Dear Members of the Board:

The Association of Supervisory and Administrative School Personnel (ASASP) has just finished its Negotiated
Agreement ratification process. While the “Contract” received overwhelming support, from our membership, the
subsequent fallout from the revelations of “undeserved/non-contractual payouts” to selected and favored
members of the school system, by Executive staff, has made a total mockery of the Negotiations process!
Negotiating in good faith has been translated by many of our members to mean “under the table” negotiating with
good friends.

The vitriol of our members is spilling throughout the school district. Our members feel betrayed by the outlandish
“salary increases” being reported by the news media. They find it hard to believe that the Chief Executive Officer,
Dr. Kevin Maxwell, would participate in such a scheme as to illegally issue non-negotiated raises to select Union
members, and to “friendly” supporters of his Administration. This is especially disrespectful as we have tried for
years to restore steps to our members. For Dr. Maxwell to support the meager offerings delivered by the Board’s
negotiating team, at this last negotiation’s session, and then authorize these unfair distributions, of monetary gains,
speaks to his lack of integrity.

The school district has received an onslaught of bad publicity; it seems almost bi-weekly, regarding some type of
ethical breach by this Administration. Some of our members have been caught up in the schemes of deception,
which have fostered a sense of distrust from the greater Prince George’s County community. That you, the
Members of the Board of Education, have “rubber stamped” these atrocities, speaks to your willingness to abrogate
the trust placed in you, by the citizens of this County. You have made a mockery of why a Board of Education was
formed, in other words, to protect the interests of children, and to serve the interests of the taxpayers of this
school district. Yet, in your eagerness to conform, and to comply, with the dictates of the CEO, you have disgraced
the history of the citizens who previously served in your capacity as Board of Education Members. You have proven
the need for an all elected school Board. With all of these revelations being delivered, as we previously stated, you
still have not made a public statement acknowledging anything being amiss within this school district. Instead, your
most revealing admonitions have targeted fellow Board Members!

Our Union is feeling the fallout from the disclosures of recent days, and our members are demanding that we
directly engage you in an effort to obtain parity and equity in the “true” distribution of monies available for salary
enhancements. Crying “poor mouth”, in light of what has been given as reported and not disproven by the CEO, or
his Executive staff team, leaves us little but to ask for a reexamination of what additional funds are truly available
to our membership. ASASP came to the Negotiation’s table full of hope and full of promise for a result which would
bring us some measure of labor peace. That peace has now been hit with a hurricane of publicity as to make us
concerned for what future negotiations might portend for our members. Will we enter those negotiations with the
misguided trust we placed in this past session; or will our members believe that the leadership of ASASP, is too soft
to truly fight for a fair settlement. Your actions have left this Union in a precarious position. Please understand that
it is the intent of this Union and its members to be as aggressive as is required, to seek real answers as this public
tragedy, of you and of the CEO, continues to unfold.

ASASP has tried, on numerous occasions, to provide you an early warning signal, as to the tone and the tenor of
the school district. You have allowed the CEO to mute our voice by his “take no prisoners” attitude. Now, other
voices are being projected, with those very same messages. Will you heed those voices, or again bury your heads
in the smoke and mirrors, sleight-of-hand, behavior and rhetoric of the CEO? The members of this Union have not
taken a vote of confidence in you, or in the CEO; however, should one be called for, you can rest assured that the
vote would be practically unanimous in favor of NO Confidence!

It is time for you, as Board Members, and Dr. Maxwell, as CEO to regain, if possible, the confidence of this entire
education community. While we believe it is too little, too late, some show of contrition is required at this point.
Do you have the professional integrity to make the hard decisions to regain that trust? ASASP will doggedly track
and will aggressively contribute the necessary commentary to assure that these needed discussions move forward,
with the required attention demanded by the revelations impacting this school district!
