Cabot Neighbourhood Forum

Minutes from meeting Thursday 2nd September 2010

Meeting opened by NC who welcomed Alistair Cox to the Meeting.

Announcements

AC explained the details of the Transport Planning Consultation advising that the
framework would be to invest and improve public transport and quality of life over the
next 15 years. Questionnaires were distributed to attendees.

NC gave explanation of Neighbourhood Forum and again requested a new resident


chair.

Review of Previous Priorities

ASB & Barbecue damage on Brandon Hill

NC advised that this is still an unresolved problem. There is a probability of signs


being displayed. Also advised that at the next Partnership meeting, the Parks and
Grounds Maintenance would be attending and that this matter would be raised. An
application to the Well Being fund would be presented in order to purchase signs/bbq
areas.

Lengthy discussion took place between Attendees and MOP’s with ongoing
concerns.

Action: to be discussed further at the Partnership meeting.

Nuisance Cycling

MA gave update on ASB cycling and the introduction of the ‘awareness training’
scheme (accept fine, request Court hearing or accept awareness training) due to
begin in September. Also advised that discretion was used by Police when dealing
with this problem.
Lengthy discussion took place between Attendees and MOP’s with ongoing
concerns.

Action: MA will bring statistics to the next Forum to ensure that cyclists not being
targeted as an ‘easy option’ and that motorists also receive fines. Will also give an
update on the viability of the ‘awareness training’.

Pavement Obstructions – ‘A’ Boards and Street Furniture

NC advised that in response to the recent Consultation, it is proposed that


permission would not be granted for street furniture if the pedestrian walkway was
less than 1.8 metres wide. This proposal will be considered further by the Licensing
Committee later this month.

MOP advised that this week he had counted 18 obstructions just on one side of
Queens Road in Clifton.

NC advised that Bristol City Council is working towards a separate policy for ‘A’
Boards and that there were ongoing discussions.

Action: Further information/dialogue would be available after the next Partnership


meeting.

Street Drinking on College Green/Unity Street

MA advised that the signage in Unity Street is clearly visible. Also advised that
Operation Brio on Friday and Saturday nights included this area and street drinking
was robustly dealt with by Police Officers.

MOP asked if Queen Square was covered by Op Brio.

MA advised there is no unit based there but a mobile unit can be called upon when
necessary.

MOP advised no longer telephoned Police as has lost faith in their actions.

MA advised that the area is within the Cumulative Impact Area and that any new
Licensed premise would need to justify their business. Also requested that MOP still
continue to telephone Police to advise of any ASB.

AW explained how residents would know of new premises opening and how to
object. Also explained that a License would be granted if there were no objections.

Action: No further police action as areas are included in Op Brio and officers are
dealing with street drinking and ASB.

Street Cleanliness

NC stated that this issue would be raised at the next Partnership meeting as a new
cleaning contract would begin in 2011.
MOP advised that had telephoned BCC after the refuse collection had taken place
recently on Fremantle Road and had left rubbish on the street. Was told that within
24 hours the street would be cleaned but this did not happen.

Action: NC to raise issue at Partnership meeting.

Traffic Turning from Union Street into Horsefair – Sign says Access Only

MA advised that road marking had made significant improvements.

AW asked how many motorists had been fined for using this road.

MA stated did not have stats but would investigate.

Action: MA to bring statistics to next meeting.

Pedestrian Lights on Queens Road are Not Green Long Enough

NC advised lights had been monitored and were deemed consistent with other lights
in the area.

MOP stated 7 seconds is not long enough to cross the road.

Action: No further action required.

Urinating in the Street

NC advised that the mobile urinals could be moved elsewhere in the city if their
position appears to be in an unnecessary place. No suggestions were put forward.

MA confirmed that Police deal robustly with persons urinating in the street.

Action: No further action required.

High Speed on Urban Road

NC advised that the Pilot scheme in the south and east areas of Bristol will begin on
22nd October and decisions to include the scheme in Cabot would be considered
after this date.

MA confirmed that Police deal with road offences daily.

Action: to wait until decision is made to include Cabot in the new scheme.

New Priorities Raised

MOP – Requested possibility of new road crossing at junction of Horfield Road and
Perry Road from the King David Hotel to the café.
MOP – Night-time noise in Queen Square.
MA asked resident to continue to telephone police – the police cannot deal if they do
not know of problem.

MOP – Requested CCTV camera on Priors Hill junction with Apsley Villas is re-
installed.
MA to find out who owns the camera and why it has been removed.

MOP – Speeding vehicles from McColls, Cumberland Road to the Create Centre,
Smeaton road.

MOP – Lorries parking in the bus bays on Cumberland Road overnight and leaving
the engine running disturbing the neighbours.
MOP asked if it was possible for the old land on Wapping Road (Grahams
Merchants) to be used as a lorry park. This is believed to be private land recently
purchased for re-generation.

MOP – Brandon Steep/Queens Parade; recently graffiti on property.

MOP – Emergency Glass Clean-up – resident wishes to know what happens in


situations like these – e.g. broken glass in play areas.

MOP – Street lights out


NC requested this type of problem should be dealt with immediately by ringing BCC
or going online to report and NOT to wait to raise at the Forum.

MOP – Requested Cabot to become more involved with funding for greener homes.

MOP – Noise issue at The Canteen, Stokes Croft.


MA stated was aware of the problem and Police Officers were dealing when
necessary. Ongoing problem for the Beat Officers.

MOP – Youths congregating on the Garages at Armada House, Kingsdown


MA stated was aware and Police Officers and PCSO’s were patrolling area.

NC – again requested nominations for Chair for the Forum.

MOP – Requested representation of Community Groups at Neighbourhood Forum’s


and Neighbourhood Partnership meetings.

NC concluded that new concerns were all important and would be addressed.
