Bryan College Library POLICY

5.1 Building Access, Use, and Security


5.1.1 Opening and Closing
At least one Bryan College employee must be responsible for the security of the BCL and
its contents any time it is occupied. During normal operating hours, said employee will be a
library staff member or library student assistant. Therefore, opening and closing will be routinely
done only by library staff members or student assistants following the prescribed procedure (see
Procedure 5.1.1). Opening or closing outside of normal hours will also follow prescribed
procedure and must have the approval of the Director or Public Services Librarian by
prearrangement unless there is a legitimate overriding emergency.

5.1.2 Library Hours of Access


The BCL hours of operation are planned with the following considerations in mind:

 Maximize hours available for students


 Usefulness of the hours available for students
 Maximizing use of staff time to effectively serve student, faculty and staff needs
 Past use
 Present recognized trends
 Staffing issues
Hours are reviewed regularly and revised as necessary to balance service needs with budget
realities.

Chapel Hour
The BCL will close each week during the Fall and Spring semesters for all designated
chapel hours, except those where a department or class is meeting in the library.

Key-Card Access
 The library will be open and accessible to the public during designated hours when there
is a full-time staff person on duty. This includes all open summer and interim hours (see
Planning Table below), and during regular semesters 6:00 p.m. – 9:30 p.m. Sunday, 7:45
a.m. to 9:30 p.m. Monday – Thursday, and 7:45 a.m. to 5:00 p.m. Friday.
 Only Bryan ID holders will have access to the library during the remainder of our regular
semester hours of operation which will be from 9:30 p.m. – 12:00 midnight Sunday –
Thursday and 1:00 p.m. – 5:00 p.m. Saturday. Library users must have their Bryan ID
cards with them to enter or remain in the library during these hours. (See exceptions
under “Controlled Access” in 5.1.6 below).

Planning Table
The table below shows the normal schedules for each season with the annual exceptions.
Read each row of this table: “The hours for the period known as [1st column] are [2nd column]
running from the beginning of [3rd column] thru [4th column] with the noted exceptions of [5th
column].” Somme service desks may not be staffed for every hour the library building is open,
and/or personnel may be working during hours when the library is closed to users. The Academic
Support Center sets its own hours of operation and hours of specific services (see
http://www.bryan.edu/asc) which do not necessarily coincide with these hours of library
operation. The Study Grind service hours are set by Pioneer food Service and usually are 7:00
p.m. – 11:00 p.m. Sunday through Thursday.

Criteria for Changing Hours


These hours will continue until one or more of the following events create the need for a
temporary or permanent change:

1. Pre-scheduled, pre-approved special events

2. Any emergency caused by natural disaster or other such event

3. Change in staffing levels due to budget or other event

4. Change in demand for service due to added, subtracted, expanded, or diminished


programs

5. A mandate from college administration to change the hours.

In such cases, hours will be set by the Director of Library Services after consulting with
all permanent library staff members and with the other service outlets housed in the library
building.

Communication of the Schedule


The schedule will be set before the beginning of the school year using the table above and
will be listed as hours change throughout the semester on the BCL website, on the digital
signage, in the library newsletter, and by email phone call, or in person specifically to library
staff, the Office of Student Services and to the directors of Admissions and the Academic
Support Center. Any exceptions to the normal hours for the season will also be communicated by
these means as well as through temporary signs at the main doors of the library.

5.1.3 Space Scheduling


All library spaces are reserved on a first-come, first-served basis according to the policies
for each space listed below. Spaces not mentioned specifically in this document may not be
reserved for non-library functions. Reservations for room spaces may be made either through the
online form or in person. Library Student Assistants will refer all reservation requests other than
those for study rooms to a full-time staff member. Exceptions to this policy are allowed only for
library-sponsored events, and the Director of Library Services reserves the right to refuse any
reservation request deemed detrimental to the basic mission of the library. All library spaces are
subject to overriding Bryan College policies regarding space reservation and use.

2nd Floor Open Space


The library schedules this space on a limited basis at the discretion of the Director or the
Public Services Librarian. Care is taken to make sure the space is not inaccessible for student
study use for long periods during regular semester hours.

ASC Open Study/Tutoring Area


This space is not scheduled for events during normal operating hours and only rarely
during after hours.

Conference Study Room (100C)


May be scheduled for ongoing classes on a limited basis and by professors or students for
small group use. Seats up to ten students and has a whiteboard.

Humanities Room (204)


May be scheduled for small, humanities-related, ongoing classes (10 students or less),
and the library may schedule one-time events on rare occasions in this room.

Library Computer Lab (Research Writing Lab) (112)


The library schedules this room only for academic use requiring the computer equipment,
not as general meeting space. Thirty PCs are available.

Media Study Room (100B)


May be scheduled for small classes, small groups, or individuals for viewing DVDs or
VHS tapes. Seats up to eight students and has a whiteboard as well as the media viewing
equipment.

Presentation Study Room (100A)


May be scheduled for ongoing classes on a limited basis and by professors or students for
small group use. Seats up to ten students and has whiteboards and a large TV monitor with
HDMI hookup for presentations. Individuals may reserve this room for practicing presentations.

Spoede Study Studio (113)


The library does not schedule the Spoede Study Studio for classes on a regular basis. The
library will, however, allow reservations for one-time events at the discretion of the Director or
the Public Services Librarian.

Study Rooms 206-208


The library does not reserve these Study Rooms for professors to use on an ongoing basis
for classes. All of these rooms may be scheduled through library student assistants or full-time
staff members for small group use, one-on-one meetings, or individual study use. Note: Room
208 is currently being used as the Testing Center and is therefore unavailable for use.

5.1.4 Use by Outside Groups


Use of library facilities for planned events by any group other than library or ASC staff,
including both on and off-campus groups must have the preapproval of the Director or Public
Services Librarian and must be supervised according to the prescribed procedure by a full-time
Bryan College employee. This supervisor must remain in the library during the full duration of
the function and for after-hour events, agrees to take full responsibility for the security of the
participants, the entire facility, and all of its content during the function. (See Procedure 5.1.4 for
more information.)

5.1.5 ADA/Fire Code Compliance


The library facility is to meet Federal ADA compliance and local fire code compliance at
all times in terms of access to all public areas for all users. Library furnishings will be arranged
with these standards in mind. Exceptions to this rule may be made only for events wherein the
library is being used for other activities than its normal service functions (such as International
Games Day).

5.1.6 Security Plan


The BCL is committed to the safety of all of its users as well as the security of the
considerable investment which the College has in its materials, equipment and facilities. The
library will follow the Bryan College Emergency and Security plans, in conjunction with this
policy. See Policy 2.6 Safety, Emergencies, and Personal Security for specifics in those areas.
This policy is in regard to controlling access to and securing the library facility, which will
remain in effect continuously.

Controlled Access
 During key-card access hours (see 5.1.2 above), only the Triangle entrance to the Library
will be available for entrance. The parking lot side will be exit-only.

 At 9:20 p.m. each Sunday – Thursday evening, all library users that are not recognized as
Bryan students, faculty, or staff will be asked to display their Bryan ID and those without
one will be asked to leave the library. The key-card access locks will then be activated at
9:30 p.m.
 The doors are locked 15 minutes before closing and the library will close at the specified
closing time.
 Key-card access locks will normally be active during all Saturday hours of operation.
 Students, faculty and staff may bring family members into the library during key-card
access hours, and high school students and their parents still in the ASC for tutoring at
9:30 p.m. may remain until their tutoring session is finished. Otherwise, no one may offer
access to anyone without a Bryan ID during these controlled access hours, and library
staff may ask anyone to leave who is deemed to pose a threat to the smooth operation of
the library.

Security Sweep
A security sweep will be performed by the staff member on duty at the end of the day before
leaving the library.
