 Item 5.6 - Daywork of CESMM-3 has now replaced
with more explanation for application of Preambles.
 As the CESSM-4 is neutral from contract [Reference to
“ICE Conditions of Contract” removed] and
specification [Reference to “British Standard”
removed] it is now necessary to show compatibility
between the Method of Measurements and the
Conditions of Contract used on the project.
 To address this a schedule must be included in the
Preambles to the BoQ.
 Schedule shall indicate clauses in the Conditions of
Contract that define the terminology used in the Method
of Measurement.

very neutral Method of Measurement.

 5.18 Provisional Sums

 In CESMM -3, Provisional Sums for specific


contingencies shall be given in the General Items of the
BoQ.

 In CESMM -4, Provisional Sums for Defined Work shall


be included where work is known to be required.

CESSM -3 stated the format of the BoQ to be followed by the bill compiler as
follows;

 This is another sign to maintain the neutral status of the CESMM-4.

Item 6.1 Insertion of rates and prices

 CESMM -3 specified the pounds sterling and pence as


the currency to be used in the BoQ.

 CESMM-4 currency to be used shall be as per the


contract (which is to be stated in the Preamble –
Schedule – referred in the item 5.6)

This is another sign of globalizing of the CESMM-4

Item 6.3, 6.4 and 6.5 - Adjustment Item

 The Clauses noted in the Conditions of Contract of ICE


have been removed in the CESSM-4.

 This will leave to Employer to use his own “Form of


Contract”.
Section 7 – Method–related charges
All the Clauses noted in the Conditions of Constroct of
ICE have been removed in the CESSM-4.

Item 7.6 – Charges not to be measured


CESMM-3:- Method-Related Charges shall not be subject
to admeasurement but shall be deemed to be
priced for the purpose of variations.

CESMM-4 – shall not be subject to admeasurement,


deemed to be priced for the purpose of ;
1. Variations,
2. Revision to rates as a consequences of a change in
quantity arising from admeasurement.
Class A: General Items
1.2- Insurances – One single item for the insurance
In CESSM-3; there are two items for:
1. Insurance of the Works,
2. Third party insurance.

1.3 - Parent company guarantee – new requirement and


covered in Measurement Rule M2 (A separate item to be
given in the BoQ)

4.2 – Provisional Sums – “Defined Work”.


In CESSM -3, it stated as “Other Provisional Sums”.

 Measurement Rule M3 has expanded to cover;

….Where more than one pipe is expressly required


to be laid in one trench, the length measured shall
be the length of the pipe, not including the length
occupied by manholes, and other chambers.
