BENIGNO “NOYNOY” AQUINO is a
Filipino politician who served as the 15th
President of the Philippines from 2010
until 2016.
In July 2010, he delivered his first State
of the Nation Address (SONA). During his
first State of the Nation Address (SONA),
he announced his intention to reform the
education system in the Philippines by
shifting to K–12 education, a 12-year
basic education cycle. He also presented
his “Ten Point Agenda in Education”.
TEN POINT AGENDA IN
EDUCATION
A. Increasing the educational cycle
to 12 years basic education
This is to give children a chance at
succeeding. This starts from school year
2011-2012. Noynoy Aquino believes that
by applying the K-12 (Kindergarten to
Grade 12) system, which is what our
neighbors are using, will help Filipino
children achieve the best basic education
possible.
The K-12 Basic Education program
aims to provide “sufficient time for
mastery of concepts and skills, develop
lifelong learners,” and prepare graduates
development, employment and
entrepreneurship.
B. Universal preschooling for all
The Aquino campaign proposes the
establishment of a real preschool system
that makes the preschool available to all
kids regardless of their parents’ income.
Noynoy Aquino proposes that all public
school children will have preschooling as
introduction to the formal school system
by school year, 2016.
C. Madaris Education as a
sub-system within educational
system
Madrasah is an Arabic term for
“school.” It is derived from the root word
dars, which connotes a learning process
carried through drill lesson.
Filipino Muslims have asked for an
Education System that respects their
beliefs and culture that goes side-by-side
with the formal educational system. A
Madaris Education can be included to
help keep Filipino Muslim children in
schools. Last 2013, the Department of
Education (DepEd) has reiterated its
policy of respecting the religious rights of
students including the right of female
Muslim school children to use veil or
headdress (hijab) inside the campus.
Based on DepEd Order No. 32 series of
2013, the Department reiterates its policy
on the protection of religious rights of
students which was contained in DECS
Order No. 53 series of 2001 entitled
“Strengthening the Protection of
Religious Rights of Students.”
Based on the order, Muslim girls shall be
allowed to wear appropriate clothing
during Physical Education (PE) classes in
accordance with their religious beliefs.
Moreover, Muslim students shall not be
required to participate in non-Muslim
religious rites.
D. Technical Vocational Education
as alternative to high school senior
Technical, vocational education must be
reintroduced into public high schools with
accompanying trade tests and skills so as
to provide high school graduates the
quickest path to work upon graduation.
E. Every Child a reader by Grade 1
The Aquino Campaign recognizes that the
core problem to learning problems is the
inability to read. The educational policy
of an Aquino Administration aims to
make every child a reader by grade one at
the end of its tenure in 2015-2016.
F. Science and Math proficiency
Noynoy Aquino pledges to bring science
and math club movements with
elementary and high school science and
math fairs. Noynoy Aquino also pledges to
build a strong science and math
curriculum that begins in Grade 1.
G. Assistance to private schools as
essential partners in basic
education
The Aquino Administration proposes to
expand Government Assistance to
Students and Teachers in Private
Education (GASTPE) to aim for 1 million
private HS students every year through
education service contracting (ESC). It
likewise pledges to remove the wasteful
education voucher system of the Arroyo
Administration.
H. Medium of Instruction
rationalized
Noynoy Aquino supports the UNESCO
tried and tested formula of mother tongue
instruction before moving on to English
for higher grades. From Preschool until
grade 3, the Aquino Administration’s
policy will be an education taught in the
mother tongue, with English and Filipino
as subjects. As grade level go higher,
English will be increasingly used for
science, and math while social studies will
be in Filipino.
I. Quality Textbooks
Text books under an Aquino
Administration will be judged by: Quality,
better quality, and more quality.
J. Covenant with Local
Governments to build more schools
In areas where there are no public or
private schools, the Aquino
Administration will enter into a covenant
with local government units to build
smaller populations so teachers and
students and parents can form a real
learning community.

 Budgets for both basic and
higher education increased, and;
 Other important laws were
passed. These are some of the
following laws:
 Republic Act (RA) 10533,
otherwise known as the
“Enhanced Basic Education Act
of 2013.” This law provides for at
least one year of preschool and 12
years basic education (six years of
elementary; four years of junior-high
 school; and two years of senior-high
school).
 Republic Act (RA) 10157, also
known as the “Kindergarten
Education Act,” which makes
kindergarten education the first stage
of compulsory and mandatory formal
education prior to Grade 1.
 Republic Act (RA) 10627, or the
“Anti-Bullying Act of 2013”. This
law is one of the first “anti-bullying
laws” in the world. Under this law, all
public and private basic-education
schools are mandated to adopt
anti-bullying policies and establish
intervention programs for both the
child victim and the child bully.
 Republic Act (RA) 10648 or the
“Iskolar ng Bayan Act of 2014”
which mandates all state universities
and colleges to admit and provide
scholarship grants to the top 10
public high-school graduates subject
some requirements and conditions
provided by said law and the
implementing rules and regulations
to be formulated by the Commission
on Higher Education (CHED) and the
DepEd.
RODRIGO “RODY” ROA DUTERTE
Rodrigo “Rody” Roa Duterte is a
Filipino lawyer and a politician who is the
16th and current President of the
Philippines. He is the first Mindanaoan to
hold the office.
EDUCATIONAL AGENDA
 Double the salary of teachers by
6 years
 Full implementation,
monitoring and evaluation of
the K to 12 program.
In the second SONA of President
Rodrigo Duterte, he confirmed his strong
support for quality basic education and he
highlights the continuous empowerment
of young and adult Filipino learners
through wider and better access to
academic and skills enhancement.
The full implementation of K to 12
Program begins last 2017, which also
signals the arrival of the first batch of
Grade 12 learners in the current school
year. These learners continued with
Senior High School (SHS) to finish their
chosen tracks.
 Intensification and expansion of
the Alternative Learning System
(ALS)
Alternative Learning System (ALS)-
it is a parallel learning system in our
country that provides a practical option to
the existing formal instruction.When one
does not have or cannot access formal
education in schools, ALS is an alternate
or substitute.
Even before the culmination of K to
12 Cycle from Kindergarten to Grade 12,
the Department of Education, through
the Bureau of Curriculum Development,
launched the ALS-K to 12 Education
Curriculum. This is done to ensure that
the Alternative Learning System
curriculum is aligned with the K to 12
Program, and to provide learning
opportunities that will empower
out-of-school youth and adult learners to
improve their quality of life and become
more effective contributors to the society.
President Duterte considered that
Alternative Learning System (ALS) is the
“centerpiece” of basic education that
will complement the K-12 program.

 600,000 out-of-school youths passed

the Accreditation and Equivalency
Program, certifying them as eligible
for either high school or college, as
part of the Alternative Learning
System program of the Department
of Education (DepEd).
 Republic Act 10931, or the
“Universal Access to Tertiary
Education Act of 2017”, an act
promoting universal access to quality
tertiary education by providing for
free tuition and other school fees in
state universities and colleges, local
universities and colleges and
state-run technical-vocational
institutions, establishing the tertiary
education subsidy and student loan
program, strengthening the unified
student financial assistance system
for tertiary education, and
appropriating funds.
