superannuation/retirement. In sectors where flights of Air
India are not available, least of the economy class air fare
charged by private airlines on the date of

FOREIGN COMPENSATION GUIDELINES (FCG) FOR OVL

Applicability • In all overseas postings exceeding 90 days including rotational off.


• Effective from 01-07-2009.
• Covers salary structure & facilities during overseas tenure
Salary Structure Officers posted abroad are entitled for :
(i) Indian Salary;
(ii) Foreign Allowance (varies level wise / country vise)
Status of Officer All posting stations except operational fields are family stations.
On posting abroad, officer opts for either family status or bachelor
status.
Officer on bachelor status perform 70 / 20 ON / OFF duty.
Officer on family status avail annual home leave passage.
Leave Officers on ON / OFF Duty:
• For 70 days Duty, officers are entitled for 20 days OFF in a quarter.
• Besides OFF, annual 30 days EL & 20 days HPL accrues.
• Out of 4 quarterly round trip tickets in a year, officer has option to
utilize one or more round trip tickets for travel of his spouse / other
dependent family member.
Officers on Family status:
• 30 days EL & 15 days SEL is allowed to avail annual home leave passage.
In addition, 20 days HPL also accrues.
• Besides above, 3 Indian National holidays & local closed holidays are
allowed.
Medical • Officer / Family is entitled for free medical facility / medical Insurance.
Residential • Free Furnished accommodation is provided to officers posted abroad.
Accommodation • In case of delay in providing residential accommodation, hotel for 15
days @USD 150/- per day is allowed.
• For bachelor status - Facility of continuing Lease / self-Lease / colony
accommodation in India /HRA is allowed.
• For Family Status - After shifting family abroad, 50 % HRA allowed for
keeping house hold goods.
Transport • For Country Manger / Business Manager - Car
• For other officers - Pooled vehicle
• Maintenance part of CMRE is allowed.
Telephone • Facility of free telephone connection at Residence and Mobile phone
(except personal STD / ISD calls).
• Personal telephone calls allowed upto USD 50 p.m.
Entertainment • Country Manager: USD 750 per quarter.
Expenditure • Business Manager USD 450 per quarter.
• Membership of one club allowed.
Food subsidiary • USD 250 per month.

Tours • Officer posted in JVs follow JV Travel policies.
• For officers posted in Country offices / Subsidiaries :
(a) ED level executives can travel by Business Class.
(b) Country Manager of E7 level can travel by business class if
OVL officers seconded to JV Company in that country are
travelling by business class.
(c) All other officers in country office are entitled to travel by
economy class.
Briefing to • CM / BM / Sr. officer posted abroad is required to touch OVL
Management headquarters at Delhi for a day for briefs to Sr. Management.
Duty/Off/leave/ • Monthly absentee statement: Statement needs to be submitted by 10 th
intimation of following month.
Service Bond • Before proceeding abroad, officer is required to submit personal
undertaking cum security bond of INR 15 lakhs to serve ONGC / OVL
for three years after return from Foreign Posting.

DPE vide O.M. No. 2(21)/E.II(B)/2004 dated 18.11.2004 have circulated revised list of 'A-1',
'A', 'B-1', 'B-2' class cities for the purposes of payment of CCA. The classification of cities for the

the rates applicable for that particular city based on the status / classification of the cities.
3. These orders shall take effect from the date of issue. Claim already settled will not be re-
opened. However, pending claims may be settled under these orders.
