etc
(As per REP) required for a fully functional system, then submission of as built drawing along with
maintenance manuals of the following work.
Supply, installation, testing & commissioning of CCTV cameras for automated surveillance
Supply, installation, testing & commissioning Automation (BMS) server for alarm generation
Supply & Erection of Junction Boxes (JBs) near camera. Enclosure for Controller, Media converter and
LIU.
Supply & Erection of Suitable Rack for fixing control room equipments in Control room.
The technical information in this proposal is based on the information provided in the valued enquiry
thru email and is considered firm and shall not be subject to change during detailed engineering and
execution of works. We follow the policy of continual improvement and reserve the right to supply
equipment differing in details and rating from that described in the proposal. Mainly our proposal
includes CCTV Surveillance System, Automation (BMS) server, Networking & Integration with 3rd party
panel (like – Intrusion panel, Fire Alarm Panel etc.

case vendors proposing for 3rd party NMS solution should provide all the interop
reports certified by both the NMS vendor and Active switching vendor on

d. Automation Server
The Automation Server is a powerful device that can act as a standalone StruxureWare Building
Operation server and also control I/O modules and monitor and manage field bus devices. In a small
installation, the embedded Automation Server acts as a stand-alone StruxureWare Building Operation
server, mounted
with its I/O modules in a small footprint. In medium and large installations, functionality is distributed
over multiple Automation Servers that communicate over TCP/IP.
The AS-L module has a built in FTT-10 port for integrated LonWorks functionality to enable access to
any Schneider Electric LonWorks field controller or third-party LonWorks devices. Lonworks networks
can be commissioned, bound, and configured from the Automation Server using the built-in LonWorks
Network Management Tool. No third-party tools are needed. A protocol analyzer with powerful
debugging and network quality monitoring features is also included.
The Automation Server has an available capacity of 4 GB of memory. This represents 2 GB for
application and historical data and 2 GB dedicated for backup storage. This ensures that all data is safe
from damage, loss, or unintended edits. Users can also manually back up or restore the Automation
Server to a storage location on a PC or network. Through the Enterprise Server, users have the ability
to perform scheduled backups of associated Automation Servers to network storage for even greater
levels of protection.
The Automation Server natively integrates Modbus RS-485 master and slave configurations, as well as
TCP client and server. This allows full access to third-party products that communicate on the Modbus
protocol, such as power meters, UPS, circuit breakers, and lighting controllers.

Solution Overview
Site location
The proposed system will have an automation server which will be connected to 3rd Party panel (like –
Fire Alarm panel, Intrusion Panel, Gas panel) through I/O points & cameras will be connected to other
end. The Automation server will be connected to switch through CAT 6 cable.
The local camera server will be connected to the L2 Managed switch. This L2 switch will be connect to
CESC switch, which will further connect to CESC cloud.
Central Control room will have a CESC switch which will be connected CESC cloud & central server. 50
“ industrial grade monitor will be connected to CESC Switch. Another client PC will be connected to
switch.

The proposed solution will have an automation server which will take input from the Intrusion /
FAS/ Gas panel & local camera. This automation server will be connected to local L2 Managed
switch. Local PC will be connected to the switch. In case of any alarm the pop will come up in the local
PC & the same will be recorded in the local camera server. The server will have 4 TB storage which can
keep recording @25fps for 15 days. Manual back up will be required after 15 days.
Local switch will be connected to CESC switch in CAT 6 cable. Client switch will be connected to CESC
net.
Control Room
Central control room will have a central server which will be connected to CESC switch & 50” industrial
grade monitor. In case of alarm, there will be a pop up in the monitor. Also in normal situation user
can view one single selelcted camera or no of cameras in any combination.
Analytics
It is proposed that a Web Based Analytics software be made avaiilable that will help the CESC to
do detailed analysis and analytics so that the response can be made proactive and also the
effectiveness of the service improved.
Report
The term "trend analysis reports" refers to the concept of statistical analysis by collecting
information and attempting to spot a pattern for incident vs. time. The proposed customized
application will have the functionality to draw trend reports and show it in an executive dashboard
for easy decision making and to summarizing the crime pattern in selected locality.
Alert Generation
The proposed application will be able to generate alert for the incident type when the rate of
incident type in a particular area increase. This tool allows users to create incident/time-of-day
histograms, giving them the latest information on trends and patterns in their locality.. The
administrator will have the facility to change the rate of crime and can able to re-generate alerts.
Intelligent Analysis
Pin Mapping: VMS will allow users to dynamically create color-coded pin maps based on database
attributes such as incident date, time, location, and incident type.
Incident Count Mapping: This functionality creates a map that uses color to represent different
values and counts the number of incidents in a particular area of the map
Repeat Incident Mapping: VMS will allow users to compare repeat incident locations and the
number of incidents using graduated point symbols to represent incident occurrences.
Hot Spot Mapping: This tool will allow users to extract crime hot spots from incident maps to
determine where police patrols should be directed
Change-Over-Time Mapping: This tool will helps to accurately assess the affect of crime reduction
efforts and recognize areas of increasing criminal activity by visualizing change over time in map
form

Article 1: Scope
Schneider Electric India Pvt. Ltd. (“Contractor”) scope is restricted to Supply, Installation, testing and
commissioning of Equipments as per agreed scope, technical offer and specifications. This scope is for
agreed timelines and in accordance with other provisions and obligations of each Party. Unless
specifically agreed by us in writing, no other supply or services shall be considered as part of our
scope/ deliverable /obligation.
Article 2: Specifications
To align with organizational continual improvement process, our Research & Development (R&D)
shall be at liberty to change the technical specifications. It is our endeavor to constantly improve
design, specifications and quality of our products or services as per latest standards and methods
governing product/ industry. Therefore, Contractor reserves the rights to change the specifications,
illustrations, dimensions, weights or other parameters governing design without prior notice.
Article 3: Modification
Contractor quoted Price is based on agreed Specifications, layout and routes in accordance with
guaranteed technical particulars (GTP) & certain assumptions.
Any other clause or conditions not specifically covered under Contractor’s specifications shall not
be assumed or accepted unless otherwise formally agreed between the Parties. Any other
supplies or activities beyond agreed scope shall be carried out as per mutual agreement between
the parties, subject to techno-commercial feasibility of time, cost & other implications thereof.
While the Contract is in force, if Owner requires any change in scope, specifications, make, quantity
or any other terms and condition of the Contract, Contractor shall submit fresh or amended offer
indicating the impact of requested change in terms of price, timelines or any other parameter
thereof. The change shall be binding only after written acceptance or amendment of Contract
mutually by both the Parties.
Further, if Owner requires any change in specifications (or any other) after approval of drawing,
which involvescorrections/ modifications /re-submission of drawings and approval, it shall
have commensurate implication on delivery period and/or price and same shall solely be borne by
Owner.
For any additional or new requirement, Contractor shall offer fresh rates, which shall be at par
with market prices of similar product/ specification/ makes plus 25% covering handling expenses
towards overheads and profit. No documentary proof for purchase shall be submitted for same.
For any variation / change in scope / quantity of item(s) upto +/- 10%, the same may be considered
by Contractor within agreed prices with necessary time extension. However, any change in scope
or quantity beyond 10%, the same shall be subject to acceptance of revised prices and delivery
period by Contractor.
Once the material is dispatched from the manufacturer’ works or origin to designated stores or sites,
in accordance with provision of the Contract, the same shall not be taken back by Contractor and
Owner shall be liable to make full payment.
If delivery of Equipment or material is withheld or deferred or delayed for no fault of Contractor,
the Owner shall compensate to the Contractor with adequate time extension and additional
cost implications thereof. The Contractor shall be suitably compensated if the projects are delayed
due to reasons not attributable to Contractor. In case, where Equipment supplies are withheld or
needs to be temporarily stored, the storage and demurrage charges at actual shall be recovered form
Owner.
The agreed full advance payment has been received by the Contractor.
Encumbrances free site / land / building for Project work is available and ready to commence
Project work is confirmed by Owner.
Full access and possession granted to Contractor for site activities as per scope.
A kick-off meeting between Client & Contractor held and minutes of meeting distributed
Owner is registered with concerned tax authorities in the State of Project Site.Owner to share the
evidence of financial closure with its financial entity (if project is funded by any financial institution).
Owner shall issue an unconditional authorization in the form “Notice to Proceed” (NTP),
On fulfillment of above conditions, Owner shall issue an NTP to the Contractor, which shall be the
Work Starting Date and be construed as Zero (0) date of the agreed schedule. NTP shall be issued only
after the completion date of the last conditions (of milestone) from the above conditions.
However, the coming into force shall occur within one month of the effective date of the Contract.
Supplies of Imported Equipment and material - CVD (Counter Veiling Duty) and ACD (Additional
Custom Duty), BCD (Basic Custom Duty) and applicable CESSes have been considered as per
prevailing rates.
Applicable road permit (way bill) or E-Sugam and Form-XVII or any other form as applicable in
Project Site for inter-state purchases (as required) shall be provided by Owner, prior to readiness of
Equipment/ material / goods. Any default or failure of Owner in providing the applicable way bills,
the full taxes and duties shall be charged from the Owner. According to scope involved, the
Contractor proposes to enter into separate Orders/ Contracts:-
The Owner shall make all payment in Indian Rupees (INR), unless otherwise agreed between the
Parties.
In the event, certain items rates are not determined, the Contractor shall charge on Cost plus basis
with 25% margin towards overheads and profit.
Contractor shall submit the detailed billing break-up separately indicating the Unit Rates and
applicable taxes prior to commencement of invoicing, which shall form an integral part of the Order/
Contract. The Owner shall approve the same and return within 3 days.
Ten Percent (10%) of Contract value as interest free advance along with order
Forty five (45%) Payment against dispatch of material. Fifteen (15%) Payment against receipt of
material at site.
Balance Thirty Percent (30%) together with full taxes & duties on successful commissioning &
handing over.
Such proposal may cover, including but not limited to, scope, design, specification, calculations,
makes, sizes, quantity, deliverables, milestones, schedule or documents etc, during the
performance of the contract to make any changes, variations, modifications, additions or omissions
to, in or from the works (“Change”).
The requesting party shall prepare the change requirement or request for change (RFC) describing
affected item, purpose, justification, impact and effective timelines of such Change.
The requesting party shall submit the RFC to other party for analysis and review. The receiving party,
if required, may seek further details, clarifications or information prior to conveying its decision to
the requesting party. However, receiving party shall convey its decision to the requesting party
within 7 (seven) calendar days.
On converging to the need for change, the Owner shall amend the related document within 7
(seven) calendar days including purchase order, agreement, schedules, statement of work or
any other necessary document.
In the event, representatives of Parties fail to arrive at a consensus within 30 (thirty) days from the
date of RFC, then the matter shall be escalated to the senior management of Parties for resolution.
No change shall become effective until such time that both the Parties have mutually agreed in
writing and by executing an addendum or amendment to agreement. Such change shall explicitly
define the change and its effective date of commencement.
In addition to any other remedy or provision provided elsewhere in the contract, in the event of
any delay or default of Owner in fulfilling its complete, timely and agreed obligations within the
accepted timelines, the contractor reserves the right and entitled to claim the consequential
compensation or submit its revised offer including, but not limited to prices, duration and other
terms and conditions. The customer shall duly compensate to the contractor by amending the
corresponding purchase order / agreement by incorporating revised changes for meeting its
obligations.
In the event of Owner’s inspection at manufacturer works, all costs towards logistics, travel,
accommodation, conveyance and allowances of Owner’s employees shall be borne by Owner.
However, the Contractor shall arrange the permission to carry out the inspection, if the same is
not hampering the overall delivery schedule. After clearance of inspection, the Owner shall
provide the Dispatch Authorization within 2 days enabling to ship the Equipment.
Equipment Erection, functional testing and commissioning shall be carried out in accordance with
the User and Maintenance Manual at site.
The Owner shall certify all measurements of works and carried out by Contractor within 3 days, so
that correct and complete invoices are raised timely.
In the event, delivery of material is withheld or stored for 3 (three) months or more, the Contractor
shall be entitled to suspend or terminate the Contract for the reasons not attributable to Contractor.
In case storage of goods is necessary owing to immediate dispatch to destination being impossible
due to lack of instructions from the Owner or Owner’s default or transport facilities or reasons
attributable to Owner, the cost of such storage at ½ % per week of basic price along with
demurrage charges and incidental charges at actual will be to the Owner’s account. Besides, the
Contractor shall not be responsible for any delay or consequential losses thereof.
The Contractor’s total aggregate liability (including liability for the acts and omissions of
its employees, directors, consultants, engineers, Contractors, agents or sub-Contractors), arising
out of or in connection with the offer and/or relevant Purchase Order, whether in contract,
equity, tort (including negligence and strict liability in tort), breach of statutory duty, restriction
or otherwise, shall in no event exceed the Contract Price.
In case of termination of the contract before the expiry of the Term or Scope, the liability of
the Contractor, if any, shall be limited to the extent of the payment received from the Owner
by the Contractor till the date of such termination.
The Contractor’s liability in respect of any defect, malfunction or failure of the equipment supplied
or for any loss, damage attributable thereto, is limited to making good by repairing defects or
replacing which under proper use appear therein (provided the equipment is installed, operated,
maintained as per manufacturer’s or the Contractor’s instruction manual) and arise solely from
faulty design, material or workmanship within warranty period as mentioned under the warranty
clause.
The Equipments/ Products under Contractor’s scope of supply are warranted against any defects due
to bad material, faulty design or poor workmanship and such warranty is valid for a period of 18
months starting from the date of dispatch or 12 months from the date of commissioning /
charged / put in service, whichever is earlier, of the Equipments/ Products.
At termination of the above mentioned period, all liability on Contractor’s part shall cease.
Warranty shall extend only to repair or replacement of supplied Equipment/ Product. This warranty
is the exclusive remedy of the Owner. The Contractor shall not be liable for any special or
incidental or consequential damages for breach of any expressed or implied warranty on the
Equipment/ Products supplied to the Owner. This warranty will continue to be in force for the term
herein specified, and shall not be extended under any circumstances. Warranty extends to
unlimited number of repairs and maximum of one (1) replacement within the warranty period.
The warranty will not cover the failures caused due to the following reasons:
a. Damage or defect caused by transportation, accident, misuse, lack of maintenance,
improper usage or negligence on the part of Owner;
b. Willful damage or negligence, normal wear and tear;
c. Abuse or misuse of equipment/product;
d. Damage or defect caused by fire, earthquake, flood or other similar natural disasters;
e. Damage or defect caused by alteration, modification, conversion not authorized by
Contractor in writing;
f. Repairs carried out by personnel other than Contractor’s authorized serviceproviders;
g. Defects or damages due to any other external means or causes.
Parts and components, which are repaired or replaced during such period, are warranted for the
original warranty period only and will not carry any extended warranty. The replaced or defective
material shall be taken back by Contractor.
If the Equipment is not repairable at site the same shall have to be sent to Contractor’s workshop
on freight prepaid basis after obtaining Contractor’s consent in writing and Contractor shall make
good the defects and return back the repaired Product/ Equipment to the Owner subject to
payment of freight charges.
Contractor shall make commercially reasonable efforts to obtain from any sub-Contractor of third
party equipment, material or services, warranties against defects in materials and workmanship to
the extent such warranties are reasonably obtainable, and Owner agrees to release Contractor from
any further liability. Contractor shall not be liable for any such warranty or for any defects caused
by such third party equipment, materials or services.
EXCEPT FOR THE WARRANTIES STATED ABOVE, CONTRACTOR HEREBY DISCLAIMS ALL EXPRESS
OR IMPLIED WARRANTIES, EITHER IN FACT OR BY OPERATION OF LAW, STATUTORY OR
OTHERWISE,INCLUDING WARRANTIES OR CONDITIONS OF MERCHANTABILITY,
TITLE, NON-INFRINGEMENT AND FITNESS FOR A PARTICULAR PURPOSE.
During the entire duration of the Contract, both Parties shall ensure to fulfillment their obligations in
the manner described in the Agreement.
Unless specifically agreed between the Parties otherwise, the electricity, water and gas required
for construction purposes (connection and consumption) shall be provided by Owner free of cost
during the entire performance of the Contract.
Unless specifically agreed between the Parties otherwise, the site office, storage for Equipment
& material, security of stores and site shall be provided by Owner free of cost during the
entire performance of the Contract.
The approval / clearances from any statutory authorizes required for execution / completion of
the project, the same shall be arranged and paid by Owner.

bear all costs and charges for special and /or temporary rights-of-way which the Contractor
may require, including accessing the site.

In case of termination and/or project being scraped/ purged for whatever reasons, the
Contractor shall receive from Owner the full payment towards all the work performed, including
but not limited to, certified or not; all payments due towards confirmed commitments with
respect to cots of materials, goods and services ordered by the Contractor with its Sub-
Contractor or Sub-suppliers for performance of this Agreement, including the once delivered at
site and/or are under transit
The Contractor shall also be entitled for payment with reasonable profit by the Owner on the part of
the terminated works; Payment of a sum representing 10% of the contract price as a termination fee.
In addition, the Contractor shall have all other rights and remedies to which he is entitled under
this Agreement and/or at law.
No delay or failure by either of the Parties in the performance of this Agreement shall give rise to
any claim by the other Party or shall deemed to be a breach of this Agreement if such delay or failure
is the result of occurrence and/or continuation of any one or more events or circumstances of
the Force Majeure.
Force Majeure means any occurrence or event that is beyond the reasonable control of a Party
hereto, including, but not limited to,
(a) fire, flood, flooded land, rains, snow, lightning, drought, storm, typhoon, earthquake, tsunami,

invasion, riots, strikes, freight embargos, social commotion; agitations, labour disturbances,
turbulence, accident, casualties, civil war, or any other act of public enemies etc.
(.c) acts or omissions of any court, legislative, judicial or executive body, or other
governmental authority (such as a taking by condemnation or power of eminent domain), any
expropriation or confiscation of facilities, compliance with any order of any governmental authority,
changes of law etc..
Any Party that is affected by an Event of Force Majeure shall given written notice thereof to the
other Party no later than 15 (fifteen) days following the date of occurrence of the Event of Force
Majeure in question, providing appropriate details thereof. If performance under this Agreement is
delayed as a result of continuation of the Event of Force Majeure, the time allowed to comply
with such obligation shall be extended for as long as the relevant event of Force Majeure causing
such delay or suspension continues. If the Event of Force Majeure continues for a period of (3)
three months, then either Party may suspend the Contract by providing notice to the other Party
and both the Parties shall mutually discuss and agree for the suitable next steps to be taken up. For
such time, the suspension is in force, the Owner shall provide the equitable extension to the
Contractor
any such order is entertained by us in best interest of Owner relation, the clauses/ terms not in
agreement cannot be treated as acceptable and enforced upon us.
b) Damage or loss of any property, real or personal, to the extent that such damage or
loss is directly attributable to or caused by negligence, willful misconduct or breach of the Contract
by Owner, its representatives or employees present at site;
c) Owner’s failure to comply with any laws applicable to the performance of its
obligations under the Contract.
In case the Owner is placing a Purchase Order, please incorporate the following details, to enable
the
Contractor to expedite actions in processing the Order / Manufacturing:- Contractor’s offer reference.
Complete techno-commercial details inline with agreed final offer. Detailed Billing Address (on whose
name invoices are to be prepared). Detailed consignee address (where the material to be delivered).
Sales Tax & CST nos. of both the Owner and consignee.
Excise details & ECC nos. of both the customer and consignee. Advance as per offer.
Enclose necessary documents like duty benefit / sales tax concessional form eg.- road permit, Form-
V etc along with the order.
All the Sales Tax concessional Forms like Form “C” shall be provided as per the prescribed rules
/ procedures of the Government
Any other relevant documents required to register your order.
